1. SUBJECT

1.1 This technical specification describes the minimum requirements and basic characteristics for the supply of the Closed Circuit Television System (CCTV), to be installed in PETROBRAS FPSO unit, covering: all equipment, materials, software, interconnection, documentation, configuration, tests, installation and training. These systems will be referred to along this specification as CCTV, only.

3.2 Electrical installations, equipment and materials shall comply with the requirements of IEC 60079, IEC 61892-7 and Classification Society.

3.3 All equipment, installations and materials shall be of type approved and certified by international recognized laboratory and shall be in accordance with INMETRO Portaria n° 179, May 18th 2010 and its annexes.

3.4 Thermal cameras shall comply with the ordinance: Ministério da Defesa / Portaria nº 56 – COLOG, Jun 5th 2017.

3.5 Classification Society

The detailed design shall be submitted to approval by Classification Society. The design and installation shall take in account their requirements and comments.

4. GENERAL REQUIREMENTS

4.1 The CONTRACTOR shall provide all the materials to install all equipment, accessories, cables and infrastructure that compose the CCTV system.

4.2 For PETROBRAS detailed project requirements, Installation, Configuration, Tests training and commissioning the CONTRACTOR shall be complied with the Memorial Description I-MD-3010.00-5510-760-PPT-001 GENERAL CRITERIA FOR TELECOMMUNICATIONS DESIGN.

4.3 For documentations symbols, the Detailed Design shall comply with the Technical Specification: I-ET-3000.00-0000-940-P4X-002 – SYMBOLS FOR PRODUCTION UNITS DESIGN.

4.4 For equipment TAGs, the Detailed Design shall comply with the Technical Specification: I-ET-3000.00-1200-940-P4X-001 – TAGGING PROCEDURE FOR PRODUCTION UNITS DESIGN.

4.5 For infrastructure materials, accessories, cable trays cable ladder, the Detailed Design shall comply with the Technical Specification: I-ET-3010.00-5140-700-P4X-002 – SPECIFICATION FOR ELECTRICAL MATERIAL AND EQUIPMENT FOR OFFSHORE UNITS.

4.6 For ergonomics requirements, the Detailed Design shall comply with the Technical Specification I-ET-3010.1M-1350-196-P4X-002 - ERGONOMICS REQUIREMENTS FOR HULL.

4.7 Details of the ETPA-M system can be found in the Technical Specification I-ET-3010.1M-5510-762-PPT-002 - EPTA-M SYSTEM.

4.8 For the telecommunication data equipment specification, the Detailed Design shall comply with the Technical Specification: I-ET-3010.1M-5510-768-PPT-001 – HULL DATA NETWORK.

4.9 For the cabling network used in the CCTV system, the Detailed Design shall comply with the Technical Specification: I-ET-3010.1M-5510-768-PPT-002 - HULL STRUCTURED CABLING NETWORK.

4.10 The equipment and accessories shall attend the ingress protection degree, protection type, classifications zone and groups established by IEC / ABNT.

4.11 The CONTRACTOR shall be supplied only equipment, cables, accessories and its shall be approved and certificated by Classifying Society and technical conformity with the International and National standardization organism: ABNT, IEC and INMETRO.

4.12 The equipment and accessories installed in industrial areas (outdoor or indoor) shall be suitably rugged and its external bodies shall be made in non-metallic material, suitable for harsh environments. The brackets, bolts, nuts, washers and any other fixing elements shall be made in stainless steel.

4.13 The equipment and materials shall be supplied in package suitable for long periods of storage and be protected against mechanical impact and adverse weather conditions.

4.14 The equipment and materials shall be supplied with all threads, hinges and flanges lubricated with anti seize (loctite) or similar grease.

4.15 Equipment and materials shall be supplied with cable passage holes sealed with plastic plugs in the holes to be used and definitive plugs (made of the same material as the equipment and accessories) in the reserve holes.

5. SYSTEM DEFINITIONS

5.1 A CCTV IP system shall be provided, installed and configured, including all equipment, software, licenses and accessories.

5.2 Figure 1 presents a basic architecture of the system.

5.3 The CCTV system shall be designed to provide the operator with visual subsides that allow him to take on-distance decisions, or further allow the monitoring of hazardous places or a difficult access, thus avoiding or mitigating his physical presence, besides allowing a safe continuity of the process, even at night.

5.4 All materials and equipment, including accessories and installation items shall be appropriated for its operation on offshore environment and in case of external installation appropriated IP grade protection and Ex protection shall be applied.

5.5 The system server shall be installed in a dedicated CCTV System Rack, installed in the telecommunication room in the deck C. A redundant server shall be installed in the telecommunication room in the deck F.

5.6 The CCTV System shall be fed by the FPSO electrical system, power supply for the Emergency Loads distribution panel.

5.7 CCTV system shall perform the following functions:

5.7.1. Plant overview, on the monitors installed in CCR located in accommodation module, which is part of the Hull project design, allowing remote area selection and remote commands from the CCTV operation stations.

5.7.2. Remote pan, tilt, zoom setting through CCTV workstations for all cameras equipped with these features.

5.7.3. Camera selection and positioning in preset positions (pre-positioning or further “preset functions”).

5.7.4. Single or multiple image display selection.

5.7.5. Digital video recording facilities.

5.8 All cameras and its infrastructure installed in outdoor areas shall be housing in EX-d (explosion proof type) and Zone 1 classification area casing to enable the CCTV system to continue operation in emergency level ESD-3.

5.9 All equipment installed in the telecommunication rooms shall be installed in 19” rack space.

5.10 IP ADDRESS – All devices: cameras, NVR´s, CCTV workstations, will be addressed at VLAN ID 455 with specific CCTV VLAN IP address range provided by PETROBRAS during the detailed design phase.

5.11 SYSTEM CONFIGURATION - The whole system: VMS, NVR, Cameras shall be configured according to CCTV Technical Instruction, to be provided by PETROBRAS at the time of the system configuration.

5.12 The centralized bandwidth control is an essential feature that shall be active on the system.

5.13 SERVERS AND WORKSTATION CONFIGURATION – before the CCTV applications installations, PETROBRAS shall installs its standard corporative version of Windows and other package of applications.

5.14 The power supply for the cameras shall start from the CCTV rack toward the camera or junction boxes, when the last is used.

5.15 The cameras circuit breakers shall be installed inside the CCTV rack.

5.16 The CCTV rack shall have its casing grounded. Grounding by simply supporting the casing on the steel structure of the UNIT shall not be deemed adequate.

5.17 Equipment, cables, boxes, materials and accessories for installation in the industrial areas (outdoor or indoor) of unit shall be specified and assembled taking into account the adverse operating conditions on UNIT such as:

• Atmosphere with high content of humidity, salts hydrocarbons and other corrosive factors.

• Environment subject to the presence of explosive gases shall be in accordance to Hazardous area classification.

• Exposure to weather conditions (sun and rain) and maritime atmosphere.

• Air temperature: From -10ºC up to +50ºC.

• Air Humidity: 95%.

5.18 HULL Ex cameras (Fixed or Mobile) should be powered from the telecommunication

room in deck C via multi-cable, with shielded UTP cable for cameras up to 90m distance from the rack or with optical cable for distances above 90m.

5.19 In the case of fiber optics, it shall be necessary to install a junction box to house the optical converter. As an alternative to avoid the installation of the junction box, a camera with built-in optical interface can be provided, for direct interconnection with the switch. The contractor shall guarantee the compatibility of this optical interface of the camera with the switch (2 fibers / gigabit / multimode).

5.20 Surge protection shall be installed in the power supply for each external camera.

5.21 For external cameras using shielded UTP cable, a surge protector shall be installed in the UTP cable.

5.22 Junction boxes shall not be installed in areas where they would be exposed to the weather. If, in fact, that installation is necessary, junction boxes suitable for the purpose and built with necessary Ingress Protection degree shall be used.

5.23 All grounding bus bars shall be of thin-plated copper and painted with green strips.

5.24 Connections to the grounding network for equipment and boxes shall be made by means of bolted or welded terminals.

5.25 All external cameras shall be grounded.

5.26 In the case of external cameras, fixed or mobile, above 2m high, they shall have mechanisms/devices for cleaning the lenses. In this case it is mandatory the use of water pump reservoir assembly.

6. TECHNICAL REQUIREMENTS

6.1 VMS (Video Management Software)

6.1.1. It shall be based on Genetec VMS (Security Center) or Indigovision VMS (Control Center), at the discretion of the CONTRACTOR, so all the equipment used to compose the solution (cameras, recorders, all necessary licenses and others) shall be fully compatible with the VMS adopted and recognized by the support and maintenance of the VMS manufacturer's. manufacture will be utilized to check the offered products. It will not be accepted cameras listed in Genetec Supported Device List as "Restricted".

6.1.2. In the case of supplying a system based on the Genetec Security Center VMS platform:

6.1.2.1. A system ID with all necessary licenses shall be provided to perform the functions of system management, integration with the AD (Active Directory) of PETROBRAS, Federation of the vessel system ID with PETROBRAS onshore system ID, and other licenses that are necessary to connect users, view and record the images of the FPSO´s cameras.

6.1.2.2. The management system (Directory) shall be provided in a redundancy configuration so that in the event of a failure of it, another unit can assume the role of this unit, avoiding the CCTV system becomes inoperative. The management system role can run on the same server as the NVR (Archiver) role.

6.1.2.3. Capacity for at least 07 (seven) simultaneous user connections.

6.1.3. In the case of supplying a system based on the IndigoVision Control Center VMS platform:

6.1.3.1. A redundant firewall arrangement shall be used for access protection to the devices on the CCTV VLAN. A topology of the system is presented in Figure 1 –

Figure 1. The access list rules for firewall configuration will be provided at the time of the system configuration.

6.1.3.2. The centralized bandwidth control is an essential feature that shall be active on the system, controlling the total amount of video data been accessed from the WAN, considering all the cameras.

6.2 NVR (Network Video Recorder)

6.2.1. They shall be compatible with the respective VMS software in their native protocol.

6.2.2. The NVR shall be a Microsoft Windows software application installed on a dedicated server for recording and playing back video. Server shall be compliant to item 6.21.

6.2.3. It shall be provided 2 (two) NRV equipment’s, recording simultaneously all the cameras so, in the event of failure of one unit, all the recorded images will be available in the other unit and it will keep recording all the images normally, and this will allow enough time to the tech team reestablish the failed unit.

6.2.4. One NVR shall be installed in the telecommunication room in the deck C and the other in the telecommunication room in the deck F.

6.2.5. The total amount of useful storage shall be of 150Gbytes per camera, in each NVR.

6.3 CAMERAS

6.3.1. General Characteristics:

6.3.1.1. They shall be compatible with the respective VMS software through the ONVIF Profile S protocol.

6.3.1.2. They shall be compatible with the centralized bandwidth management.

6.3.1.3. H.264 or H.265 codification.

6.3.1.4. WDR, white compensation and automatic IR cut filter for day & night operation.

6.3.1.5. Lenses with autofocus and auto iris.

6.3.1.6. Minimum resolution in Full HD (1920 x 1080p.) at 30 fps (except thermal cameras).

6.3.1.7. They shall allow two configurable independent streams profiles (a mainstream profile for Live and Recording view, and a substream profile for Remote view) both in the native camera manufacture protocol and via ONVIF Profile S protocol.

6.3.1.8. IP Address Filter function or password protection for Web viewing.

6.3.2. Fixed Internal Minidome IP Camera

6.3.2.1. Suitable for indoor use.

6.3.2.2. Powered over Ethernet (PoE).

6.3.2.3. Varifocal lens with minimum focal distance range between 3.0-9mm.

6.3.2.4. Sensitivity 1 lux color, 0.1 lux B&W.

6.22.2. The CCTV switch shall be connected to a corporative switch in the telecommunication rack in the telecommunication room in the deck C. This connection shall be made using an optical interface.

6.23 UTP Category 6 Cabling

6.23.1. Cable of twisted pair (UTP) shall attend the Standards and composed for 04 (four) equal, 24 AWG, 100 Ohms, rigid copper drivers with isolation in high density polyethylene, with electric and mechanics characteristics compatible with the established patterns and tested up to 1 GHz. It shall have a cover fire retardant type LSZH.

6.23.2. The Cables UTP CAT 6 shall possess the UL Register and Certification via Laboratory of international recognition for parameters that attend the Standards.

6.24 Multimode optical Fiber Cable

6.24.1. The network points where there is a technical non viability of service for cable UTP due to the access characteristics (distance) or hazardous Areas, it shall be assisted by multimode optical fiber cable (MM) of 62,5 µm x 125 µm with at least 6 fibers.

6.24.2. The employed optical cables shall be of TIGHT Buffered type, fully waterproof, longitudinally and radially, constituted by fiber optic with primary covering in acrylic and secondary covering in material colored polymer, gathered and covered by dielectric synthetic fibers for mechanical support (resistance to the traction). Covered by an external layer of special polymeric for external use with protection UV and fire retardant type LSZH.

6.25 Patch Cord RJ-45 Cat 6

6.25.1. Patch Cords category 6/Class E shall be finished in factory with connector RJ-45 male, with plastic layer (boot) inserted in the connector to relieve the tensions and to avoid the accidental disconnection. They shall be built with flexible UTP 24 AWG cable. Each patch cord shall have its whole performance 100% tested in factory regarding the Cat. 6 of the standard ANSI/TIA/EIA 568-B2-1.

6.25.2. The outer sheath owes being of fire retardant type and LSZH, with demarcation of indelible length.

6.25.3. Patch Cord shall present acting values in the center of the strip of the values (center tuned) certain for the norm ANSI/TIA/EIA-568B2-1 for NEXT.

6.26 Patch Panel Cat 6

6.26.1. Patch Panel shall be metallic with width of 19 inches according to norm ANSI/TIA/EIA-310D, with 24 connectors type RJ-45 female and 1 U of height.

6.26.2. It shall have a cables guide (bar) in back for supporting and fastening of cables.

6.26.3. It shall still execute the specifications of components Category 6 /Class E ANSI/TIA/EIA 568B.2-1 (component compliance).

6.26.4. The modules shall have structure built in plastic of high impact, fire retardant type called UL 94V-0. The circuits printed papers shall totally be contained inside the patch panel, in other words, the panel shall contain protection for the circuits printed, avoiding damages to the same ones during the connectors installing process.

6.27 Closed Rack for CCTV

6.27.1. The rack shall be closed, pattern 19 inches, 44U of height and minimum of 870 mm of useful depth (intern dimensions). The maximum width allowed for the rack is 800 mm.

6.27.2. This rack shall have structure in foil at least of #1,5 mm, screwed in, with feet you can regulate, with support in rubber.

6.27.3. The front door shall allow total opening and to be built in foil of at least #1,5 mm and with acrylic of 3,0 mm shall possess lock with key in the doors rear and front.

6.27.4. It shall possess four vertical organizing columns, two in the front access and two in the back access, with objective to organize the cables from the outlets points and interconnection cables, and still to possess two movable plans of assembly.

6.27.5. The roof shall be in foil of at least #1,2 mm with four fans, 110/220 V outlets in a body of injected aluminum, with tension commuting key, fuse, on/off key and service socket.

6.27.6. All the fixing supports of the organizing columns of cables and other fixations in foil shall be of at least #2,75 mm of thickness.

7. SCOPE OF SUPPLY

7.1 CONTRACTOR shall be responsible for the comprehensive CCTV package covering: design, engineering, manufacturing, equipment supply, install, testing, commissioning, training and all documentation according with this technical specification.

7.2 The material, equipment and installation service shall be concerning the following activities.

• Project for the CCTV system to be installed.

• Supply the material and equipment.

• Installations of all equipment.

• Installation of cabling and connectors.

• Tests and Certification of the whole installed CCTV network and fiber cabling.

• Physical identification of all components of system.

• Attended operation.

• Technical documentation of the System.

7.3 It shall be supplied 02 (two) wi-fi nomadic camera for a temporary use, for example,

during a maintenance of an equipment. This camera will be connected in the corporate wi-fi, and it shall be included brackets for temporarily installation in a tubular support.

7.5 Internal IP minidome cameras shall be installed in the locations informed in the Table 2. The CONTRACTOR shall define the positions and the quantities of the cameras in a way to guaranty the full visualizations of these locations. PETROBRAS representative shall approve the final design and positioning.

7.6 Power supply for internal IP cameras in the accommodation module shall be PoE.

7.7 Three workstations shall be installed in the CCR. Two for the operators with a 21" monitor each and one workstation connected to two 40" monitors installed in a roof support.

7.8 One workstation with a 21" monitor shall be installed in the radio room.

7.9 One workstation with a 21" monitor shall be installed in the radio room.

7.10 Final position of the cameras shall be defined and approved by PETROBRAS team during the executive project phase.

7.11 Cameras installed in the topside are not included in the scope of delivery of this document, but these cameras will be connected to the HULL CCTV system. Therefore, the system shall be configured to receive the images from these cameras, with all necessary licenses.

7.12 The system shall be dimensioned considering all the cameras in the hull plus 40 cameras in the topside.

8. EPTA-M RECORD SYSTEM

8.1 An audio and video record system for the EPTA-M system shall be installed in an exclusive compact rack in the radio room.

8.2 The rack shall be locked with a key.

8.3 The rack shall have an exhausting fan.

8.4 Two encoder shall be installed to digitize the audio from the two fixed VHF radios. The CONTRACTOR shall interconnect the radios with the encoders.

8.5 Each VHF radio shall be connected to separated encoder. It will not be allowed to connect the two VHF radios with only one multi-channel encoder.

8.6 It shall be provided 2 (two) NRV compact appliance, recording simultaneously the helideck cameras and VHF audio channels. In the event of failure of one unit, all the recording tasks will be available in the other unit and it will keep recording all the video and audio normally, and this will allow enough time to the tech team reestablish the failed unit.

8.7 Each set of encoder and NVR shall be connected to a different switch at the TELECOM room.

8.8 For the whole EPTA-M specification, the I-ET-3010.1M-5510-762-PPT-002 shall be consulted.

9. CCTV NETWORK TESTS AND CERTIFICATION

9.1 The Tests and Certification of the CCTV network shall comply with the Technical Specification I-ET-3010.00-5510-760-PPT-002 BASIC CRITERIA FOR TELECOM DESIGN and is summarized bellow.

9.2 The horizontal network of Metallic Cables (UTP) shall be certified according to Standard ANSI/EIA/TIA requirements 568-B2-1 CAT 6 /Class E.

9.3 Preferentially shall be used the Analyzer model 1800 or better as instrument of certification of Fluke DTX Cable. In case it is other the used instrument, the same shall present message in case of noise in the cabling.

9.4 The network of optical cables shall be certified according to Standard ANSI/EIA/TIA'S requirements 568-B2-1 CAT 6/Class E for optical backbones.

9.5 Preferentially, the instrument of certification of Fluke DTX Cable shall be used Analyzer model 1800 or an OTDR.

9.6 The CONTRACTOR shall present certification tests CAT 6 for all the installed points, in magnetic media, compatible with the Software of Fluke Link Ware.

9.7 All the instruments to be used shall be accompanied by the Certificate of Calibration that shall be inside its period of validity. The Certificate shall be presented before the beginning of the tests and an authenticated copy of the original shall proceed enclosed the documentation to be given at the end of the work.

10. DOCUMENTATION

10.1 Complete documentation of the CCTV System, covering all devices and services, shall be supplied with the proposal, for approval, and for final acceptance.

10.2 There shall be supplied with the proposal, at least the following technical documents:

• Technical specifications, comprising system, equipment, accessories, cables, materials and software.

• Data-sheets and brochures for each equipment.

• All equipment and installation data including: material list, equipment list, spare part list, power consumption, weight, software manual, panel lay-out, system lay-out, etc.

• Complete description of services, training courses, tests, etc.

10.3 There shall be supplied for approval, at least the following technical documents:

• Technical specifications, comprising: system, equipment, accessories, cables, materials and software.

• Data-sheets and drawings for each equipment.

• Installation drawings including general arrangement, electrical diagrams, wiring diagrams, cable list, material list, equipment list.

• Test procedures, training course program, services schedule.

• Programming tools, system reports, system diagnosis, etc.

10.4 Complete CCTV System certified documentation, including operation manual, installation manual and maintenance manual shall be provided, in the number of CD copies requested at BID documents, including all programming and configurations software.

11. TRAINING

11.1 CONTRACTOR shall provide training to qualify PETROBRAS technicians to operate and maintain (install, dismantle, replace parts, make adjustments, etc) each equipment. The training shall encompass all items to its understanding.

11.2 The training shall be performed at Platform construction yard and/or aboard the Platform, prior to PETROBRAS approval of the FPSO Acceptance Term.

11.3 CONTRACTOR shall provide all documentation and materials required for the training program (including the latest revision of the as built documentation, brochures, booklets, material for presentations, transparencies, etc.).

11.4 Each individual equipment training program shall encompass all operation and maintenance aspects. All trainees will be operation and maintenance professionals. The participants shall be awarded certificates after the completion of the training course.

11.5 Each training course shall be delivered for 10 (ten) technicians, in Brazilian Portuguese and shall be performed using identical equipment as supplied.

11.6 CONTRACTOR shall take full responsibility for the professionals teaching the training course, including for their transportation and lodging.

11.7 CONTRACTOR shall submit for PETROBRAS approval the detailed training program, 60 (sixty) days in advance.

11.8 The training program shall cover, at least, the following items:

• Complete description of CCTV equipment.

• Technical and operational characteristics.

• System configuration.

• Operating principles.

• Operating cautions.

• Aspects of construction.

• Operating procedures and routines.

• Identification of operational problems and possible causes (trouble-shooting).

• Preventive maintenance routines.

• Signaling and warning devices.

• Protection and adjustment.

• System drawings and diagrams.

12. WARANTY

12.1 CONTRACTOR shall warranty the supply of spare parts, at least, for up to 10 (ten) years after the acceptance test date, and technical assistance at installation site performed by qualified and certified maintenance staff, when requested.
