FOREWORD
The Government of India has set an ambitious target of imparting skills to 30 crores people, one out of everyfour Indians, by 2020 to help them secure jobs as part of the National Skills Development Policy. IndustrialTraining Institutes (ITIs) play a vital role in this process especially in terms of providing skilled manpower.Keeping this in mind, and for providing the current industry relevant skill training to Trainees, ITI syllabushas been recently updated with the help of Mentor Councils comprising of various stakeholder's viz. Industries,Entrepreneurs, Academicians and representatives from ITIs.
National Instructional Media Institute (NIMI), Chennai has come up with instructional material to suit therevised curriculum for Electrician 1st Semester Instructor's Guide NSQF Level - 5 in Electrical sectorunder Semester Pattern required for ITIs and related institutions imparting skill development. The NSQFLevel 5 will help the trainees to get an international equivalency standard where their skill proficiency andcompetency will be duly recognized across the globe and this will also increase the scope of recognitionof prior learning. NSQF level 5 trainees will also get the opportunities to promote life long learning and skilldevelopment. I have no doubt that with NSQF level 5 the trainers and trainees of ITIs, and all stakeholderswill derive maximum benefits from these IMPs and that NIMI's effort will go a long way in improving thequality of Vocational training in the country.

This guide is aimed at providing a detailed guideline and assistance to the instructors in using theinstructional media package for implementing the training programmes as per the NCVT - approvedsyllabus in the Industrial Training Institutes (ITIs) and the centres of the industrial establishments.
The role of each element contained in the Written Instructional Material (WIM) part of the IMP isexplained in detail. The information is presented in such a manner that it is almost self -instructional.Separate guides are available for discovery learning exercises and progressive wall charts.

ABOUT NIMIThe Craftsman training and Apprenticeship training are the two major schemes which aim at providing well trained workersfor the industry including services. One main factor which is affecting the quality of training under both the above schemesis the lack of well prepared and validated instructional materials in the form of complete training packages. Due to thisreason the Government of India decided to establish an institute meant exclusively for developing such materials. Inresponse to a request made by the Government of India, the Government of FRG agreed to include this project under theirtechnical assistance with Deutsche GesellschaftFuer Technics Zusammenarbeit (GTZ) as their executing agency.
This institute was thus established in December 1986. The German assistance included expert services, equipment/supplies, fellowship training and a special fund for financing specific activities in connection with the development ofinstructional media packages.This institute became Autonomous with effect from 1st April 1999 and renamed as NIMI thatis National Instructional Media Institute with effect from 29.06.2003 and the structure of Craftsman Training Programmehas been converted into semester system in place of long term with effect from August 2013.
In order to facilitate mobility from vocational to general education, and vice versa, accessed to standardized and qualityskilled manpower and align with international standard. The Government of India has implemented the National SkillQualification Framework (NSQF).

ELEMENTS OF IMP
These elements of the IMP's are being developed in stages. Initially the written instructional materials, instructor's guide,text book on Workshop Calculation and Science, Engineering Drawing and Employability Skills, visual aids in the form

of charts and 3D models (PPT) are developed. Interactive teaching materials in the form of a set of discovery learningexercises are also being provided to supplement the teaching learning process.
Assignments / Tests
Assignments/tests relate to the knowledge objectives of each exercise and the content matter presented in the trade theorymanual. Most assignments/ tests are objective type. The learner's ability to draw neat sketches or to write paragraphs arenot being tested. Instead they verify whether the predetermined objectives have been achieved or not. Assignments andTests are assembled in the form of a booklet. Trainees are not expected to answer in the assignment sheet. Separateresponse sheets specially designed and attached at the end of the trade Assignment/Test are to be used. Instructorsshould provide the feedback to the trainees on tests/assignment at least during the next class. The keys for assignmentsare provided at Annexure I.

Resource planning sheet
This provides a bird's eye view to the instructors about the various resources required for conducting instruction related toeach exercise. This contains simple sketch of the exercises, the list of raw materials, tools and equipments and theteaching aids required. This will help the instructor in organizing the resources sufficiently in advance. The time durationfor doing each exercise (practical) is also included. Resource planning sheets for each exercise to be covered during thefirst semester training programme are enclosed at Annexure II. To assist the instructors and other supervisory staff inensuring timely availability of raw materials, a consolidated bill of material is provided at Annexure III.
Schedule of instruction
The purpose of this is to provide a planned schedule for the various day-to-day instructional activities depending on therequirement of the practical exercises to be done as per Trade Practical book. This schedule is prepared for 26 weeks,each week consisting of 5 actual working days. (See Annexure IV)
Details about the allotment of time can be seen in Annexure V. The schedule of instruction covering the first semesterof training is enclosed.
An approach for evaluation
While evaluating learners performance abilities, the instructors have to take into account not only the final product but alsothe method of performance and other attributes which will contribute towards the development of correct work habits. Thismeans the instructors have to make both objective and subjective assessments while evaluating training jobs.
A test or assignment used for theoretical subjects may consist of a number of objective test items only. The instructor willallot full marks to the correct answers for objective items and no marks to the incorrect answers. Similarly practicalexercises or tests consist of different features which are similar to the theory test items in a theory test or assignment.For features which stipulate certain specific standards of performance, objective measurement should be made. But, inthe case of such features as finish, checking flatness using light gap method, housekeeping and other attributes, the rangeof performance has to be judged and recorded as they involve subjective measurement.

Distribution of marks for practical tests
In metal working trades the practical tests result in some products. The capability of learners in performing the skills canbe to a greater extent evaluated by the quality of the product and this aspect should be taken into account while determiningthe weightage of marks for different criteria. The following weightage is suggested--
Organisational ability - Writing the procedure, requierment of tools,equipment and material 40 marks
Method of doing the work - As marked using performanceobservation criteria 40 marks
Quality - Product making 220 marks
Total 300 marks
Examination Pattern for All India Trade Test under CTS from August 2018
The board guidelines are as under:-
1. Question papers for Engineering and Non-Engineering trades under semester system
Note: All objective type question papers carries negative marking. 25% marks of marks allocated to each question will bededucted for each wrong answer.
For Engineering Trades
First Year Annual Examination (Semester - I & II)
• Paper-I Maximum Marks 150 of Multiple Choice Question; Time - 3 Hrs.
Part - A: Trade Theory (100 Marks of MCQ) and
Part - B: Employability Skills (50 Marks of MCQ)
• Paper-II Maximum Marks 100; Time - 3 Hrs.
Part - A: Workshop Calculation & Science - 50 Marks &
Part - B: Engineering Drawing - 50 marks
• Practical: Maximum Marks - 300, Time - 7-8 Hours, conventional pattern.
Second Year Annual Examination (Semester - III & IV)
• Paper-I: Trade Theory, Maximum Marks: 100, Time 3 Hrs.
• Paper-II: Workshop Calculation & Science, Maximum Marks: 50; Time-3 Hrs.
• Paper-III: Engineering Drawing, Maximum Marks: 50; Time 4 Hrs, Conventional pattern i.e. subjective type (to beattempted at drawing sheet)
• Practical: Maximum Marks - 300, Time - 7-8 Hours, conventional pattern.

Instruction to trainees
Use only MIS allotted roll numbers and trade code printed on admit card
a) Go through the instructions contained in the above guidelines and keep visiting the website (dget.gov.in) for anyinformation.
b) The objective type questions should be attempted 100%. Marks will be given to the attempted question. No marks willbe deducted for questions which are not attempted.
c) Use half an hour extra time given before the exam to go through the OMR sheet contents. Fill it correctly.
d) Trainee must correctly fill 14 digits roll no. in OMR sheet assigned by State Directorate or generated by NCVT MIS portal.
e) Use Black Ball Point pen only for filling OMR sheet.
f) The booklet series to be mentioned "A", "B", "C" or "D" as given in the question paper.
i) The Trainees are allowed to use calculator.
j) For any other clarification, the trainees may check from concerned ITI or the State Directorate office from time to time.
Check DGT website (dget.nic.in) from time to time for any addition and alteration in above information.

Assessment as per NSQF
Body/Bodies which will carry out assessment
National Council for Vocational Training (NCVT)
NSQF Level for Electrician Trade Under CTS: Level 5
As per notification issued by Govt. of India dated- 27.12.2013 on National Skill Qualification Framework total 10 (Ten)levels are defined.
Each level of the NSQF is associated with a set of descriptors made up of five outcome statements, which describe ingeneral terms, the minimum knowledge, skills and attributes that a learner needs to acquire in order to be certified forthat level.
Each level of the NSQF is described by a statement of learning outcomes in five domains, known as level descriptors.These five domains are:
a) Process
b) Professional knowledge
c) Professional skill
d) Core skill
e) Responsibility
The Broad Learning outcome of Electrician trade under CTS mostly matches with the Level descriptor at Level- 5.

Assessment for Recognition of Prior Learning (RPL)
1 At present the students who have passed 10th class with minimum 3 years’ relevant experience can appear forNCVT theory and practical annual examination directly.
2 The students who have passed SCVT examination in ‘Electrician’ trade can also appear for the NCVT Examinationin the relevant year and trade directly. NCVT will carry out the assessement and State Directorates advertise innewspapers for informing for the prospective candidates.
Assessment process:The assessment for the yearly based qualification is carried out by conducting formative assessments, and end-of-annual examinations. The internal assessments for theory subjects and practical are conducted by the concernedinstructors for evaluating the knowledge and skill acquired by trainees and the behavioural transformation of thetrainees. This internal assessment is primarly carried out by collecting evidence of competence gained by the traineesby evaluating them at work based on assessment criteria, asking questions and initiating formative discussions toassess understanding and by evaluating records and reports, and sessional marks are awarded to them. Theory andpractical examinations are conducted in Trade theory, Workshop Calculation and Science, contain objective typequestions. Trade practical examinations are conducted by the respective State Governments. However, the questionpapers for the Trade practical are prepared by NCVT.
Assessment guideline:
The trainer/assessor should ensure appropriate arrangements for assessment and appropriate resources are available forundertaking such assessment. The nature of special needs should be taken into account while undertaking assessment.
The following marking pattern to be adopted while assessing:
a) Weightage in the range of 60-75% to be allotted during assessment under following performance level:
For performance in this grade, the candidate with occasional guidance and showing due regard for safety procedures andpractices, has produced work which demonstrates attainment of an acceptable standard of craftsmanship.
In this work there is evidence of:
• demonstration of good skill in the use of hand tools, machine tools and workshop equipment
• below 70% tolerance dimension/accuracy achieved while undertaking different work with those demanded by thecomponent/job.
• a fairly good level of neatness and consistency in the finish
• occasional support in completing the project/job.

b) Weightage in the range of above75%- 90% to be allotted during assessment under following performancelevel:
For this grade, the candidate, with little guidance and showing due regard for safety procedures and practices, has producedwork which demonstrates attainment of a reasonable standard of craftsmanship.
In this work there is evidence of:
• good skill levels in the use of hand tools, machine tools and workshop equipment
• 70-80% tolerance dimension/accuracy achieved while undertaking different work with those demanded by thecomponent/job.
• a good level of neatness and consistency in the finish
• little support in completing the project/job
c) Weightage in the range of above 90% to be allotted during assessment under following performance level:
For performance in this grade, the candidate, with minimal or no support in organization and execution and withdue regard for safety procedures and practices, has produced work which demonstrates attainment of a high standard ofcraftsmanship.
In this work there is evidence of:
• high skill levels in the use of hand tools, machine tools and workshop equipment
• above 80% tolerance dimension/accuracy achieved while undertaking different work with those demanded by thecomponent/job.
• a high level of neatness and consistency in the finish.
• minimal or no support in completing the project

Time
The time taken by the trainees during the test has to be taken into account, as speed is an important aspect. The factorto be considered is whether the trainee has taken less or more than the allotted time and it should be expressed as a% of the time allotted for doing the exercise. Weightage or deduction of the marks should be made accordingly.
Awarding marks for time
All exercises included in the programme have the time estimated and indicated in the drawing. These timings are basedon the judgement of the media developers and the information supplied, after completing prototypes of the exercises andthe feed-back after conducting the trials.
No separate marks are allotted for the time factor. An extra time up to 30% may be given for enabling the trainees tocomplete the exercise, if necessary. Due weightage should be given by allotting marks for any saving in time or bydeducting marks if extra time is taken. It should be noted that no weightage in marks should be allowed unless the traineehas secured 70% marks for the other aspects of the exercise. The marks awarded including the weightage for time shouldnot exceed the total marks alloted. The following scale is suggested for awarding marks for time.

Final assessments - All India trade test (summative assessment)
a) There will be a single objective type examination paper for the subjects Workshop Calculation and Science andEngineering Drawing .
b) There will be a single objective type examination paper for the subject Trade Theory and Employability Skills.
c) The two objective type examination papers as mentioned above will be conducted by National Council for VocationalTraining (NCVT), whereas examination for the subject Trade Practical will be conducted by the State Government, NCVTshall supply the question paper for the subject Trade Practical.

General Information
Advertisement for admission for trainees in the month of May
Counseling / Admission in August 1st week onwards
Examination will be conducted in January / February and July / August
Result will be published in April / September
i) The trainees admitted upto admission session August, 2017 will continue with the semester system exam till allchances available to trainees as per rule are availed by them i.e. upto August, 2021. Total five (one regular and 4additional) chances are given for clearing the examination for each semester.
ii) Annual exams will be conducted for the trainees admitted from the session August, 2018 and their first annual examhas to be conducted in the month of July / August, 2019 after completing the training as per syllabus of both SemesterI & II combined. Similarly, second annual exam has to be conducted in the month of July/August, 2020 aftercompleting the training as per syllabus of both Semester - III & IV combined. Trainees of 2 years duration tradeswill attempt 02 annual exams i.e. one for each year of training and could avail total 5 chances for clearing each annualexam (one regular and 4 additional attempts).
iii) A parallel MIS module will be developed in NCVT MIS Portal with the facility for annual exams to avoid any operationalissues with present semester system module which is going to be phased out in 2021.
Interactive Teaching / Learning Materials
In addition to the IMP elements which we have discussed, the materials like discovery learning exercises and progressivewall charts, interactive ebooks, powerpoint presentation using 3D Technology and elearning content have alsobeen developed with the intention of making the IMP's pedagogically more sound by incorporating interactive elementsin it.
Discovery learning exercises
There are learning materials which utilize the learner's own ability of thinking and reasoning and logic to arrive at conclusionsleading to solutions of problems, understanding functional relationships and principles.
These are very useful for teachers who believe in going beyond the realm of lecturing as a method of teaching and to bringabout innovations capable of providing better learning conditions.
A details explanation on this can be seen on the instructor's guide that would be accompanying such instructionalmaterials. The first edition of this material would be supplied on request for the purpose of validation.
'QR' Code
QR code is abbrivated from Quick Response code. It is a bar code, if a machine readable optical level that containsinformation about the item to which it is attached. A 'QR' Code uses standardized endocing modes to store data efficiently.
In our IMPs the vedios related to the exercises are offers 'QR' code and embedded at the end of the exercises. By scanning

SDLP
NIMI is venturing in to the latest technology of Teaching and Training i.e. Space based Distance LearningProgramme (SDLP).
The main objective of SDLP is to bring quality education to the Technical Students. SDLP technology can cover any areawhether remote or hilly terrain.
