Oasis was established in 1985 and has now grown into a group of charities working to deliver housing, training, youth work, health care, family support and primary, secondary and higher education. Job DescriptionPOST: Human Resources Manager

RESPONSIBLE TO: Assistant Principal: Operations

GRADE: NJC points 29-31

SALARY: £25,440 - £27,123

LOCATION: Oasis Academy Oldham

WORKING PATTERN: Full time, 37 hours a week, 52 weeks a year

DISCLOSURE LEVEL: Enhanced

JOB PURPOSE: To provide comprehensive operational and strategic HR support to Oasis

Academies Oldham and Limeside.To be responsible for the administration, organisation and smooth

running of HR within the Academies.

To be responsible for maintaining the staff database on iTrent and SIMS

and the Single Central Record.To contribute to the promotion of the general progress and well-being

ofstaff within the Academies.

AREAS OF ACCOUNTABILITY:

Employment Practices Provide the leadership team and line managers with appropriate support and

guidance on all day to day HR matters in line with the OCL/Academy's policies, employment law and good management practice in order to achieve academy objectives, referring any more complex matters to the Regional HR Business Partner for advice on managing/resolving these issues.

Assist and support the leadership team on specific HR cases involving grievance, mediation, disciplinary, sickness absence, and capability, as well as provide advice and guidance on any other employment related matters to leadership and management.

When required support the investigating officer to present and report any findings to hearings and appeals panels.

Develop positive working relationships with local Trade Union representatives as required and work towards resolving employee concerns early including assisting RHRBP with compromise agreements, mediations and mutual ending of employment contract.

Assist and support the RHRBP with restructures redundancies and TUPE advising managers where appropriate, administration of all correspondence, attending meetings as required.

Oversee the issuing of contractual documentation to new and existing staff and deal with terminations of fixed term/temporary appoints/probation.

Recruitment, Selection, Appointment & Turnover Ensure recruitment operates efficiently and complies with Oasis guidelines and safeguarding

requirements and annually review recruitment process and procedures to ensure they

remain fit for purpose and rigorous. Oversee the administration of the recruitment process of all positions within the Academy as

required to ensure smooth recruiting and appointing. Draft and place advertisements, ensure that the website is kept up to date with

current vacancies, prepare application packs and support the short listing process; ensuring that applications are passed to the Assistant Principal: Operations and relevant staff for short-listing at the end of day on the closing date.

Obtain references on receipt of the shortlist, arrange the selection process, create the schedule and answer enquiries from candidates on the arrangements if required.

Send out the offer letter to the successful candidate and arrange start dates, ensuring staff are not confirmed in post until all necessary pre-employment checks have been successfully completed

Ensure all pre-employment checks are completed in line with Oasis and DCSF guidelines including references, Vetting & Barring checks, DBS clearances, overseas checks and health questionnaire, addressing any concerns as appropriate and supporting line managers on next stages.

Organise new staff induction, liaising with relevant colleagues Support the Assistant Principal: Operations and RHRBP in developing recruitment

methods and advertising strategies to ensure the academy is able to attract suitable staff. Ensure all recruiting managers have completed safer recruitment training and renewals are completed in good time.

As required attend short listing and interview panels to advise on fair recruitment practice and to suggest a variety of mechanisms which evaluate the suitability of the applicants for the post.

Ensure that all applicants and staff are treated fairly in line with equal opportunity codes of practice and support the National HR Team as and when required in monitoring the Academy’s legal obligations.

Support managers with the revision of job descriptions to adhere to legal requirements and liaise with Head office regarding job evaluations as required

Ensure exit interviews are held with every staff leaver, providing appropriate paperwork to the line manager

Disclosure and Barring Service and Barred List Check To arrange for all newly appointed academy staff and volunteers to complete an

online DBS application To check supporting documentation and validate and track the online application To follow up with the Assistant Principal: Operations any DBS certificates that are

returned containing information and any other issues arising from checks To file information on DBS checks following data protection procedures To obtain DBS disclosure details and Vetting & Barring checks for consultants,

agency staff and volunteers in line with academy policy To ensure DBS details are recorded on the Single Central Record

Staff database and personnel records To populate and maintain staff records on iTrent, SIMS and the Single Central

Record To add new staff to the Standards Tracker database and keep updated as required To track returned paperwork and send to relevant bodies e.g. Corazon, Central

Oasis HR To keep employee personal data updated To complete filing related to HR To ensure that the Single Central Record is kept up to date, complete and adheres

to legal requirements for Safer Recruitment in Schools and Ofsted guidance

Absence Management To organise, manage and monitor staff absence management over both

academies, ensuring the appropriate staff absence policy is implemented

To track staff absences and schedule return to work interviews, ensuring documentation is completed, recorded and filed.

To complete Occupational Health Referrals and To ensure regular contact is maintained with all absent employees on a regular

basis and in particular when absence reaches trigger points

Data To complete pension audits in liaison with the national office. To produce half termly staffing KPI data for the Principal. To complete monthly reports regarding both HR and the Academy business needs,

including equality profiles, absence, recruitment and turnover. To analyse information and data and present findings to the Assistant Principal:

Operations.

Probation, Disciplinary, Capability & Grievance Track probation periods for new staff and arrange review meetings Support the Assistant Principal: Operations with disciplinary, capability and

grievance cases by issuing relevant letters to staff ensuring timelines are strictly adhered to, arranging meetings, and taking minutes to ensure all information is recorded.

Deal with any queries from staff involving these processes with confidentiality and discretion.

Leave of absence and Holidays Ensure Leave of Absence requests are reviewed by the Principal; that staff are

formally notified of the outcome of requests and the personnel record and payroll are updated.

To manage and record holiday entitlements for support staff in liaison with their line managers

In liaison with the Assistant Principal: Operations to ensure 39+ (38+ on TUPE contracts) weeks staff are aware of their work plan during academy closure

Payroll & Finance Ensure correct details are processed on payroll for all staff and that all new staff

and staff leaver details are input. Oversee the academy’s payroll amendments submission in line with payroll

deadlines Complete statutory salary updates as and when required Resolve any queries regarding pay, salary movement, over and underpayments

and any changes that affect pay. Escalate any complex queries to the Assistant Principal: Operations

Deal with any pension queries in liaison with the national pension team

Statutory Advice Ensure DfE returns relating to absence and personnel, including the Workforce

Census are completed Advise staff on the process for retirement in relation to pensions and provide

relevant paperwork, liaising with the national office payroll team. Issue maternity guidelines and paperwork and ensure that risk assessments are

carried out once the academy is aware that a member of staff is pregnant. Manage and record maternity leave keep in touch days and pass information to

Midland HR and national office payroll team. Ensure paternity guidelines are followed and information passed to staff when

required. Ensure that the academy has copies of all academy policies, including the TUPE’d

policies from the predecessor local authority and the OCL policies for all staff on Oasis contracts.

To track dates of all staff reaching retirement age and write to all staff at least 6 months prior to retirement with details of legal rights

Standards and Systems Liaise regularly with the RHRBP on ensuring HR standards and systems are in place and

comply with current statutory and other requirements across the academy. Keep abreast of relevant changes to Burgundy Book, Teachers Pay and Conditions and

Green book in addition to employment law. Provide day to day advice to line managers on the application of policies and

procedures and reviewing in line with local need. Oversee HR and CPD sections in HandSam ensuring staff are kept informed with

important information regarding HR and Professional Development. Provide staffing data for Health and Safety committee meetings as required,

contributing as necessary. Oversee the regular cleansing of Data generated by National Office on ITrent

and Sims locally to support the School Workforce Census.

Contacts To be the first point of contact for academy staff, the academy leadership team,

other schools, occupational health providers, the Academy Council, Oasis national office and other stakeholders on matters pertaining to Human Resources/personnel.

Support to the Assistant Principal: Operations To assist the Assistant Principal: Operations with projects and case work as

necessary. To attend and produce minutes at meetings/hearings, ensuring high levels of

accuracy at all times. To implement and maintain an efficient filing system for HR records and

documentation. To arrange HR meetings, booking rooms, printing and collating resources and

setting up IT equipment. To continually review working procedures in order to maximise efficiency through

the use of IT, streamlining of processes and procedures where necessary.

Safeguarding Children Oasis Community Learning is committed to safeguarding and promoting the welfare of

children and young people. We expect all staff to share this commitment and to undergo appropriate checks, including enhanced DBS checks.

Other: The post holder will be subject to performance management objectives agreed

annually. All staff take an active role in the Academy’s care and guidance of students. The post holder will carry out additional site-specific duties (subject to negotiation). The post holder is expected to carry out such other duties as may reasonably be

assigned by the Principal.
