Another victory for the Chamber’s Economic Development team came in October when MDV Nash Finch, a national grocery wholesaler that supplies Tinker Air Force Base and other military installations, purchased two warehouses totally over 500,000 square feet in Oklahoma City and announced their plan to open a distribution center at the locations. They plan additional expansions. The facilities will employ about 200 people.

In total, the company is investing $24 million in the region – including upgrades and expansions.

They plan to have the facility fully operational in 2012.

“Nash Finch will service more than 40 commissaries in 10 states from the Oklahoma City facilities ranging from Texas to North Dakota,” said Ed Brunot, chief operating officer of MDV, formerly known as Military Distributors

of Virginia.

The Chamber worked on this project in cooperation with the Oklahoma Department

Looking Ahead and Working TogetherNow that Election Day has passed, it’s time to put away the campaign signs, take off the bumper stickers and look ahead to the coming legislative session. After we pause to congratulate and welcome our newly elected officials, it is vital that we work together in order for our state’s future to remain bright.

The Chamber’s Government Relations Steering Committee and Board of Directors are working to finalize our priority agenda for the 2011 legislative session. These issues will cover a range of areas from economic development and lawsuit reform to health care and education. Chamber members will receive the 2011 legislative priorities early next year when we mail the legislative Guide along with our other annual publications. And please mark your calendars for Thursday, Jan. 27 when we will host our annual legislative Breakfast to kick off the start of the session.

I want to thank all of you who helped the One Oklahoma Coalition to defeat State Question 744. This Chamber has long been an advocate for an improved education system and has helped bring hundreds of millions of new dollars to our schools, both in local and state initiatives. Now, it is the time for key stakeholders from all sides of this issue to come together to identify meaningful ways to improve our public education system. Our state cannot afford to deprive our children of the quality education they need and deserve. The Chamber will continue to fight on the front lines for education reform in our state. It is time that we demand changes to a system that is producing unacceptable results. Our children deserve better and we need to not let them down.

Bill Anoatubby, governor of the Chickasaw Nation, was recently honored with the leadership Award for Public Service by the International Economic Development Council (IEDC) at the group’s annual conference in Columbus, Ohio. He was selected for this award “because of his underlying mission to create a diversified economy and a better life for the citizens of the

Chickasaw nation.” The Chamber nominated Governor Anoatubby for this award, given for outstanding dedication to economic development in the public sector.

“The leadership Award for Public Service honors an elected official who has served as an indefatigable champion for economic development for at least 10 years in the public sector, and Gov. Anoatubby – much to the benefit of the communities he has served – is the very embodiment of just such a person,” said William Best, IEDC chair.

Chamber President and CEO Roy H. Williams was on-hand to present Governor Anoatubby with his award.

Governor Anoatubby was first elected Governor of the Chickasaw Nation in 1987 and is currently serving in his sixth term. Since he has been in office, the Chickasaw Nation has grown from 250 employees and an $11 million annual budget to 11,500 employees and capital outlays of more than $750 million annually. Under his leadership, the tribe became the one of the first tribal governments in the U.S. to be certified as an A-102 tribe, giving them superior ratings for management and fiscal controls.

FELLOwS ASSIST wITH cHAMbEr rESEArcH

The Chamber recently welcomed two economic development fellows to assist in a variety of areas, including demographic analysis of the region, business surveys, database management and impact analysis.

Kyle richardson has been focusing on providing data support to update the Chamber’s Aerospace Impact study

and the creation of an Aerospace Company Directory. He is also updating the Commuter Pattern Study, which captures the number of workers flowing in and out of each of the counties in the Greater Oklahoma City region. Kyle has two Bachelor’s degrees – in Economics and Mathematics – from Oklahoma State University. He was recently awarded the larkin Warner scholarship. Kyle plans to attend graduate school after completing his fellowship with the Chamber.

Kendra robinson-Jones is working on a property-by-property review of the Chamber’s OKCEDIS Property Database System. Her work will ensure that the properties listed in the Chamber’s system are current and accurate, making it easier for companies looking to locate or relocate to Oklahoma City. Kendra received her Master’s of Human Relations from the University of Oklahoma in May 2010. A former InternOKC participant, she has worked as an intern with the OU Medical Center Children’s Hospital and United States Congressman Ernest Istook.

By working with a national consultant and industry leaders to update its strategic plan, the Greater Oklahoma City Chamber continues to show its commitment to the regional bioscience industry. In 2004, in an effort to support this growing industry, the Chamber first worked with the Battelle Technology Partnership Practice, one of the world’s largest research and development organizations, and a Steering Committee of business and bioscience leaders to develop a long-term game plan to better serve the industry and its key assets.

Since the first Bioscience Strategic Plan was released in 2005, the industry has seen significant accomplishments:

• Successful launch of the Oklahoma Bioscience Association

• Creation of the Oklahoma Seed Fund

• launch of the Oklahoma life Science Fund

• Creation of the Bioenergy Center

• Significant investments in bioscience research infrastructure

• $150 million for the EDGE Fund

For nearly a decade, greater Oklahoma City’s bioscience industry has grown and developed into an internationally recognized sector. The region’s employment in this area grew 17.8 percent between 2001 and 2008, outpacing the 15.9 percent growth nationally. The industry continues to provide high-quality, high-wage jobs, with an average annual wage of nearly $50,000,

more than $12,000 more than the average private sector annual wage for Greater Oklahoma City’s total private sector.

The region has made great strides in a short amount of time, however the national landscape has continued to evolve. Other states and regions across the U.S. and around the world are advancing bold initiatives that encompass both the economic and social benefits of new bioscience discoveries. realizing these trends, the greater Oklahoma City Chamber reconvened its Steering Committee public and private leaders to reassess the region’s competitiveness, identify new opportunities, address challenges facing the industry and develop a new plan to achieve the region’s vision for the industry.

In the end, the new study outlines four strategies (with 15 supporting recommendations) to achieve the region’s bioscience vision. They are:

• Continue to grow the region’s bioscience research and development base and accelerate the commercialization of research findings.

• Ensure Oklahoma City grows, attracts and retains bioscience talent.

• Grow the region’s bioscience industry cluster by supporting the expansion of existing firms, the creation of new firms and the attraction of firms to the state.

• Build a comprehensive venture capital infrastructure that

develops local resources and attracts additional national and international resources to Oklahoma.

The study also found that while the region has made great strides in building its bioscience industry cluster, significant critical investments called for in the 2005 study – full funding for EDGE, funding for additional research faculty at the state’s universities and research institutions, attracting additional venture capital – have not been achieved. In order to make the strategy a reality, public and private leadership must come together to build the necessary support for these investments and to identify new sources of funding to undertake the actions called for in the report.

As the study states “it will be a challenge for Greater Oklahoma City to achieve the goals set out in this strategy; but, doing so will result in not only high-wage, high-skilled jobs, but also better health care and a better quality of life for Oklahoma citizens.”

Battelle is also working on an updated bioscience economic impact study for the Greater Oklahoma City region that will further quantify the economic significance of this growing industry.

Ou Cancer Institute Building – This $100 million, 210,000 square-foot facility is set to open in late 2010 and will include the latest generation of proton radiation therapy and Oklahoma’s only Cancer Phase I clinical trials center.

Stephenson life Sciences research Center – Being constructed on the University of Oklahoma’s Norman campus, this facility will provide new teaching and research lab space.

OMrF research tower – This new facility will double OMRF’s current scientific and administrative offices, and will enable OMRF to expand from 50 researchers to 80 researchers.

Dean Mcgee Eye Institute – This 78,500 square-foot building will provide additional space for research and patient care.

Henry Bellmon research Center – Oklahoma State University’s $70 million facility opened this year and provides interdisciplinary science research lab space.

Harold Hamm Oklahoma Diabetes Center – This facility is on the cutting edge of finding a cute for diabetes.

FAST FOrwArdFLASH bAcKUS FLEET TrAcKINgFlASH BACKWith many companies, the “flash back” means going far back in history, but not when it comes to US Fleet Tracking. In this case, the span of time is short, but the business growth is incredible.

Founded in 2005 by Cindy and Jerry Hunter, US Fleet Tracking is an Oklahoma City success story. Jerry has been a software engineer for more than 30 years. At 19, he was heading up the research and development labs in the IT center at Walmart. Not long after that, he was developing the first large-scale use of UPC bar codes, the first wireless communications protocols and the first commercial hand-held computing and laser scanning technologies.

Thanks to Cindy’s Oklahoma roots – she grew up in Edmond – and their experiences elsewhere, the couple chose Oklahoma City as the starting point for their new venture – US Fleet Tracking.

“When we moved back here, it was the favorable business climate, the stability of the local economy, and the politically conservative environment that immediately put us at ease, allowing us to concentrate on building our business,” said Jerry.

And from the office in their home, the Hunters built their company, offering equipment and service to track vehicles, packages and people around the world.

“We began with nothing, with only a blank screen and a bright idea. Technically this company started with zero employees from the office in our home,” said Jerry.

FASt FOrwArDToday, the Hunters’ employ 26 individuals, including software engineers, technical support engineers, sales/marketing personnel and accounting staff, and will soon occupy an 18,000-square-foot office. From 2008 to present, uS Fleet tracking has experienced a 437 percent increase in growth with expectation to exceed that growth structure in 2011.

Being headquartered in Greater Oklahoma City has also been beneficial as the company has grown.

“This area has so many attributes working in its favor. The quality of life and the quality of our local colleges and universities has undoubtedly provided easier access to a top-notch labor pool,” said Jerry. “Even the things typically taken for granted, like being geographically located in the center of the United States, have made it easier for us from the onset to operate on a nationwide basis in terms of shipping product to both coasts in a timely and cost-effective manner.”

And while the economic downturn had little to no effect on company’s growth, the products they produce are being sought out by companies looking to cut their costs.

“We were experiencing absolutely incredible growth before the economy took the hit, and we’ve continued growing after the fact – largely because a poor economy predicates the need to keep a tighter rein on finances, and our products and services allow businesses to do just that,” said Jerry. “Our products are precisely the tools needed to improve profitability for small businesses in tough times – and they pay for themselves many times over in cost savings.”

The Chamber recently welcomed two new members to its team.

len Becker is the newest member of the Chamber’s economic development team as business development manager. len came to Oklahoma City from Phoenix where he spent more than 20 years in economic development including business retention and expansion, research and program management. He also has experience in commercial real

estate and more recently worked as a consultant with Resource Development Group. len is a graduate of the University of Arizona where he received his Bachelor’s in Regional Development.

As business development manager, len works with the business retention and expansion team to identify issues, challenges and opportunities that may help grow or impede business operations in Greater Oklahoma City. The team’s goal is to assist business growth in the region through programs such as incentive utilization, issue remediation and workforce assistance. len’s focus is shared service centers, professional services, technology firms and bioscience/healthcare operations.

Christine Soileau joins the Chamber’s membership department as member services coordinator. Christine graduated from Oklahoma City University with a Bachelor’s degree in Entertainment Business and came to the Chamber from the Oklahoma City Boathouse Foundation. A native of Plano, Texas, she is the staff liaison for the Chamber’s Ambassadors group, manages ribbon cuttings and groundbreakings, works with the Chamber Choice health insurance program and coordinates monthly Member Orientation Events.
