Do something extraordinary May 15Editor,

I will make my request short andsweet. On Tuesday, May 15, my lit-tle sister, Mrs. Whitney HurleyHatchett, will have open-heart sur-gery. She has a history of heart chal-lenges, but has never undergonesuch extensive surgery. It is my be-lief that if as many people as possi-ble put enough positive energy intothe world, she will survive. Karmais an incredible source of power.

Here is my request: on May 15,please go out and do something ex-traordinary — something that youdon’t normally do that puts a smileon someone else’s face (includingMother Nature). For me, I will begiving blood that afternoon. Then,whatever you decide to do, can youplease let me know (12626 SunsetAve., Ocean City, Md. 21842)? Then,I will put each idea in a card thatWhitney can open on each day ofher recovery to learn what a strangerdid for her on the day of her surgery.

Here are some extraordinaryideas:

nPick up trash along the side ofthe road or on the beach

n Volunteer to serve food in asoup kitchen

n Donate used blankets andtowels to an animal shelter

n If going through a toll, pay forthe person behind you

n Leave an extra $10 for yourwaitress at lunch or dinner

n Donate blood or hair n Plant a tree nRead to kindergartners or res-

idents in an assisted living facility

n Give a stranger a hug or acompliment

n Tell someone you love them nVolunteer in your community

(Habitat for Humanity, Girls andBoys Club, etc).

Thank you all from the bottom ofmy heart. I wish you and your fam-ilies a wonderful workweek and Ilook forward to hearing back aboutwhat you are able to do on May 15.

Clarifying signaturecollectionEditor,

In the May 4 edition [of OceanCity Today], there appeared a lettervociferously denouncing the Cath -olic Church in general, and St. JohnNeumann Church in particular, forhaving had “the audacity to have pe-titioning going on at the church onSunday against the same sex bill.”Further, that the church decided tohold its petition in the church lobbyon Sunday during Mass.

The fact is that on Sunday, April29, signatures were collected afterMass on “the petition to ‘preservemarriage’ in Maryland.” Almost56,000 valid petition signatures arerequired to put the issue of preserv-ing marriage on the ballot in thestate of Maryland on Nov. 6, 2012.This action will simply give allMaryland voters an opportunity tovote on the issue of the definition ofmarriage in Maryland in Novem-ber, instead of being defined by ourpoliticians.

The petition did not take place inthe lobby actually designated as the

gathering area or vestibule. It wasconducted after Mass in a separatewing of the building. Despite theimplication, Mass was certainly notdisrupted.

The position of the church onthe subject of marriage has beenclearly defined through the ages,and will remain so, such lettersnotwithstanding.

Without rancor or vituperation,all that can be said about the letterin question is that it remains totallyin question. We will pray for its au-thor.

Writer won’t return to Catholic ChurchEditor,

I am writing this letter to showsupport for Amy Povloski and herwell-written letter in last week’spublication.

She did a wonderful job of ex-pressing the thoughts and feelings ofthe many people that are very un-happy with the role that the CatholicChurch has chosen in social and gov-ernment issues. How mean-spiritedto nurture intolerance for any one ofGod’s children. The Church and theparticipants in this petition shouldbe ashamed of themselves. BishopDesmond Tutu has said that anyonenot accepting same-sex marriagecannot call themselves Christians. Iagree with him.

As a life-long Catholic, I will notbe back to the Catholic Church. Theyare just too hypocritical for me.

Call it a political ploy or a random act of councilmanickindness to taxpayers, but whatever the motive, the OceanCity Council’s decision to cut the new tax rate by a pennyby drawing from the city’s fund balance speaks a thousandwords.

That’s because it would take at least that many to ex-plain in detail what a “fund balance” really is and why thecouncil’s dipping into it to replace this reduction in tax rev-enues and, not long ago, to pay bonuses to employees is agood, bad or indifferent thing.

Various authorities have devoted whole journals to ex-amining the subject of government fund balances, but forour purposes we’ll say they differ little from a company’soperating capital.

The company or government can spend this money if itwants to, but would prefer to keep it to cover its cash flowneeds between the time it must pay its bills and when therevenue comes in. Obviously, the money can also be usedto stay afloat if something terrible happens.

Depleting that fund without replacing that moneymeans the company or government would have less tocover its expenses or other contingencies the next timearound. Hence, the bond rating agencies’ concern aboutthe size of municipality’s fund balance.

So how much of a balance is enough? It depends. Moody’s Investment Service’s David Jacobson says

Ocean City has a Aa2 bond rating, the company’s thirdhighest, but Moody’s has no policy that stipulates what per-centage of a municipality’s budget should be held in reserve.

“In the most recent report, we do note that, ‘Favorably,town officials also maintain a 12 percent benchmark for fundbalance levels, given risks inherent to coastal, tourism-basedeconomies.’ So the 12 percent appears to be a town policy.”

Most thinking on the subject suggests that 12 percent is alittle low and that the balance should be 15 percent or more.But neither is critically low according to these same sources.What matters is whether Ocean City government can replen-ish the fund when it must, either through additional savingsor higher taxes. And that is the election year question.
