Conferido said during the press conference at the

PICC that while the opportunities being offered during

the job fairs required work experience, the DOLE is

responsive to address job matching by providing

labor market information, online job opportunities, and

trainings.

Based on the reports of the DOLE regional

offi ces as of May 4, there were a total of 73,763

registered job applicants; 88,578 job applicant inter-

views; 54,607 qualifi ed/referred job applicants; 11,508

hired on the spot; and 46,456 near hire applicants.

Aside from DOLE agencies, the Labor Day

celebration was participated by the various emplo-yers

and other government agencies.

Regional Tripartite Wages and Productivity

Board - II conducted a Service Quality (SQ)

Training for the members of the Sta. Ana Hotel

and Restaurant Association (SAHARA) on April

16, 2015 in Sta. Ana, Cagayan.

While the RTWPB presented the soft

skill for Service Quality, the Technical Education

and Skills Development Authority (TESDA) in

Cagayan encouraged the SAHARA members to

avail of their programs to improve the hard skills

of their workforce.

The RTWPB upholds the Tourism Sup-

ply Chain (TSC) framework in presenting the

SQ Program. The TSC is a network of tourism

stakeholders engaged in different activities rang-

ing from the supply of different components of

tourism products/services to the distribution and

in Promoting Service Quality

Since NWPC rolled out its Service Quality (SQ)

training program in 2011, the RTWPBs have trained a

total of 538 fi rms and 1,411 owners and workers, nation-

wide, on the concept and simple technologies to ensure

of service quality or error-free service to clients.

The value chain approach in promoting produc-

tivity in the tourism industry started in Region IX under

then DOLE-Regional Director and RTWPB Chairperson

Ponciano M. Ligutom. DOLE-IX launched its 3Y pro-

gram, a convergence of national and local govern-

ment agencies, the academe, and other local partners

aimed at boosting job opportunities towards increased

workers’ employability, productivity, and service quality in

Zamboanga del Norte’s tourism industry.

A similar project was implemented in Region

VI in cooperation with the local government units, vari-

ous national government

agencies and private sector

fi rms, called the Pier to Port

Project (P2P) – an enhance-

ment of the Service Qual-

ity Program. Its goal was to

address the gaps in service

quality and to consequently

improve the quality of life in

the islands of Boracay and

Productivity training interventions for the tourism value chain

Two Senior and Labor Employment

Offi cers from the Policy and Research

Service (PRS), Mr. Henry M. Kakazu and

Maria Corazon P. Caritativo attended the

training on Statistics for Policy Analysis last

May 11-15 in Diliman, Quezon City.

Organized by the Philippine Statisti-

cal Research and Training Institute (PSRTI)

formerly known as the Statistical Research

and Training Center (SRTC), the training

aimed at building the capacities of govern-

ment personnel in evidence-based policy

review and formulation.

The training included modules on

basic statistical concepts, summary mea-

sures, ratios and proportions, regression

analysis, policy analysis framework, data

presentation and writing policy briefs.

The training is part of the competen-

cy-based training plan to improve the capa-

bilities of its personnel to effectively deliver

the programs and projects of the NWPC.

marketing of the fi nal tourism product and involves

a wide range of participants in both the private and

public sectors.

Last year, the banca and tricycle operators in

Sta.Ana, whose services form part of the TSC, were

the benefi ciaries of the program. It was in coordina-

tion with the local government unit of Sta.Ana and

the Cagayan Economic Zone Authority (CEZA).

The RTWPB is also coordinating with the

SAHARA members for the conduct of an orientation

within the year in line with the Productivity Improve-

ment Enterprise (PIE) Program.

Each of the nine (9) participant-fi rms crafted

an action plan for Productivity Improvement Pro-

gram (PIP) to be implemented within six (6) months

after the training.

Ligutom, RTWPB-VI Board Secretary Nesa S. Nolido,

and the Mayor John P. Yap of Malay, Aklan, sealing the

partnership and commitment to service quality.

In 2014, RTWPB II launched the Service Qual-

ity Value Chain for the Tourism Industry Stakeholders in

Cauayan City, Isabela and conducted SQ Training for

Tourism Supply Chain in Sta. Ana, Cagayan last July 11-

12, 2014.

In NCR, the RTWPB conducted the “Service

Quality Training for Tourist Police Auxiliary Brigade” in

partnership with Public Employment Service Offi ce-

Pasay. The board also conducted a similar training

program to padyak operators and drivers in Intramuros,

Manila in partnership with local government of Manila

and Barangay 657.

In Caraga, the RTWPB worked with the Butuan

City Airport, the Civil Aviation Authority of the Philippines

(CAAP) and the City Government of Butuan in identifying

areas for improvement as well as in the actual conduct of

the service quality training program.

Service Quality Seal of Recognition

Last April 20, DOLE Secretary Rosalinda

Dimapilis-Baldoz visited the Bicol region and awarded the

Service Quality Seal of Recognition to three establishments

namely: 1) Hotel St. Ellis, 2) La Piazza Hotel and Conven-

tion Center, and 3) Ninong’s Hotel. Having been SQ-trained,

these establishments have mplemented and sustained their

SQ productivity improvement programs. They have also

been awarded certifi cates of compliance with general la-

bor standards and/or occupational safety and health (GLS/

OSH).

Creating Productivity Champions and Specialists

In 2014, the second round of training partner-

ship of the NWPC with Temasek Foundation (TF) and

Nanyang Polytechnic International (NYPi) produced

fi ve batches of productivity champions and specialists

including participants from other government agen-

cies (DA, DTI, DOST, and DOT)

and social partners (ECOP,

FFCCCII, PALSCON, TUCP, and

FFW).

The expanded training col-

laboration aimed at strengthening

the convergence programs involv-

ing other government agencies and

social partners as part of the value-

chain strategy towards enhancing

the productivity and employability of

workers and advancing the competitiveness of enterprises.

Issuance of Wage Advisory on Tourism Industry

In 2014, six Regional Boards have issued

industry-specifi c advisories to guide workers and enterprises

in developing and implementing productivity-based incentive

schemes over and above the mandatory minimum wage.

The advisories were issued by RTWPBs NCR, CAR, I, III,

IV-B and VII.

Sustainability and Change

To ensure the sustainability of the SQ training

program nationwide, the NWPC in partnership with the

International Labour Organization also implemented the

Greener Business Asia - Green Me training program which

focuses on building sustainable enterprises and harnessing

workplace cooperation in the use of environment-friendly

resources and work processes.

In relation to this, various trainings on the

Green Me module for the tourism industry were

conducted in Batangas (May 2014), Palawan (May 2014),

Tagaytay (July 2014), and Bohol (September 2014), involving

trainers and tourism industry workers.
