On 9/30/2015 at approximately 10:15 p.m. I, Officer Craig Denison, was driving past the Noblesville PoliceDepartment when I witnessed writing on the side of the concrete pillar next to the 9th Street entrance that read"COPBLOCK". I stopped and observed several words and phrases on the sidewalk and the entrance steps thatappeared to be written in sidewalk chalk, paint, and spray paint. There were phrases and words also written on thesidewalk in front of the north entrance of the police department. I made Sgt. Thompson aware of the incident.

I took photos of the scene and later had the fire department spray the chalk and paint off with water. However, someof the paint did not come off, including the spray paint.

I spoke with one of the firefighters, Dan Milligan, who advised that at approximately 9:30 p.m. tonight he wasreturning to the fire station and witnessed 4-5 subjects in front of the police department that appeared to be writing onthe concrete. He advised that they had a camera tripod, a camera, and lights and it appeared to him that they werefilming their activities. He could not give a description on any of the subjects. He also advised that there was an RVwith "Copblock" written on it on 10th Street north of Clinton Street earlier in the day.

Sgt. Thompson later located an RV with "Copblock" written on it and other "Copblock" associated phrases atWalmart. Two male subjects, later identified as Brian Sumner and Adam Mueller, walked to the RV from across thestreet and began video taping officers on scene. We obtained their ID`s, and asked them about the graffiti. Theywere uncooperative, but did make several incriminating statements that they were involved.

Sgt. Thompson contacted the prosecutor and consulted them on the incident. After speaking with the prosecutor thesubjects were given their ID`s back and released.

I later entered the digital camera card containing photos of the incident into evidence.

I checked building cameras and found the suspects marking the ground at 8:46 p.m. on September 30th 2015. Ivouchered the video into the property room. I also took photos of the ground after it had been cleaned on theafternoon of the 1st to show it was still visible. On October 1st, 2015, Sgt. McGovern took additional photographs of the graffiti to document what it looked likeafter efforts of the NFD to remove the graffiti. Some of the graffiti was still legible, specifically the phrase of"#BLUE LIVES MURDER" and "BADGES DON`T GRANT EXTRA RIGHTS" which was written using a bluecolored liquid chalk/chalk marker. Sgt. McGovern was also able to retrieve video from a camera located at theMaple Street entrance of the public safety building. This video showed four males applying the graffiti to the areain front of the Maple Street entrance. Mueller can be seen writing "#BLUE LIVES MURDER" in this video. Sumner can be seen writing "HOW MANY HAVE YOU KILLED", "Fresno Liberty Movement" and "#MAC Tour15-16" in this video. I was able to locate two YouTube videos on the website copblock.org that pertained to this incident. The first videowas a recording of the interaction that Mueller and Sumner had with the Noblesville Officers at the Wal-Mart. During this video, there is a spliced clip showing Mueller participating in the application of the graffiti. The secondvideo is titled "Afterthoughts of Noblesville (IN) Police Interaction". This video shows Mueller and Sumneradmitting to the crime and giving their thoughts and opinions about the officer interaction and vandalisminvestigation. In the video, Mueller states "Now we chalked the police station but we did not use spray paint. WhatI think they thought that was, was this new chalk shit we had". On October 2nd, 2015, the Noblesville Street Department made additional efforts to remove the graffiti. They useda pressure washer in this cleanup effort. The cleanup was mostly a success, as all that remained was some fadedcolors that were no longer legible. This effort was at a cost to the City of Noblesville in the amount of $401.24 asdocumented on a CityWorks Work Order. [10/05/2015 09:47, THENDRICKS, 59, NPD]
