Government

Executive • Presidents are directly elected

by a simple majority of registered voters in the thirty-one states and the Federal District.

• The presidency is a six-year monarchy because of the seemingly unchecked power that historically has resided in the office.

• The president holds the formal titles of chief of state, head of government, and commander in chief of the armed forces.

Legislative• The legislative branch of the Mexican

government consists of a bicameral congress divided into an upper chamber, or Senate, and a lower chamber, or Chamber of Deputies.

• The congress holds two ordinary sessions per year.

• Historically, the Senate consisted of sixty-four members, two members for each state and two representing the Federal District elected by direct vote for six-year terms.

• The powers of the congress include the right to pass laws, impose taxes, declare war, approve the national budget, approve or reject treaties and conventions made with foreign countries, and ratify diplomatic appointments

Judicial• The judicial branch of the Mexican

government is divided into federal and state systems.

How officials are elected

Executive Branch

The President of Mexico is directly elected by a simple majority of registered voters in the thirty-one states and the Federal District (U.S Department of State 2010). The presidential term is six years, he can never be reelected, and there is no vice president (U.S Department of State 2010). The president may freely appoint and dismiss cabinet officials and almost all employees of the executive branch (U.S Department of State 2010). The President also appoints ambassadors, magistrates of the Supreme Court, and the mayor of the Federal District (U.S Department of State 2010). The PRI's presidential candidate will be selected by a nominating convention, similar to that followed by the other major parties (U.S Department of State 2010).

The legislative branch of the Mexican government consists of an upper chamber, the Senate, and a lower chamber, the Chamber of Deputies (U.S Department of State 2010). The Senate has a hundred and twenty eight members, with one of each state's four seats going to whichever party comes in second in that state(U.S Department of State 2010) . The Chamber of Deputies has consisted of 500 members, 200 of whom are elected by proportional representation from among large multi-nominal districts, and the remainder from single-member districts (U.S Department of State 2010). Members of the Chamber of Deputies serve three-year terms (U.S Department of State 2010). The deputies have the power to appoint a provisional president (U.S Department of State 2010). In the event of impeachment, the two chambers are convened jointly as a General Congress (U.S Department of State 2010).

The judicial branch of the Mexican government is divided into federal and state systems. Mexico's highest court is the Supreme Court of Justice, located in Mexico City (U.S Department of State 2010). It consists of twenty-one magistrates and five auxiliary judges, all appointed by the president and confirmed by the Senate (U.S Department of State 2010). Supreme Court justices are appointed by governors with approval of the state legislatures. The superior court magistrates, in turn, appoint all lower state court judges (U.S Department of State 2010). Federal judges for the lower courts are appointed by the Supreme Court of Justice. The state executive branch is headed by a governor, who is directly elected by simple majority vote for a six-year term, and, like the president, may not be re-elected (U.S Department of State 2010

• Mexico is a Federal Representative Republic, officially named Estados Unidos Mexicanos (United Mexican States) which is based on a presidential system set up by the Mexican 1917 Constitution. The system of government establishes three levels of government:

Has Mexico's government evolved?• Mexico was ruled by

Spain until 1821 when it won its independence. This began Mexico as a monarchy. The monarchy was overthrown and was replaced by a republic. In 1867 Mexico won its independence again and established a liberal dictatorship known as the porfirlatio.

• The Constitution of 1867 did not provide a growth of economy which resulted in revolts and strikes that were suppressed by the government. At that time Mexico was proclaimed as a democracy. Between 1821 and 1877 Mexico had two emperors, several dictators and a host of presidents. In the early 1900s the jailing of the opposing leader led to a revolution.

Current President• The current President is

Felipe Calderón.

• Political Career:• Calderón served as a

representative in the Federal Chamber of Deputies, which is a little like the House of Representatives in United States Politics. In 1995 he ran for governor of the state of Michoacán, but lost to Lázaro Cárdenas, another son of a famous political family. He nevertheless went on to national prominence, serving as national chairman for the PAN party from 1996 to 1999.
