Novemberl5,2016 RegularMeeting 6:00PM PRESENT: Mayor Bartholomew; Trustees Chaplin, Norton, Mohn and Sand ford; Sgt. Richard Lachapelle; Carol Greenough; Suzi Chaplin Suzi Chaplin is organizing a Christmas Tree Lighting ceremony in the Town Park on December 2nd at 7:00PM in the Town Park. Mrs. Chaplin asked if the Village had any decorations that could be used on this tree. Trustee Mohn will see if there is anything that could be used for this. Motion made by Trustee Mohn, seconded by Trustee Sand ford to approve the minutes of the November lst meeting, all voting in favor, CARRIED LETTERS: New York State Conference of Mayors has formed a member engagement action plan and is asking the Village to identify an individual to serve as their NYCOM legislative liaison. Charter Communications sent correspondence regarding upcoming programming changes. Time Warner Cable submitted documentation regarding the franchise fee payment due to the Village in the amount of $5,856.88. NYS Environmental Facilities Corporation sent notification of their acceptance of the Engineering Agreement with Environmental Design Partnership for the Phase 18 Engineering Study. Attorney Erika Sellar Ryan sent a letter to Harrison & Burrowes regarding the Village's position for not paying their bill until the work on the Poultney Street bridge waterline is completed without deficiencies. Environmental Protection Ageney would like the Village's participation in a study they are conducting entitled National Study of Nutrient Removal and Secondary Technologies. Washington County Real Property Tax Service submitted a letter regarding a new tax parcel that was created without proper subdivision approval. This has been sent to the Village planning Board for investigation. Teamsters Local 294 sent notification that changes are desired in the union contract and would like to set a date for negotiations. Steven Brock requested to be paid for 10 vacations in lieu of time off. Motion made by Trustee Chaplin, seconded by Trustee Sand ford to accept the application and to place iton file, CARRIED Motion made by Trustee Sand ford, seconded by Trustee Mohn to approve the three proposals from lntegra LED for lighting upgrades at the Village Garage, Village Office and Police Department at a total cost of $12,947.00 and to authorize Mayor Bartholomew to sign the three contracts, all voting in favor, CARRIED Motion made by Trustee Norton, seconded by Trustee Mohn to approve the attached Continuing Disclosure Compliance Procedures for Tax Exempt Bonds and Notes and designating Village Clerk Stephanie Lachapelle as the Disclosure compliance officer, all voting in favor, CARRIED Trustee Mohn reported that the Boardman Street Cemetery Committee held a meeting and that Peter Terry has a lot of information on this cemetery. The Committee decided that spring maintenance of the cemetery was the top priority and then erecting new fencing. Their next meeting will be held on December 15, 2016 at 6:COPM. Trustee Chaplin reported that the Department of Public Works completed blacktopping streets. He reported that Pine Lake is down 7 feet. Rural Water has been called to help locate a water leak on Saunders Street.

November 15, 2016 Regular Meeting continued

Trustee Norton reported that the air compressor is at the Water Treatment Plant and will be installedonce Hour Electric does the wiring. She would like the Dept. of Public Works crew to walk the pipelinefrom Pine Lake to the Water Treatment plant to check for any leaks before snow falls.

Trustee Sand ford reported that he is still working on the proposed Property Maintenance Standard Lawwith some suggestions from Mayor Bartholomew.

Motion made by Mayor Bartholomew to convene into executive session to discuss union negotiations at6:35PM, all voting in favor, CARRIED

Motion made by Trustee Sand ford, seconded by Trustee Norton to end executive session and toreconvene into regular session at 6:42PM, all voting in favor, CARRIED
