From your County Councillor
There should be good news about broadband for many local people by the time
you receive this newsletter. KCC and the government have each committed £5m
to extend access to superfast broadband to more rural households. We have
done this at a time of great financial challenge and our officers have worked hard
to make sure the £10m programme goes as far as possible and are confident that
95% of households in Kent will have access by the end of 2017. Go to www.kent.gov.uk and search for
‘broadband’ – a postcode checker will give you an indication of what is planned.
Fortunately the investment in broadband has been committed but we have been looking at other plans and
scaling these back to help make the £80m savings we estimate we need for our 16/17 budget. You may well
have heard or seen news about this in October and you have until 24 November to make your views known to
KCC. Would you accept a 1.99% council tax increase (about 37p a week for a band C house)? If not, the
budget gap rises to £91m.
If you go to www.kent.gov.uk you will find a question about council tax, you can simply answer that or go on to
answer a series of questions about what’s most important to you and what’s least important to you of the
services that KCC provides. We will also be conducting market research and consultations with businesses,
charities, social care organisations, staff and the Trades Unions. You can of course also contact me with your
views.
We need to make the savings principally because of rising demand. We have more elderly to care for, more
people with mental or physical disabilities and the amount of waste from Kent households is rising and KCC
must pay both the landfill tax and disposal costs of what Shepway collects from you all or what you take to the
recycling centres.
We also expect our grant from the government to decrease by £33m (30%). Local government has been asked
to make one of the largest contributions to balancing our nation’s finances and we understand the need to live
within our means. However, we have made the case to the Government that social care must be properly
funded if we are to play our role in helping keep the elderly out of hospitals.
The Chancellor is expected to announce his Spending Review on 25 November and we should have the detail in
December. We will look at the results of our consultation, our market research and the final figures to come
up with our budget proposals by 11 January. They will then be debated by council on 11 February.
Do please take part in the consultation as it’s your opportunity to let us know what you are prepared to pay
and what your priorities are.

Flood alerts: Winter approaches and some of you may be concerned about the risk of flooding near
the River Nailbourne. Last year was not a problem, but 2013/14 was extremely difficult. Works have
been carried out by Southern Water since then, but if you have any concerns it may be worth
registering with the Environment Agency Floodline Warnings service. To do this you can either call
them on 0345 988 1188, or visit their website, www.gov.uk/flood. Should there be any flooding
threat, they will either phone you or email you as soon as the threat is detected.

As the temperatures start to drop and the nights draw in, it is time for tortoises to start thinking about hibernation. This can be a traumatic time for tortoise owners as it can be tricky to successfully hibernate
tortoises. The most important consideration is that your tortoise is healthy and big enough to hibernate safely. If your tortoise is less than three years old, has a shell length less than 10 cm, is underweight or unwell then we would recommend not hibernating it but keeping it awake over winter in a heated vivarium. It is also important to ensure that your tortoise does not hibernate with undigested food in its stomach as this
can make them very poorly. As the temperature drops and the tortoise cools down they will start to slow down and will stop eating. They shouldn’t eat for 2-4 weeks before hibernation to ensure their stomachs are fully empty. During hibernation the most important thing is to try and maintain the tortoises body temperature between 3-
7C and not allow it to fluctuate, which is easier said than done! Tortoises hibernate best in strong plastic boxes with ventilated lids about half filled with soil. The tortoise will bury himself in the soil and this will help keep his temperature constant much more than using straw or paper.
They are best kept in brick outbuildings as these stay cool but protected from frost. It’s a good idea to use a min-max thermometer underneath the soil in the hibernating box which you can check every couple of weeks. Tortoises tend to start waking up again about March when the weather becomes milder and at this stage you should move the box to somewhere warmer and allow them to gradually wake up naturally. Once they are
awake they should be placed in a bath of luke warm water for about 10 minutes to help them rehydrate as it is dehydration rather than starvation that most affects them as they come out of hibernation.

Alan Haines was the speaker at our September meeting. He entertained us with music and stories of events from
the Sixties, and caused much merriment with his magical tricks - a most enjoyable evening! The winner of the
competition was Diane Potter, with Daphne Andrews 2nd, Pauline Hodder 3rd and Ronnie Mozley 4th. On 18
November Eve Muggeridge will give us a talk on Stained Glass. We meet at Rhodes Minnis Village Hall at 7.30pm,

On 10 September we had an enjoyable visit to King John’s Nursery and Merriments Garden centre. Sadly, very few
people came, disappointing for both hosts and organisers. The Committee would welcome comments as to
whether other ‘self drive’ visits are worth organising.
On 17 September, our speaker was Stephen Morris (plus Dad) from Farthing Common Nursery. His interesting
and humorous description of bulb growing was very well received.
On 3 October we had a very successful Autumn Coffee Morning. The cake stall, Farthing Common plant stall,
home grown plants and our Bulb Sale were well supported by lots of society members. Our charity this year, the
Air Ambulance, was sent a cheque for £250.
On 15 October there was a large turnout for our speaker Dr Peter Darby, a leading authority on the breeding and
cultivation of hops. He dealt with their history from prehistoric times to the current day, from their peak in the
19th Century to their decline during WW1. However, hops are experiencing a revival with new markets and
manufacturing methods ensuring their future.
Don’t forget the Annual Dinner on 7 November. The speaker on 19 November will be Heather Silk whose
subject will be Flower Names and Folklore.

ELHAM PARISH COUNCIL
Elham Valley Holiday Park: The latest information received by the Parish Council is that Shepway District
Council’s Development Committee were unable to revoke the Certificate of Lawfulness on legal advice. The
Leader, Councillor Monk commented that he is very aware of the strong feelings held by the community and
reiterated that the decision was based on legal advice received by SDC. Further legal discussions will be taking
place which have been funded by local residents. The Parish Council is unable to take any further action at the
present time. It was commented that the structures currently under construction seem to be quite large – a
toilet block the size of a small house.
Football Ground: The owner of the football field at The Gore has generously offered to lease the ground to
the Parish Council at a very reasonable rent of £50 per annum. The Parish Council will assume responsibility for
maintaining the ground and keeping the area tidy. Although a new club has not been formed, KCC Community
Warden, Gary Harrison, is supporting the project and will be talking to keen footballers in the area!
Village Shop: Contrary to the report in the last newsletter we are advised that the shop is now staying in the

War Memorial: Fitting for the time of year, Historic England has listed the Elham Memorial as Grade 2 to mark
the importance of the memorial not just in the community but also as a structure of historic value.

behaviour but he has dealt with some neighbour disputes and dog issues.

Throughout the year Play for Elham endeavour to run a number of events which are open to all members of the community to
participate in and enjoy. Our primary aim when running these events is to raise funds to pay for the annual insurance
(currently £2K) of our fantastic play park situated on the King George V Playing Field, which itself brings in visitors from far
and wide to our beautiful village.
Recently we have held several events, and would like to take this opportunity to say ‘Thank You’ to everyone who has con-
tributed to our fundraising efforts by donating clothes for our textile collection (which raised £176), or donating cash at the
events. We have also received donations (totalling £270) from Elham Farmers Market and two households in the village. Thank
you also to the Methodist Church for allowing us use of the hall to store the bags of clothing until they were collected. We
are grateful for your continued support and your kindness and generosity are greatly appreciated.
If you are able to help us by donating a cake or biscuits at our Coffee, Cake and Christmas Crafting Morning on Saturday 14
November (see the poster on page 17 in this newsletter) or can help us serve the drinks we would love to hear from you.
In the summer, due to her family relocating to the North of England, Play for Elham sadly bade farewell to Kate Baker, one of
its founder members. We are pleased to announce that we have recently welcomed Cristina Venturini onto our committee. If

As this is our last newsletter before half term, the staff and governors would like to wish you all an enjoyable and relaxing
holiday; we are back at school on Monday 2nd November. Please remember Profile Photos will be in school on Tuesday 3rd
November to take individual photos during the school day and family group photos before school at 8.30am.
PTA: We had an excellent turnout and really positive start for this year’s PTA with lots of ideas for fundraising events. Our
new Chair is Helen Lester, Treasurer: Emily Arnold and Secretary: Sonia Gosbee, supported by an enthusiastic and motivated
team! The PTA is a vital part of Elham School as proceeds from the events they organise benefit all the children. Monies
raised will be spent on equipment (lists being compiled by the children and School Council!), plus other initiatives such as
helping with the cost of the pantomime trip at Christmas. A huge thank you to Mrs Mowl and Mrs Dale for all their hard work
and dedication as Chair and Treasurer over the last year.
Date for your diary: Our first fundraising event is a Quiz Night on Friday 27th November at 6.30 for 7.00pm start. More
details to following. Advance Warning! This year’s Children in Need Day is on Friday 13th November: we will be
encouraging the children, and staff, to dress up as their heroes and make a donation of £1 for this worthy cause.
Harvest Festival
Thank you to everyone who donated gifts for our Harvest Festival services. Last Friday we joined Rev Kevin and members of
the Methodist Church and on Wednesday Rev Kate led our celebrations in school. It was an opportunity for us all to come
together and consider how lucky we are and say ‘Thank you’ for all the good things we have such as food, shelter and our
families.
OPERATION CHRISTMAS CHILD—LOVE IN A BOX: We have been supporting this cause for a number of years
and it’s a great opportunity to think about those children around the world who are less fortunate than ourselves. Shoeboxes
are wrapped and filled with suitable gifts which will be sent in time for Christmas. Jane Seymour will be visiting us next week
to talk to the children about the charity, but in the meantime you can visit their website: www.samaritans-purse.org.uk. Boxes
need to be brought into school by Friday 13th November—please remember to include £3 per shoebox to cover cost of
shipping. Alternatively, if you are unable to fill a whole box but would like to donate a few items, these can be brought to
school to be included in boxes being made up.
Santa’s Fun Run, Sunday 13 December:The Rotary Club are organising another 5k and 3k run which they are encouraging
primary school children to enter, although this is open to all the family! Dust off your trainers and for more information go to

Junior Road Safety Conference 2015 by Leo & Daisy (Year 6)
On 13th October, the Junior Road Safety Officers went to the Dover district conference room for a discussion about road
safety. We listened to five members of Kent County Council each trying to persuade us to think and vote for their chosen
aspect of road safety: Irresponsible Parking, Being Seen on Public Highways, Seatbelts, Cycling and B-vis. We voted for three
categories: Team 1:B-vis, Team 2: Seatbelts and Team 3: Cycling. The day ended with another presentation and we returned
to school. So, with your help, let’s all stay safe!
Key Stage Two – Tuck Shop
Every Monday, Wednesday and Friday we run a healthy fruit and drink tuck shop, this is open for all the pupils in KS2 (Silver
Birch, Beech and Oak). All fruit is 20p and drinks are 10p each. The tuck shop is run by Molly and Emily (Year Six pupils) in
the school hall from 10.30am until 10.45pm.

Elham Valley Vineyard We have had a very busy few months over the Summer,
with our students and staff attending several local
events promoting the Charity and selling items made in
our various Craft sessions.
Three members of staff appeared in the Folkestone
Herald in June, when they ran a stall at the Elham Food
Fair which was opened by Pam Ferrers of ‘Darling Buds
of May’.
We have two sparkling wines ready for the Christmas
Market, they will be available in our Café.
This year our Annual Craft Fair is on 5 December
from 11 am in our Garden Centre.
Thank you all the the support you continue to give us,
we appreciate it and so do the students.

At our October meeting we were pleased to have present the largest group of members for some
time. We welcomed Paul Hill from Girlings Solicitors who gave a most informative talk. He
covered wills, trust funds, power of attorney and a guide aimed to assist one through the ins and
outs of inheritance tax.
We were so thrilled that the Harp Concert in St Mary’s church proved to be very popular. Huge
thanks go to the talented harpist Federica Massone and everyone else from the village and further afield who
supported us, thank you all for being so generous. We raised in excess of £1300 of which £1000 has gone
immediately to the MS Centre for their use. We will continue to raise funds for this charity for the time being.
Do join us at our next meeting 12 November, ‘It Started with a Bang’, with Dr Gerry Newman – it

OCTOBER CONKER BASH 2015 RESULTS
WOW! Thanks once again to the Village Hall committee. The weather was fine, the hog roast delicious. A big
thank you to Hugh and Geoff for getting up at the crack of dawn to roast the hog.
We had far more ladies entering this year … well done, and our youngest competitor was just four! As usual there
were some frantic rounds in the men’s section and the spectators roared them on towards victory. Thank you Pat
Holmes who was snowed under with booking the female competitors. Our adjudicators were kept on their toes,
particularly with the under sevens, another big thank you to Gerry, Richard, Barry, Mark, Martin, Doug, Michael,
Mike, Alex and Richard Comfort.
We are grateful to our sponsors Jackson’s Fencing and Brown’s Estate Agents who helped make the event such a
success.
