Dear Friends of the Outer Banks Relief Foundati on,As President and Co-Founder of the Outer Banks Relief Foundati on, I want to thank the thousands of people who over the past ten years have supported our eff orts to help individuals and families in our community struggling with fi nancial hardship as a result of a debilitati ng disease, or a personal or family tragedy in their lives. So what is the story that explains why and how the Outer Banks Relief Foundati on began and has ushered us to this point in 2015? In 2002, there was a child living on the Outer Banks who had a very serious, life-threatening disease. Millie Ward, Ervin Bateman and I, along with several of our running friends, had raised over $7,000 for a local chapter of a nati onal charity, with a promise that these funds would be directed to the family of this child. While we had raised the funds, the money went to the nati onal charity and we discovered that none went to this local family in need. We realized that we needed to reconsider what we were doing, and so the seed was planted. Those funds may not have prevented that gravely ill child from dying, but it might have kept the family out of foreclosure and maybe prevented divorce.Our Relief Foundati on’s roots began to grow in 2003. In the autumn of that year, Millie Ward, Ervin Bateman, and I were training to run in a Marathon in Rome, Italy. As we trained for the 26.1 mile race, all three of us agreed, it was ti me to start a local foundati on to help people in need on the Outer Banks. We decided to start our foundati on by involving our family and running friends. And we did just that; we called our family and running friends. In blind faith, our family and friends stepped forward. Some of these folks are current or former members of our Board of Directors today.So that seed that was planted in 2002, grew its roots in 2003 and the Outer Banks Relief Foundati on, Inc. was offi cially incorporated in April of 2005. It was not unti l the following year in 2006 that our Relief Foundati on was in a fi nancial positi on to start helping our neighbors in need in our community. Thanks to the marvelous generosity of our Outer Banks community in supporti ng our Relief Foundati on, and the hard work of the original 19 member board of directors and subsequent board members, to date we have been able to raise and provide a total of over $1,270,000 to more than 645 of our fellow citi zens in need on the Outer Banks. The typical fi nancial gift that is awarded ranges between $1,000 and $3,000. These funds are used to pay pressing household living expenses and/or medical bills for recipients while they undergo needed medical treatment, or who are recovering from a personal or family tragedy, and to purchase equipment to help ease their pain, suff ering and improve their quality of life.Through our fundraising eff orts, and with your conti nued generosity and support received throughout the years, we are pleased to report that our foundati on and our roots conti nue to be strong. For it is only through this generous support that we have the funds available to conti nue to fulfi ll our foundati on’s mission of providing fi nancial assistance, hope and dignity to those who are burdened with debilitati ng diseases or those coping with a personal or family tragedy.We ask that you share this copy of our Ten Year Journey report with your family, friends and neighbors. The Relief Foundation is blessed to be surrounded by the generous and caring spirit of our Outer Banks community. With the incredible ongoing support for our mission and our various community fundraising events, we are able to continue fulfilling a very real need for people living and working here who face financial hardship due to a medical challenge or a family tragedy.

Over the years we have conducted a number of fundraising events such as the Phantom Ball, Spring Bling Fashion Show, Red Nose Christmas in July and Wine Festival, and an Old Christmas celebration. Our two signature events held annually are Couture by the Shore in the spring and the Sandbar 5K Race in the summer. These two events alone have raised nearly $500,000 over the years since their inception.

OUTER BANKS SPORTING EVENTS, INC. Outer Banks Sporting Events (OBSE), whose mission is to organize and promote sports competition and healthy living lifestyle choices, provides financial support for needed relief and public education while contributing to the economic impact of the Outer Banks. The Outer Banks Relief Foundation and the Dare Education Foundation are the two local charities which benefit from the proceeds of the various OBSE sporting events. The four events that take place each year include:

WELLS FARGO FLYING PIRATE HALF MARATHON & FIRST FLIGHT 5K A fun-fi lled, Pirate-themed Half Marathon taking place in April. The scenic point-to-point course takes you along the Albemarle Sound in Kitt y Hawk, around the Wright Brothers Memorial and fi nishes just beyond the Nags Head Woods Mariti me Forest. It fi nishes with a Pirate Jamboree in Nags Head!

STORM THE BEACH Not your typical run and grab a medal at the fi nish type of obstacle race. A full-fl edged obstacle course and adventure race held in June at Jennett e’s Pier in Nags Head. Athletes of all abiliti es crawl, climb, and conquer obstacles.

SAGA OUTER BANKS TRIATHLON Swim, bike and run Roanoke Island in September! Off ering the Sprint distance which is perfect for those beginner triathletes, the Olympic Triathlon distance or the Half Iron Man distance.

TOWNEBANK OUTER BANKS MARATHON AND SOUTHERN FRIED HALF MARATHONHeld in November, the Marathon begins in Kitt y Hawk (the birthplace of American aviati on), runs through Kill Devil Hills and by the Wright Brothers Memorial, through the Mariti me Forest of Nags Head, below Jockey’s Ridge State Park, over the Washington Baum Bridge and fi nishes in the Town of Manteo on historic Roanoke Island.

COUTURE BY THE SHORE“Where fashion and fundraising unite to help the Outer Banks Relief Foundation.” Couture by the Shore Presented by TowneBank is held in early May at Kelly’s Restaurant and Tavern in Nags Head. This past year’s Spring Fashion Event was themed the “Age of Aquarius” bringing positive vibes, harmony and understanding, sympathy and trust abounding … just like the Relief Foundation does! A premier annual event on the Outer Banks since 2011, Couture by the Shore is an entertaining and fun-filled event that features a scrumptious luncheon, an exciting fashion show featuring local retailers, a silent auction known to be the best on the Outer Banks, and a 50/50 raffle. In 2015, this one-day event raised $72,000 in net proceeds for the Relief Foundation.

We are grateful for the passionate commitment of our Couture Steering Committee and team who come together each year to produce a first class Fashion event and to the Outer Banks retailers who participate in the show. Each year we continue to be amazed and honored by the generosity of the businesses and artists who support our Silent Auction and the visitors and community who attend year after year. Without all this support this annual sellout event would not be possible.

SANDBAR 5KThis Outer Banks 5K Beach Run/Walk held annually on the fi rst Sunday in August is in its 13th year. The event is set on the fl at sands in front of the historic ‘Old Stati on’ public bath house in Kitt y Hawk. Each August this fun family event brings back visitors and locals alike to run and celebrate together. This past year, lead sponsors Dr. Jessica Fuller-Hines and Dr. Jessica H. Gorr of Comprehensive Rehabilitati on & Pain Specialists fi red the starti ng gun, sending over 300 runners and walkers on the 5K course, a loop that began and ended on the beach in front of the Kitt y Hawk bathhouse at milepost 4.5.

A P L A C E T O C A L L H O M EOn June 4, 2013 the Outer Banks Relief Foundation, Inc. held the dedication of their new home and office building at 103 East Eighth Street in Nags Head, North Carolina. The purchase and subsequent renovations were all made possible through the generous support and funding from the James and Deborah Millis, Jr. Fund administered through the Winston-Salem Foundation.

In late 2011, Board President John B. Gillam III appointed a building search committee comprised of Board members Jim Braithwaite, Jim Kenny and Jimbo Ward. Through their tireless building search efforts, an offer was finally made on the 103 East Eighth Street property and the purchase was finalized in March, 2012. Initial repairs needed prior to occupancy were completed by Beach Realty & Construction. Exterior renovations and landscaping, designed in collaboration by Jim and Debbie Millis with BeachCraft, LLC, Albemarle Landscaping and Sandbox Planters, kept true to the Outer Banks style and environment.

“All of us on the Outer Banks are philanthropists and when we do give to our special interests, we hope that every penny goes to help the charitable purpose. It is my firm belief that the Outer Banks Relief Foundation is one of the most efficient organizations I know as it reaches people in need on an individual basis”, says Jim Millis, Jr.

The Outer Banks Relief Foundation initiated and continues to sponsor the efforts of the Outer Banks Community Services Collaborative which began in 2009. Bringing together a wide range of outreach, charitable and helping groups and organizations from throughout the area, the mission of the Collaborative is a commitment to work together to minimize duplication of effort, and to maximize our collective resources by working together for the benefit of all citizens in our Dare County community.

The Outer Banks Community Services Collaborative spearheaded the effort to establish NC 2-1-1 in Dare County, a comprehensive resource databank of human services, a help-line system, and a volunteer information component for the county for people seeking assistance and for those providing or interested in providing assistance. The NC 2-1-1 program was launched in 2012 with funds from the Outer Banks Community Foundation and the Outer Banks Relief Foundation. The 2-1-1 call center provides information on and access to over 140 Dare County-based services. There are also links to more than 400 regional, state and national programs, with the 2-1-1 database continuously checked and updated

for accuracy. The call to 2-1-1 is free, confidential and available in any language 24 hours a day, seven days a week, 365 days a year. Dare 2-1-1, led by Patty McKenna, Relief Foundation Board Member — is now funded by the Outer Banks Relief Foundation with support from TowneBank, the Outer Banks Community Foundation, and individual donations.

The Outer Banks Relief Foundation is also one of the many organizations on the Outer Banks providing support and funding through a mutually-supportive and effective working relationships with Dare County Social Services, The Outer Banks Hospital Cancer Services, Navigator and Hands of Hope Programs, Interfaith Community Outreach (ICO), ICO-Cancer Support, North Carolina Vocational Rehabilitation Services, Community Care Clinic of Dare, Hatteras Island Cancer Fund, Cape Hatteras Electric Cooperative Foundation, Hatteras Island Methodist Men, Duck United Methodist Church Caring Hands Program, and many other helping organizations. Together we work to ensure that people can get the right kind of assistance when they need it most.

MILLION DOLL AR MILESTONE On September 22, 2014, the Outer Banks Relief Foundation, Inc. celebrated a major milestone by surpassing over One Million Dollars in financial aid and support given to people living in our Outer Banks community struggling as a result of a debilitating disease or a personal tragedy in their lives. This milestone accomplishment in such a relatively short period of time since the Relief Foundation’s inception in 2005 can only be attributed to the dedication and hard work of the entire Board of Directors and staff, and the incredibly generous, caring hearts of our Outer Banks community.

John Bond Gillam, III, President and co-founder of the Relief Foundation said, “We have found our special calling and are fulfilling an important need in our community. I am filled with overwhelming joy, and a heart filled with deep gratitude for the overwhelming support from our donors and benefactors which enables us to lift the spirits and ease the burdens of the needy in our community.”

Since that Milestone Celebration, the mission-driven Relief Foundation has continued to help make a difference in the lives of people who are struggling. Over 645 individuals/families from Corolla to Hatteras have received more than $1,270,000 in financial assistance. While these folks are undergoing medical testing, surgery and treatment, or faced with debilitating regimes of chemotherapy and/or radiation on their way to eventual recovery and rehabilitation, the Relief Foundation steps in and makes payments on their behalf for their rent or mortgage, utilities and other pressing household living expenses, and also help with their expenses for needed medical equipment, diagnostic tests and medications not covered by insurance or Medicaid.

CREATING A COMMISSION FOR THE FUTUREOn December 4, 2014 the Outer Banks Relief Foundation held a reception for the members of their newly established Commission for the Future. This group of individuals will serve on this Commission to ensure that the Outer Banks Relief Foundation continues to carry out their mission and to be a strong and viable source of support for those in need in our community for future generations to come. Their focus will be on three critical elements: leadership and succession planning; financial stability and fundraising; and volunteer recruitment and development.

COLL ABOR ATION ENABLES FUNDING FOR HANDICAP R AMP BUILT BY CARING HANDS VOLUNTEERSIn November of 2014, the Outer Banks Relief Foundati on provided funds to be used to build a handicap ramp at the home of a woman in Avon, North Carolina. This woman was the caretaker for her 31 year old granddaughter who is severely developmentally disabled, and has been since birth. She is only physically able to walk throughout the home with the aid of others. She has always had a fear of going outside for fresh air, and very reluctant to step down onto their front porch. Whenever she did venture out to the front porch, she would crawl on her hands and knees from the home to the step down to the small porch. From the small front porch, there were another seven steps that went down to their yard. To say the least, this situati on presented very diffi cult obstacles for her and her grandmother to maneuver because of the granddaughter’s limited mobility and physical challenges.

The Duck United Methodist Church Caring Hands team of Volunteers, led by Shelby Hines and coordinated by Hal Denny, spent two full days constructi ng a handicap ramp at the home. Part of this project included enlarging the existi ng front porch and slightly elevati ng it to the level of the fl oor of their home, in additi on to the

constructi on of a 55 foot ramp from the front porch down to the ground level. The total cost incurred by the Caring Hands volunteers for the building materials and other out-of-pocket expenses for the ramp constructi on was $2,400. As with the other projects that they undertake in the community, all the labor provided for this ramp project was

donated by the Caring Hands volunteers at Duck United Methodist Church.

Our Relief Foundati on provided $1,600 in funding toward the cost of the needed materials. Our gift , along with a supplemental donati on from the Hatt eras Island Methodist Men and another from Interfaith Community Outreach (ICO), ensured that the total cost for this project was fully covered, and the granddaughter was fi nally able to go outside without diffi culty or fear.

We are fortunate that our Outer Banks community is one that has an abundance of people with generous and caring hearts. Through your heartfelt support we have been able to help those living and working here who are struggling due to no fault of their own. We step in to help them financially so they can focus on healing and recovery. We have paid rent expenses for a woman from Kill Devil Hills with liver disease, and purchased needed medical equipment for a father in Rodanthe for his son with muscular dystrophy, and assisted with temporary living expenses for a young couple with infant twins needing neonatal care at Duke due to congenital heart conditions.

We believe that when we are able to ease the burdens and lift the spirits of a person in need in our community, we lift up our entire community.

The Tanger Breast Cancer Fund was established in December of 2012 under the stewardship of Tanger Outlet Nags Head General Manager and Relief Foundati on Board Member Debbie Ferrell Moore, with a donati on of $14,229 from funds raised by Tanger Outlet’s 2012 Breast Cancer Awareness campaign and the locally-supported Pink Parti ni event held in Nags Head. The Fund has grown from other Tanger Outlet Nags Head fundraising events, public support and most recently a donati on of $16,309 received from the Links Ladies of Nags Head Golf Links and their awesome “Driving Fore the Cure” Golf Tournament.

The Outer Banks Relief Foundati on’s Tanger Breast Cancer Fund is designated to fi nancially assist people living in our Outer Banks community who are struggling with breast cancer. Since its incepti on, over $80,000 has been raised for the Fund and over $40,000 in assistance has been awarded. Breast cancer warriors receiving assistance through the Fund while undergoing debilitati ng regimes of chemotherapy and testi ng have benefi ted by having tests or medicati ons not covered by insurance or Medicaid paid for; having their rent or mortgage, uti liti es and other living expenses paid; and getti ng fi nancial help for prescribed therapies such as compression garments for the treatment of lymphedema, a common side eff ect from breast cancer treatment.

Early in 2015 one of our own, Kat Reilly, was diagnosed with Stage I breast cancer. In additi on to being our Foundati on’s part-ti me Marketi ng and Events Manager, Kat is also the Executi ve Director for Friends of Jockey’s Ridge and is widely known within our community as a caring individual who gives freely of her ti me and talent to others. Kat decided to fi ght her cancer aggressively in part due to a family history of breast cancer. In April, she underwent a bilateral mastectomy and began a grueling 6 month regime of chemotherapy. Lost wages due to the surgery and the eff ects of the treatment coupled with mounti ng medical bills not covered by her insurance took a hard toll on her fi nancially. Through the Tanger Breast Cancer Fund, our Relief Foundati on was able to assist with her rent for several months and also help with some medical expenses to provide Kat with some needed fi nancial breathing room to focus on her recovery. She has dealt with the side eff ects of chemotherapy with her usual sense of humor and dignity. Kat’s fi nal chemotherapy treatment was on October 8th. We are anxiously hopeful and praying that Kat’s next report from her oncologist will be “Cancer Free”.

OBRF normally awards gift s for fi nancial assistance for up to $3,000 to one individual/family household. On occasion there are special, extenuati ng circumstances that can warrant our considerati on for additi onal assistance. Stephanie Motz lives in Nags Head with her husband Chad and is a teacher at First Flight High School. Beginning in August of 2010, she started experiencing headaches every day, teeth and ear pain, and numbness on the left side of her face. She was subsequently diagnosed with a rare brain tumor. In November, 2011, Stephanie underwent brain surgery to remove the tumor followed by radiati on therapy for 6 weeks. As a result, Stephanie was unable to work for some ti me. Our Relief Foundati on helped with expenses related to her medical care and living expenses so she could concentrate on her recovery.

In December, 2013 Stephanie and her husband Chad were thrilled to learn that Stephanie was pregnant with twins with an expected due date in October, 2014. On July 14th during a routi ne exam, Stephanie was diagnosed with a pregnancy disorder and was required to stay at Sentara Norfolk General Hospital unti l she delivered. Due to conti nued complicati ons, doctors delivered the twins on July 20th. The premature twins stayed in the Neonatal Intensive Care Unit at Children’s Hospital of the King’s Daughters for 12 weeks. The loss of income for both parents as a result of the extensive stay for Stephanie

at the hospital and later at the Ronald McDonald house, along with the added medical and travel expenses, caused them substanti al fi nancial duress. The Outer Banks Relief Foundati on was able to help Stephanie and Chad again, providing fi nancial assistance through this medical and family crisis.

On March 10th 2015, Stephanie stopped by just to let us know she and her twin boys were doing great. Stephanie’s latest scan showed no signs of tumors and the boys, William and Joseph, then nearly 8 months old were happy and healthy. “I’ve said it before and I’ll say it again, you all are an amazing organizati on and I don’t know where we’d be without you!”

In late March of 2015, Stephanie’s cancer unfortunately returned. Stephanie and the twins moved to Durham for her six weeks of radiati on treatments at Duke to keep the cancer at bay. She was unable to work for the foreseeable future and Chad had to stay in Nags Head during the week to work, traveling on the weekends to be with his family in Durham. Again, the Outer Banks Relief Foundati on was able to help the Motz family through an unthinkable third medical and family crisis.

We are grateful to report that the family is home in Nags Head, and all are doing well.
