MASTER PLAN SUMMARY With Key Issues and Goals

This document provides general direction for the enhancement and improvement of the City Of Oceanside Municipal Golf Course. Over a period of several months under the direction of Nathan Mertz, Parks Development Coordinator, Rainville and Bye Golf Course Architects reviewed the course, including observation of flooding during the rainy season and met with the Golf Committee and course management personnel from American Golf to receive and analyze a variety of input. The Master Plan attempts to distill all of the input into a single document to be used as a guideline for future development. The plan is primarily graphic and the full size composite Master Plan drawing is found in the packet in the back of this document. Also included in this report is a suggested Phasing Plan for improvements with preliminary construction costs. The Phasing Plan costs are derived from the detailed cost estimates found beginning on page nine. The Master Plan also provides a potential site plan for improvement of the clubhouse area, costs for implementation of the entry and street frontage landscape has been included. In developing the plan a series of issues and goals were established, they include the following: DRAINAGE Since the course has been built in the flood plain of Pilgrim Creek, drainage continues to be an issue. The master plan seeks to improve both issues of through drainage and seasonal flooding and local issues of poor drainage on a hole by hole basis. The pipe culverts that allow path crossings at several places constrict flow through the course and help contribute to stagnant wetland conditions. The culverts do not enhance the appearance of the course. Many flat and low areas occur and addition of drains and modest regrading will help alleviate problems associated with poor local drainage. WETLANDS Any changes to the golf course will have to respect the existing wetlands that are present on the site. There are approximately 14.7 acres of “jurisdictional wetlands” as defined by the U.S. Army Corps of Engineers and the California Department of Fish and Game. Permits will need to be obtained from the appropriate agencies prior to any alterations to the jurisdictional wetlands.

The wetlands are identified on the Master Plan Documents and discussed in detail as part of the Biological Constraints Analysis. During the month of September 2004, Biologist Julie Fontaine conducted surveys and an analysis to determine the presence and extent of any jurisdictional wetlands and to preliminarily determine any potential biological impacts. Her complete report is found in the appendix. Her findings include the following: 1. Approximately 14.7 acres of jurisdictional wetlands are present through the

middle of the golf course. 2. That alterations to these wetlands would require an acquisition of Federal

and State permits and would take up to two years to obtain. 3. Sensitive plant communities exist located in and along the creek and ponds

of the golf course that are consistent with the high priority Salt-Alkali Marsh/Common Pickleweed-Saltgrass habitat.

4. The property has the potential to support the Federal and State

endangered Least Bell’s Vireo and the federally threatened California Gnat Catcher.

Before any Master plan ideas are implemented, final determination of the exact limits will have to be determined and surveys to identify whether the sensitive bird species are present will need to be conducted. OPERATIONAL AND POTENTIAL SAFETY ISSUES At several locations on the course the relationship between tees and cart paths is undesirable, golfers are forced to walk back into oncoming play on holes #3, 5 and 13. Of particular concern is the congestion around the 4th tee, 6th green and 7th tee. Some simple rerouting of cart paths, tee movement and tee replacement can help to improve safety and flow of traffic. Increased flow of traffic can help to increase speed of play. HOLES #12 AND #13 A major concern on the course is the steep uphill #12 and the downhill #13. The master plan seeks to improve the playability of the 12th hole by reducing the slope to increase ease of play and view to the green. The plan must also allow a complete view to the 13th green from the tees and the steep downhill grade on the cart path must be corrected.

PRACTICE RANGE The poorly drained and substandard range can be redeveloped to increase aesthetic appeal and golf value. The practice range is one of the first things that arriving players see and it is very visible from Douglas Drive. Existing netting on the east side of the range, according to management, provides adequate protection for the adjacent homes. An improved range can increase revenue and attract more players. OVERALL COURSE INTEREST & SHOT VALUE As changes are made to achieve other goals such as improved drainage and safety, more interest and variety can be built into the course. Generally the recently rebuilt bunkers look good and need no attention at this time. By adding some additional water features and a few new bunkers more strategy and interest can be achieved. COURSE PLANTING Many trees are in poor shape on the course and there is limited variety. A long term plan for care and replacement of failing trees will continue to maintain the value of the course. As part of the planning effort Greg Applegate consulting arborist has reviewed the tree stock found on the golf course. His detailed findings and recommendations are included in the appendix. The course has a limited range of species and age of trees. Most of the trees are either Pine or Eucalyptus. The most common pine is Aleppo Pine (Pinus halepensis) and nearly all have structural or root problems. The most common Eucalyptus, Flooded Gum has been hit hard by Lerp Psyllid and is in poor shape. Based on local climate, soil condition and golf course function, a list of potential replacement trees has been developed, and is included in this summary. Mr. Applegate recommends that as many as 200 trees will and should be removed and replaced in the next few years. An annual budget to be devoted to tree removal and replacement should be established. Removal and replacement of 200 trees could range between $100,000.00 to $150,000.00 dollars depending on the size of replacement trees. An annual budget of $20,000.00 to $30,000.00 dollars over the next 5 years would not be unreasonable. The strategy for tree replacement and planting should be as follows:

Priority One Trees with larger branches that could fail that are close to tees, greens and other areas of congregation should be removed and replaced first. Priority Two Trees indicated in the Master Plan that would support the Master Plan goals should go next. Smaller trees planted sooner would grow to meet the golf course needs earlier. Priority Three Trees with significant health and or appearance problems should be removed next. Priority Four General tree replacement of under sizeable species or failing trees in less critical areas can be last priority. From a management standpoint, particular attention should be paid to Horticultural recommendations found on page 13 of the arborists report.

DESCRIPTION OF IMPROVEMENTS Hole by Hole

Hole #1

Add a new forward tee to allow a 160 yard drive to reach the dogleg. Install drains on the right side of the fairway that will drain to the existing lake. Construct a fairway bunker at about 240 yards out to provide direction and interest off the tee. Repair the cart path on the right side of the green. Supplement the existing planting along the practice range.

Hole #2

Plant additional trees on the right side of the tee to protect houses. Construct a fairway bunker on the right, about 260 yards out. Move the cart path out of the low area and closer to the green for better access. Fill the green side bunker on the right and create gentle mounding that will allow good access to the green. Develop low area as 0.17 acres of wetland.

Hole #3

Construct a new forward tee for greater options in tee placement. Bring the cart path closer to the green for speed of play and safety. Develop area to left as .33 acres of wetland.

Hole #4

Move the back tee forward and to the right to allow the cart path on the 6th hole to approach the green from the left side. Moving the tee forward also puts the dogleg at about 250 yards out. Provide improved drainage along the property line with the existing homes. Add a waste bunker at the dogleg. Raise the grade at least two feet to allow for drainage out. Add drains on the right side of the fairway that go to the wetland. Add more tree planting along the embankment. Extend the wetland along the left side of the fairway to create 0.14 acres. Regrade in front of the green to improve drainage and rebuild the front of the green to drain.

Hole #5 Rebuild and raise the forward tee. Enlarge the green in front to provide a

place to run the ball up onto the putting green. Rebuild the bunker for better visibility from the tee and to help collect hooked shots. Move the cart path closer to the green for faster on and off. Add mounding to hide the path.

Hole #6 Reconstruct the back tee by lowering and moving farther forward. Abandon back tee, but rebuild the remaining tees. Reroute the cart path out of the landing area and closer to the wetland, fill as needed. Construct new greenside bunker on the right to hold errant shots to the green. Extend the wetland area towards green to create 0.23 acres. Fill existing bunker and bring the path to the left side of the green. Replace culvert with a bridge. Rebuild the front of green and add a drain.

Hole #7 Reroute the cart path on the right out of play. Add mounding to screen

path. Build a new forward tee with a good view to the dogleg. Add a bridge to replace the crossing. Keep the existing bridge for walkers.

Hole #8 Add two fairway bunkers on the right for interest. Move the wetland

crossing to the right of the green for a better approach to the green. There will be a loss of about .06 ac. of wetlands. Construct a bridge and a new cart path. Move the existing cart path on top of the mound to the right and behind the mound. Extend the wetland to the right of the landing area to create 0.26 acres. Remove the fort bridge from the 7th fairway to the middle tee.

Hole #9 Construct a new forward tee allowing a less severe approach angle to the

dogleg. Add a waster bunker on the left in dogleg. Provide drain inlets and take them to the existing lake. Widen the cart path on the right side of the green.

Hole #10 Construct a new forward tee to reduce the dogleg angle. Add more trees

and one fairway bunker to guard the dogleg on the left. Establish a limit of work line for any future development of the vacant parcel. Move the greenside bunker right and forward to open up the access to the green from the cart path. Repair the bare area on the right. Reroute the cart path around the mound. Add drains in the low area to the right and take the pipe to the existing lake. Hole #11

Move the cart path to the left side of the fairway. Rebuild the marshy area into a lake with a ‘hard’ shore line. The elevation of the lake can be set at about 45.0. The lake will displace about 1.33 acres of wetland. Expand the lake into the fairway for impact and visibility.

Hole #12 Shift the new hole to the left and play up the draw. This allows a fairway of

10% rather than 15%. The final grading can be designed to balance the cut and fill. Construct a new forward tee. Approximately 1.5 acres of adjacent land is needed for the expansion. Fairway bunkers on the right will help protect the tees on the 13th hole. Additional planting will also help separate the holes.

The drawn Master Plan included in this document illustrates the preferred alternate #1 that requires the acquisition of the additional acreage. Should that not be possible two additional alternates are included for reference. Alternate # 2 keeps the existing basic alignment. The 13th green can be lowered and shifted to the left as you approach the hole. This increased separation will help safety. The tees on hole #12 can be regraded to reduce the slope down to the 12th green and to improve visibility. Alternate #3 would eliminate the existing 13th hole and replace it by shortening the 14th hole to a par 4, then playing a par 3 to the existing 14th green. The existing 15th hole would be lengthened to a par 5. Alternate #2 would be costly with minimal improvement of the situation and Alternate #3 would eliminate the signature 13th hole and both alternatives are not necessarily recommended by this document.

Hole #13 Move the tees to the left for safety and lower in elevation to allow a view to

all of the green. Realign downhill cart path with a grade no steeper than 10%. Bring the cart path closer to the green for easy access on and off but screen it from view from the tees with low mounding. Hole #14

Add a new forward tee. Add mounding on the left and across the fairway for strategy and interest. Drain the low area behind the 15th tee with a pipe across the fairway to the wetlands. Construct mounds and depressions on the right to keep balls from rolling into the creek.

Hole #15 Construct a new lake between hole #15 and #16. This creates a low point

to drain and improves an unsightly area. Move the cart path away from the new lake to the left side of the fairway. Omit the bunker on the right of the green to allow better access. Construct turf bunkers to catch errant shots to the right. As an alternate to the lake, the area between the 14th and 15th hole could be developed as a large waste bunker.

Hole #16 Add fairway bunkers on the left to add interest to a rather flat fairway. Add

mounding on the left side of the green to support a reconstructed bunker that is more visible from the fairway. Create gentle mounds and depressions that will help to keep balls from rolling into the wetlands.

Hole #17 Rebuild tee complex. Fill the wetland in front of tees for a better

presentation. Maintain a pipe connection to the fairway. Add mounding at the first landing area and bunkers at the second landing area. Create 0.28 acres of wetland on the left side of the fairway.

Hole #18

Realign the cart path for safety and better access to #18 tees. Move the cart path closer to the 17th green and away from people on the 18th tee. Bring the path around and behind the 18th tees and to the right side of the tees to eliminate 2 way traffic. Add target bunkers at 260 to 270 yards out.

Practice Area

The practice area needs significant improvement to correct the poor drainage. Regrade to provide a minimum slope of 1.5% to drain inlets. The existing tee ponds water could be lowered and regraded to drain forward. The concrete tee line can be constructed across the back of the tee. Target greens constructed from hybrid Bermuda and decomposed granite bunkers will add interest. In addition installation of a 30’ screen fence on both sides of the tee will improve control of errant balls and new lighting will improve night time use. Additional Comments The Master Plan indicates areas of land along the western edge of the property that could be potentially traded to the Conservancy. It is land that is out of play and could be of natural value in establishing coastal sage habitat and provide a connection to the wetlands. In addition to the above improvements, the entire irrigation system needs to be updated and/or replaced. While a detailed determination of the final design is beyond the scope of this document, in general the mainline, lateral piping and sprinklers will need to be replaced. The existing pump can probably be refurbished and the Toro ‘Site Pro’ central computer and the existing Osmac RDR satellite controllers can be re-utilized in a final design.

POTENTIAL CLUBHOUSE IMPROVEMENTS At some point there should be consideration for clubhouse improvements Architectural Improvements are beyond the scope of this document, but a potential site plan has been developed that identifies several key elements of future improvement plans. The clubhouse can be located closer to Douglas Drive and at a higher elevation to improve visibility from the street to the clubhouse as well as views to the course from the clubhouse. This allows for improved drainage and room to develop an outdoor patio. The plan includes a 6,000 square foot cart barn and a 8,000 square foot clubhouse with parking for more than 260 cars. There is ample room to increase the building sizes if needed. In addition the plan calls for an improved welcoming entry statement visible from Douglas Drive and a landscape edge along Douglas Drive, allowing for a safe setback from the 10th hole and room for access to the south along the existing homes. There is still about 2.7 acres of land left for future use. Key elements of this plan that could be developed in the near future without changing the existing buildings includes the entry statement and the landscaped edge along Douglas Drive.

PHASING OF IMPROVEMENTS

Likely all improvements cannot be made at one time due to budget constraints. This document offers a suggested phasing of improvements with associated costs. The early phases of improvements seek to address the most significant issues first with more concrete and less necessary improvements later on. Phase I Complete updates and improvements to tees including additional forward tees. Approximate cost $98,000.00 Phase II Range improvements including regrading, new tee and tee line, lighting and target greens.

Approximate cost $617,000.00 Phase III Redesign and regrading of the 12th and 13th holes. This is of course dependent on selection of the preferred Option I and the ability of the city to negotiate a land swap with the Nature Conservancy.

Approximate cost $326,000.00 Phase IV Make all of the local drainage improvements. This includes some grading improvements and add wetlands in anticipation of lake construction.

Approximate cost $243,000.00 Phase V Redo the bridge crossings. If all of these were done at one time there would be some economy of scale.

Approximate cost $262,000.00 Phase VI Construct the lakes at holes #11 and #15. Both lakes can be done at one time and the balance of the Master Plan work completed at that time. Dirt generated from lake construction can be used to provide fill where needed as at the 6th hole.
