NOW YOU KNOW Peggy Joan Maxie First Black Woman Elected to Public Office in Washington State Peggie Joan Maxie was a member of Washington State House of Representatives for the 37th Legislative District in Seattle from 1971 to 1982. At that time, the 37th consisted of Capital Hill, Madrona, Madison Park, Leschi and the Central Area of Seattle. A native of Amarillo, Texas, the family relocated to the Seattle area during WWII to work at Boeing. Maxie proceeded to earn a bachelor’s degree from Seattle University in 1970. That same year, Maxie’s brother decided to run for the state legislature, but when he was accepted to law school, he asked his sister to run in his place. Once in office, a potential redistricting plan threated to eliminate her district. Filing an affidavit, Maxie asserted the district had been under-counted. After years of debate and negotiation, a federal court ordered redistricting according to a non-political map to be drawn by a geography professor. In 1973, she sponsored the Landlord Tenant Act—the first of its kind that established guidelines for the relationship between landlords and tenants and minimum duties of each party in residential dwellings. Maxie was defeated by Gary Locke in 1982, but before leaving office conducted a series of workshops to help people understand how the legislative process worked. She continues to reside in Seattle.
