Nuts and Bolts Raymond Vernon Editor The completion of the first year of publication offers the occasion for a review of where JPAM stands, and where it hopes to go. From the first, as readers are aware, the Journal’s objective has been to provide practitioners and academics in the field of public policy analysis and management with a medium through which to define the problems and develop the approaches that may be common to the field. The object has been to encourage such communication across functional lines and across disciplines, in the hope of bringing economists a little closer to organizational theorists and education specialists a little closer to environmental analysts. Eventually, a common vocabulary, common concepts, and common hypotheses may begin to emerge, lending greater focus to the field. The Journal received its first manuscript in August 1980. From then until the close of February 1982, 291 manuscripts were received. The disposition of the 291 manuscripts was as follows: Rejected by internal review Rejected by referee recommendations Accepted Pending 143 101 24 23 At the end of February 1982, the backlog of accepted articles was insignificant. Every effort has been made to facilitate the processing of the articles. Those that were rejected on the basis of an internal review could be turned around relatively rapidly. Those exposed to external review inevitably took a good deal longer. Still, as the table below indicates, of the articles that went through the exter- nal review process, 60% had been reviewed within 60 days and 85% within 90 days. Inasmuch as the Journal hopes to serve as a vehicle for both practitioners and academics, the identity of the contributions is of some interest. associated with academic institutions. Nevertheless, 42 manu- scripts came from research or consulting firms and 30 from government agencies in the United States and abroad.

The quality of the Journal depends critically on the care with which articles are reviewed. In this first year, one of the outstand- ing aspects of the Journal’s operations has been the quality of the reviewers’ contributions. Reviewers have been recruited from a wide network and from all levels in the profession; they have included academics of all ranks, and practitioners in various specialized fields. To the reviewers, whose names are listed below, the editors express their profound appreciation.
