THE COMPANY
NRI was founded to provide multi-disciplinary technical and engineering support services to the government and to commercial scientific, technical, and engineering industries. NRI consists of two distinct divisions, Project/Program Management and Staff Augmentation Division with complementary missions. Both divisions have expanded into new disciplines while still performing their original mission.
The Project/Program Management Division is primarily devoted to engineering, consulting, and technically oriented activities. The Division plans, manages, and directs consulting and related program and project activities for various government agencies and private industry clients. It also maintains the ability to perform other professional administrative, consulting, training, and facility management activities.
The Staff Augmentation Division operates a full-service personnel management system that includes recruiting for NRI consulting work and clients. The Division handles employee relations, training, affirmative action, payroll, personnel records, wage/salary administration, and employee management in compliance with federal, state, and local laws, regulations, and guidance. Nuclear Recruiters, Inc. Maintains a database of professional resumes and is responsible for staffing the contractual work requirements of the Project/Program Management Division, as well as the technical, engineering, and professional requirements of various private industry and government clients.

4.0 MARKET ANALYSIS SUMMARY
As of 2008, nuclear power in the United States is provided by 104 commercial reactors (69 pressurized water reactors and 35 boiling water reactors) licensed to operate at 65 nuclear power plants, producing a total of 806.2 TWh of electricity, which was 19.6% of the nation's total electric energy generation in 2008.
The United States is the world's largest supplier of commercial nuclear power.
As of 2010, demand for nuclear power softened in America, and some companies withdrew their applications for licenses to build. Ground has been broken on two new nuclear plants with a total of four reactors. A reactor currently under construction in America, is at Watts Bar, Tennessee, was begun
in 1973 and may be completed in 2012. Of the 104 reactors now operating in the U.S., ground was broken on all of them in 1974 or earlier. In September 2010, Matthew Wald from the New York Times reported that "the nuclear renaissance is looking small and slow at the moment".
Following the 2011 Japanese nuclear accidents, the U.S. Nuclear Regulatory Commission has announced it will launch a comprehensive safety review of the 104 nuclear power reactors across the United States, at the request of President Obama. The Obama administration "continues to support the expansion of nuclear power in the United States, despite the crisis in Japan". Following the Fukushima Daiichi nuclear disaster, public support for building nuclear power plants in the U.S. dropped to 43%, slightly lower than it was immediately after the Three Mile Island accident in 1979, according to a CBS News poll. A survey conducted in April 2011 found that 64 percent of Americans opposed the construction of new nuclear reactors. A survey sponsored by the Nuclear Energy Institute, conducted in September 2011, found that "62 percent of respondents said they favor the use of nuclear energy as one of the ways to provide electricity in the United States, with 35 percent opposed".

As of December 2011, construction by Southern Company on two new nuclear units has begun, and they are expected to be delivering commercial power by 2016 and 2017. But, looking ahead, experts see continuing challenges that will make it very difficult for the nuclear power industry to expand beyond a small handful of reactor projects that "government agencies decide to subsidize by forcing taxpayers to assume the risk for the reactors and mandating that ratepayers pay for construction in advance".

To remain a competitive source of energy, nuclear power must be produced as efficiently as possible while maintaining high safety standards. Because a large portion of the expense of nuclear power is related to staff size, efficient production means optimizing the staffing levels at nuclear plants. The specific number of staff needed to achieve this goal of safe and efficient operations depends upon many factors including plant design, size, and material condition, regulatory requirements, work processes used, organizational structure, and management decisions. However, comparing staffing to levels at other power plants can provide management with information needed to optimize staffing. If staffing is greater than at other plants, it may indicate that efficiency gains are possible that could reduce costs. If staffing is below that of other plants, it may indicate that efficiency is very good and further gains will be difficult. Lower staffing may also indicate the need for continued management oversight to ensure work is being properly performed.
The following discussion is based on information obtained from a survey of staffing levels at 54 plants in 19 countries conducted by the IAEA with the assistance of the US consultancy of Tim D. Martin & Associates. Information on this survey including definitions of staffing categories, and how the data was collected and analyzed is provided in Annex C.
1. Staffing levels. The graphs on the following pages show the staffing survey results (staffing includes nuclear plant and headquarters staff, corporate staff, and on-site and off-site vendors and services). Lines drawn on each graph show the relationship (best-fit regression line) between plant size and staffing for 1 and 2 unit plants (excluding WWER/RBMK plants). Overall, about 70% of the difference in staffing at 1 and 2 unit plants is explained by the differences in plant size.

ESTABLISH PARTNERSHIPS WITH CONTRACTORS/SUPPLIERS
Contractors provide essential resources for the conduct of planned outages. For many utilities, particularly those with only a few NPPs, the size of plant maintenance organizations is based on maintenance needed for routine operations. During outages, the maintenance workforce increases to several times this size (from 500 to 2000 persons depending on utility practices and outage extent). For many utilities, during an outage, the majority of person’s onsite are contractors. Also, as plants age, it is quite likely that there will be increasing difficulties in obtaining spare parts and replacement parts for plant equipment. In both of these cases a relationship of mutual co-operation can bring significant benefits to both NPPs and their contractors/suppliers.
Establishment of long term contractual relationships, and good working relationships between
NPPs and their main contractors and suppliers have proven to be effective. Such contracts provide a mechanism for sharing the risks and rewards of improved plant performance.
Partnerships are not about transferring jobs to contractors at the expense of plant staff, but about achieving mutually beneficial goals. There are significant benefits to be gained by improved working arrangements between NPPs and their contractors
In order to enhance quality and to optimize costs, it is a good practice to consider the following:
• Long term contracts (3 to 5 years) with main contractors • Competition among contractors • Fixed price contracts with quality bonuses given directly to the people doing the work • Preplanning of activities together with contractors • Contractor personnel being considered equal members with utility personnel in outage teams
When utilities have identified ways to reduce staff sizes, a common issue is what to do with the personnel who are no longer needed. Many utilities, particularly those whose labour laws or union contracts preclude them from layoffs, have decided to take over some functions traditionally performed by contractors. It may instead be possible to transfer such personnel to the contractor. This may be a superior approach particularly if the contractor can do the work more efficiently and effectively.
Utilities should integrate contractors into their safety management system and their safety culture. This includes involving contractors in safety meetings, planning, preparing work procedures and instructions, incident analyses, training programs, and providing information Concerning to lessons learned and standards.
An important aspect of the use of contractors is that the utility must retain adequate control and supervision of the contractors in order to retain the responsibility and accountability for safety. Similarly, the utility must retain sufficient and suitably competent people to sanction and evaluate the work of contractors.

Employees at U.S. nuclear plants earn salaries approximately 36 percent higher than the average earnings in the communities surrounding the plants.
According to the United States Bureau of Labor Statistics for 2006, the average annual salary for nuclear engineers was $82,900.
More Demand
Most recently, the Bush Administration launched the Nuclear Power 2010 Initiative aimed at ensuring affordable, reliable, and clean sources of nuclear energy for America. This $1.1 billion partnership between the government and industry will facilitate the construction of new nuclear energy plants.
The Nuclear Regulatory Commission (NRC) is taking steps to streamline the licensing process for new plant construction. The NRC is analyzing barriers to construction and trying to eliminate them so we can begin the process of solidifying and diversifying our energy base.
In 2005, only two companies were seeking to build nuclear power plants; now 9 consortia have expressed a new interest in construction of as many as 19 new plants.
More states are vying for the opportunity to have a nuclear power plant built in their state. Among the potential sites under consideration by the nuclear power consortium NuStart Energy are: Scottsboro, AL; Port Gibson, MS; St. Francisville, LA. Other companies are looking at sites in North and South Carolina, Georgia and Virginia for nuclear power plants.
A first-of-its-kind, national survey of nuclear power plant neighbors conducted in August 2005 by Bisconti Research, Inc. with Quest Global Research Group found that 76 percent of Americans living in close proximity to nuclear power plants are willing to see a new reactor built near them.

4.8 Sales Strategy
The sales strategy assists in the planning of all sales activities like methods of reaching clients, competitive differences and resources available. Tactics involves the day-to-day selling: prospecting, sales process, and follow-up.
Sales Process / Prospecting Commercial Clients:
Nuclear Recruiters, Inc. will also have Customer Service Representative soliciting local and international businesses on the phone to gain additional business. The terms offered to these businesses will be the traditional Net-30. We anticipate collecting 98 percent of revenues because of our screening process. The main way we will close sales for commercial clients is our strong network of contractors with flexible availability. Opportunities:
All Nuclear Utilities are striving for INPO (Institute of Nuclear Power Operations) rating of ―1 or to
maintain a rating of 1 and perception as a top-performer. Clients will maintain relationships with Staffing companies providing resources that help achieve status.
In order to enhance quality and to optimize costs, it is a good practice to consider the following: 1. Long term contracts (3 to 5 years) with main contractors 2. Competition among contractors 3. Fixed price contracts with quality bonuses given directly to the people doing the work 4. Preplanning of activities together with contractors 5. Contractor personnel being considered equal members with utility personnel in outage teams.
When utilities have identified ways to reduce staff sizes, a common issue is what to do with the personnel who are no longer needed. Many utilities, particularly those whose labour laws or union contracts preclude them from layoffs, have decided to take over some functions traditionally performed by contractors. It may instead be possible to transfer such personnel to the contractor. This may be a superior approach particularly if the contractor can do the work more efficiently and effectively.

Threats:
Changes in staffing. Plants in most countries surveyed expect staffing levels to decrease modestly over the next 5 years. Plants in about 70% of the countries surveyed expect staffing to decrease through the year 2020. The size of the planned decrease ranged up to 5 percent per year in some countries. The median planned change in staffing of the surveyed countries was a 2% decrease in 2009 and a 1.5% decrease per year through 2020.
Most utilities that expect their staff to decrease believe the decrease will occur primarily in two areas:
1. Site services, because functions not directly related to production (such as housing and
transportation) were being transferred to other organizations, and 2. Maintenance, as plants improve worker efficiency through process improvement
initiatives, increased use of cross training and multi-discipline teams, and greater use of Reliability centered maintenance.
Recession and economic downturn can slow down the growth of Nuclear Projects.

5.0 MANAGEMENT SUMMARY
Donald Grove was born in Vandenberg, CA. He graduated from RB Stall High School in 1988. He entered college as an Engineering Technology student at Trident Technical College in 1990. Grove began his electrical experience in 1996 with Black & Veach at Westvaco Paper mill in Charleston, SC. As an electrical apprentice, early advice from a journeyman electrician stuck with me through the years. "He told me, 'If you learn this electrical trade and work safely you will always have a job!" Donald Grove successfully completed
Nuclear Instrumentation and Electrical training certification at Mt. Holly, NC in 2006. As a member of the Society for Maintenance and Reliability Professionals, Grove in 2011 was also a Certified Maintenance and Reliability Professional. Grove worked with several electrical contractors including General Electric from 1999 to 2001.
Donald Grove was badged with unescorted access into his first nuclear plant on September 11, 2001 with Duke Temps at Oconee Nuclear Station. "I was high energy - I had a lot of paper mill instrumentation and electrical experience, and this new nuclear opportunity was driven by procedures and schedules." I have worked at ten PWR, BWR and CANDU Nuclear Plants including: Oconee, Catawba, McGuire Nuclear Stations, North Anna, Surry, Shearon Harris, Point Beach, Bruce Power and Ft. Calhoun Nuclear Stations. I have experienced a variety of responsibilities over
the years in these unique work environments.
The most natural transition for Grove was to utilize his 10 years of cumulative experience, qualifications and knowledge of the Nuclear Industry, working as an employee of several Contract Staffing companies and to become an Employer. "There are many staffing companies" admits Grove; "however there are honestly only a few that understand some of the unique requirements of this exciting but Industry Regulated Profession."

Annex C: STAFFING SURVEY METHODOLOGY
STAFFING SURVEY METHODOLOGY
A survey approach was used to collect staffing data to be used in the proven approaches to staffing section of this report. The survey approach had four steps:
1. Determine the information to be collected 2. Identify the plants to be included in the collection process 3. Develop a survey form which was then sent to each participating utility 4. Collect survey results and transcribe them to this section of the report
This survey is meant to provide an initial, approximate review as to the staffing strategies of plants of different design and in different countries. It was not the intent of this report to perform an exhaustive staffing review or analysis, or to conduct any type of benchmarking. Annex D discusses the methodology for conducting a formal staffing benchmarking of an NPP and Annex E provide a case study of the results of a formal benchmarking at an NPP. The information collected for NPP staffing data was the total staffing levels at, and supporting, each nuclear power plant including: • Plant staff • Nuclear headquarters staff (fully apportioned to all NPPs operated by the company) • Non-nuclear headquarters staff (any staff directly supporting the NPPs).
Also included was all vendor support for the plant, including:
• Long term on-site contractors (e.g., security guards) • Short term on-site contractors (e.g., outage support) • Long term off-site contractors (e.g., engineering vendors) • Short term off-site contractors (e.g., equipment manufacturer technical representatives).
Data for these staff resources was divided into six staffing areas (description):
1. Operations: operations 2. Maintenance: construction support, maintenance, planning, outage craft, outage management,

Donald L. Grove, Sr., Owner of Nuclear Recruiters™ with over 10 year’s Nuclear
Industry experience, Donald Grove is also a man with tremendous personal energy
and drive at age 42. “We are Nuclear Professionals and we provide nuclear

Donald Grove was born in Vandenberg, CA. He graduated from RB Stall High School in 1988. He entered college as
an Engineering Technology student at Trident Technical College in 1990. Grove began his electrical experience in 1996
with Black & Veach at Westvaco Paper mill in Charleston, SC. As an electrical apprentice, early advice from a
journeyman electrician stuck with me through the years. “He told me, „If you learn this electrical trade and work
safely you will always have a job!” Donald Grove successfully completed Nuclear Instrumentation and Electrical
training certification at Mt. Holly, NC in 2006. As a member of the Society for Maintenance and Reliability Professionals,
Grove in 2011 was also a Certified Maintenance and Reliability Professional. Grove worked with several electrical
contractors including General Electric from 1999 to 2001.
Donald Grove was badged with unescorted access into his first nuclear plant on September 11, 2001 with Duke Temps
at Oconee Nuclear Station. ―I was high energy – I had a lot of paper mill instrumentation and electrical experience, and
this new Nuclear opportunity was driven by procedures and schedules.‖ I have worked at ten PWR, BWR and CANDU
Nuclear Plants including: Oconee, Catawba, McGuire Nuclear Stations, North Anna, Surry, Shearon Harris, Point
Beach, Bruce Power and Ft. Calhoun Nuclear Stations. I have experienced a variety of responsibilities over the years in
these unique work environments.
The most natural transition for Grove was to utilize his 10 years of cumulative experience, qualifications and knowledge
of the Nuclear Industry, working as an employee of several Contract Staffing companies and to become an Employer.
“There are many staffing companies” admits Grove; “however there are honestly only a few that understand
some of the unique requirements of this exciting but Industry Regulated Profession.”

U.S. COMMERCIAL NUCLEAR POWER REACTORS
As of August 2011, 104 commercial nuclear power reactors were licensed to operate in
31 States (see Figure 15). These reactors have the following characteristics:
• 4 different reactor vendors
• 26 operating companies
• 80 different designs
• 65 sites
Diversity
Although there are many similarities, each reactor design can be considered unique. Figure 16 shows a typical
pressurized-water reactor (PWR), and Figure 17 shows a typical boiling-water reactor (BWR). Currently there are
35 BWR and 69 PWR reactor designs.
