Omfang

Statistikken over sosial hjemmehjelp omfatter husmorvikart j eneste, hjemmesykepleie og hj emnlie-

hjelp for eldre. Formålet med disse ordninger er å yte hjelp til hjem som i en vanskelig situasjon

ikke kan ordne seg på annen måte. Hjelp gitt til eldre vil ofte bli mer varig enn den hjelp som blir

innvilget etter de to andre ordninger.

Departementet for familie- og forbrukersaker har fastsatt retningslinjer for husmorvikar- og

h emmes ke leieordnin er men ennå ikke for den tredje type sosial hjemmehjelp, hjemmehjelpenJ Y P g ^ J YP J J P^ en forJ J P

eldre. Det forutsettes som hovedregel at ordningene blir drevet i kommunal regi, med kommuneansatte

husmorvikarer og hjemmesykepleiere. Kommunene kan også inngå avtale med private organisasjoner om

samarbeid på dette felt. Ordninger opprettet i samsvar med departementets retningslinjer gir rett

til tilskott fra staten og trygdekassene. Hjemmehjelpordninger for eldre kommer foreløpig ikke inn

under noen statlig tilskottsordning. Komiteen for eldreomsorg, oppnevnt ved Kgl. res. av 20.november

1964, har blant annet behandlet dette spørsmålet i sin innstilling om hjemmehjelp for eldre, avgitt

28. juni 1966.

Statistikken er utarbeidd på grunnlag av årsmeldinger om de tre hjemmehjelpordningene, som

Familiedepartementet innhenter fra kommunene.

Publikasjonen gir opplysninger om utbyggingen av den sosiale hjemmehjelp i kommunene, om de

tilsatte hjemmehjelpere, om tallet på hjem som fikk hjelp og om utgiftene til hjelpeordningene.J J P ' P hjem J P g ene.g J P g

Coverage

The statistics on social home-help services cover home-help,home nursing and home-help for

the aged.

The home-help services are usually operated by the municipalities. The municipal authorities

may,however, entrust the responsibility for these social services to voluntary organizations. In such

cases the costs are partly reimbursed by the central government.

The statistics are based on annual reports received from the municipalities through the

Ministry of Family and Consumer Affairs.

The publication contains data on types of social home-help services introduced in the

municipalities, information about the home-helpers employed, the number of homes receiving help and

the expenditure on social home-help services.
