November 17, 2014

Welcome to NYeC’s Fourth Annual Digital Health Conference.Change is the heart of our business in the healthcare IT community. Today, healthcare and health IT professionals are leveraging health information exchange, big data, mHealth, telemedicine, wearables, and other technologies to advance care and improve the patient experience and outcomes. Additionally, payment reform and the resulting emergence of accountable care models are driving the need for new technological innovations to facilitate care coordination and patient engagement.

What do these changes mean for each of us? What new opportunities will the rapid development in personalization of care bring? Unquestionably, technology has ushered in a new era of consumerism, making goods, services, and transactions more transparent, affordable, and accessible. This has created greater demands from more knowledgeable and empowered customers who want more control over their healthcare and how it is delivered. During these next two days, there will be opportunities to think about these questions in new ways, to create new connections, and to encourage greater collaboration across the ecosystem.

I welcome our keynotes, Eric J. Topol, MD, Director, Scripps Translational Science Institute and Ezekiel J. Emanuel, MD, Vice Provost for Global Initiatives & Chair of the Department of Medical Ethics and Health Policy, University of Pennsylvania.

I would like to thank the U.S. Department of Health and Human Services, specifically the Office of the National Coordinator for Health Information Technology and the New York State Department of Health for their support and leadership. I would also like to acknowledge our Qualified Entity partners across the state, our private sector collaborators for their investment in innovations that meet the real needs of hospitals and providers, and all of our partners without whom our ecosystem would not be as robust. You, as organization leaders, have the vision, the knowledge, the wherewithal, and the experience to help us pave our way into the future. The unprecedented digital revolution of the last decade has transformed many of New York’s leading industries, changing the way we shop, do business, and the way we manage our healthcare. We have also seen amazing gains in public health, and our residents are healthier than ever before as a result. From making it easier to access treatment to digitizing health records, the innovative work being done by the health IT community has helped to advance medical services in our city and beyond and made a significant difference in the lives of our residents. NYeC is a leader in this industry, setting the pace for other health IT organizations by developing policies and industry standards and assisting providers as they transition to digital health records. Since being founded in 2006 to develop policies and standards to assist health care providers make the transition to electronic health records, NYeC has developed the health information exchange and created the Statewide Health Information Network for New York’s effective and efficient health care delivery. Your Patient Portal for New Yorkers, which will allow New Yorkers statewide to access their health care records safely and securely online, will raise the bar of health care everywhere. As you gather to showcase your latest in health IT, celebrate achievements, inspire collaboration and promote innovation, everyone associated with NYeC can be proud of all its accomplishments.

I would like to take this opportunity to acknowledge tonight’s honorees: Sanford I. Weill, Chairman Emeritus of Citigroup, former Director of the Federal Reserve Bank of New York, and Chairman of Weill Cornell Medical College. Mr. Weill is being recognized for his tremendous vision and leadership in health care. Illumina is also being honored for innovative technologies that have accelerated genetic analysis research — paving the way for molecular medicine that is transforming health care.

KEYNOTE SPEAKERS

Eric J. Topol, MDDirector, Scripps Translational Science Institute

Eric Topol, MD is a leading practitioner of digital medicine. He is the director of the flagship NIH-supported Scripps Translational Science Institute and a co-founder of the West Wireless Health Institute. He also serves as Professor of Genomics at The Scripps Research Institute and Chief Academic Officer of Scripps Health. He is Chief Medical Advisor at AT&T. He additionally took on the Editor-in-Chief position at Medscape in 2013.

A practicing cardiologist, Eric is widely credited for leading the Cleveland Clinic to become the #1 center for heart care. While there, he also started a new medical school, led many worldwide clinical trials to advance care for patients with heart disease, and spearheaded the discovery of multiple genes that increase susceptibility for heart attacks.

His achievements include the development of many medications that are routinely used in medical practice including t-PA, Plavix, Angiomax, and ReoPro. He was the first physician to raise safety concerns about Vioxx.

In 2011, the University of Michigan initiated the Eric Topol Professor of Cardiovascular Medicine to recognize his contributions. The University of Rochester awarded him the Hutchinson Medal, the University’s highest honor. He also was elected to the Institute of Medicine of the National Academy of Sciences.

One of the top 10 most cited researchers in medicine, Eric has published 1100 peer-reviewed articles and over 30 medical textbooks. His research earned him the title “Doctor of the Decade” from the Institute for Scientific Information.

Eric Topol was voted the #1 Most Influential Physician Executive in the United States in a poll conducted by Modern Healthcare, and Eric is also one of GQ’s 12 “Rock Stars of Science.” He is the author of the bestselling definitive book on the digital-medical revolution, The Creative Destruction of Medicine.

Ezekiel J. Emanuel, MDVice Provost for Global Initiatives & Chair of the Department of Medical Ethics and Health Policy, University of Pennsylvania

From February 2009 to January 2011, Dr. Emanuel was a special advisor for health policy to the White House Office of Management and Budget. As one of the most prominent voices advising the White House about healthcare, he had a significant impact on federal healthcare budgets and the Affordable Care Act.

His latest book, Reinventing American Health Care, is the definitive account of the ACA—what it changes, what we can expect going forwards, and what this means for your audience. Dr. Emanuel ends the book with a reflection on “Six Megatrends”—six bold predictions about the radical changes we can expect in the next ten years.

Today, Dr. Emanuel holds a joint position at the Wharton School and the School of Medicine at the University of Pennsylvania, where he chairs the Department of Medical Ethics & Health Policy. He is a founding chair at the Clinical Center of the National Institutes of Health. Until 1997, he was an associate professor at the Harvard Medical School.

His other books include The Ends of Human Life and No Margin, No Mission: Healthcare Organizations, and the Quest for Ethical Excellence.

Dr. Emanuel served on President Clinton’s Health Care Task Force, the National Bioethics Advisory Commission (NBAC), and the bioethics panel of the Pan-American Healthcare Organization.

His articles have appeared in such medical journals as the New England Journal of Medicine, The Lancet, and JAMA. His popular writing has appeared in The New York Times, The Wall Street Journal, The Atlantic, The New Republic, and many other publications.

New York State’s DSRIP Program: A Key Moment for Healthcare Technology & Improving Care for All New YorkersNew York State is undergoing an unprecedented transformation of its healthcare system through the implementation of a $6 billion Delivery System Reform Incentive Payment (DSRIP) program. About the New York Digital Health Accelerator The New York Digital Health Accelerator is a program run by the New York eHealth Collaborative and the Partnership Fund for New York City for early- and growth-stage digital health companies that are developing cutting edge technology products for healthcare providers.

The program’s greatest differentiator is that the selected companies gain access to and receive mentorship from senior-level executives at more than 20 of New York State’s leading healthcare provider organizations, ranging from hospitals and long term care providers to community health centers and primary care physicians. In addition, the program focuses on solution spaces closely aligned to critical initiatives within today’s dynamic health care market (e.g., health homes (Medicare), DSRIP (Medicaid), care collaboration).

Inaugurated in 2012, the Accelerator program’s first class was strikingly successful:

• The Accelerator companies launched 17 pilots with healthcare providers.

• The companies created over 120 new high tech jobs in New York.

• Within a year after the conclusion of the program, the companies have raised an additional $24MM from outside sources and two companies have been acquired.

Following the success of the 2012-2013 Accelerator class, we launched our second class in July 2014. Seven growth-stage companies — offering solutions that address care coordination, patient engagement, predictive analytics, and workflow management — were selected and are currently being mentored.

In addition to the participating provider organizations, the Accelerator has integrated several corporate sponsors into the program. The role of a corporate sponsor is to bring knowledge, expertise, and insights from the perspective of a large corporation experienced in the healthcare industry. These organizations act as industry mentors, providing guidance and strategic counseling to the companies. The four sponsors that joined the 2014 class are: Genentech (a Member of the Roche Group), Infor, Merck Global Health Innovation Fund, and Pfizer.

The call for applications for the 2015 Accelerator class is planned for Q1 2015. Up to 10 companies will be accepted into the class and will receive mentorship and feedback from senior-level executives.

Brian Ahier is a nationally recognized expert on health information technology with a focus on health data exchange and analytics. He is the Director of Standards and Government Affairs at Medicity, which is a Healthagen business subsidiary of Aetna. He has provided consulting services to a variety of industry clients as well as the Office of the National Coordinator at HHS over the last several years. Brian sits on the Carequality Advisory Council and works closely with various stakeholder groups. Brian has worked on numerous workgroups, committees, and task forces over the years in the areas of standards and interoperability. John Brownstein, PhDAssociate Professor, Harvard Medical School; Director, Computational Epidemiology Group, Boston Children’s Hospital

John Brownstein, PhD is an Associate Professor at Harvard Medical School and directs the Computational Epidemiology Group at the Children’s Hospital Informatics Program in Boston. He was trained as an epidemiologist at Yale University. Overall, his research agenda aims to have translation impact on the surveillance, control, and prevention of disease. He has been at the forefront of the development and application of public health surveillance including HealthMap.org, an internet-based global infectious disease intelligence system. The system is in use by over a million people a year including the CDC, WHO, DHS, DOD, HHS, and EU, and has been recognized by the National Library of Congress and the Smithsonian. Dr. Brownstein has advised the World Health Organization, Institute of Medicine, the US Department of Health and Human Services, and the White House on real-time public health surveillance. He plays a leading role in a number of international committees including Board Member of the International Society for Disease Surveillance. He recently was awarded the Presidential Early Career Award for Scientists and Engineers, the highest honor bestowed by the United States government to outstanding scientists and engineers. He has authored over one hundred peer-reviewed articles on epidemiology and public health. This work has been reported on widely including pieces in the New England Journal of Medicine, Science, Nature, New York Times, The Wall Street Journal, CNN, National Public Radio, and the BBC.

Millard Chiang was born in Shanghai, China. For the past 20 years he has specialized in connecting multinational corporations in the fields of accreditation and authentication, elderly care, healthcare, sports, and culture to the appropriate Chinese Ministry. He has established multiple networks with the following: the Ministry of Public Security for programs in ID Cards within multiple areas of China and for product authentication, a prelude to an ePedigree system; with the Ministry of Human Resources Social Security for the only Central Government approved Elderly Care Centers; with the Ministry of Health in working on connectivity programs for China Hospital Association and its 10,000 hospital members; and with the Ministry of Sports for a Nationwide “Camp and Clinic” system for basketball. Sky ChristophersonOlympic Athlete; Founder, OAthlete

Called a “Wunderkind” by The New York Times, Sky was an Olympic athlete on the U.S. Cycling Team and recently broke a world record by his use of a “digital health” experiment inspired by Dr. Eric Topol. The previous holder of the record received a lifetime ban for performance enhancing drugs. This “Data not Doping” model became the basis for a project to support four underfunded U.S. Women Cyclists who became America’s medal hope at the 2012 London Olympics following the ban of Lance Armstrong and the withdrawal of his teammates prior to the Olympics. The women beat all odds at the London Olympics, a story that is featured in the upcoming documentary film Personal Gold.

David Cohen, MD, MScExecutive Vice President, Clinical Affairs & Affiliations; Chair, Department of Population Health, Maimonides Medical Center

David I. Cohen, MD, MSc is the Executive Vice President for Clinical Affairs and Affiliations. Dr. Cohen received his BA and MD degrees from the University of Pennsylvania and a MSc in Epidemiology and Health from McGill University where he was a Robert Wood Johnson Clinical Scholar from 1988-1990. After completing his residency in Internal Medicine in New York and his clinical research fellowship in Montreal, he joined the faculty of Case Western Reserve University and was appointed Chief of the Division of General Internal Medicine at Cleveland Metropolitan General Hospital in 1981. In that position he helped to develop the “firm system” as a model for patient care, clinical education, and health services research. In 1986 he returned to New York to accept a position at Mt. Sinai Medical Center as Director of Ambulatory Care and Associate Dean for Graduate Medical Education. From 1988-1990 he was Vice President for Medical Operations for the New York City Health and Hospitals Corporation. From 1990-1991 he served as Deputy Dean for Clinical Affairs at the City University of New York Sophie Davis Medical School, and from 1991-1998 he served as the first full-time Medical Director at Bellevue Hospital Center.

In addition to overseeing the work of the firm, she consults to health systems, hospitals, insurance plans, unions, and technology companies on federal and New York State healthcare policy, operations, and strategic planning. Prior to joining SPG in 2009, Ms. Davis spent four years as a healthcare staffer on Capitol Hill. She first served as a Health Care Fellow in the office of Senator Russ Feingold (D-WI), and worked to draft his State-Based Health Care Reform Act. She subsequently worked as the Health Care Legislative Assistant to Senator Sheldon Whitehouse (D-RI), serving as the Senator’s senior healthcare advisor. In this role, Ms. Davis staffed the Senator on the Health, Education, Labor, and Pensions (HELP) Committee during the drafting of the Affordable Care Act. Anuj Desai is the Vice President of Market Development for the New York eHealth Collaborative (NYeC). In this role, he is responsible for developing and managing strategic relationships and alliances with the various vendors and partners that interact with NYeC. He also leads the New York Digital Health Accelerator, the multi-state/multi-vendor EHR/HIE Interoperability Workgroup, work related to development of an API, and the incubation of new capabilities within the statewide network. Most recently, he worked in a business development role at Johnson & Johnson focused on developing whitespace strategy and forming business cases for M&A and organic growth in health technology. Andrew Kasarskis, PhD, is Vice Chair, Department of Genetics and Genomic Sciences at the Icahn School of Medicine at Mt. Sinai and Co-Director, Icahn Institute for Genomics and Multiscale Biology. He leads collaborative projects aimed at new therapeutics and diagnostics, and his research focuses on developing and applying technology to several areas including pathogen surveillance, pharmacogenomics, and the genetics of sleep. Arthur A. Levin is co-founder and the Director of the Center for Medical Consumers, a New York City based non-profit organization committed to informed consumer and patient healthcare decision-making, patient safety, evidence-based, high quality medicine, and healthcare system transparency. Kathleen Mullaly Senior Director for Clinical Operations, Department of Network Integration, NYU Langone Medical Center

In this position, Katie is responsible for the design and implementation of patient-centered, efficient, and quality-focused delivery of care that encompasses NYU Langone Medical Center (NYULMC), NYULMC affiliated physicians’ offices, and NYULMC post-acute partners. One of her current projects is leading the Bundled Payment for Care Improvement initiative at NYULMC. Katie brings to this role an understanding of hospital operations, patient care workflow, and experience with a range of hospital IT systems and implementations. Modern Healthcare has named Ken as one of the country’s top 25 clinical informaticists in 2012. Jacob Reider, MD is a family physician with 20 years of experience in health information technology and special interest in clinical innovation, user experience, and clinical decision support. His background includes leadership roles in nearly all facets of the health IT domain—from small start-up companies to academic facilities, primary care medical groups, and large health IT development organizations. Patrick J. Roohan is the Director of the Office of Quality and Patient Safety (OQPS), New York State Department of Health (DOH). Mr. Rosenthal has been a leader in the development of programs and initiatives in Care Management interventions. These programs for frail and vulnerable populations have supported the growth of Montefiore’s Integrated Delivery System, its 1,600 physicians, primary care network of over 500 providers, Home Health Agency, Rehabilitation Facility, and four Acute Care Hospitals. Mr. Rosenthal as Vice President of Montefiore’s Professional Services developed and managed Montefiore’s Faculty Practice of over 1,000 physicians. Prior to that he developed over a half a million square feet of ambulatory practice programs and maintains an active role and currently Chairs the implementation of Montefiore’s Ambulatory Clinical Information Systems, network-wide. Mr. Rosenthal also spent a number of years practicing as a Clinical Audiologist. Stephen Rosenthal holds a Master’s Degree in Science, as well as a Master’s of Business Administration in Finance and Management Information Systems, from Brooklyn College and Pace University, respectively. He is an Associate in the Department of Epidemiology and Social Medicine of the Albert Einstein College of Medicine.

Drew Schiller Co-Founder & Chief Technology Officer, Validic

Drew has spearheaded the creation of several successful business ventures, including most recently a company leading the charge in mobile health interoperability. In 2010, Drew co-founded Validic, a healthcare IT company focused on delivering actionable data to health organizations in an effort to bridge the gap between mobile health technologies and the healthcare companies. Drew currently serves as Chief Technology Officer of Validic. He has helped lead the company through multiple customer development cycles, two fundraising rounds, and several pivots. Before co-founding Validic, Drew launched and ran an award-winning web development firm for eight years. In 2009, he started and later sold a niche dietary nutrition website.

Victoria Tiase, MSN, RN Director, Informatics Strategy, NewYork-Presbyterian Hospital

Victoria Tiase is Director of Informatics Strategy at NewYork-Presbyterian Hospital in New York City. She is responsible for planning, organizing, and implementing a range of clinical information technology projects related to electronic health record adoption and Meaningful Use, clinical workflows, patient engagement, and care coordination. She also serves on the AMIA Nursing Informatics Working Group Board and was recently named to the Alliance for Nursing Informatics Emerging Leaders Program. She received her BS in Nursing from the University of Virginia and her MS in Nursing Informatics from Columbia University.

Julien Venne Strategic Advisor & European Project Team Leader, European Connected Health Alliance

Julien Venne graduated as an engineer in territorial policies from the University of Toulouse (France), where he studied economics, political science, sociology, and complex systems. In 2011, he became the director of the “eHealth Centre,” a French non-profit organization working with hospitals, caregivers, insurances, and public authorities to develop eHealth technologies and practices. At the same time, he founded a cooperative start‐up, “Platinnes,” with various shareholders (public and private) to develop new services of clinical trials specializing on eHealth and working on eHealth business models. He is currently working around Europe as a strategic advisor and International Affairs Manager for companies, European networks, and public authorities in the field of eHealth and new technologies. He works as Strategic Advisor of the European Connected Health Alliance (ECHAlliance), and manages the International Affaires of the French Agency for Homecare and Independent Living.

Ann Waldo, JD, CIPP Partner, Wittie, Letsche & Waldo, LLP

Ms. Waldo’s law practice is focused on privacy, information security, and healthcare issues. She is experienced in advising clients regarding privacy compliance, risk management, information security, marketing, international data transfers, and integrating privacy goals into business strategies. She counsels and represents clients regarding public policy, external relations, and government relations matters in the fields of privacy and healthcare.

Amy Weiss Director for Strategic Account Development, Integrated Delivery Systems, Visiting Nurse Service of New York (VNSNY)

Amy Weiss is Director of Strategic Account Development at the Visiting Nurse Service of NY, the largest not-for-profit home and community based healthcare organization in the United States, providing home care services in all five boroughs of New York City, Nassau, Suffolk, Westchester Counties, and parts of Upstate New York. On any given day, VNSNY provides more than 65,000 patients and health plan members with direct and coordinated care. In her role at VNSNY, Amy has established strategic partnerships with integrated healthcare delivery systems in and around New York City in order to advance the cross-organizational goals of improved quality and cost effective care. One such partnership with NYU Langone Medical Center has led to the development of the first private HIE between VNSNY and an acute care provider, which went live earlier this year. In leveraging the latest innovations in healthcare and the most updated evidence-based clinical practice, Amy has helped lead VNSNY to many successful joint clinical initiatives and research collaborations with leading institutions in the New York City marketplace. Prior to joining VNSNY, Amy worked in Rehabilitation Services at Massachusetts General Hospital in Boston, MA.

David Whitlinger Executive Director, New York eHealth Collaborative

As Executive Director, Dave has overall responsibility for the New York eHealth Collaborative, a non-profit organization promoting health information technology that ensures fast, secure, accurate access to patient data across New York State. Previously, Dave served as the Director of Healthcare Device Standards and Interoperability for the Intel Corporation in its Digital Health Group, responsible for healthcare device interoperability strategies and standards development. He led a cross-industry consortium, the Continua Health Alliance, focused on the establishment of an ecosystem of interoperable, personal telehealth systems. He also served on the Bluetooth SIG Board of Directors for several years. Dave is the author of five research journal articles, four of which focused on breast cancer DNA analysis.

Mariann Yeager, MBA Executive Director, Healtheway

Ms. Yeager serves as Executive Director and CEO for Healtheway, Inc., a public-private collaborative leading efforts to advance implementation of secure, nationwide, and interoperable exchange of health information. Ms. Yeager facilitated the transition of the eHealth Exchange (formerly NwHIN Exchange) from its start as a federal program initiative to a thriving public-private endeavor. Today, the eHealth Exchange has more than doubled its connectivity, with participants representing more than 30% of US hospitals and 100 million patients. Building upon the extensive growth in HIE, Ms. Yeager led the launch of a new initiative, called Carequality, which will focus on enabling interoperability between and among HIE networks across the US. Ms. Yeager has more than 20 years of experience in the health information technology field. Prior to her tenure Healtheway, she worked for 5 years on ONC nationwide health information network initiatives. She helped launch and run the first ambulatory and hospital EHR certification program in the US and also led the payer operations division for a large national healthcare clearinghouse. Prior to her tenure in health IT, Ms. Yeager served as a professor at l’Universite de Valenciennes, France.
