History: A long time coming…

• 1965: The Elementary & Secondary Education ACT (ESEA)

• Established Title 1 funding• Distribution of federal funding to address the “achievement gap”• Initial method of school accountability and education equity

• 1973: Rehabilitation Act, Section 504• No discrimination against persons with disabilities if org

receives fed funding• Modified with Americans with Disabilities Amendments Act

• Piloted 3 methods of delivery• Naviance selected
