    TheMaryFinlayParkRevitalizationProjectconsistsofawadingpooltospraydeckconversion;

    installationofabrandnew,forest-themedplaystructure;inclusionofnewparkamenities;and,

    completelandscapingofthepark.Thisprojectistheresultofchangingcommunityneedsand

    consultationwithavarietyofcommunitystakeholdersincludingForestHeightsSchool,

    Forest/TerraceHeightsCommunityLeaguemembersandBoardofDirectors,aswellaschildren,

    adultsandseniorslivingintheForestandTerraceHeightscommunities.Changestoprovincial

    poolhealthandsafetystandardsalsoprovidedtheimpetusfortheproject,asexistingwading

    poolsnolongeradheretohygienicstandards.Redevelopmentoftheparkfallsunderthe

    NeighbourhoodParkDevelopmentProgramsExtensivecategoryandthusrequiresthefull

    $250,000inNPDPfunding.

    MaryFinlayParkislocatedintheheartoftheForestHeightscommunityandprovideshoursof

    enjoymentforchildren,families,andseniors.TheForest/TerraceHeightsCommunityLeagueusestheparkformanyofitsevents,includingitsannualHarvestFest,andhelpsbring

    neighbourstogetherinasocialatmosphere.Asanintegralpartofthecommunity,MaryFinlay

    Parkwillgreatlybenefitfromredevelopmenttomeetthechangingneedsofthecommunityand

    theabilitytoprovideincreasedrecreationandleisureopportunitiesforresidentsofallages.

    Theproposedspraydeck,playstructure,siteamenities,andlayoutwillprovideanupdated,

    moreaccessible,andsaferenvironmentthatwillbebetterintegratedintotheexisting

    dimensionsofMaryFinlayPark.Wehopetobuildaparkthatwillstandasalastinglegacyto

    thosewhohavedonatedtheirtimeandresourcesandtotheresidentsoftheForestandTerrace

    Heightscommunities.

    BackgroundandCurrentState

    TheMaryFinlayParkRevitalizationProjectdevelopedastheresultofanumberofissuesfacing

    theForestandTerraceHeightscommunities.Theseissueswereidentifiedby:1)Forest/Terrace

    HeightsCommunityLeague(FTHCL)membersandBoardofDirectorsattheFTHCLAnnual

    GeneralMeetingandeventsthroughouttheyear,2)theCommunityRecreationCoordinator,

    CityofEdmonton,fortheFTHCL,3)aNeedsAssessmentconducteddoor-to-doorinthe

    community,and4)focusgroupsofschoolchildrenattendingForestHeightsSchool.Currently,

    theparkconsistsofasmallandoutdatedplaystructure,concretewadingpool,alargeand

    emptygrassyarea,andfewsiteamenities.

    Atthe2009and2010FTHCLAGMs,Boardandcommunitymemberswereconsultedregarding

    theproposedredevelopmentofMaryFinlayPark.Itwasagreedthattheprojectshouldbe

    completedinoneortwoseasons,ratherthanphasingdifferentaspectsoftheproject,inorder

    tominimizeanynegativeimpactonprogramming,access,andresidentswhosehomesare

    adjacenttothepark.Also,membersstatedthattheywouldliketocreateaparkdesignedto

    accommodateandbeattractivetoallcommunityresidents,regardlessofage.However,the

    playstructurewouldbeprimarilygearedtowardschildrenagedtwotofive,asthereisaparkfor

    childrenagedfivetotwelveatthenearbyForestHeightsSchool.Feedbackwasalsosolicitedat

    Leagueevents,suchasHarvestFest,wherepreliminarydesignswerepresented.

    MelanieJunck,theCommunityRecreationCoordinatorfortheFTHCL,broughttotheLeagues

    attentionthattheexistingwadingpoolatMaryFinlayParknolongermetthepublichealthrequirementssetoutbythecityandtheprovince.Thisprovidedthenecessaryimpetusto

    endeavourtoconvertthewadingpoolintoaspraydeckusinginpartfundsfromtheCityof

    Edmontons2011CapitalFundingProgram.

    ANeedsAssessmentwascreatedtodeterminetheneedsoftheForestandTerraceHeights

    communitiesintermsofrecreation,social,andsafetyaspectsofanewpark.TheChairofthe

    CommunityParksAdvisoryCommitteeadministeredtheAssessmentatcommunityevents(e.g.,

    HarvestFest,childrensChristmasparty,FamilySkiDay)andgatheredfeedbackfromresidents

    byvisitinglocalparksandtalkingtopeopleonthestreet.CopiesoftheAssessmentwerealso

    senthomewithstudentsfromForestHeightsSchooltobecompletedathomewiththeir

    families.TheresultsoftheNeedsAssessmentarereflectedintheNeedscolumnoftheProjectObjectivessectioninthisproposalandtheAssessmentisattachedtoourproposal.

    SchoolchildrenfromForestHeightsSchoolparticipatedininformalfocusgroupstodetermine

    whatfeaturestheywouldliketoseeintheirnewpark.Theirsuggestionsgreatlyinfluencedthe

    designofthespraydeckandplaystructure,especiallysincetheywillbethemainusersofthese

    amenities.
