Hello Candidate, Let me be one of the first to thank you for your interest in working for our wonderful city. Burlington is an exciting and vibrant place, full of a growing and diverse population of people. Many of our residents have lived here their whole lives, and a growing number, like me, have come from places near and far to make Burlington their home. There are countless unique features that make our city special and keep it highly ranked as one of Canada’s best places to live. Our gorgeous waterfront, world-class amenities and close-knit community make it a city to both grow up and grow old in. Our residents stay healthy and active by hiking the Niagara escarpment or exploring the Royal Botanical Gardens, picking up fresh fruits and vegetables at our local farmers’ markets, and joining countless activities at community centers, museums and sports facilities. We host world-class events across the city each year, like the Sound of Music festival every June, a huge fireworks display at our waterfront each Canada Day, July 1st, and Canada’s Largest Ribfest every August. We enjoy safety and security with Halton Police having the lowest Crime Severity Index of all Canadian municipalities with a population over 100,000 people, and we benefit from fiscally responsible leadership having recently delivered the lowest tax rate increase to our constituents in eight years. We have a diverse and growing business community with a wide range of industries, and our newly expanded TechPlace centre helps attract innovative new companies and talent to our city. Through our recently launched Red Tape Red Carpet Task Force, we are partnering with business owners across the area to identify challenges to growth and relocation in Burlington, and define the solutions we can implement quickly. We want to make it even easier for businesses to thrive here and talent of all ages to both live and work here. We recognize our community members as partners in building a great city and consider ourselves a leader in community engagement. Our citizens are passionate about holding on to the things that make Burlington special, while understanding that we still need to grow and evolve. They elected a new Mayor and council this past October and tasked them with finding ways to manage growth responsibly, protect the character and greenspace in our neighborhoods, find ways to improve traffic management and service delivery, and bring civility, respect, and accessibility to City Hall. City of Burlington: Background

Burlington is a city in the Regional Municipality of Halton at the northwestern end of Lake Ontario. Along with Milton to the north, Burlington forms the west end of the Greater Toronto Area (GTA) and is part of the Hamilton metropolitan census area. Burlington lies between Lake Ontario's north shore and the Niagara Escarpment.

Burlington's economic strength lies in the diversity of its economic base, mainly achieved because of its geography, proximity to large industries in southern Ontario (Canada's largest consumer market), its location within the Greater Toronto and Hamilton Area (GTHA) and proximity to Hamilton, and its transportation infrastructure. This diversity has allowed for sustained economic growth. The city has a robust economy with potential for growth. It is located at the hub of the Golden Horseshoe and is largely driven by both the automotive and manufacturing sectors.

No single employer or job sector dominates Burlington's economy. Leading industrial sector employers include food processing, packaging, electronics, motor vehicle/transportation, business services, chemical/pharmaceutical and environmental. The top five private sector employers in Burlington are Cogeco Cable, Evertz Microsystems, Boehringer Ingelheim and EMC2 and Fearmans Pork Inc. Other notable businesses include L3 Wescam, The EBF Group, ARGO Land Development, Voortman Bakery and The Sunshine Doughnut Company. The largest public sector employers in the city are The City of Burlington, Halton District School Board, Halton Catholic District School Board and Joseph Brant Hospital.

Burlington Centre and Mapleview Shopping Centre are popular malls within the city. The many summer festivals in the city include Canada's Largest Ribfest, and the Burlington Sound of Music Festival both of which attract thousands of visitors.

Fun Facts about Burlington

OK, enough about all the boring stuff … here are some fun facts:

Barack Obama: Burlington’s most awesome claim to fame is getting a ‘shout out’ from former U.S. President Barack Obama who brought his kids to Spencer Smith Park while visiting his sister and brother-in-law in the city back in 2008!

Ribfest: We did mention the Ribfest…and who can resist ribs?

Royal Botanical Gardens (RBG): Developed in the 1920s it maintains more than 40 living plant collections spread throughout the Arboretum, Rock Garden, Laking Garden, Hendrie Park and RBG Centre. It has one of the world’s largest lilac collections, a popular seasonal attraction, providing visitors with weeks of delightful springtime color and fragrance. Visit during the Lilac Festival (late May) and enjoy special tours and demonstrations. An entire day can be spent at this Burlington gem!

Jefferson Salamanders: King Rd. is closed each spring to allow endangered Jefferson salamanders to cross the road for mating. Yearly, King is devoid of traffic from the base of the Niagara Escarpment to Mountain Brow Rd. from March 9 to March 30 to provide the endangered Jefferson salamander safe passage during their annual breeding migration. The Jefferson salamander is a nationally and provincially protected endangered species. Since 2012 when The City of Burlington first undertook this project no Jefferson salamanders have died (when observed by Conservation Halton staff during the road closure period). If you have young children, here is some random trivia for them: Jefferson salamanders have a grey or brown-colored back, with lighter under-parts; blue flecks may be present on the sides and limbs; adult Jefferson salamanders are 12 to 20 cm long (and the long tail makes up half this length); and unlike most small animals, Jefferson salamanders can live a very long time — up to 30 years!

Magnetic Hill: This is one of the only naturally occurring magnetic hills in Canada and it’s on King Rd. Whether you’re into optical illusions or are a science ‘geek’ the Bayview Park hill will fill you with wonder as your car rolls uphill. It’s so popular that it has a Facebook page showing you just how it works. It’s not as famous as its world-famous Moncton counterpart but it’s here in Burlington. Check it out at 1800 King Rd!

X-Men: Filmed in Burlington, Spencer Smith Park makes a cameo as New York’s Liberty Island in the 2000 release, according to IMDb.com. The city has also attracted a number of other productions including Wedding SOS, Music Man, Duct Tape Forever, New Blood, Burn My Mortgage, When Night Is Falling, Save Us From Our House!, Bless this Child, and Wonderfalls. Burlington has everything a filmmaker might look for: beaches, escarpment views, quaint village shops, country stores, historic homes, museums, tree-canopied rural roads, bustling business areas. Our community and its wondrous landscape make it a filmmaker’s dream locale!

Position Summary: Reporting to the Mayor and Council, the City Manager is responsible for the general management of the Corporation and for the administration of the City Manager's Office, including staffing, budgets, etc. This position is also responsible for the co-ordination and administration of the departments in direct line of responsibility, including budgets and long-term planning. As well, the position is responsible for general management of line responsibilities of corporate financial management, including budgets, corporate human resources management, including labour relations and compensation, corporate information systems and infrastructure management, corporate legal counsel and real estate management, according to the objectives, policies, plans and budgets established and approved by the Committee and Council. As part of the Corporate management team, participates in the overall stewardship of the municipality. This position has corporate and department responsibilities for emergency and business continuity planning.

The City of Burlington expects all employees to work in an environmentally friendly way in all the tasks that they do; to work in a manner that is safe for themselves and others and to be aware of their health & safety obligations; to continually look for opportunities to improve their job that will result in excellence in municipal government; and to recognize the uniqueness of the individuals they come into contact with treating them with dignity and respect.

Duties and Responsibilities:

1. Organization and administration of work for the City Manager's Office on both a

short and long-term basis, including budget preparation, the selection, training, motivating and disciplining of staff.

2. Works with the Burlington Leadership team in determining long and short-range planning, including structure of their departments, through design, maintenance and review of all facets of the Corporation.

3. Participates in the overall management of the Corporation in partnership with the leadership team.

4. Responsible for the general co-ordination of all departments and ensures that Council-approved policies and procedures are adhered to.

5. With the Director, reports to Committee and Council on the general issues that affect the departments.

6. Management and supervision of the on-going day-to-day operations of the City Manager's Office.

7. Ensures that Council-approved policies and procedures are adhered to in all departments.

8. Manages and administers the business affairs of the City according to policies established by Council.

9. Works with the Director of Finance in reviewing the preparation, presentation, reporting and adherence to the Capital and Current budgets.

10. Motivates and develops skills of executive and managerial personnel to foster productivity and high morale. With the Director of Human Resources, determines appropriate compensation and personnel practices.

11. Assists elected officials in the performance of their duties. 12. Participates in and encourages participation by subordinates in non-departmental

corporate projects and teams. 13. Responsible for ensuring that employees of the City are provided with a safe and

healthy workplace consistent with corporate standards and healthy workplace initiatives.

Supervision: Supervision Given: Provides general direction for all Corporation staff, as well as direct supervision for directors. Gives policy direction and prepares long term plans.

Staff Years Supervised: Deputy City Manager, Senior Manager of Government Relations and Strategic Communications, Manager of Corporate Policy Initiatives, City Auditor, Executive Administrative Assistant, and the Directors of twelve department, for a total of 17 staff years directly supervised.

Time Pressures: Continual pressure due to demands from elected officials for information or action. Routinely deals with situations requiring urgent responses.

Responsibility: Supervision Received: Accountable to Council for actions of self and others. While this position does not have direct supervisory responsibility for all staff, the City Manager is responsible for the actions of all staff.

Effect of Errors: Effect of errors could be irreparable damage to the prestige/reputation of the City, or to the financial situation of the City.

Freedom to Make Decisions: Requires the ability to originate Corporation philosophies, policies and procedures on complex matters for which there is little or no precedent. Requirement to think in the abstract to develop new ideas without the benefit of precedents, firm policy and tangible data. Employee works on formulation of broad policies and long-term projects. Employee makes decisions that serve as guides and directives for the Corporation as a whole.

Interpersonal Contacts: Purpose: Contacts are for the purpose of making decisions where impact can be felt throughout the Corporation or the public, such as the final rank-ordering of budget proposals and construction projects. Individual is required to defend these decisions at Committee or Council and is generally responsible for determining the final staff position on issues. The material may be contentious or politically sensitive. Contacts are for the purpose of obtaining information that may require discretion, making decisions, solving problems, relaying outcomes, or persuading others to one side of an issue.

Nature: Contacts are frequently difficult, where adverse conditions make it essential that the highest caliber of diplomacy and tact be used to obtain favorable decisions or maintain good will. Contacts are often continuous, to the point of strong personal criticism. Handles the difficult problems of subordinates. Deals with the public, politicians, the media and senior bureaucrats in other jurisdictions. Is required to attempt to ensure that the City's interests prevail in any conflict of opinion. Ingenuity: Must be able to originate policy without precedents. Must take account of political climate when devising policy and thinking within the broadest range of policy. Makes decisions that serve as guides and directives for the entire organization. Most operating decisions are made by the City Manager alone, or with the Executive Directors or Management Committee. Physical Demands: Few physical demands in the job.

The Ideal Candidate: Overview

The City Manager is responsible for providing corporate leadership for the general management of the corporation as well as participating in the overall stewardship of the municipality.

An ideal City Manager must be a high energy, dynamic and collaborative leader. In addition to having superior tact and diplomacy skills, he/she will have a strong sense of fairness and compassion, exceptional interpersonal and trust building skills, and the ability to build and support strong teams. He/she should also have proven ability to build strong relationships with Elected Officials, Regional Boards, Commissions, Agencies, other Municipalities, and the Provincial and Federal Governments.

In summary, he/she has the ability to invite and welcome diverse perspectives in a respectful environment and unleash the potential, so that great ideas can emerge in order to address the challenges within the community together.

Qualifications and Experience: A University degree in a relevant field preferably Business or Public

Administration. An MBA/ CPA would be ideal. A minimum of ten years’ experience working in a senior management capacity,

preferably within the municipal or broader public sector or related industry, ideally with a well-rounded background in the areas of Planning, Engineering, Finance, Human Resources, EMS and Economic Development.

Transformational Leadership experience is a must. The ability to challenge, lead and inspire others to excel in an environment that

fosters innovative approaches to problem resolution. The ability to organize resources, establish priorities, goals and objectives for

projects as well as staff.

A dynamic change agent, he/ she is a catalyst to move things forward. The ability to create/maintain relationships with various layers of government,

municipal, federal, provincial. Facilitating, developing and aligning enterprise wide strategic plan with a focus

on public value. o Alignment key to strategy to ensure focus on what matters. o Public value ensures a social focus to the strategy.

Translating strategic plan into annual business plans. Successfully delivering and executing on annual business plans and strategy.
