General InformationPoints can be earned for both hunt and bench show competition accomplishments. Points earned in Hunt and Bench Show will be included in the Youth Handler’s total points earned. However, Bench Show points are limited to not exceed the number of hunt competition points earned when the total is determined at the end of the calendar year. Note: This is not a rule for each individual event. It’s a rule that only affects the final total points awarded at the end of the calendar year.Example: John Doe Jr.: year-end Hunt points total = 75; year-end Show Points Total = 100; year-end Total Points Earned = 175. Result: Net Point Total = 150.Any Youth Handler may compete with no more than two dogs in a hunt and or a show on the same day. The dog(s) they compete with in the hunt do not have to be the same dog(s) they compete with in the show. The dog they compete with is not required to be a dog that is registered to the youth as the owner.Points may be earned throughout the calendar year (January 1-December 31). Standings will be updated monthly and published on the UKC website and in American Beagler magazine.

That form must be sent to UKC along with the Event Report. If there were no youth participating in the event that day, the event officials should indicate it as such on the form and include it with the Event Report regardless.Award WinnersAt the end of the year, there will be three winners recognized in each age division. The highest total net points earned will be the Gold Champion. The second highest total net points earned will be the Silver Champion. The third highest total net points earned will be the Bronze Champion. The winners will be recognized and receive their awards each year at the Beagle Nationals Awards Ceremony.

PURPOSEThe UKC Clash of Champions was developed for UKC hunting Beagles. It is the result of UKC and the UKC

Chartered National Hunting Beagle Association (NHBA), working together to offer Beagle hunters a new

pursuit and unparalleled prestige. NHBA will continues with their own Hound of the Year series. The UKC

Beagle Clash of Champions replaces the previous UKC year-long Beagle race, called the All-Star Series.

Enter: The UKC Clash of Champions! This hunt is designed to boost entries at local clubs by requiring five

cast wins at UKC Licensed Hunting Beagle Events to qualify. The payout is generated through a $5 per dog

event fee and the total payout is guaranteed by UKC. The Clash of Champions program is herein further

referred to as the COC.

ELIGIBILITY Dogs eligible for the COC are those that earned a minimum of five cast wins, towards the dogs’ UKC championship degree, throughout the previous calendar year. Cast wins may be earned at any UKC licensed Hunting Beagle Event. Dogs must be permanently registered with UKC to be eligible for entry to the COC.

ENTRY INFORMATIONAdvanced entries only. Open to qualified dogs only. Advanced entry deadline: Saturday, March 19, 2022 (NBHA Days)

A UKC Clash of Champions Invitation is mailed to the first named owner of a dog who has earned five cast wins during the same calendar year, after the qualifying year and all wins are processed by UKC. The Invitation will include instructions for the owner to complete and submit an official entry to UKC, along with the entry fee, for entry into the UKC Clash of Champions. Advanced entries only are accepted. The official entry form will note the deadline entry date for the event.

To enter the 2022 UKC Clash of Champions, the entrant for each qualified Beagle must:

• Submit a completed Official UKC Clash of Champions Entry Form

• Pay the entry fee• Be in good standing with UKC• Be a resident of the United States

Entry fees are non-refundable with the following exceptions: a written statement received by UKC from the owner on or before the Region Event date, reporting; 1) a deceased dog; 2) injured dog (must include vet statement); or 3) a female in season.

SCORING QUESTIONS, RULINGS AND APPEALSAll handlers are held to the procedures and timelines, as outlined in the UKC Hunting Beagle Rulebook, when questioning a judge’s call or a call that was not made. The portion of that procedure which states; {Situations not questioned and notated at the time Judge’s decision is made, will not be considered}, will be enforced with no exceptions. By entering the UKC Clash of Champions, you agree to abide by these rules and decisions of any ruling made by the Master of Hounds, which will be determined in UKC’s sole discretion. Failure to comply with any published rule is grounds for immediate disqualification.

PARTICIPATION WAIVERComplete details available at ukcdogs.com. The UKC Clash of Champions is subject to all applicable federal, state and local laws and regulations. Void where prohibited, taxed or restricted by law. UKC reserves the right to reject entries from countries, states and jurisdictions where such sweepstakes are prohibited or restricted. The UKC reserves the right, in its sole discretion, to refuse, disqualify or withdraw any entry at any time. The UKC will not be responsible for any injury, damage or loss of any kind arising out of your participation in the UKC Tournament of Champions. You agree to release, discharge, and hold harmless UKC, its affiliates, subsidiaries, employees, officers, directors agents and assigns from and against any and all claims, losses, injuries, or damages resulting from participation in the UKC Clash of Champions. Except where prohibited by law, by accepting a prize, winner grants UKC a perpetual, worldwide, royalty-free license to use winner and his/her dog’s name, photograph, voice and/or likeness without further authorization, compensation, or renumeration of any kind for promotion and other publicity purposes in any and all media now or hereafter known throughout the world.

REGIONAL RUNOFFS The first leg of the COC is the regional runoff. Qualified dogs may enter any one of the four strategically placed runoff locations, as noted below. Owners may select any region they choose to enter. All four regional runoffs will be held on the same weekend.

The regional runoff is an elimination format. Owners will have the option to enter in Round 1 (a) and or Round 1 (b), allowing handlers to handle multiple dogs. A cast win in Round 1 will count towards the dogs’ degree. A total score of plus points is not required to advance in any portion of the COC.

All entries for the COC are advanced entries only. Owners in good standing and who have paid their membership dues to the National Hunting Beagle Association (NHBA), for the qualifying calendar year, will receive a discounted entry fee of $25. Otherwise, the entry fee is $50. This entry fee covers the regionals all the way through the COC Finals. The NHBA’s top eight hounds in their final standings at the end of the calendar year are eligible for a first-round bye in the regional runoff.

Round 1 (a) and Round 1 (b) at the regions will be 90-minutes hunts. All subsequent rounds will be 60-minute hunts. A total score of plus points is not

required to advance to any round.

Two telemetry systems, two dog boxes, and one jacket are awarded to the top four finishers in each of the four regions, provided by UKC and NHBA.

CLASH OF CHAMPIONS FINALSA total of 32 dogs will advance from the four regions to the COC Finals, to be held on Thursday at the UKC Hunting Beagle Nationals. The number of dogs advancing from each of the four regions is pro-rated, based on the total entry and the number of dogs entered in the region. EXAMPLE: A region with 80 dogs entered will advance twice as many to the finals as compared to a region with 40 entries. Each round will be a 90-minute hunt with non-hunting judges. A total score of plus points is not required to advance to a subsequent round. Round 2 will feature braces in each of the four casts. A cast win in Round 1 will count towards the dogs’ degree. The Rules Committee, made up of UKC Field Reps and three appointed NHBA officers or directors, a total of 9 individuals, met at the 2021 UKC Hunting Beagle World. The committee approved the following changes, all of which go into effect on January 1, 2022.

1. Strike Position Points Change to: 1. 100, 2. 75, 3. 50, & 4. 50.

The proposal to change strike position points came with a question and suggested that, in most scenarios, after that first dog is struck, it’s now merely a harking contest and a matter of which dog(s) happen to be in the best position to “pack in” quickest, especially, when the rabbit is already up and running. So, what have the second, third, and fourth-struck dogs really accomplished?

Secondly, it was noted how the current 25 strike-point increments may have a significant unintended impact when scoring dogs. For instance, the difference between 2nd and 4th strike (50 points) is worth more than 2 recoveries on a check and worth more than 3 line positions. We’ve all heard rabbit hunters talk about breeding for more speed, or dogs that are cleaner on track or in the check area, but we don’t hear talk of breeding for a dog that harks and packs in quicker. We just want the dogs to pack in when another hound opens and has a track going. That’s it.

The proposal suggested that strike points be changed to 100 points for first and all other positions be 50 points. It was further noted that this change would effectively end most “pitching” of strikes that some handlers tend to often get away with and to gain an advantage.

Arguments were made by the committee, one of which

included the debate that often it’s that second-struck dog that jumps the rabbit. After a good amount of time spent deliberating, the committee suggested an amendment to the proposal and approved strike positions be changed to 100 for first, 75 for second, 50 for third, and 50 for fourth. There will be no more 25’s when it comes to strike points. The lowest strike position available, in any situation, is 50.

2. Criteria for Plussing Strike Points ChangeThe four separate components, desired by most rabbit

hunters, is essentially what the Hunting Beagle format scoring system represents. 1.; Search and jump the rabbit (strike points). 2; keep the track going (checks and recoveries). 3; bring it around to the gun (lines), and 4; be accountable for your mouth (minus points).

The author of this proposal accentuated how terrain or foliage in certain times of year, can easily have rabbits sneak by the cast and we miss out on a line scoring opportunity. Whereas in most cases you would have seen the rabbit and, providing at least one dog scored on line, we would have plussed the strike points of all struck dogs who were in on the majority of that track. Adding insult to injury is when the dogs circle this track multiple times and end up in a loss where all dogs are ultimately minused 50 points. Depending on which side of this debate you are, one could go on with more reasons to consider plussing strike points without requiring “a” dog to score a line first.

The second concern with current strike point requirements, not included in the proposal but fits in here and is eliminated with the passing of this proposal. For years, the rules required a dog to score line points before the same dogs’ strike points could be plussed. Any dog that missed the line would result in their strike points remain pending until that requirement was met on the subsequent circle(s). Under this old rule you could have some dogs who would have plus strike and line points while another dog may have had neither. This rule was eventually modified several years ago to plus the strike points of all dogs, providing at least one of the dog’s scored on line. Improvement. However, the part of that rule that creates debate is that Joe, Sally, and Daisy can all miss the line but we give them plus strike points so long as Chief scores on line. Heaven forbid Chief misses the line, Joe, Sally, and Daisy are now not so lucky, and they don’t get any merit because their savior missed the line too. Wait, what?

This proposal is one that was used in two separate pilot hunts in 2021, one hunt in Indiana and another in West Virginia. In these pilot hunts, the rule was for the judge to call the rabbit produced immediately after the rabbit had been seen by a majority of the cast or after the majority agreed the rabbit to be up and running. Then after the rabbit was considered produced, the strike points of each dog, struck in on this track, was to be plussed. The feedback from those involved was positive for the most part, although, not without debate and amended suggestions.

This was also THE one the rules committee spent the most time deliberating. They were unanimously in favor of plussing the strike points of the dogs without requiring any dog to score line points first. However, they struggled with deciding on a way to make it happen that would keep it as simple as possible and not create unnecessary debates during the course of the hunt. They could not agree to call the rabbit produced simply by seeing the rabbit because there could be too many variables and scenarios to consider, especially, when they all agreed that the track needs to be up and running without question. Finally, it was decided to hold off on this one until the next night at this same time and give the committee a day to think about it. Just maybe by then someone could come up with something that would make good sense and easy to score.

Great idea to give it a day! The next evening, one of the committee members claimed the perfect solution came to him while he was out on a cast earlier that day. He spilled it out and everyone agreed his idea was the best option and would work well for judges and all involved, as follows.

Effective, starting in 2022, after the rabbit has made its loop coming back and the judge determines the cast may now mark a line wherever they see the rabbit. It’s this exact time when the rabbit shall be considered produced, and the strike points of all struck dogs shall be plussed.

Here’s an important thing to remember about this and any other changes. Handlers often find themselves overthinking the rules and try to make them to be something they are not. This is one of those that should be as simple as noted above. Nothing more, nothing less. When the judge approves that the track has met the criteria (track has circled) to be marked for line scoring purposes, at that point is when you plus the strike points of all dogs that are declared struck and that are in on this track, which means this will likely happen before the rabbit is actually seen or marked.

3. Checks Minus Change The committee considered the proposal to make some

changes to scoring checks. They decided on an amended change as follows.

Until all dogs are declared struck, nothing changes. Absolutely nothing. The change in this rule comes only after all dogs in the cast are declared struck, whereas 20 minus points are no longer issued when they go into a check. The judge shall still announce when dogs go into a check because the same 20 recovery points are still available just as they have always been. THE only change is that no longer will minus check points be issued after all dogs in the cast are declared struck.

Scenario 1: Charlie is the only dog declared struck and goes into a check. Result: Charley is minused 20 points.

Scenario 2: Charlie, Joe, and Sally are declared struck and go into a check. Chief is not declared struck. Result: Charlie, Joe, and Sally are each minused 20 points.

Scenario 3: Charlie, Joe, Sally, and Chief are all declared struck and go into a check. Result: The judge announces they are in a check but no minuses are issued to any dog.

Scenario 4: Charlie, Joe, and Sally are declared struck and go into a check. Chief is also declared struck but he is on a split track by himself. Result: Charlie, Joe, and Sally do not take any check minus because ALL dogs are declared struck, even though Chief is on a split track.

Scenario 5: Charley, Joe, and Sally are declared struck and running. Chief is declared struck but running a split track by himself. Chief goes into a check. Result: Even though there is not a majority of the pack on this track, no minus points are issued to Chief because ALL dogs are declared struck.

POINT: Issuing minus points for checks until all dogs are declared struck is to hold those dogs accountable for their mouth.

4. Strike Points After Scoring Split Track Change Under previous rules, after scoring line points for a dog(s)

on a split track, that dog(s) was handled and put in with the dogs on the opposite track. This dog now had its strike points and one set of line points plussed on the scorecard before it was handled and put down with the dogs on the opposite track. When the dog(s) opened, it was declared struck and took whatever strike position was available, and if it scored a subsequent line the dog received its additional strike points plus.

The change to this rule, effective in 2022, will not re-issue a new set of available strike points for a dog that already received plus strike points on its separate split track. It already got its strike position points plussed on the track it was scored and handled on and is not eligible for additional strike points on the opposite track it was turned in to. However, the dog should still be acknowledged when the dog strikes in again but only for the purpose of meeting majority of circle requirements to be eligible for speed and drive points on the next line-scoring opportunity on this track.

5. Dogs Losing or Leaving Split Track Minus Change In the past there’s been some confusion and debate on the

correct way to score a dogs’ strike points when it comes to majority of cast rules and split tracks are involved. All is good until one of the tracks ends in a loss where majority of the pack is not involved in it, and handlers start looking at each other. Regardless of how it was intended to be or otherwise, the rules committee agreed to not have any scenario where a dog takes more than 50 minus for losing or leaving a track after a majority of the pack is declared struck. Here are a couple scenarios followed by an answer to the question posed for each scenario. The answers given here reflect the rules committees change, effective in 2022.

Scenario #1. Charlie is struck for 100, Joe for 75, Sally for 50, and Chief for 25. Charlie and Chief are to our left on one track while Joe and Sally are to our right running a split track. Joe, Sally, and Chief are running a split track to our right. Charlie and Chief eventually break down and lose their track. Do they each receive 50 minus or do you minus their strike points (Charley 100 and Chief 25) because the majority was not on this track?

Answer: Charley and Chief both receive 50 minus points because majority of the cast (all four dogs) were declared struck, even though majority was not struck in on the same track.

Scenario #2. Charlie is struck for 100, Joe for 75, and Sally for 50. Charlie is running his own track off to our left while Joe and are to our right running a split track. Chief has not opened and is not declared struck. Charlie eventually breaks down and his track ends up in a loss. Does he receive 100 minus or 50 minus?

Answer: Charley receives 50 minus points because majority of the cast (three of the four dogs in the cast) were declared struck, even though Charley was the only one this track.

Scenario #3. Charlie is struck for 100 and running a track off to our left. Immediately after, Joe strikes in for 75 and is running a split track to our right. Sally and Chief are not struck in. Charlie eventually breaks down and the three-minute clock gets him, and the track is called dead. How do we score Charley?

Answer: In this scenario, Charley is accountable for his strike position and takes 100 minus because majority of the pack was not declared struck before his track was called dead.

Scenario #4. Charlie is struck for 100 and running a track off to our left. Immediately after, Joe strikes in for 75 and is running a split track to our right. Sally and Chief are not struck in. Charlie eventually breaks down and wastes little time, lifts his head, and harks in on Joe’s track. How do we score Charley?

Answer: In this scenario, Charley is accountable for his strike position and takes 100 minus because majority of the pack was not declared struck before his track was called dead. That’s first and foremost. Second, Charley is eligible for the next available strike points on Joe’s track because he has not yet received any plus strike points on the track he left.

Let’s change scenario 4 slightly and say that Charley brought his rabbit around to the point where we can plus his 100 strike. We’ve also seen and marked his rabbit for line scoring purposes. So, we’ve plussed his strike points but before he scored the line, the track breaks down on him. Now Charley takes off over to Joe’s track and harks in with him.

So, here we keep Charleys’ strike points plus on the card

and consider that he secured that 100 strike. And once secured, he is no longer accountable for his strike position even though majority of the pack is not declared struck. This would be one of those unique situations where a dog is no longer accountable for their strike position points before the majority of the pack is declared struck. We can take this even further and say Joe remains accountable for his strike points, but we’ll just leave it alone. The odds of this scenario happening is slim, at best.

Final Notes: A dog being accountable for their strike position or taking 50 minus hinges on two key factors. Is majority of the cast declared struck? If they are, the answer 50 regardless of anything else including each of them running their own separate track (4). If majority of the pack is not declared struck, then those declared struck are accountable for their strike positions UNLESS they have already secured their strike points and those points were plussed as we covered above where we changed scenario 4 slightly.

6. Hunt Director / UKC Policy Change Previous rules allowed a dog owned by the Hunt Director

to be entered in an event, but the dog had to be handled by someone else because the Hunt Director was required to stay at the clubhouse. Effective in 2022, UKC will change this policy to allow for an individual to handle a dog in the same event they are serving as Hunt Director.

This allows for more leniency, but we expect to see the club and their Hunt Directors make sure they consider their participants and putting on a quality event first and foremost. We’d hope that they would still use a Master of Hounds for the larger events or at least have the Hunt Director give up handling a dog when the event calls for it. If the HD does handle a dog in the hunt, they need to be sure to cover their bases such as making it clear where returned scorecards should go, for those casts that may return before the HD does. Another may pertain to questions brought back to be dealt with as soon as the HD is able to assemble a panel. There will be other questions that will be further addressed in the coming months.
