Obtaining a Permit to Install a New Sewage Treatment System

2. Obtain a soils test from a soil scientist / evaluator per Ohio Administrative Code 3701-29-07(A): Pages 3-4

3. Work with a system designer to determine what system can be installed on your property. All systems must meet the requirements found in the Ohio Administrative Code 3701-29-09: Pages 5-6

4. Complete the Sewage Treatment System Design Review Application: Page 7

5. Submit to Madison County Public Health (MCPH) the completed application (step 4 above) along with the fee, the soil analysis, and the sewage treatment system design.

A sanitarian will review your application and all paperwork typically within seven (7) days

but may take up to thirty (30) days. An approved system design is good for five (5) years,

as long as there are no changes to the lot, the property, the soil, the size and location of

the proposed house and the approved system design.

6. At this point, begin to consider a system installer to hire. At the time of the installation, this installer will need to be registered with MCPH. For a current list of installers, visit our website or contact MCPH by phone or email at 740-852-3065 [email protected].

Madison County Public Health (MCPH) will review your property site and the system design plan to ensure they meet the requirements of Ohio Administrative Code (OAC) Chapter 3701-29 typically within seven (7) business days but may take up to thirty (30) days from the date of receiving your completed application, plans, and fee. MCPH may request changes to a property site or a system design application if the site evaluation or the system design does not meet the requirements of OAC 3701-29. You may access the OAC at http://codes.ohio.gov/oac/3701-29 Please keep in mind… When a public sanitary sewer system (“city sewer”) becomes accessible to the property, all buildings on the property with plumbing shall be connected to the public system and the existing private sewage treatment system abandoned in accordance with OAC 3701-29.
