Conditions to be met.
1.- Policy should be properly planned.Stakeholders should have a clear idea ofintended outcomes.

Aims and objectives
General aims : attractive, workable, realistic,
not over-ambitious.
France Objective: To prepare children linguistically,
psychologically and culturally for language
learning (Boen 1989).e.i. developing
sensitivity to, and awareness of foreign
languages and cultures.

En trminos generales se espera que al finalizar los cuatro aos de
enseanza de una segunda lengua, los alumnos sean capaces de leer
comprensivamente trozos editados o preparados especialmente para la
enseanza, y material autntico de la cultura audiovisual, letrada, o
tecnolgica; y discriminar auditivamente sonidos y palabras en estos
materiales, de acuerdo a su edad e inters. Los contenidos sintcticos mnimos deben entenderse slo en funcin de una comunicacin efectiva
entre el lector, sus experiencias, el texto y el medio circundante. Por tanto,
durante los cuatro aos de enseanza bsica estos contenidos se deben
desarrollar en forma espiral, partiendo desde formas simples a ms
complejas, dependiendo de cada realidad particular e insistiendo en la
incorporacin gradual de cada uno de ellos.
El cumplir estos objetivos fundamentales no limita ni coarta la libertad de los establecimientos para disear sus propios planes y programas
y, en caso de ser necesario, aumentar la cantidad de horas de enseanza y
as incorporar las habilidades de produccin oral y escrita que requieren
de ms tiempo y recursos para su logro.

Guidelines of what children are expected toachieve in all 4 language skills
Have a go, sing songs and chants, recite,
memorize dialogues, play language games. Keep the child interested, motivated and
challenged.
