We must meet our customer's needs including reasonable prices, exceptional customer service, and detailed easy to use website. Our growth strategy combines qualified candidates and flexible contract terms.

We offer Flexible staff augmentation, outsourcing and consulting staffing solutions for your business needs

There are several reasons that Nuclear Companies pay recruiting firms to fill their job openings. Perhaps the most significant is that when nuclear companies are hiring for approved projects they can seldom find the specialized personnel their looking for through traditional methods like running an ad in a newspaper or the local employment agencies. In fact, newspaper advertising limits a nuclear company’s talent pool to just those local to the area. The candidates that nuclear employers want Nuclear Recruiters to find for them are often currently employed on other projects, just completed projects, out of state, even out of the country, but willing to travel and open to taking a new position on very short notice should the right opportunity come along. And nuclear companies know it takes nuclear recruiters to target people like that. Recruiting is not complex; it requires well rounded business skills and a serious commitment to servicing our clients.

1.4 Challenges to Success:

We have five key questions that need to be answered definitively since Nuclear Recruiters core operability is based on those answers to ensure profitability, future growth and protect any investment into Nuclear Recruiters.(refer to the business plan applicable sections and pages for these in-depth, clear and concise answers.

If we do not answer these questions effectively, this business will fail without question.

1. How does Nuclear Recruiters IDENTIFY the Commercial Nuclear Power Plants that are hiring?

Industry Analysis

A Nuclear Staffing and Recruiting Firm can be descried as a service business that is intended to provide specialized staffing services for the Nuclear and Governmental agencies with the help of specialized industry expertise.

So what is recruiting….recruiting quite simply is the process of finding and introducing qualified job candidates to companies who pay on a contingency, retained or hourly basis. This is our business model, the core of Nuclear Recruiters, Inc.

According to a survey conducted in 20091, total number of nuclear focused Staffing Firms in USA was

1,700 (registered on www.Nukeworker.com) with over 100,000 nuclear professionals. Almost 39.5%2 of

those Nuclear Staffing Firms are advertising on www.Roadtechs.com and www.Nukeworker.com.

Staffing Firms normally service both non-Nuclear clients and similar energy industries but Nuclear Recruiters will be a success and how we differentiate ourselves from the 1700 similar staffing firms currently servicing the 104 Commercial Nuclear Industry Clients as well as the thousands of fossil, hydro, wind industries is this; per INPO Nuclear Safety Guiding Principle #5, ―The Nuclear industry has unique requirements‖.

The candidates that nuclear employers want Nuclear Recruiters to find for them are often currently employed on other projects, just completed projects, out of state, even out of the country, but open to taking a new position should the right opportunity come along. And nuclear companies know it takes nuclear recruiters to target people like that. Recruiting is not complex; it requires well rounded business skills and a serious commitment to servicing our clients.

Data for these staff resources was divided into six staffing areas (description):

1. Operations: operations 2. Maintenance: construction support, maintenance, planning, outage craft, outage management,

scheduling 3. Engineering: computer engineering, drafting, engineering design, plant engineering, engineering

programs, technical engineering, nuclear fuels, procurement engineering, project management, reactor engineering

4. Safety: ALARA, chemistry, emergency preparedness, environmental, HP applied, HP support, licensing, nuclear safety, QA, QC/NDE, Radwaste/ decon/ plant cleaning, safety/health

5. Support: Administration, budget/ finance, clerical, communications, contracts, document control, human resources, information systems, management, management assistance, materials management, purchasing, training, warehouse

6. Site Services: Civil/community services, employee housing, facility maintenance/non-plant cleaning, fire protection, offsite high and low level waste disposal, security

Contractor personnel provide essential services to nuclear power plants, particularly during plant outages or for projects involving major upgrades to plants. In providing these services contractor personnel encounter similar problems to those that challenge nuclear power plant personnel. Accordingly, contractor personnel must be similarly competent and effectively interface with NPP personnel when performing their assigned duties. It is in this context that Nuclear Recruiters, Inc. offers a framework for assuring the competence of contractor personnel we provide.

Job posting and resumes database statistics:

Over 43,000 job applications were processed from 2004 to 2008. More than 8,400 jobs were posted from 2004 to 2008. Nuclear Recruiters will have access to the NukeWorker, Roadtechs and LinkedIn databases

that has over 12,000 fresh resumes in its database spanning 500 categories. Over 300 new resumes are added each month.

Top 10 Facts About Nuclear Energy

1. There are 104 commercial nuclear power plants producing 20 percent of all electricity and over 70 percent of the emission-free electricity generated in the United States. They are located at 64 sites in 31 states.

2. More than 400 nuclear power plants worldwide produce 16 percent of the world’s electricity—while reducing CO2 emissions by more than 2 billion metric tons per year.

3. Nuclear energy supplies electricity each year to serve 60 million homes. 4. Nuclear energy has one of the lowest environmental impacts of any electricity source. For example, a

wind farm would need 235 square miles to produce the same amount of electricity as a 1,000-megawatt nuclear power plant.

5. Nuclear energy is by far the nation’s largest source of electricity that does not emit any controlled air pollutants, providing 73 percent of the electricity from all carbon-free sources, including hydroelectric, wind and solar.

6. Nuclear power plants provide low-cost, predictable power at stable prices and are essential in maintaining the reliability of the U.S. electric power system.

7. Nuclear power plants are able to produce abundant and low cost energy source because they use an enriched form of uranium for fuel. One uranium fuel pellet — the size of the tip of your little finger — is equivalent to 17,000 cubic feet of natural gas, 1,780 pounds of coal, or 149 gallons of oil.

8. The economic activity of a U.S. nuclear plant generates on average around $20 million in state and local tax revenues.

9. You would have to live near a nuclear power plant for over 2,000 years to get the same amount of radiation exposure that you get from a single diagnostic medical x-ray.

10. There are nearly 100 different nuclear medicine imaging procedures available today. An estimated 10 to 12 million nuclear medicine imaging and therapeutic procedures are performed each year in the United States.

The station line management team always retains ultimate responsibility for ensuring nuclear safety and cannot delegate this responsibility to supplemental personnel.

Performance standards and expectations for the conduct of work activities by supplemental personnel are no different than those high performance standards expected of station staff.

Supplemental personnel understand and use the same station processes for performing work activities.

Supplemental personnel performing work independently (that is, under their own supervision) are qualified to criteria commensurate with utility personnel qualified to perform that work

Good industrial safety performance of supplemental personnel cannot be assumed.

The roles and responsibilities of the supervisor, whether a station employee or a supplemental supervisor, are clearly defined and vigorously implemented for supervising supplemental personnel.

A close, interdependent relationship between the supplemental, and station personnel is established that generates a spirit of cooperation.

4.0 MARKET ANALYSIS SUMMARY

As of 2008, nuclear power in the United States is provided by 104 commercial reactors (69 pressurized water reactors and 35 boiling water reactors) licensed to operate at 65 nuclear power plants, producing a total of 806.2 TWh of electricity, which was 19.6% of the nation's total electric energy generation in 2008.

The United States is the world's largest supplier of commercial nuclear power.

As of 2010, demand for nuclear power softened in America, and some companies withdrew their applications for licenses to build. Ground has been broken on two new nuclear plants with a total of four reactors. A reactor currently under construction in America, is at Watts Bar, Tennessee, was begun

in 1973 and may be completed in 2012. Of the 104 reactors now operating in the U.S., ground was broken on all of them in 1974 or earlier. In September 2010, Matthew Wald from the New York Times reported that "the nuclear renaissance is looking small and slow at the moment".

Following the 2011 Japanese nuclear accidents, the U.S. Nuclear Regulatory Commission has announced it will launch a comprehensive safety review of the 104 nuclear power reactors across the United States, at the request of President Obama. The Obama administration "continues to support the expansion of nuclear power in the United States, despite the crisis in Japan". Following the Fukushima Daiichi nuclear disaster, public support for building nuclear power plants in the U.S. dropped to 43%, slightly lower than it was immediately after the Three Mile Island accident in 1979, according to a CBS News poll. A survey conducted in April 2011 found that 64 percent of Americans opposed the construction of new nuclear reactors. A survey sponsored by the Nuclear Energy Institute, conducted in September 2011, found that "62 percent of respondents said they favor the use of nuclear energy as one of the ways to provide electricity in the United States, with 35 percent opposed".

Location of Projected New Nuclear Power Reactors

For applications that have been received by the NRC, you may select a site name to view the NRC's website for the specific COL application. Websites for the remainder of the applications will be created when they are received.

As of December 2011, construction by Southern Company on two new nuclear units has begun, and they are expected to be delivering commercial power by 2016 and 2017. But, looking ahead, experts see continuing challenges that will make it very difficult for the nuclear power industry to expand beyond a small handful of reactor projects that "government agencies decide to subsidize by forcing taxpayers to assume the risk for the reactors and mandating that ratepayers pay for construction in advance".

To remain a competitive source of energy, nuclear power must be produced as efficiently as possible while maintaining high safety standards. Because a large portion of the expense of nuclear power is related to staff size, efficient production means optimizing the staffing levels at nuclear plants. The specific number of staff needed to achieve this goal of safe and efficient operations depends upon many factors including plant design, size, and material condition, regulatory requirements, work processes used, organizational structure, and management decisions. However, comparing staffing to levels at other power plants can provide management with information needed to optimize staffing. If staffing is greater than at other plants, it may indicate that efficiency gains are possible that could reduce costs. If staffing is below that of other plants, it may indicate that efficiency is very good and further gains will be difficult. Lower staffing may also indicate the need for continued management oversight to ensure work is being properly performed.

The following discussion is based on information obtained from a survey of staffing levels at 54 plants in 19 countries conducted by the IAEA with the assistance of the US consultancy of Tim D. Martin & Associates. Information on this survey including definitions of staffing categories, and how the data was collected and analyzed is provided in Annex C.

1. Staffing levels. The graphs on the following pages show the staffing survey results (staffing includes nuclear plant and headquarters staff, corporate staff, and on-site and off-site vendors and services). Lines drawn on each graph show the relationship (best-fit regression line) between plant size and staffing for 1 and 2 unit plants (excluding WWER/RBMK plants). Overall, about 70% of the difference in staffing at 1 and 2 unit plants is explained by the differences in plant size.

2. Factors influencing staffing. Key factors impacting the size of staff in each staffing area are identified below as reported by plants participating in the survey:

Operations:

• Degree of automation • Size and layout of plant • Use of shift personnel to perform minor maintenance, radiation protection and chemistry tasks • Degree of flexibility in work rules • Amount and quality of training • Attrition (turnover) • Number of auxiliary, part-time duties

Maintenance:

• Availability and use of contractor maintenance services • Degree of flexibility in work rules • Use of reliability centered maintenance/predictive maintenance • Extent to which multi-skilled workers are used • Plant design characteristics (e.g., design of components)

Engineering:

• Number and size of modifications • Availability of vendor services • Plant design characteristics (e.g., design of components) • Quality and organization of plant documentation • Planned outage duration and scope • Use of system engineers • Reliance by maintenance organization on engineering for technical support

Safety:

• Requirements of the QA program • Physical size of the site • Amount of radiation/radioactive waste • Relationships with regulators • Quality of training programmes • Plant cleanliness • Skill levels of plant workers • Plant design characteristics

Support:

• Amount of training provided to plant staff • Use of multi-skilled workers • Extent of the use of computers • Relationships with contractors • Impact of competition • Amount of decentralization • Use of management control system

www.NuclearRecruiters.com Reliable │Qualified │Experienced

Page 42: Nuclear Recruiters business plan

Site Services:

• Amount of social services provided by the plant based on national policies and plant location • Use of multi-skilled workers • Responsibility for the waste cycle • National and organizational safety policies

ESTABLISH PARTNERSHIPS WITH CONTRACTORS/SUPPLIERS

Contractors provide essential resources for the conduct of planned outages. For many utilities, particularly those with only a few NPPs, the size of plant maintenance organizations is based on maintenance needed for routine operations. During outages, the maintenance workforce increases to several times this size (from 500 to 2000 persons depending on utility practices and outage extent). For many utilities, during an outage, the majority of person’s onsite are contractors. Also, as plants age, it is quite likely that there will be increasing difficulties in obtaining spare parts and replacement parts for plant equipment. In both of these cases a relationship of mutual co-operation can bring significant benefits to both NPPs and their contractors/suppliers.

Establishment of long term contractual relationships, and good working relationships between

NPPs and their main contractors and suppliers have proven to be effective. Such contracts provide a mechanism for sharing the risks and rewards of improved plant performance.

Partnerships are not about transferring jobs to contractors at the expense of plant staff, but about achieving mutually beneficial goals. There are significant benefits to be gained by improved working arrangements between NPPs and their contractors

In order to enhance quality and to optimize costs, it is a good practice to consider the following:

• Long term contracts (3 to 5 years) with main contractors • Competition among contractors • Fixed price contracts with quality bonuses given directly to the people doing the work • Preplanning of activities together with contractors • Contractor personnel being considered equal members with utility personnel in outage teams

When utilities have identified ways to reduce staff sizes, a common issue is what to do with the personnel who are no longer needed. Many utilities, particularly those whose labour laws or union contracts preclude them from layoffs, have decided to take over some functions traditionally performed by contractors. It may instead be possible to transfer such personnel to the contractor. This may be a superior approach particularly if the contractor can do the work more efficiently and effectively.

Utilities should integrate contractors into their safety management system and their safety culture. This includes involving contractors in safety meetings, planning, preparing work procedures and instructions, incident analyses, training programs, and providing information Concerning to lessons learned and standards.

An important aspect of the use of contractors is that the utility must retain adequate control and supervision of the contractors in order to retain the responsibility and accountability for safety. Similarly, the utility must retain sufficient and suitably competent people to sanction and evaluate the work of contractors.

Economic Benefits

Nuclear energy boosts economic growth and supports high-paying jobs. The average nuclear energy plant produces enough electricity to power 750,000 to one million households and businesses in the United States. With the help of nuclear energy, the United States has reduced the share of electricity generated from oil by more than 80 percent since the 1970s. Moreover, nuclear energy has helped improve the standard of living for Americans living near a plant through high-paying jobs and services. Click here to learn about top schools with nuclear engineering programs.

More Jobs

For each construction, manufacturing, or operations job created at a nuclear power plant, four new jobs are created in the job market to provide goods and services.

Each nuclear plant employs an average of approximately 500 employees from the local community and generates an additional 500 jobs in the local area.

Each new American nuclear plant will create 1,400-1,800 construction jobs and add 400 to 700 permanent positions to support continued operations.

Every dollar spent by a nuclear plant generates approximately $1.13 in the local economy of that plant.

The economic activity of a nuclear plant generates on average around $20 million in state and local tax revenues.

www.NuclearRecruiters.com Reliable │Qualified │Experienced

Page 44: Nuclear Recruiters business plan

www.NuclearRecruiters.com Copyright © 2012 by Nuclear Recruiters, Inc. Reliable │Qualified │Experienced

Economic activity from the average nuclear plant generates approximately $430 million in total output (production of goods and services) and about $60 million in total labor income in the local economy.

Employees at U.S. nuclear plants earn salaries approximately 36 percent higher than the average earnings in the communities surrounding the plants.

According to the United States Bureau of Labor Statistics for 2006, the average annual salary for nuclear engineers was $82,900.

More Demand

Most recently, the Bush Administration launched the Nuclear Power 2010 Initiative aimed at ensuring affordable, reliable, and clean sources of nuclear energy for America. This $1.1 billion partnership between the government and industry will facilitate the construction of new nuclear energy plants.

The Nuclear Regulatory Commission (NRC) is taking steps to streamline the licensing process for new plant construction. The NRC is analyzing barriers to construction and trying to eliminate them so we can begin the process of solidifying and diversifying our energy base.

In 2005, only two companies were seeking to build nuclear power plants; now 9 consortia have expressed a new interest in construction of as many as 19 new plants.

More states are vying for the opportunity to have a nuclear power plant built in their state. Among the potential sites under consideration by the nuclear power consortium NuStart Energy are: Scottsboro, AL; Port Gibson, MS; St. Francisville, LA. Other companies are looking at sites in North and South Carolina, Georgia and Virginia for nuclear power plants.

A first-of-its-kind, national survey of nuclear power plant neighbors conducted in August 2005 by Bisconti Research, Inc. with Quest Global Research Group found that 76 percent of Americans living in close proximity to nuclear power plants are willing to see a new reactor built near them.

4.2 Service Business Analysis

The human resource marketplace is a highly competitive and fragmented industry that is poised for enormous growth in the next 10 years as companies and countries around the world invest in their human resources infrastructure.

The human capital marketplace is a multi-hundred billion dollar industry encompassing tens of thousands of suppliers selling hundreds of different products and services including recruitment and staffing, employee benefits, payroll, training and development and more. When you consider virtually every company purchases at least one HR product or service, you can appreciate the total size of this unique marketplace. In fact, in a given year an estimated $785 billion is spent on employee benefit products and services alone (Thomas Weisel Partners).

Understanding the Human Resources Marketplace

In general, the human resources function of an organization is responsible for all the practices and processes that impact the company's most important asset their employees. While admittedly there are many ways of categorizing the human resources industry, we believe the simplest and most logical method is to organize the industry within the following HR categories:

Recruitment and Staffing: This includes searching for and hiring new employees and a wide variety of services from job boards to staffing and relocation firms, testing and assessment technologies, applicant tacking technologies, executive search/placement firms, background checking services, etc. For the most part, this category ends when the employee is hired.

Compensation/Payroll: This includes everything from payroll processing companies to companies specializing in specific payroll and compensation services, compensation design, and salary statistics services.

Employee Benefits: This category encompasses a wide variety of employee benefit and related services from traditional health and welfare benefits to worksite/voluntary products, pharmacy benefit programs, benefits administration and communication software, third-party administrators, retirement plan services, and workers' compensation/disability insurance services:

Compliance: This category includes all the services related to complying with and managing the various aspects of labor laws, labor relations, legislation, litigation, alternative dispute services, OSHA, HIPPA, etc.

SAFETY PROGRAM – OSHA Compliant Safety Program

QUALITY ASSURANCE PROGRAM – 10CFR50 Appendix B, ASME NQA-1

In addition to these specific human resources categories, it is also important to highlight services that are cross-functional in nature and relate to one or all the HR pillars:

Consulting Services: This cross-functional category includes the thousands of consulting firms that can help HR departments with one or all aspects of human resources management and process improvement

HRIS/ERP/ATS Solutions: At one time, this might have been considered a separate pillar within HR but today, technology is integrated with and impacts all aspects of HR from applicant tracking to eLearning. The Internet and other technologies are fundamentally changing the human capital marketplace as companies strive to become more efficient. Technology allows HR to automate processes and eliminate many of the more labor-intensive transactional and administrative processes that have burdened HR professionals for years.

Outsourcing: Any and all aspect of HR can be outsourced. According to research by Gartner, Inc., 80 percent of companies now outsource at least one HR activity, and the number is swiftly growing. For this reason, we do not consider outsourcing as a functional pillar within HR, but rather cross-functional. Increasing numbers of organizations are turning to specialized firms to supplement various aspects of human resource management. While outsourcing makes sense for many reasons, the primary benefit is containment/reduction of costs of routine transactional and administrative work. Another key reason is the belief that a company should outsource all non-mission critical aspects of its business.

Nuclear Recruiters, Inc. will use our knowledge of these functions and categories to ensure that we best meet their needs. As the economy recovers, corporate profits will return, encouraging companies to outsource nuclear industry human resource services. Employment levels will head back up too, bringing more employees into the workforce and requiring employee-related services. Players will continue to target various businesses that seek to focus on their core competencies and outsource administrative services.

These estimates are calculated with data collected from employers in all industry sectors, all metropolitan and nonmetropolitan areas, and all states and the District of Columbia. The percentile wage estimate is the value of a wage below which a certain percent of workers fall. The median wage is the 50th percentile wage estimate--50 percent of workers earn less than the median and 50 percent of workers earn more than the median.

(1) Estimates for detailed occupations do not sum to the totals because the totals include occupations not shown separately. Estimates do not include self-employed workers.

(2) Annual wages have been calculated by multiplying the hourly mean wage by a "year-round, full-time" hours figure of 2,080 hours; for those occupations where there is not an hourly mean wage published, the annual wage has been directly calculated from the reported survey data.

(3) The relative standard error (RSE) is a measure of the reliability of a survey statistic. The smaller the relative standard error, the more precise the estimate.

(4) Estimate not released.

(5) The location quotient is the ratio of the area concentration of occupational employment to the national average concentration. A location quotient greater than one indicates the occupation has a higher share of employment than average, and a location quotient less than one indicates the occupation is less prevalent in the area than average.

Opportunities:

All Nuclear Utilities are striving for INPO (Institute of Nuclear Power Operations) rating of ―1 or to

maintain a rating of 1 and perception as a top-performer. Clients will maintain relationships with Staffing companies providing resources that help achieve status.

In order to enhance quality and to optimize costs, it is a good practice to consider the following: 1. Long term contracts (3 to 5 years) with main contractors 2. Competition among contractors 3. Fixed price contracts with quality bonuses given directly to the people doing the work 4. Preplanning of activities together with contractors 5. Contractor personnel being considered equal members with utility personnel in outage teams.

68% of the current full-time nuclear workforce is eligible to retire within 5 years or less and there is a knowledge gap that can be filled with hiring experience contract resources

Threats:

Changes in staffing. Plants in most countries surveyed expect staffing levels to decrease modestly over the next 5 years. Plants in about 70% of the countries surveyed expect staffing to decrease through the year 2020. The size of the planned decrease ranged up to 5 percent per year in some countries. The median planned change in staffing of the surveyed countries was a 2% decrease in 2009 and a 1.5% decrease per year through 2020.

Most utilities that expect their staff to decrease believe the decrease will occur primarily in two areas:

1. Site services, because functions not directly related to production (such as housing and

transportation) were being transferred to other organizations, and 2. Maintenance, as plants improve worker efficiency through process improvement

initiatives, increased use of cross training and multi-discipline teams, and greater use of Reliability centered maintenance.

Recession and economic downturn can slow down the growth of Nuclear Projects.

Low cost Request For Proposal (RFP) offers from un-established competitors. Although

it’s a small level threat due to a fact that staffing operating costs are increasing.

The reason why Nuclear Recruiters will be a success and how we differentiate ourselves from the 400+similar nuclear staffing firms currently servicing the 104 Commercial Nuclear Industry Clients as well as the thousands of fossil, hydro, and wind industries is this; per INPO #5 Nuclear Safety Guiding Principle, ―Nuclear Technology is Recognized as Special and Unique.‖

Another significant reason why Nuclear Recruiters will be successful is…in order for nuclear clients to succeed and obtain INPO 1 status and be perceived as a top performer which inspires confidence in the regulatory commissions, investors and public as well, they need to hire qualified nuclear contract resources to support this effort…and that’s where Nuclear Recruiters comes in.

5.0 MANAGEMENT SUMMARY

Donald Grove was born in Vandenberg, CA. He graduated from RB Stall High School in 1988. He entered college as an Engineering Technology student at Trident Technical College in 1990. Grove began his electrical experience in 1996 with Black & Veach at Westvaco Paper mill in Charleston, SC. As an electrical apprentice, early advice from a journeyman electrician stuck with me through the years. "He told me, 'If you learn this electrical trade and work safely you will always have a job!" Donald Grove successfully completed

Nuclear Instrumentation and Electrical training certification at Mt. Holly, NC in 2006. As a member of the Society for Maintenance and Reliability Professionals, Grove in 2011 was also a Certified Maintenance and Reliability Professional. Grove worked with several electrical contractors including General Electric from 1999 to 2001.

Donald Grove was badged with unescorted access into his first nuclear plant on September 11, 2001 with Duke Temps at Oconee Nuclear Station. "I was high energy - I had a lot of paper mill instrumentation and electrical experience, and this new nuclear opportunity was driven by procedures and schedules." I have worked at ten PWR, BWR and CANDU Nuclear Plants including: Oconee, Catawba, McGuire Nuclear Stations, North Anna, Surry, Shearon Harris, Point Beach, Bruce Power and Ft. Calhoun Nuclear Stations. I have experienced a variety of responsibilities over

the years in these unique work environments.

The most natural transition for Grove was to utilize his 10 years of cumulative experience, qualifications and knowledge of the Nuclear Industry, working as an employee of several Contract Staffing companies and to become an Employer. "There are many staffing companies" admits Grove; "however there are honestly only a few that understand some of the unique requirements of this exciting but Industry Regulated Profession."

Living life to the fullest both in the office and out, Donald Grove embodies the adage that life is meant to be lived. "One of the things I've always done is reinvent myself, from the humble beginnings as an Industrial Paper mill I&C technician to the Professional Supplemental employee as a Nuclear I&E Technician at several Nuclear Power Plants. "I'm reinventing myself right now." Donald Grove has begun Nuclear Recruiters, Inc. in 2007, a Nuclear Staffing Firm based in Charlotte, NC. Nuclear Recruiters, Inc. is the premier Nuclear Industry Staffing Firm and Subject Matter Expert (S.M.E.) specializing in recruiting Professional Nuclear Supplemental Support staff for "direct hire" and "contract" positions exclusively for Commercial Nuclear Power Utilities and governmental agencies.

Annex C: STAFFING SURVEY METHODOLOGY

STAFFING SURVEY METHODOLOGY

A survey approach was used to collect staffing data to be used in the proven approaches to staffing section of this report. The survey approach had four steps:

1. Determine the information to be collected 2. Identify the plants to be included in the collection process 3. Develop a survey form which was then sent to each participating utility 4. Collect survey results and transcribe them to this section of the report

This survey is meant to provide an initial, approximate review as to the staffing strategies of plants of different design and in different countries. It was not the intent of this report to perform an exhaustive staffing review or analysis, or to conduct any type of benchmarking. Annex D discusses the methodology for conducting a formal staffing benchmarking of an NPP and Annex E provide a case study of the results of a formal benchmarking at an NPP. The information collected for NPP staffing data was the total staffing levels at, and supporting, each nuclear power plant including: • Plant staff • Nuclear headquarters staff (fully apportioned to all NPPs operated by the company) • Non-nuclear headquarters staff (any staff directly supporting the NPPs).

Also included was all vendor support for the plant, including:

• Long term on-site contractors (e.g., security guards) • Short term on-site contractors (e.g., outage support) • Long term off-site contractors (e.g., engineering vendors) • Short term off-site contractors (e.g., equipment manufacturer technical representatives).

Data for these staff resources was divided into six staffing areas (description):

1. Operations: operations 2. Maintenance: construction support, maintenance, planning, outage craft, outage management,

scheduling 3. Engineering: computer engineering, drafting, engineering design, plant engineering, engineering

programs, technical engineering, nuclear fuels, procurement engineering, project management, reactor engineering

4. Safety: ALARA, chemistry, emergency preparedness, environmental, HP applied, HP support, licensing, nuclear safety, QA, QC/NDE, Radwaste/ decon/ plant cleaning, safety/health

5. Support: Administration, budget/ finance, clerical, communications, contracts, document control, human resources, information systems, management, management assistance, materials management, purchasing, training, warehouse

6. Site Services: Civil/community services, employee housing, facility maintenance/non-plant cleaning, fire protection, offsite high and low level waste disposal, security

Management Bio

Donald L. Grove, Sr., Owner of Nuclear Recruiters™ with over 10 year’s Nuclear

Industry experience, Donald Grove is also a man with tremendous personal energy

and drive at age 42. “We are Nuclear Professionals and we provide nuclear

professionals to our clients. We have an obligation to operate our Nuclear

Recruiting Firm in a manner that inspires confidence in ourselves, the nuclear

client, the regulator, and the public”, said Grove, adding he anticipates becoming

actively involved in all nuclear staffing opportunities.‖ The rule of thumb I have with

the Nuclear Industry is this:

“Help” our Nuclear Utility Clients Attain Consistent, Predictable, High Levels of Performance in Nuclear Safety

and Quality by providing Qualified, Experienced, and Professional Nuclear Supplemental Resources at Reduced

Costs to the Client.

Donald Grove was born in Vandenberg, CA. He graduated from RB Stall High School in 1988. He entered college as

an Engineering Technology student at Trident Technical College in 1990. Grove began his electrical experience in 1996

with Black & Veach at Westvaco Paper mill in Charleston, SC. As an electrical apprentice, early advice from a

journeyman electrician stuck with me through the years. “He told me, „If you learn this electrical trade and work

safely you will always have a job!” Donald Grove successfully completed Nuclear Instrumentation and Electrical

training certification at Mt. Holly, NC in 2006. As a member of the Society for Maintenance and Reliability Professionals,

Grove in 2011 was also a Certified Maintenance and Reliability Professional. Grove worked with several electrical

contractors including General Electric from 1999 to 2001.

Donald Grove was badged with unescorted access into his first nuclear plant on September 11, 2001 with Duke Temps

at Oconee Nuclear Station. ―I was high energy – I had a lot of paper mill instrumentation and electrical experience, and

this new Nuclear opportunity was driven by procedures and schedules.‖ I have worked at ten PWR, BWR and CANDU

Nuclear Plants including: Oconee, Catawba, McGuire Nuclear Stations, North Anna, Surry, Shearon Harris, Point

Beach, Bruce Power and Ft. Calhoun Nuclear Stations. I have experienced a variety of responsibilities over the years in

these unique work environments.

The most natural transition for Grove was to utilize his 10 years of cumulative experience, qualifications and knowledge

of the Nuclear Industry, working as an employee of several Contract Staffing companies and to become an Employer.

“There are many staffing companies” admits Grove; “however there are honestly only a few that understand

some of the unique requirements of this exciting but Industry Regulated Profession.”

Living life to the fullest both in the office and out. Donald Grove embodies the adage that life is meant to be lived. ―One

of the things I’ve always done is reinvent myself, from the humble beginnings as an Industrial Paper mill I&C technician

to the Professional Supplemental employee as a Nuclear I&E Technician at several Nuclear Power Plants. ―I’m

reinventing myself right now.‖ I have begun Nuclear Recruiters™ in 2011, a Nuclear Staffing Firm based in Charlotte,

NC. Nuclear Recruiters™ is the premier Nuclear Industry Staffing Firm and Subject Matter Expert (S.M.E.)

specializing in recruiting Professional Nuclear Supplemental Support staff for ―direct hire‖ and ―contract‖ positions

exclusively for Commercial Nuclear Power Utilities and governmental agencies.

Donald added, “I‟m really excited and my learning curve is steep, but that‟s why after so many years in the

Nuclear Industry, it‟s as exciting today as it was the first day I stepped foot into the Protected Area at a Nuclear

Plant. New challenges have never deterred me.”

U.S. COMMERCIAL NUCLEAR POWER REACTORS

As of August 2011, 104 commercial nuclear power reactors were licensed to operate in

31 States (see Figure 15). These reactors have the following characteristics:

• 4 different reactor vendors

• 26 operating companies

• 80 different designs

• 65 sites

Diversity

Although there are many similarities, each reactor design can be considered unique. Figure 16 shows a typical

pressurized-water reactor (PWR), and Figure 17 shows a typical boiling-water reactor (BWR). Currently there are

35 BWR and 69 PWR reactor designs.
