    BOARD OF SCHOOL DIRECTORS

    Work Session Record

    November 4, 2013

    I. CALL TO ORDER

    The Lower Dauphin School Board met this evening at 7:00 p.m. for a work session at the

    District Administration Center with President Todd M. Kreiser presiding.

    II. OPENING CEREMONY The meeting was opened with the Pledge of Allegiance.

    III. ATTENDANCE

    Responding to Roll Call were Board Members, Mr. Todd M. Kreiser, Ms. Rebecca D.

    Kline, Mrs. Marcela D. Myers, Mr. Jeffrey A. Neely, Mr. Keith E. Oellig, Mrs. Renae M.

    Paladino, Mrs. Laurie N. Reichert, and Mr. Eric Samples, as well as Dr. Sherri L. Smith,

    Superintendent. Mrs. Dana A. Barry was absent.

    Staff members present included Mr. Robert Schultz, Assistant Superintendent; Mrs.

    Michelle D. Shuler, Business Manager; Mrs. Angela Hepner, Director of Human

    Resources; Mr. Andrew McCrea, Director of Pupil Services; Mr. James Hazen,

    Community Relations Coordinator; Mrs. Melanie Shaver-Durham, Director of

    Elementary Education; Mr. David Marshall, Supervisor of Operations & Maintenance,

    Dr. Kevin White, Director of Information & Technology Services; Mr. Todd Neuhard,

    High School Principal; and Mr. Edward Gnall, Mr. Justin Hanula, Dr. Michael Lausch,

    and Dr. Douglas Winner, Elementary Principals.

    Also in attendance was a press representative from The Press and Journal and The Sun.

    IV. RECOGNITION OF GUESTS AND SCHEDULED SPEAKERS

    Dr. Smith welcomed scouts, Matthew Little and Daniel Little, and their father, John

    Little. The boys are working toward their communication merit badge.

    V. REPORTS

    A. COMMUNITY RELATIONS COORDINATOR Mr. Jim Hazen reported:

    Report cards are going home on November 8.

    Field Hockey plays its opening round state playoff game on November 5

    against Conestoga at Milton Hershey at 5:00.

    District playoff tickets for football are on sale at the high school for Friday

    nights home game against Chambersburg.

    Veterans Day is next Monday and our schools always do a nice job

    recognizing our veterans. The Middle School will be having a ceremony on

    November 8 featuring Emily Shertzer, a 1998 graduate who enlisted in the Air

    Force in 2009. South Hanover and Nye Elementary both have ceremonies on

    the 11th

    featuring staff members who are veterans. Mr. Nelson will speak at

    South Hanover and Mr. Kerstetter will speak at Nye.

    The high school fall play, Front will be performed November 14-16 at 7 p.m.

    Tomorrow is Election Day, so dont forget to vote.

    B. FEDERAL PROGRAMS Mrs. Melanie Shaver-Durham reported:

    She shared the current enrollment numbers of the reading centers in our three

    Title I schools.

    As reported earlier, the Parent Advisory Council meeting will be held this

    Wednesday, November 6 in the Nye Cafeteria. She will report on how the

    event goes at a later meeting.

    C. SUPERINTENDENT Dr. Smith reported:

    On November 1, they had a photo shoot at Conewago Elementary where we

    received the Gold LEED Award for the building. Look for a story in a future

    edition of The Sun. EI is anticipating coming to the next meeting to present

    that award to the Board.

    She shared the high school traffic report update prior to giving Mr. Marshall

    the go ahead to install the directional information. This includes the addition

    of fire lanes, parent and bus drop off areas, crosswalks, and direction of flow

    of traffic signs. Students and parents will be informed of the changes, warning

    tickets will be given by the district in the initial weeks, before official citations

    being given for violators.

    We have been in discussion as a district with several other districts about the

    possibility of starting a new athletic conference starting in the 2016-17 school

    year. She will bring this discussion to the board at the next meeting on

    November 18.

    Dr. Schultz then reviewed the 2013 PSSA and Keystone Update, Part 2. He

    shared the three year history by subject area (PSSA Math, Reading and Writing;

    and Keystone Algebra, Biology, and Literature), by building, as compared to the

    state average scores. He then shared the proficiency by graduation class in math

    and reading. Discussion took place on the remediation classes that have been put

    in place. Overall, the students, staff and administration did a very good job for the

    first time around. Our scores are something to be proud of.

    Dr. Smith added we should remember the PSSAs are moving from the PA

    Standards to the Core Standards. It is transitional period that is very complex and

    has been quite a challenge. She credits Dr. Schultz, our principals and all of our

    teachers for hanging in there as we get through this transition and we can hope we

    dont get a new set of changes at the legislative level. Each of the principals

    building plan of how they plan to target their weakness in curriculum and

    programs is attached to BoardDocs.

    The minutes shall note that public notice was given for this meeting in accordance with

    Act 84 of 1986. Notices and advisements of these meetings will carry the intent that

    limited business may be conducted on any scheduled meeting date.
