Car Show

The first annual “Bandits and Badges” car show was held at the Lodge on October 9, 2010. The planning and implementation of the show was exceptional! The event went off without a problem whatsoever. It was readily apparent that the organizers of the event had covered everything and obviously spent countless hours preparing this event. Approximately 60 vehicles were in the show. Kudos is well deserved for the event Co-Chairpersons Bob Knox and Associate Member John Grove. Of course no event can be successful without volunteers. The Associate Lodge, Neighborhood Assistance Officers, Retirees and Active members all assisted in this event.

We received numerous compliments on how well the event was coordinated. In addition, many were amazed at our exemplary facilities. This event certainly marketed our facility.

The volunteers are too numerous to mention but thanks to all who helped.

Christmas

We are again sponsoring less fortunate families this Christmas season. We will sponsor 8 families and 4 elderly individuals. The “Angel Tree” will be up at the November meeting with the ornaments on it. I encourage you to help these less fortunate individuals by taking ornaments from the tree and purchasing the items they need for them. The date that the deliveries will be made has not been determined to date, but will be disclosed at the meeting.

UNITY

I left the last Lodge meeting feeling very disappointed. The number of Retirees at the meeting almost outnumbered the active members. I think it is great we have so many Retirees still

coming to the meetings. But where are all of the active members? We have more issues facing us than ever before. Usually during these times our membership is very united. I just don’t get that impression. We must unite in these tough times to persevere. If we don’t unite, the FOP is not going to mean anything but an emblem on your license plate. I’ve heard this more than once, “I don’t get in trouble, what has the FOP done for me”. First of all, many members of the highest integrity can be targeted at anytime, and have been, for doing their jobs. I’ve said it before, “To error is human but not in the Dayton Police Department”.

Secondly, we make pretty good money these days. Do you think the City willingly gave us raises at contract time? I didn’t think I would ever get so old to say this but when I first started, we made less than 7 bucks an hour. I can only imagine how much Bob Whitt made when he started but back then there was still buffaloes on the nickels. My point being, the benefits you enjoy today are because the FOP has worked hard for you in the past.

Buying the Stairway to Heaven?

Brothers and Sisters:

How did you say to go?

He (Jesus) said to them, “Make every effort to enter through the narrow door,

because I tell you, many will try to enter and won’t be able once the

homeowner (God) gets up and shuts the door (Luke 13:24&25).”

I was bored one night last month, so I watched back to back shows of the

news program 48 Hours. Watching violence on television nowadays is not on

my “priority list” because my blood boils when I see people intentionally hurt

other human beings. This was the case of the first story when a world famous

bodybuilder (Craig Titus) tortured, murdered, and stuffed a young vibrant

woman in the trunk of a car that was later ignited. Her charred remains were

found in the Nevada Dessert. The accomplice in the murder case was the

bodybuilder’s wife. The motive was thought to be that the victim (live-in

personal assistance) exhausted much of the trio’s savings/earnings. All the

players lived in the same luxurious house, drove expensive sport cars and

motorcycles, and used all the right drugs. They had numerous sex partners

and spent more money partying than Donald Trump pays for hairspray.

Words to live by

“…what must I do to inherit eternal life?” “You lack one thing: Go, sell all you

have and give to the poor, and you will have treasure in heaven. Then come,

follow Me (Mark 10:17&21).”

The next hour proved less repugnant, but encompassed the same theme. A

wealthy casino owner’s son, Ted Binion, was killed for his estimated fourteen

million in gold coins that had been buried in a vault. Binion loved the strip

bars. He also loved the alcohol drinks and women that are gainfully employed

at those types of clubs. Along with prosperity came a dirty heroin habit, but

that’s no excuse for the victim to die the way he did. The planned murder

was under the guise of an apparent overdose. The victim’s body hadn’t chilled

below ninety degrees when the wife’s boyfriend had a backhoe out digging in

the ground for the buried treasure. Once more, the three players dealt and

played the cards of greed, lust, gluttony, and envy that go way beyond our

understanding.

FOP 44 Retirees

The FOP 44 Retirees held their October meeting on Tuesday, Oct. 19, 2010 at the FOP Lodge Hall in Huber Heights, Ohio. The meeting was called to order by President Brooks Kirkland at 7:15 pm.

Members enjoyed Hamburgers and Sausages, Potatoe Salad, and pie, before the meeting was called to order. First order of Business was to Thank those that cooked and served Dinner. Business continued with the donation of $100 dollars to the Badge’s and Bandits Car Show which was held October 16, 2010. Leo Budenz addressed the Retirees about the next HB 218 Shooting Qualification. Leo has cho-sen Sunday, Nov. 7, 2010 as the next date for that event. Shooting will start at 8:00 am and con-tinue thru 3:00 pm. Shooting will be done at the Champaign County Sherriff’s range in Urbana Ohio. On US Route 68. Leo also mentioned that Retirees will soon be receiving a check for $100 from a local Law Enforcement Foundation and Fifth Third Bank. Leo then Challenged the members to donate all or at least some of that check to the Dayton Police Historical Foundation. (Reminder: This Foundation is a 501c3 non-profit Organization, and donations are tax deducti-ble.)Gris has promised receipts to all donors for their tax purposes. As membership renewal time approaches please remember to send us updated information such as new home addresses, or new e-mail addresses, and phone numbers too. We don’t want to send your new FOP Membership card to someone else. The Ohio Police and Fire Pension Board meeting is Weds. Oct. 26, 2010 at 1:30 pm. After that meeting will be a Retirees meeting and Re-Certification for the Host Program. The Host program is a member supported group that helps survivors to complete necessary forms to receive their benefits in a timely manner. If you would like to be part of this program, please let me know very soon as RSVP’s are required for this re-certification meeting. [email protected] or cell phone# (937) 367-6863.

After the meeting, Split the Pot Drawing was won by Joe Howard, and one attendee won the Attendance Drawing for a nice tidy sum of $1,054.00. The winner was Kevin Nichols.

The next FOP 44 Retirees meeting will be Tuesday Nov. 16, 2010, and will also be an “Eating Meeting” hosted by FOP 44 President Randy Beane. Eating will begin at 6:00 pm and the Meet-ing part will start at approx. 7:00 pm.

I want to thank everyone, especially Donna Pack and Tommy X, for everything they did to make my retirement party at the Embassy THE BEST! I thoroughly enjoyed myself and it was great seeing everyone there. I'd also like to thank all my friends for the many cards, cash, gift certifi-cates, plaques, good wishes and other presents that were given to me that evening. I am proud of my 35 years of service on DPD and I'll remember everyone (OK, almost everyone) fondly. I have lots of great memories of people and events that I will reflect on for the rest of my life. I sincerely hope that after Jan 26, 2011, things will vastly improve for the majority of the depart-ment. I don't see how it couldn't. Fraternally, Rob Mannix

Par-tay By this time of year, the A-Lodge has usually decked the halls and started a small cache of liquor (much of it unopened) in anticipation of our holiday party next month. We're a little behind this year because of all the energy we poured into last month's car show. No matter. We may be in first gear now but we'll be dropping smoothly into fifth by Dec. 14. We always do.

For FOPA newbies: Our annual party is a December tradition, and our primary fund-raiser. Members are asked to come early and bring a gift for the raffle table. This can be something in the alcohol fam-ily, fine food, anything that you think you would want (so save any Dollar General-type re-gifts for especially worthy family members). Usually there are a few exceptionally fine items, and these are raffled separately. Some of us arrive by 5 p.m. that night because there is a lot of setup involved – raffle tickets to be counted and torn, a dinner to be cooked, and gifts to be displayed, plus we need volunteers to sell tickets to parent lodge members in the lounge once they start arriving. Any time you can make it before 7 is great. The earlier the better; the more the merrier.

For FOPA stalwarts: Business as usual in that we hope this year will be better than business as usual. Even noting that we've gotten a bit of a late start, we are asking dozens of businesses to donate to our cause. In addition, we ask each one of you to go above and beyond when you head out to shop this year. The party's a lot more fun when there's good stuff to choose from.

For FOPA “members only”: We've said it before, and we'll repeat ourselves here. You don't have to actually be here to contribute to a special event such as this. Even a small donation would help defray some of the food costs. If you could put a gift on the raffle table, we'd be happy to swing by your house and pick it up. Every little bit helps.

Be sure to attend the Nov. 9 meeting to get details. This is a fun event and you'll enjoy being part of it.

Another cliffhanger election We will be voting on officers at our next meeting and, as usual, it was a real nail-biter as to whether or not we'd have enough qualified members to fill all the positions. We did. Yay. If you would like to run next year, this may take some of the pressure off: Both moral character and the size of your cam-paign chest take a back seat to how many times you've attended a meeting in a given year. Of course, it could be argued that showing up for meetings shows moral character.

About that car show ... How in the world can anyone summon enough thank-yous for the pure good will of the members of our lodge when they are asked to give their time to a good cause? If ever there was a day to make you proud to be affiliated in any way with the Dayton FOP, it was Saturday, Oct. 16. Cars tires were crunching through the gravel in the dark that morning as people began arriving for a long, long day of hosting the first Badges & Bandits Car Show. This was an act of faith. No one knew how many people would register. For a few hours, there were far more good-natured volunteers than participants, but no one got upset. A sort of If-You-Host-It-They-Will-Come mojo prevailed, and guess what? They came. They liked. They said they will be back next year. It was a magical fall day, sun-streaked and cool enough not to bake on the tarmac. Many, many thanks to the host of people who made this happen, who chose the music, cooked and served burgers and hot dogs, directed traffic, designed the logo, judged the cars, drummed up donations for door prizes, sold raffle tickets, kept the registrations straight, made the entrants feel welcome, and who, at the end of a 10-hour day, cheerfully dismantled trash bins and cleaned the kitchen. No one could ask for a more generous-hearted group of people. Thank you.

Tell it how it is Lord

“But God said to him, ‘You fool! This very night your life is demanded of you.

And the things you have prepared-whose will they be?’ “That’s how it with the

one who stores up treasure for himself and is not rich toward God (Luke

12:20&21).”

Why am I writing about the wealthy murdering the wealthy? Most, if not all

my readers, don’t have the money and assets like the people involved in the

two murder cases. But maybe it is the small treasures we should worry about?

What’s keeping you from receiving the Lord’s salvation? Is your god the brand

name on the motorcycle, car, or boat? Is your treasure buried inside the liquor

bottle or stored with the collection of DVD tapes? How can you give God

attention by praying when there’s barely enough time during the day to figure

up the bank account balance?

I have owned my share of “treasures” in life so you’ll never see me pick up a

stone and chuck it at someone with valuables, but does it get any worse than

killing another for mammon? People get so involved in their earthly

possessions they seem to forget about God and His purpose for us. And “those

whose lives are in the flesh are unable to please God (Romans 8:8).”

So what do you thing your odds are of reaching heaven to be with God

eternally? Or do you think there’s a better chance of hitting the mega-millions

lottery than to see Jesus seated at the right hand of the Father? I bet you can

find your hidden treasure by reading the Bible and accepting Christ as your

Savior (Rom.10:9). Learning from the Gospel is the winning ticket for salvation.

I know this because…

…Jesus is the Bread of Life

Jesus told them, “I am the way, the truth, and the life. No one comes to the

Father except through me (John 14:6).”

Memorial Envelopes

Six times over the past few years, our members' families have requested dona-tions be made to the Dayton FOP Lodge in lieu of flowers in memory of their loved one. The most recent example was the family of Howard 'Pappy' Ross. The names of our departed members are engraved on a Memorial Plaque dis-played at the Lodge Hall.

This is a reminder that FOP Memorial Donation Envelopes are printed and available. Member families who would like memorial contributions to go to the Dayton Lodge No. 44, FOP 44 Retirees or Dayton FOPA Lodge No. 1 may obtain envelopes by simply asking a member of the Executive Board or Honor Guard. Arrangements will be made to have these envelopes displayed at the viewing, funeral or memorial service.

These photos are from retired detective Dan Hall. He is pres-ently stationed in Kirkuk Iraq. The photos are of the vehicle he rides in, his living quarters, and the local IED police academy. Dan wanted to pass on his mail-ing address and e-mail and say "hello" to our members.

Supt. Thomas Farrell headed the Dayton po-lice force for nearly eight years until Janu-ary 1900. Under his leadership, a number of significant events took place due in large part to the ever ex-panding population base. In 1892, a mounted patrol unit consisting of eight (8) officers and a sergeant were introduced al-lowing officers to cover the a wider areas of he city.

Announcement

In 1893 the police force decentralized its patrol operations, sub-dividing the city into three (3) police pre-cincts. The Central Po-lice Station was re-named the 1st Precinct. Temporary station houses were located on the east side of June Street between E. Sec-ond and E. Third Streets (the 2nd Pre-cinct) and on the north side of W. Fifth Street near Williams Street (the 3rd Precinct).

Having a still growing population of 80,000 (64% of Montgomery County’s 125,000 population) in 1896, a new Patrol House was established at 15. S. St. Clair near E. Third Street. In addition to its two patrol wagons, it housed a horse-drawn ambulance and 16 horses. This same year, the newly estab-lished east and west precinct stations were relocated.

This years first annual Badges and Bandits Car Show I feel was really a great success.

Not only for the turnout to see the all the wonderful but for all the volunteers that showed up to help.

I want to thank the F.O.P., the F.O.P.A. and John Grove and his crew were super!

I would also like to thank the Retirees for their generous suport , among them the fine Chefs Tommy Bennett and Larry Simmons! A special thanks to Jimmy George and my son Chris for such a tremendous amount of Door Prizes!

Over all, it was fun, ran very smoothly and we will be back next year. Mark you calen-dar for October 15, 2011.

In 1896 the 1st Pre-cinct Police Station re-mained at its home in the 200 block of E. Sixth Street. A perma-nent 2nd Precinct Po-lice Station was estab-lished at 2 Linden Ave-nue on the corner of E. Third Street. A perma-nent 3rd Precinct Po-lice Station was estab-lished at 1828 West Third Street near King Street (later Western Avenue, now James H. McGee Blvd.).

Last month the FOP 44 Retirees membership donated the funds necessary to obtain the digital format of an hour-long 16mm film in the archives of the Ohio Historical Society. The conversion has been completed and will be placed in our Lodge archives this month. The film is of scenes from the 1948 Univis Lens Company strike in north Dayton, the earliest known motion pictures of Dayton police officers, including Chiefs Wurstner and Kirkpatrick. The DVD of the si-lent film will be played at the next retirees meeting.

Recently, the Montgomery County Sheriff’s Office donated three canisters of 16mm films to Dayton History-NCR Archive Center that are believe to depict the 1966-68 Dayton riots and deputy riot training. The preservation of these films would not have happened had it not been for active-duty officer Daryl Smith noticing them at the MCSO firearms range. It was through the efforts MCSO Sgt. Kurt Althouse, the current LE Memorial chairman, that Sheriff Phil Plummer approved the donation of these rare films. Thanks go to them as well as to retiree Steve Hartley, who recently donated 14 circa 1950 photo-graphs of Dayton police officers, including his father Dayton Ptl. Dale Hart-ley. Several retirees recently made financial donations to DPH Foundation. Their names were added to the DPH website.

At the October FOP 44 Retirees meeting, Leo Budenz advised the retiree membership that he intended to donate to the DPH Foundation the John Vaile Trust Fund check that he and all retirees receive around this time every year. He then issued a challenge to all retirees to consider doing the same as a way to support DPH Foundation and help with all the efforts under-taken to preserve the story of Dayton police officers and its police force. Some of the things that funds may go toward are small purchases – like the Dayton-Montgomery Co. Law Enforcement photo book ($30) and the upcom-ing 2010 Dayton Police Yearbook ($30) for the Lodge archives – to possibly larger expenditures such as paying for the digital conversion of the 16mm 1960s riot films (estimate $750); the potential acquisition of a fully equipped 1988 Plymouth Gran Fury police cruiser ($2700) that was thankfully saved

The Great Miami River served as one natural boundary for the pre-cincts. The city west of the river and Forest Avenue was covered by 3rd Precinct offi-cers. The city east of the Miami-Erie Canal and Wayne Avenue was covered by 2nd Precinct officers. All territory in between these two precincts, north to south of the city limits, was covered by the central 1st Pre-cinct officers.

from demolition by active-duty Sgt. Mark Spiers; and the production costs of a documentary ($600 thus far) on the history of Dayton police force.

On that front, a filming project was initiated a year ago on a shoe string budget. Thirty-two (32) people have been interviewed. Currently, all tapes are being converted to digital format. The next phase is post-production. This is a lengthy process that begins with reviewing and then transcribing pertinent parts of the interviews conducted. Over the winter, the storyboard will be completed and the editing process will be fully engaged. A later post-production phase is having professional color correction and audio mixing of the documentary. The completion of the production is contingent upon fund-ing.

The entire compilation of interviews will be uploaded into digital archive com-puter systems of three principal archive centers so that they are in the public domain and remain available for future research. Recently, contact was made with the three archive curators: Mary Oliver, Dayton History at Carillon Park; Dawne Dewey, Wright State University Dunbar Library; and Lisa Wood, Ohio Historical Society. They all welcome receiving the interviews into the archive collections that they manage.

It is for these types of efforts that DPH, Inc. asks for support of FOP members and friends. Other things are certain to surface over time including other smaller exhibits, the upgrading the DPH website, etc. DPH Foundation is grateful for the support it receives the in preserving the Dayton police legacy.

OBITUARY

Retired Dayton Officer Howard C. 'Pappy' Ross, age 85, passed away on Saturday, September 25, 2010. He is survived by his wife of 45+ years, Norma; his children, Richie and Robynn; 4 grand-children; 1 great grandchild; nephew, Richard G. Ross, and many family and friends. Pappy served in the U.S. Navy during World War II in both the European and Pacific campaigns. He was awarded the Navy and Marine Corps Medal and the Purple Heart. He was appointed to the Dayton Division of Police on 12-3-1951, earned the Distinguished Medal of Valor and retired after 25 years service on 12-31-1976.
