Background & Scale
Hong Kong, Oriental Pearl, is
located in South China and is an
international financial, business
and transportation hub. With 6.9 million
habitants and several millions travelers,
officials and workers, Hong Kong already
becomes one of the world’s biggest cities.
Among 6 mobile operators of Hong Kong,
five operators have already offered 3G
services and grant the number portability
function usage since Hong Kong SA
government issued four 3G licenses in
2001. In 2008, cellular penetration hit
140%. Hand-to-hand combat has been
focused on network quality, service
types, charge standards etc. Hong
Kong undoubtedly is one of the fiercest

competing regions around the world.
CSL, largest mobile operator in Hong
Kong, launched its mobile services in
1983 as the first mobile Operator. Till end
of 2008, CSL is already a world-class
GSM/UMTS network with 3 million
subscribers.
Combining technical and engineering
excellence with an in-depth understanding
of the mobile market, CSL is dedicated to
translating leading-edge technologies into
customer-focused solutions.
When planning to upgrade the network,
CSL should not only consider its CAPEX
in UMTS and future evolution to LTE,
but also its OPEX in existing network
and management. It’s a tough decision
for CSL to give up its current equipment
operation and replaced with a new vendor
for both 2G and 3G network. In March
2008, SDR-based solution convinced CSL
team and ZTE came to the dancing pool
where they will provide the first and ever
largest commercial SDR based solution.
SDR solution dramatically saves
Operator’s TCO and supports smooth
evolution to future technology, such as
HSPA+ and LTE.
In January of 2009, ZTE accomplished
HSPA+ test phase One with 21.1Mbps
DL in Hong Kong. It’s expected that mass
deployment of HSPA+ will be launched
soon. CSL will be the 1st operator to

who launched R7 in Australia.
Through the project in Hong Kong,
ZTE has implemented her cutting-edge
technical solution, showed the project
implementation capability, and mutual-
benefit strategy which fully meet the
operator’s strict requirements.
The fast deployment is of great
importance to the operator for competing
with its competitors. After several months
roll-out of the project, ZTE is taken as
the strategic partner to build a Superior
Mobile Network for her customer. ZTE’

12 Convergence, Innovation—Leading the Future 13Convergence, Innovation—Leading the Future
The mobile market of India has boosted since 2006. It’s fastest growth market in the world , which not only brought opportunities and challenges to operators, but also triggered fierce competition in Indian communications market. TATA Teleservices is badly in need of a solution that can lower its construction investment, reduce its operation cost and enhance its market competition edge. After strict tests and selection in May 2006, TATA singled out ZTE to construct the first CDMA2000 1x All-IP network in India. Within one year, the subscribers of TATA Teleservices increased to 20 million from 10 million, shining in the market.
TATA Teleservices’ previous network was bothered with power overload, multi-carrier mixed networking and resource congestion. With newly deployed All-IP CDMA equipment: large-capacity and large-power BTS, and Large-capacity and highly-integrated BSC, the problems are well solved.
Entire Network Replacement Improved Network Service Quality
Thanks to the outstanding presences of ZTE CDMA in the world, TATA Teleservices swapped the original CDMA equipments of the entire network.
■ In May, 2006, TATA Teleservices concluded a contract with ZTE on
the construction and replacement of nearly 3000 base stations. The network will covers 12 telecommunications service areas of Bihar, Karnataka, MP and so on, holding 75% of all the service areas.
■ In March, 2007, ZTE’s CDMA equipment began to replace the existing core network and access network in main cities: Hyderabad, Chennai and Nagpur. And it is the all-around and large scale adjustment for the systems.
■ The quality of the network is completely enhanced through network replacement, optimization and adjustment. The flexibility and convenience embodied in networking, transmission, management and maintenance have satisfied TATA Teleservices’ requirements for network expansion and wide area coverage. It increased the system capacity, saved operation cost, satisfied the requirement for value-added services in the future and won a great competition edge in the market.
Created Record of Largest Traffic Load by Single BSC All Over the World
In the metropolitan network of Hyderabad, ZTE used only 3 BSCs to replace the original 10 BSCs. The much fewer BSCs reduced the handover
frequency between BSCs, enhanced subscribers’ call completion rate and obviously improved the voice quality.
During the traffic peak on the New Year’s Day of 2008, the BSC in Hyderabad stood the shock and test of a great number of subscribers. The voice traffic of two of the BSCs during the peak were 17000 Erl and 19000 Erl respectively, 8.8 times and 6.8 times that of ordinary days, respectively, which created a record of the greatest traffic load by a single BSC all over the world. During that time segment, networks of other operators in Hyderabad were all broken down, while ZTE’s equipment alone remained intact. Stable voice quality allowed subscribers to experience higher system service quality, thus reinforcing the loyalty of TATA Teleservices’ end subscribers.
Milestone■ 2006, TTSL started cooperation
with ZTE
■ 2007, TTSL used ZTE’s CDMA equipment to replace entire network

ETC Passed Traffic Peak Test in the New Year
Successful Story
Ethiopia, a great nation with 3,000-year history,
is the economic center of Africa. The telecom
network of the country is divided into 6 regions
for easy operation and maintenance by ETC, Ethiopian
Telecommunications Corporation, the only operator in
Ethiopia.

Swapping and Turnkey Project Within 6 Months
On 12th Sep.2007, the millennium of
Ethiopia– 1 Meskerem 2000 was coming.
Thousands of visitors all over the world
came here for this annual celebration to
recall the past and look forward to the
future. As the traffic of wireless network
would rush up sharply during the festival,
ETC planned to build a brand new large
GSM/WCDMA network within 6 months
and replace the existing old equipment.
The topography of Addis Ababa, Capital
of Ethiopia, is mainly with hilly terrain.
Part of the area has a complicated
topography which causes diversity signal
propagation environment. Some roads
circled the mountain and resulted in
obvious signal attenuation and drop-off.
And the complicated road network made
network planning and optimization a big
challenge.
Once-for-all Swapping Method
In the network of the six regions, ETC
has two frequency bands of equipments.
Region 1 has 1800M; the other five
regions have GSM900 equipment. All
these regions had multi-vendor network
varying from ZTE, Nokia and Ericsson.
Every region had 2 or 3 vendors and the
network structure was very complicated.
Once-for-all swapping solution was
proposed by ZTE according to the
situation in this task. This means, in
the engineering preparation stage, all
the GSM equipment of ZTE including
Base Station Controller (BSC) and
Base Station Transceiver (BTS) will be
installed; radio planning, preparation
of the databases of BSC and MSC, and
debugging of MSC, BSC and BTS would
be done, while the existing network was
in service. Then the existing network
shifted to the new network which had
been fully tested and accepted.
This solution has the following benefits:
(1) All equipment can be fully tested
before replacement so as to ensure
successful migration and enhance the
network reliability.
(2) The interruption to the existing
network is the shortest (approximately
half an hour) while the new network has
been totally tested.
(3) The original adjacent cell and
frequency plan can be reused while the
migration so that the influence to the
subscribers is reduced to the smallest.
Satisfying Network Optimization
ZTE fulfilled the task of swapping and
newly building approximately 300 sites
in 6 months and Ethiopia people enjoyed
the happiness during their millennium
festival. Vendor distribution map after
replacement is as following figure:
The improvement of network quality
has greatly conduced to ETC’s market
exploit and increasing subscribers.
After this unprecedented successful
cooperation, ETC decided to choose ZTE
as their Exclusive Supplier for the further
network expansion/evolution.
Hightlights■ Timely delivery, rapid response and good after-sales service of ZTE in Africa area.■ Fast network deployment by ZTE guaranteed the smooth carrying out of the operation plan.
■ Large capacity of equipment and patent traffic control algorithms ensured the traffic process capability of the network
Benefits■ ETC passed heavy traffic test in new year with the high performance and fast deployment work of ZTE■ ETC reduced 35% of TCO by ZTE’s cost effective solution and All-Round service■ As an end-to-end equipment and total service vendor, ZTE provides more flexible and faster customerized scheme for ETC’s
network development.
Milestones■ In April 2007, ETC signed contract with ZTE to swap/ expand existing network in triple scale.■ On 11th Sep. 2007, ETC smoothly passed ‘Mi l lennium Celebration’ traffic peak test.■ In December 2007, subscribers of ETC network doubled within a quarter of year.■ In January 2008, ZTE was selected as the exclusive provider of ETC in the next 15 years.

ZTE Customized Network Helps Mobilkom for Successful
Transformation
16 Convergence, Innovation—Leading the Future 17Convergence, Innovation—Leading the Future
Successful Story
Established in 1993, MobilKom a. s. in Czech was originally focused on clustering
communication on private networks, with customers primarily as group users. After over 10 years' development, it has grown with stable customer base, but the single service has become a bottleneck for its growth of new users. After acquiring MobilKom Penta Investment Ltd introduced CDMA technologies and services to transform its network. Through network re-construction of more than one year, MobilKom gradually transformed from single trunking network to integrated service supplier by branding its service as Ufon that can provide users across Czech total services combining CDMA2000 1X voice and data service, EV-DO Rev.A high speed data and PTT trunking service.
With the successful transformation, MobilKom jumped to become No.4 mobile carrier right after T-Mobile, Telefonica O2 and Vodafone in Czech telecom market. MobilKom’s success sets a business model for conventional trunking carriers to transform to CDMA integrated carriers, which on one hand retains the interests and loyalty of original customer base, and on the other hand the network upgrading attracts more personal users.
Join hands to create customized network to accelerate transformation
MobilKom’s trunking network frequency is 410M (frequency range: 410-415MHz/420-425MHz), there is no precedence to build CDMA network on such frequency, so there will be risks in technology and operation. Under the joint efforts of MobilKom, Qualcomm and ZTE, 410MHz has finally become standard for CDMA450L of 3GPP2, thus laying foundation for the industrialization of CDMA410 network.
In October of 2005, MobilKom selected ZTE as its partner. In less than six months, they jointly created the first customized CDMA450 L band network in the world, which is also the first CDMA EVDO Rev. A network in Europe.
On May 14, 2007, MobilKom held a press release to formally announce the system is put into commercialization. By March of 2008, the total online subscribers have exceeded 54,000 of which more than 11,000 are EV-DO.A high speed data subscribers. MobilKom will also take advantage of its experience in trunking operation and customer base to attract about 30,000 PTT subscribers in the next 5 years, with a market share of 20%.
With the commercialization of CDMA450L band, more and more terminal manufacturers join the industry chain of CDMA 450L, which provides a broader prospect for the future development of CDMA450L band.
New technology increases competitiveness by fast deployment of broadband services
Czech’s economy develops rapidly and the penetration of mobile voice service reaches 100%, but the broadband penetration is only 9%, far smaller than the 30% penetration in Western European countries, due to so many issues confronting the deployment of cable broadband network in Czech. So there is a great space for wireless broadband market in Czech.
Mobilkom, with a keen feeler, grabs the opportunity to develop wireless broadband market by selecting EVDO Rev. A technology for network construction. It fully uses the wide coverage of 450M to conduct quick deployment of network and win customers.
MobilKom uses the full set of advanced ALL-IP solution provided by ZTE, which features flat network, flexible networking, saving transmission, meeting number
MobilKom CEO Mr. Lubos Borik comments,
ZTE provides us with advanced ALL-IP CDMA2000 network that saves us a great amount of construction
costs and lays a solid foundation for us to provide our users with high quality and low price services.”

20 Convergence, Innovation—Leading the Future 21Convergence, Innovation—Leading the Future
Established in 1999, Morocco
WANA is a comprehensive
global telecom carrier commit to
provide Moroccan with telecom services
in a simple and easy way. By rolling out
CDMA (Bayn) in 2007, WANA brought
its subscribers unprecedented mobile
service experience. With the increase of
subscribers, WANA has jumped into the
list of top mobile carriers in Morocco.
Rapid network deployment to accelerate success
Amongst the intensive competition
in Moroccan telecom market, Maroc
Telecom and Meditel seize considerable
market shares. It’s critical for WANA to
build networks, assign numbers, develop
subscribers and grab market shares after
its purchasing the third fixed network
license in Morocco in Oct.2005.
To accelerate commercializing WANA
networks, ZTE customized the integrated
CDMA solution for WANA to rapidly
deploy services, assign numbers, and
provide subscribers voice and high rate
data services, which enhanced WANA’s
competitiveness in the marketplace.
In view of ZTE’s achievements in CDMA
market, WANA joins hands with ZTE
to build a CDMA network covering
whole Morocco. After fully analyzed
WANA network, and through smoothly
cooperated with other vendors of core,
service platform and transmission, ZTE
successfully delivered the CDMA access
network and was ready for number
assignment for five months. ZTE also
made an African miracle of delivering 50
base stations in one week.
On Feb.7, 2007, WANA network
commercially launched. In just 3 days,
subscribers exceeded 100,000 beyond
expectation. Two months later, the
number is 400,000. On Oct.29, 2007,
CDG sent congratulations to global
CDMA counterparts on 1 million
subscribers of WANA. By the end of June
2008, WANA held 2.4 million subscribers
with services of voice, SMS, 1X-data,
EV-DO data and VMS.
Out of strong desirability of providing
most advanced technology and best
services to the subscribers, WANA
successfully introduced ZTE CDMA
EV-DO Rev.A system into the network.
Through rapidly deployment, only
1 month after purchase order, ZTE
delivered Phase 1 with 52 sites. And
on March 21st, 2007, WANA began
providing EV-DO service in Casablanca
and Rabat. WANA became the first
provider of 3G high speed data service
in Morocco. Up to now, more than 800
EV-DO sites covers all the main cities in
Morocco with 120K subscribers.
“With CDMA EVDO technology, we
hope to provide our subscribers the best
quality and most economical services,”
said Karim Zaz, WANA CEO, “we
are very excited about the success we
achieved, and with the expansion our
network, we’ll provide state of the art 3G
services for Moroccan people.”
Perfect transformation from WLL to Full Mobility
With the intensive competition in
Morocco telecom market, the fixed
network subscribers shrink while mobile
subscribers skyrocket. WANA has to fully
improve its market competitiveness and
by providing subscribers mobility service
and high speed wireless data service.
Then WANA can maintain a desirable
development momentum.
In July 2006, WANA obtained the 3G
license in Morocco and started focusing
on how to migrate the existing fixed
NGN+CDMA network to mobile
network.
From the beginning of WANA network
constructing, ZTE provided All-IP
solution that allows for smooth upgrading
to full mobility system. ZTE’s all IP
solution has powerful advantages:
distributed network construction,
effective cost control on transmission
and O&M, smooth upgrading to EV-
DO high speed data access services, and
smooth upgrading to mobile network.
All these features ensure that ZTE bring
WANA network smoothly into 3G mobile
network.
After full comparison of different
vendors’ solutions, WANA commits the
full mobility transformation project to
ZTE, swapping existing NGN with ZTE
3GCN system and bring the network into
all IP network.
On Jan 9, 2008 the entire core network
swap-out was finished in all 5 switching
centre, with average interference of
services less than 20 minutes. WANA
entered into 3G All-IP Mobile era.
This project becomes one of the
witnesses for ZTE’s elegant appearance
and demonstration of strength. ZTE
and WANA will continue this close
cooperation and getting stronger together.
We believe more and more miracles will
be created in the future.

ZTE helps Zapp launch HSPAin Romania
Zapp is well advanced in its preparations for the 2.1GHz network launch and the signing of this contract will start
immediately the deployment of the network. The first services of this type from Zapp will be launched in Romania, in 19
major cities, by the end of June in 2008, although the target is to have them available before this date.
—— Journalist report
Background & Scale
Zapp is the leading CDMA operator
in Romania, providing mobile
and fixed broadband data service,
mobile voice services, as well as VoIP.
To elevate the data service level and
protect the current investment as much
as possible, Zapp selected ZTE as the
strategic partner to launch HSPA service
in newly acquired 2.1GHz spectrum,
overlaying the existing CDMA 450M
network and covering the main 124 towns.
In the new-built HSPA network, ZTE
offered the distributed products. The
Base Band Unit (ZXWR BBUB) can be
easily integrated into the existing cabinet
without extra spaces requirements. The
Remote Radio Unit (ZXWR R8840) can

Meanwhile, the network is designed with
IP transmission, since HSPA service
demands highly for bandwidth and it
is expansive to rent traditional TDM
transmission. Thus 80% of the rent cost
was saved.
Besides the tailored HSPA network
design for ZAPP, ZTE is also one of the
major CDMA suppliers in the world. The
rich experiences got in CDMA network
construction helps ZTE understand ZAPP’
s current situation much better, and finally
benefits the fast combination of CDMA
and HSPA network.

has been optimized and its profit-earning capability has been enhanced.
To enhance its international competition strength, realize seamless roaming between CDMA networks and GSM networks, China Unicom singled out ZTE to customize GSM1X gateway for it. When the problem of roaming between two networks was solved, China Unicom’s network competition strength has been enhanced. More and more high-end subscribers have been attracted.
With its outstanding delivery speed, powerful engineering implementation capability, professional network planning and optimization, and project management capability, ZTE has helped China Unicom quickly deploy networks. During each phase of the construction, the average construction speed in ZTE operation areas is faster than that of other suppliers by 1/3 or more, thus winning more market opportunities for operators.
To avail this opportunity better, China Unicom has always believed in development and transformation: “Transformation from Extensive to Intensive Construction”, “Transformation from Scale-oriented to Benefit-oriented Construction” and “Transformation from Single-business Network to Multi-factor Business Network”. These transformations impose higher requirements on network business expansion capability, network planning and optimization, network construction quality and period, maintenance cost, sustainable development, and so on.
With comprehensive solutions and ample services, ZTE is capable of supporting China Unicom to continuously increase its competition edge in the wireless communication sectors of CDMA voice services, data services, LBS, WAP, short messages, Color Ring Back Tone (CRBT), color message, CPTT trunking, and so on. The structure of China Unicom’s revenue

With comprehensive professional service capability and open-type network design, ZTE has been singled out again and again in the CDMA network bid invitation by China Unicom. ZTE’s market share has expanded quickly from 7.55% in Phase I to 14.44% in Phase II, to 21.23% in Phase III and to the current 33%. ZTE has therefore become the biggest equipment supplier of CDMA network for China Unicom.
During 8-years of CDMA network construction for China Unicom, relying on its powerful contract implementation capability, excellent product quality, perfect solutions and satisfactory after-sales services, ZTE has won deep trust of the customer. While referring to the outstanding performance of ZTE, one of the top executives of China Unicom said: “Beyond expectation!”

expressways, and so on. Collaborated with ZTE, China Unicom has put forward “All-series Stereoscopic” wireless coverage solutions: from indoor coverage to outdoor coverage, from small capacity coverage to large capacity coverage, from small power coverage to large power coverage. All solutions for planned network are implemented step by step to finally effectively eliminate the contradiction between investment and network coverage and the contradiction between complex geographic feature and perfect coverage.
China Unicom has build up excellent networks with ZTE, covering the entire country in very short time. Thanks to the rational use of the product series, less auxiliary equipments are used such as transmission, power consumption, towers and so on, the network construction cost and period are greatly reduced. Meanwhile, ZTE’s product design concept has also led to the diversity and perfection of wireless product series of the entire

With an area of 9.60 million sq. km and a population of 1.31 billion, China features vast territory, varied climate, diversified and complex geographic conditions ranging from Mohe in the northeast with a temperature of 40 degrees below zero Celsius to the desert areas with a temperature of more than 50 degrees Celsius, from the vast North China Plain to the Qinghai-Xizang (Tibetan) Plateau of China. The special geographic feature imposes an extremely great challenge for China Unicom to have a nation-wide wireless coverage. At the very beginning, China Unicom made it clear that its target is to have an “Excellent Network”. But only with a single wireless coverage solution, it hard to meet the different coverage requirements such as densely cities, rural areas, deserts, oceans, forests,
Established in 1994, as a versatile business operator, China Unicom upholds a strategy
of “Coordinative development and difference-based operation with mobile services as the mainstay and integration services as supplement”. Surrounded by a sharp competition, China Unicom has enjoyed a stable growth in its business. Its business revenue in 2006 was RMB94.29 billion, representing an increase of 8.3% compared with 2005, of which RMB31.55 billion was from CDMA business; its net profit was RMB3.73 billion, of which CDMA value-added business occupies the overwhelming majority. This shows that CDMA holds an important position in China Unicom. By the end of November 2007, the total number of CDMA network subscribers of China Unicom had been 40.77 million, making China Unicom the second biggest CDMA operator in the world.

Background&Scale
In order to provide 3G services in 2008
Olympic Games, CMCC launched her
TD-SCDMA 3G network building project
in 8 cities of China In 2007. ZTE has the
honor to be the main vendor based on
the excellent testing results during the
previous strict testing phase.
■ ZTE’s total market share is more
than 50%, over 8000 sites and 45,000
carrier/sectors.■ Built core networks in 4 cities based
on ZTE unified hardware platform and
All-IP network.■ Built radio access networks in 7
Olympic Host Cities.■ Exclusive vendor for Beijing, the main
host city of 2008 Olympic Games.
The construction scale of ZTE consists of
6 sets of CN, 50 sets of RNC and more
than 8,000 sites. ZTE initiated this project
in Apr 2007 and completed the network
construction by the end of 2007. It only
took ZTE 8 months to build this large
scale 3G network in Beijing. The TD-
SCDMA 3G network covers all urban
and most of suburban areas that is 95% of
the existing GSM coverage areas and the
number of 3G sites is only 70% compared
with 2G’s.
After 2 months network optimization and
trial running, CMCC launched 3G services.
The guests from all over the world can

Now operators are facing some difficult
issues in network building, such as site
acquisition in big cities, more BTS
sites to get more coverage, and tight
project schedule. In order to solve these
problems effectively, ZTE has proposed
the innovation - Distributed Base station
System, and commercially launched series
DBS products based on the same hardware
platform shared by all wireless products.
FlexibleCoverageSolutionfor2008OlympicGamesStadiumwithShiftingTraffic
There will be huge 3G traffic which shifts
dynamically from place to place during the
2008 Olympic Games. ZTE proposed a
flexible indoor solution: centralized BBU
+ distributed RRU in stadium. With this
solution, the coverage and capacity can be
planned respectively. The BBU resources
can be dynamically shared by different
areas according to the shift of traffic.
Another hot issue is the security assurance
during Olympic Games which brings
inconvenience for on-site maintenance.

With the whole network DBS solution, it
not only accelerates network building, but
also saves TCO effectively for CMCC.
Most of 3G sites co-exist with CMCC
GSM sites, which save huge cost and
construction time for CMCC. Some other
measures are also adopted to reduce TCO,
such as improved output power, high
efficiency PA and optimized power saving
algorithms which can cut down operating
electricity cost by 10%.
“We are proud of providing excellent 3G service for friends from all over the world. Based on what I have seen and ZTE’s
half-year hardworking for Beijing 3G network construction, we think our choice to select ZTE is definitely right.”
