Foster Parents are the “Spirit of Service”A husband and wife who became U.S. citizens after immigrating to Utah from Argentina have been honored for their contribution to the Utah community as a foster family. In September, West Jordan Mayor Melissa Johnson presented Jose Luis and Ruth Gonzalez with the city’s prestigious “Spirit of Service” award.
Jose Luis and Ruth have invested much of their hearts and home for the children they care for. Within the past few years, they have even remodeled their house to make room for more children!
“They have fostered children as young as a few days old, up to teenagers who are getting ready to live on their own,” says Christina LeCluyse, Foster/Adoptive Fam-ily Recruiter for the Utah Foster Care Foundation. “They welcome any and all children. In addition to one biological son, they have adopted a sibling group of three from foster care and they are currently in the process of adopting another sibling group that
includes a 14-year-old, a 10-year-old and a 6-month-old.
The Gonzalezes have also served as foster parent ambassadors in the Foun-dation’s efforts to find more Spanish-speaking foster families. Latino/ Hispanic children represent 25% of Utah children in foster care.
For Ruth, there can be no greater joy. “Children are life’s biggest blessing,” she says.

This article was published in the National Adoption Clearinghouse, and is entitled “Explaining Adop-tion to Your Children, Family, and Friends.”
Children are growing up in many dif-ferent kinds of families today. There is a blending together and changing of the “traditional” family structure. There are step-parent families- chil-dren being raised by a biological parent and his/her spouse. There are single-parent families-children being raised by one parent. And, there are kinship families – children being raised by a grandparent, aunt/uncle or other extended family member. Adoption is often one of the links bringing families together.
Explaining adoption
Adoption is a sensitive subject. But approaching the subject, regardless
of who is asking the questions, with a clear and comfortable understand-ing of your own personal feelings will ease in the discussion. The more confident parents are, the more willing children will be to share their thoughts and feelings and the more relaxed family and friends will feel.
Dealing with the feelings of others
Discussing adoption with others al-ways provides the opportunity to edu-cate. Dealing with their feelings and attitudes, however, can be challeng-ing. Keep in mind that children learn from the responses and reactions they witness. Honest, calm parent-ing outweighs any negative, external contributions. Some suggestions for reacting to the impressions of others:
• Address misconceptions and preju-dicial comments.

• Focus on adoption; don’t let the conversation revolve around an individual child.
• Encourage the discussion at a later date (or by phone/email).
• Protect children from and teach them how to respond to com-ments of victimization – the idea of “being saved,” “the lucky child” or “having a better life”’. Take advantage of every opportunity to teach others about adoption.
Conclusion
The Evan B. Donaldson Adoption Institute conducted a benchmark survey in 1997 examining public attitudes toward adoption. The Institute found that 6 in 10 Amer-icans have had personal experi-ences with adoption, meaning they, a family member, or a close friend was adopted, had adopt-ed a child, or had placed a child for adoption. As the number of families created by adoption con-
tinues to increase and change the view of the “traditional” family, explanations to children, family and friends become more com-plex and even more significant.

Utah Foster Care Foundation has funds available to meet the special needs of children in foster care when DCFS is unable to meet these needs for any reason. Funds are limited.
Requests MUST include the following:• Child’s first name, last initial and age• Foster parent’s name and home address• Caseworker’s name and contact information• The item being requested and the associated costs• Brief description of how the child will benefit
Request should come in writing by a foster parent, the child in care or the caseworker.
PLEASE NOTE:• Dispersal of funds can take up to 4 weeks.• Checks are mailed to the foster parent’s home address.• Funds are for children in foster care ONLY. • Items covered by the foster care reimbursement or by Medicaid are not eligible.• Only requests previously denied by DCFS are eligible.
VACATIONS:• A child in care can receive vacation funds only ONCE in their lifetime.• Vacations are restricted monetarily & may not cover all costs.

Répondez s’il Vous Plaît &Foster Parenting in the Western Region
What in the world is “Répondez s’il vous plait” and what does it have to do with foster care in the western region? “Répondez s’il vous plaît “is a French phrase that translates to “please respond” and word for word means, “Respond if you please.” It is with this meaning that invitation cards and similar docu-ments are often marked with “RSVP.” It is standard practice to reply to an RSVP request whether confirming attendance or declining.
For those who are not impressed with the acronym’s meaning, RSVP can also be short for “Restricted Seating Verify Participation.” Basically this means the person sending the invitation would like you to tell him or her whether you accept or decline the invitation. That is, will you be coming to the event or not? So what does RSVP have to do with be-ing a foster parent? Many of our Cluster facilitators request an RSVP in order to attend their meetings or parties. Unfortu-nately, when foster parents do not RSVP, there are times when food and seats are less than sufficient, or precious funds are spent on too much food that could have
been utilized in a more resourceful man-ner. The guessing game is like gambling when it comes to dollars and cents.
An RSVP at the last minute is better than none at all! Most helpful is at least 24 hours notice of your intent to participate. This allows time for the host/hostess to prepare for your arrival and ensure your needs are met. In these less than friendly economic times, I ask that as foster par-ents you do your best to RSVP when it is requested. If you forget to respond, don’t let it stop you from coming, but realize that those who RSVP will be considered first, and then be sure to respond for the next event you may attend.
Thank you for all that you are doing and sacrificing to serve Utah’s children in need. You are at the very least, simply amazing! Let us put a little French eti-quette into western region foster parent-ing by taking action to “Répondez s’il vous plait,” or RSVP! Merci!

A Journey of Love Through Foster CareTyson and Lori Borrowman appear to be like any other ordinary Southern Utah fam-ily. A closer look reveals that they’re an ordinary family doing something extraor-dinary. They’ve been foster parents for nearly four years and have cared for nine children, ranging in age from an infant fresh from the hospital, to a 17-year-old teen. Their foster care journey also led them to adoption when one of the young children they fostered was unable to return to his parents. They’re now the parents of one biological daughter (5), adopted son (4); and are fostering a toddler and a teenager.
When they first got involved with foster care, Lori said she was petrified of caring for teenagers and wanted only children under the age of five. Once they became familiar with foster care, a social worker whom they trusted recommended a teen-ager for placement.
“It’s been a good fit,” says Lori. “Not as scary as I thought it would be. Foster care’s been a really good experience for our family (overall). It’s helped my kids be less selfish and judgmental.”
Lori tells people, “foster care is really hard in the beginning and sometimes you don’t know what to expect. But if you hang in there, these kids will become the cute sweet
kids you want them to be, if you give them time to heal and adjust to your home and family. Some people give up too soon, and they miss out on the rewards that come with sticking it out.”
They initially got into the foster care system to adopt, but said they also find satisfaction in seeing kids reunified with parents who’ve made changes and learned to safely par-ent their children. Eight of the nine children they’ve fostered have or will shortly return to their birth parents.
Families are made in many different ways. Children of ALL ages are in need of placement, but teens are more difficult to find homes for. Are you ready for the challenge and rewards of fostering teens? Contact the UFCF or your RFC.

As the holiday season draws closer, we want to make you aware of the various resources available to you and your kids in care. The holidays can be filled with joyful traditions, excitement and memo-ries. For many, it can also be a time of stress with emotional or financial chal-lenges. Your local cluster group wants to help where possible.
In an effort to assist you in meeting the needs of those you love and care for, the following are available to assist you:
KSL Quarters for Christmas FundsChildren in care can access up to $200 (ages 11 and older) or up to $100 (ages 10 or under) for needed clothing, out-erwear and footwear. This includes PJ’s, coats, underwear, winter clothing, boots,
shoes, slippers, and clothes for church, school or play. Funds are available on a first come, first served basis, so don’t delay. See your local cluster page for more instructions that must be followed to access these funds.
Holiday Cluster EventsTo ensure that every child in care has something to open Christmas morn-ing, your local cluster will be distributing donations from generous donors in our communities. A holiday family party may also be planned for your area. Again, check out your cluster page for details on dates, times and locations.
Wishing Well FundsIf your child in care has needs that are not covered under the above resources, Wishing Well funds may be requested. Please see page 26 for more information on requesting Wishing Well funds.
