ICAB Gets New PresidentVice Presidents

he Institute of Chartered Accountants of Bangladesh (ICAB) Council has elected Adeeb Hossain Khan FCA as President

and Moddassar Ahmed Siddique FCA, Mostafa Kamal FCA and Md. Mahamud Hosain FCA as Vice Presidents of the Institute for the year 2017.

The new office bearers of ICAB were elected by the council–ICAB shortly before holding 44th Annual General Meeting chaired by outgoing ICAB President Kamrul Abedin FCA at ICAB auditorium on Saturday, 24 December 2016.

Adeeb Hossain Khan FCA is the Senior Partner of Rahman Rahman Huq, Chartered Accountants (Member Firm of KPMG International). He is a member of the governing body of BRAC and has been member of MCCI Board from 2010 to 2016. He

became a Member of ICAB in 1992 and is also a Fellow Member of the Institute of Chartered Accountants in England and Wales (ICAEW), UK. His past directorships in companies include Biman Bangladesh Airlines Ltd.

Currently, he is the Chairman of Committee for Professional Ethics and Independence of South Asia Federation of Accountants (SAFA), a regional accounting forum.

Moddassar Ahmed Siddique FCA, became an Associate Member in 1997 and Fellow Member in 2002 of ICAB. Currently Mr. Siddique is serving in

the KDS Group as Group CFO. Before joining the KDS Group Mr. Siddique had served BSRM as Chief Accountant and Aramit Ltd. and Aramit Cement Ltd. as General Manager (Finance & Accounts) & Company Secretary. He attended many seminars & workshops at home & Abroad. He is an active member of AOTS- Japan.

Mr. Siddique has been member in different standing and non-standing Committees of the Council-ICAB since many years. He was the Honorary Secretary and Chairman of the Chittagong Regional Committee (CRC)-ICAB in 2007 and 2009 respectively.

Mostafa Kamal FCA, Senior Vice President, LankaBangla is working as the Group Company Secretary of LankaBangla Finance Limited and its subsidiaries. He also worked in the company as Head of HR and Administration. Mr. Kamal completed his B.Com. (Hons.) and M.Com. in Accounting from University of Dhaka. He also served Rahman Rahman Huq, Chartered Accountants, (Member Firm of KPMG International) as Manager, Audit and Advisory Services from September 2003 to June 2006. Mr. Kamal held the position of the Chairman of Dhaka Regional Committee ICAB for the year 2010-2011. He is the Executive Director and a member of Policy Advisory Committee of Bashundhara Eye Hospital and Research

Award Giving Ceremony 2016 for Brilliant Children of ICAB Members & Employees

o encourage the brilliant children of the members and employees in studying, the Institute has

organized an award giving ceremony in a gorgeous manner under Members Services and Welfare Committee (MSWC) of the Council ICAB on 10 December 2016.

A total of 35 children of ICAB Members and Employees have fulfilled the criteria of award for the year 2016.

Professor Abdullah Abu Sayeed, Founder Chairman, Bishwo Shahitto Kendro graced the occasion as the Chief Guest and Anisul Hoque,

Associate Editor, Prothom Alo was present as the Special Guest. The event ended amidst great festivity and the

children were inspired by the glittering event.

ICAB-IFRS Quiz and Elocution Contest 2016

Muhammad Aminul Hoque FCA and Abdul Mannan FCA have been elected Chairman and Secretary respectively of Dhaka Regional Committee (DRC) of the Institute of Chartered Accountants of Bangladesh (ICAB) for the year 2017.

They were elected at its 37th Annual General Meeting (AGM) held on 17 December 2016 at ICAB Auditorium. The meeting approved and adopted financial statements of DRC for the year 2015-16.

Muhammad Aminul Hoque is a partner of ACNABIN, Chartered Accountants and Abdul Mannan is the CFO, Prime Finance Capital Management Ltd.

The final round of “ICAB-IFRS Quiz and Elocution Contest-2016” was held on 30 December 2016 at ICAB Auditorium. The programme was organized by ICAB in Co-ordination with DRC-ICAB. Sami Mymoon Akash was the Champion whereas Aurpa Saha and Wasik Abdullah Momit secured 1st Runner-up and 2nd Runner-up position respectively. attended among others by ICAB Vice President Mahmudul Hasan Khusru FCA, Council Member Dewan Nurul Islam FCA, DRC Chairman Md. Al Amin Siddiki FCA, DRC Members Muhammad Aminul Hoque FCA, Md. Selim Reza FCA and Ajit Kumar Paul FCA. The members present observed one minute silence to show respect to

the martyrs of the liberation war. The Speakers recalled the memories during the war and urged to build the country according to the dream of thousands of freedom fighters who sacrificed their lives for the fredom of the country.

held on 5 December and observed the IPSASB meeting held on 6 December 2016 in the Council Chamber (City Hall), Stellenbosch, Cape Town, South Africa. The CAG provides consultation and advice to the IPSASB on the content, wording and finalization of the IPSAS pronouncements.

Bangabandhu International Conference Center (BICC) on 26 December 2016. This year the Night was adorned with colorful banners, festoons, colorful lights with gorgeous stage performance by a

number of celebrities and enthusiastic ICAB members. The Members & spouses and relatives enjoyed the Night with them cheerful presence. The Programme was followed by a sumptuous Dinner.

Bangladesh Capital Market Expo 2016 was held from 1 to 3 December 2016 at the Institute of Institution of Engineers, Bangladesh (IEB). It was organised by the Arthosuchak, and ICAB was the Co- partner of the events. ICAB Vice

President Mahmudul Hasan Khusru FCA and Past President and Council Member Md. Humayun Kabir FCA took part in 2nd day the programme of the Expo. They spoke about the contribution of Capital Market in the economy,

present trend and the awareness of the people. ICAB setup an outlet at the Expo showcasing the importance of CA profession and its future prospect through displaying books, manuals, handbooks and a TV documentary.

Training on “International Financial Reporting Standards (IFRS)”ICAB Centre for Professional Excellence (ICPE) has organized Advanced Level of Training Programme on " International Financial Reporting Standards (IFRS)" from 19 November 2016 to 31 December 2016 at ICPE training room. A total number of 40 participants participated in the programme.

In the concluding session on 31 December 2016 Dr. Swapan Kumar Bala, Commissioner, Bangladesh Securities and Exchange Commission was present as the Chief Guest while ICAB President. Kamrul Abedin FCA, Vice President (E & T) Mahmudul Hasan Khusru FCA, Council Member Mostofa Kamal FCA were present. Snehasish Barua FCA was the Resource Person.

Workshop on “Practical Aspects of IFRS 9: Financial Instruments”ICAB Centre for Professional Excellence (ICPE) has organized a workshop on "

Practical Aspects of IFRS 9: Financial Instruments" on 27 December 2016 at ICPE training room. A total number of 40 participants took part in the workshop.

Assalamu Alaikum and greetings to you all,

How fast time flies! It had just finished before I began. We probably could do many things in our lives if we would get time. This is talk for another day. However, coming back to my last month's communication, I feel that my attachment to the Institute of Chartered Accountant and the profession will remain as it is.

I would like to begin the write up by expressing gratitude to the Council for bestowing their confidence on me to lead the Institute during the year 2016. Like my previous predecessors, I passed a vibrant time full of challenges. However, with your support, I could successfully complete my journey.

December is the month of Victory, the 16th of December is a red letter day in our national history. This victory was a victory of right against wrong. This day reminds us of the supreme sacrifice that the sons/daughters of this soil made. We all salute again and again their heroism!

Having said so, I would like to highlight the monthly activities which go as follows:

ICAB President and Vice Presidents elect: I am indeed happy to see that the Council-ICAB elected Mr. Adeeb Hossain Khan FCA as President and Mr. Moddassar Ahmed Siddique FCA, Mr.

Mostafa Kamal FCA and Mr. Md. Mahamud Hosain FCA as Vice Presidents of the Institute for the year 2017.

I congratulated the new office bearers and hope that they would lead our beloved Institute to a new height of excellence through their leadership and dynamism in the activities.

The programme was organized by ICAB in Co-ordination with DRC-ICAB. I along with Vice President Mahmudul Hasan Khusru FCA, Council Member Md. Mahamud Hosain FCA, DRC-ICAB Chairman Md. Al-Amin Siddiki FCA and Secretary Md. Sarwar Hossen FCA were present in the programme. This is also a unique programme and the participants thoroughly enjoyed.

members of the delegation were Vice Presidents Mr. Mahmudul Hasan Khusru FCA, Council Members Mr. Dewan Nurul Islam FCA, Mr. Mostafa Kamal FCA, Mr. Md. Mahamud Hossain FCA and Secretary AKM Rahmat Ullah FCA. We discussed about professional matters relating to the development of CA profession.

BRAC University Team visit ICAB: I had a meeting with Professor Dr. Rahim B. Talukdar, Adviser, BRAC Business School and Lecturer Mr. Sumon Paul at ICAB on 15 December 2016. We discussed about our ongoing talent hunting programme at the different universities and exemption policies. They expressed their interest to arrange such programme at BRAC University to make the students aware about the CA profession and the exemption policies for brightest students in CA study.

Meeting with the President, CMA Sri Lanka: During his visit in Bangladesh, Prof. Lakshman Ravendra Watawala FCA, President CMA Sri Lanka paid a courtesy call on me on 20 December 2016. During the meeting ICAB Secretary Mr. AKM Rahmat Ullah FCA was present.

CRC-ICAB Elects Chairman and Secretary for 2017: Chittagong Regional Committee has been formed at the meeting of Chittagong Regional Committee of the Institute of Chartered Accountants of Bangladesh (ICAB) held on 31 December 2016 at Conference Hall of ICAB-Chittagong Regional Office under the Chairmanship of Mr. Arup Chowdhury FCA. Mr. Mohammed Reazul Kabir FCA and Mr. Imran Abu Hasan FCA were elected as the Chairman and the Honorary Secretary of CRC-ICAB respectively for the year 2017. Congratulations to them.

Meeting with the Minister, Ministry of Commerce, GoB: ICAB delegation led by me met Mr. Tofail Ahmed, MP, Commerce Minister in his office. With me, President elect 2017 Mr. Adeeb H. Khan FCA, Vice President Mr. Mahmudul Hasan Khusru FCA, Vice President elect 2017 Mr. Mostafa Kamal FCA and Mr. Md. Mahamud Hossain FCA and Council Member Mr. Dewan Nurul Islam FCA were present. The meeting discussed about the recent submission of ICAB's draft CA Order on 29 December 2016.

ICAB Academic Campus NewsThe Pre-examination Classes for Professional Stage-Knowledge Level (15th Batch, Sections: A-I) have started from Tuesday, 06 December 2016 for Examination Session: May-June 2017. The session will be continued up to 27 February 2017. There are 436 students joining with 114 teachers for the Class Session: December 2016-February 2017.

As a result, the cumulative number of participated students of ICAB under new curriculum has risen to 12,480, till December 31, 2016.

The regular classes for the students of Professional Stage-Application Level (14th Batch) & Advanced Stage (13th Batch) would commence from Tuesday, 01 March 2017 at ICAB Academic Campus, 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215. Within the month of December 2016, the Hon'ble Vice President (E&T)-ICAB, Mr.

Mahmudul Hasan Khusru FCA has visited the ICAB Academic Campus on 02, 09, 23, & 30 December 2016, during the class-hour in the evening shift and Fridays' session. He met with the students and faculty members, to know about the areas needed to improve with a view to make the campus environment, services and activities more congenial for study. He advised all the concerned for proper implementation of the outcomes of his visits as well.

Meanwhile, the 2nd meeting for the year 2016 of the Teachers’ Discussion Session of Professional Stage (Knowledge & Application Levels & Advanced Stage) was held on 27 December 2016 at ICAB Academic Campus. The session was chaired by ASM Nayeem FCA, Past President & Member Council of the Institute of Chartered Accountants of Bangladesh, and moderated by Mahmadul Hasan Khusru FCA, Vice President (E&T), ICAB. Among others, as guests Council Member Md. Shahadat Hossain FCA and Gopal Chandra Ghosh FCA were also present in the session. There were 219 faculties and 72 teachers attended in the session. The teachers exchanged their views and ideas, thoughts and problems regarding the academic campus, CA firms, on-going education and examination matters and the initiatives for strengthening of the quality of the students as well as CA profession.

The Vice President (E&T)-ICAB, expressed his happiness about the number of attendance. He highly appreciated teachers for their active and spontaneous participation in the session. He requested the teachers to be more

dedicated in their efforts. He agreed to arrange more discussion sessions with teachers and students from time to time. He requested teachers to create awareness regarding importance of classes and regular attendance of the students in classes. He thanked the teachers for their thoughtful comments. He added that the Institute has initiated many efforts to strengthening the profession. He told that talents and high caliber professionals teachers are contributing to the institute. The institute shall accept suggestions from all stakeholders to tackle the challenges facing by the profession. He stated that now a day’s many brilliant students are coming in teaching profession. DRC-ICAB has tremendously discovered and fulfilled the long heartfelt expectation of the students. He also expected that the new professionals have to take responsibility of the profession. Afterwards, he told that proposals which have been placed today’s session are to be consulted with the respective committees of ICAB. He also said that the teachers’ recommended proposals will be taken for immediate action in the interest of the profession.

Moreover, ICAB-IFRS Quiz and Elocution Contest-2016 were held on 27 December 2016 at ICAB Academic Campus. There were 392 participants in the competitions.

Besides, the refurbishments of ICAB Academic Campus at 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215, has mostly been done, and the rest works of mezzanine floor would be completed by February 2017.

Accounting’s biggest firms have smashed through the £12bn fee income barrier, according to the 2016 Accountancy Age Top 50+50 Survey.

The survey, supported by Sage, reveals the Top 50 firms increased their fees to £12.8bn, up nearly a billion pounds from £11.9bn in 2015.

The Big Four firms, Deloitte; EY; KPMG; and PwC, once again drove up the

figures. Their combined fee income was £9.8bn, up from £9.1bn a year earlier.

Life isn’t all rosy for the profession. A fifth of the Top 50+50 (all 100 firms) saw their fee

income fall, or grow by less than 5%. One in ten of the firms were new entrants into the table, indicative of ongoing merger and acquisition activity taking place in the market.

KPMG scoops Dorcaster audit

KPMG has been appointed with “immediate” effect as the auditor of Dorcaster. The role has been scooped from the previous auditors, RSM UK, who resigned as the auditor of the company. Dorcaster is a listed investment vehicle.

The latest audit win for KPMG is less high profile than its most recent victory, that of Legal and General. The Big Four firm was named top listed company auditor in the autumn Adviser Rankings.

Audit changes have ramped up since it became clear that mandatory tendering and rotation would come into effect, which it did this summer.

UK’s top accounting firms smash through £12bn fee income barrier

An 80% increase in additional revenue for HMRC coincides with a crackdown on income tax avoidance. The Counter Avoidance Directorate (CAD) has collected £886m through investigations into tax avoidance schemes over 2015 to 2016. This is an 80% increase compared to the £494m collected over the past 12 months, said law firm Pinsent Masons. Paul Noble, tax director at Pinsent Masons, said: “The CAD has significantly boosted tax take this year, and it is likely that HMRC and the

Treasury will continue to pour resources into its work. After criticism for the backlog of unresolved cases, HMRC have sought to sharpen their approach.”

Tackling tax avoidance has become a priority over recent years due to high profile cases. Therefore, the government is expected to build on the successes following cases such as the Panama Papers scandal, according to Pinsent Masons. It established the CAD in April

2014, with their work undertaken providing the related figures.

A range of government proposals in recent months has targeted individuals, and those who enable or assist them. It was announced that further measures such as penalties for accountants, tax planners and advisors would be included in the Finance Bill 2017, as well as for “serial tax avoiders” from which some successes have been publicised.
