BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, permit the Partnership for a Drug Free NJ to present the 15-Minute Child Break, a program of the Partnership for a Drug Free NJ Substance Abuse Program, to parents/staff of Langston Hughes School on 11/13/19 at 6:00pm. There will be on cost to the district. 

 b. Girls Who Code Club – (Mr. Heaphy)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Bowser Elementary School to host meetings for the Girls Who 

Code Club program  ‐ 3 clubs (3rd Grade  ‐ Mondays @ 11:47am‐12:27pm, 4th Grade ‐ Thursdays @ 

12:29pm‐1:09pm,  5th  Grade  ‐  Fridays  @  12:29pm‐1:09pm)  and  hire  a  club  facilitator  to  run  the 

program.  The program runs from Thursday, November 14, 2019 thru Thursday, June 11, 2020 at no 

cost to the district. 

 c. Gibson Academy's Field Day – (Ms. Davis)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, request permission for Gibson Academy to attend Field Day on May 22, 

2020 at no cost to the district. 

 d. After School Detention Program – (Ms. Joseph)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve an after school detention program at Jackson Academy (5 days 

per week, 2:45pm‐3:15pm) for the entire 2019‐2020 school year at no cost to the district. 

 e. Afterschool Detention Program – (Mr. Hamilton)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a detention program at Houston Academy for students in need 

of  additional  reflecting on  their behavior  and  choices.   The detention program will be Tuesdays, 

Wednesdays and Thursdays for approximately one (1) hour from 2:40pm‐3:45pm.  It will be at a cost 

not to exceed $2,625 to the district for one (1) teacher for 3 days a week for 25 weeks.  The program 

will operate from December 4, 2019 to June 5, 2020 at a cost not to exceed $2,625 to the district. 

 BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant.  f. Campaign to Bring Awareness to the Importance of Basic Human Rights – (Dr. Richardson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Future Ready Prep to host a program on International Human 

Rights Day, December 10, 2019.  Future Ready Prep will invite 50 additional middle school students 

to  join us for student created and student led workshops.  Costley, Truth, Healy, Tyson and STEM 

will be  invited  to  send 10 middle  school  students  from each of  their  schools.   Fresh Start Middle 

School can send 4 students.   Students not already  in  the Hart Complex can walk or provide  their 

own transportation to the venue.  There will be no cost to the district. 

 g. Young Audience - Share the Kwanzaa Spirit– (Mrs. Jackson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Wahlstrom Academy staff and students to participate in an assembly program presented by Young Audiences Arts for Learning, Share the Kwanzaa Spirit on December 19, 2019 at 9:45am in the school auditorium at a cost to the district not to exceed $1,165. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. h. Ramapo for Children: Building Relationships, Inspiring Success – (Ms. Shults)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the adoption of Ramapo for Children: Building Relationships, Inspiring Success at a total cost to the district of $8,000. The club will run on Wednesday from 3:10pm to 4:10pm every other week. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the 2019-2020 AAA Safety Patrol Program and Shani Jarvis to conduct the AAA Safety Patrol Swearing in Ceremony Assembly at Cochran Academy on November 18, 2019 at no cost to the district.

k. Parent University – (Dr. Adam)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the 2019-2020 Cochran Academy Parent University every third Wednesday of each month - a series of workshops and meetings designed to bridge the home school connection at no cost to the district.

l. Girls Who Code Club – (Dr. Adam)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, permit Cochran Academy to host a Girls Who Code Club program and to fund a facilitator to run the program from November 13, 2019 thru April 30, 2020 at a cost not to exceed $805. The club will run once a week from 3:15pm to 4:15pm every Wednesday. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. m. Math Institute for Garvin Teachers – (Ms. Peeples)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a math institute for Garvin teachers to provide support for teachers, administrators, and school change agents with professional development, curriculum, and instructional methods at Garvin School from the School Improvement Allocation not to exceed $12,500. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a partnership with Be Heard Education to provide support for teachers in the areas of professional development and instructional coaching with lesson planning, interactive word walls, gradual release of responsibilities, differentiation, writing to text, and instructional strategies to support rigorous learning at Garvin School from the School Improvement Allocation not to exceed $16,000. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. p. Safety Patrol - (Ms. Peeples)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, permit Garvin School to host a safety patrol program from December 2, 2019 to June 19, 2020 at no cost to the district.

q. Visions of Bell - Female Mentoring – (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Visions of Belle to facilitate 10 workshops between November 2019 - June 2020 at a total cost to the district not to exceed $3,000. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. r. CVS Pharmacy - Influenza Vaccinations – (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve pharmacists from CVS Pharmacy to administer influenza vaccinations to staff members at Campus High School on November 19, 2019 at no cost to the district.

s. Freshmen Leadership Seminar – (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Damein Phoenix from Elevated Habits Coaching and Consulting to provide leadership seminars and training to the class of 2023 at Campus HS twice per month after school, at no cost to the district.

t. The Cotillion: A Young Queen and Her Crown-Principal's Ball – (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the attendance of 30 11th and 12th grade Campus HS female students at "The Cotillion: A Young Queen and Her Crown-Principal's Ball," on March 28, 2020 from 6:00pm-10:00pm at no cost to the district.

u. CTE & American Cancer Society Breast Cancer Awareness Presentation - (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the CTE & American Cancer Society Breast Cancer Awareness Presentation, "A Survivor Story" and round table concerning breast cancer awareness and prevention discussion with students, parents, faculty and staff members at Campus HS on 11/20/19 at 8:00am, at no cost to the district.

v. Partnership for Maternal & Child Health - (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the partnership with Maternal and Child Health in a Health & Sexual Awareness course at no cost to the district.

w. Social Emotional Learning - (Dr. Estrict)

Provided that Dr. Campbell is able to invite two to three former graduates of the Campus HS Class of 2012, who will also be interviewed for the recording. WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and WHEREAS, the Secretary of the Board has determined this amount to be $1,862,022.83 for the month of November 2019;

e. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of extracurricular groups must be approved by the Board upon review by the Superintendent; and WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the attached list. (Attachment 3-e)

f. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the

Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the

recommendation of the Superintendent of Schools, accept and adopt the A-148 and for it to become part of the official minutes of this meeting: (Attachment 3-f)

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the donation from Novartis and the City of East Orange to partnership and promote STEM through Grades K-12 to accept iPads that will be evenly distributed to three (3) high schools and Future Ready certified Schools: Banneker Academy, Langston Hughes and Jackson Academy. q. Recommendation for Award – RFP No. 3131 Mindfulness in Schools 2019-2020 SY

WHEREAS, pursuant to the Public School Contract Law and the New Jersey Statutes, Title 18A:18A-37, RFP No. 3131 for Mindfulness in Schools for the East Orange School District was posted on September 27, 2019; and WHEREAS, the RFP package was completed by the District's Purchasing Agent, which included specifications for the RFP developed by the Department of Educational Support Services and Parent Relations; and; WHEREAS, all proposals received were opened and publicly read aloud by the Purchasing Agent on October 15, 2019; and WHEREAS, the following response was received:

WHEREAS, pursuant to the Public School Contract Law and the New Jersey Statutes, Title 18A:18A-37, RFP No. 3130 for a Positive Discipline Program within the East Orange School District was posted on September 27, 2019; and WHEREAS, the RFP package was completed by the District's Purchasing Agent, which included specifications for the RFP developed by the Department of Educational Support Services and Parent Relations; and; WHEREAS, all proposals received were opened and publicly read aloud by the Purchasing Agent on October 15, 2019; and WHEREAS, the following response was received:

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, awards a contract to Sylvan Learning for their services as it relates to the In-School Pull Out Tutoring Program for Gordon Parks Academy and Truth Middle School, for the 2019-2020 SY in accordance with their RFP proposal, No. 3135.

t. Resolution Authorizing the East Orange School District to enter into the New Jersey Cooperative

Purchasing Alliance Cooperative Pricing Agreement

WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and WHEREAS, the County of Bergen, hereinafter referred to as the “Lead Agency " has offered voluntary participation in the New Jersey Cooperative Purchasing Alliance # CK04- a Cooperative Pricing System for the purchase of goods and services; WHEREAS, on November 12, 2019, the governing body of the East Orange School District, County of Essex, State of New Jersey duly considered participation in a Cooperative Pricing System for the provision and performance of goods and services;

NOW, THEREFORE BE IT RESOLVED as follows: TITLE This Resolution shall be known and may be cited as the Cooperative Pricing Resolution of the East Orange School District with the New Jersey Cooperative Purchasing Alliance through Bergen County, No. CK-04-. AUTHORITY Pursuant to the provisions of N.J.S.A. 40A:11-11(5), the School Business Administrator is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency. CONTRACTING UNIT The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.) and all other provisions of the revised statutes of the State of New Jersey. EFFECTIVE DATE This resolution shall take effect immediately upon passage.

The ACES Cooperative Pricing System #E8801-ACESCPS A Resolution Authorizing the East Orange School District to Enter into A Cooperative Pricing Agreement for the Purchase of Technology, Work, Materials, and Supplies WHEREAS, N.J.S.A. 18A:18A-11 and 40A:11-10 authorizes local district boards of education to enter into cooperative pricing agreements with local government units, i.e. municipalities and counties, (hereinafter local units”); and WHEREAS, NJSBA has offered voluntary participation in a cooperative pricing system for the group purchase of digital and electronic products and services and other technology products and programs to be purchased by local units; and services and such other items or services as two or more participating local units in the system agree can be purchased on a cooperative basis; and WHEREAS, the East Orange School District in the county of Essex, in the State of New Jersey, desires to participate in NJSBA’s Cooperative Pricing System; NOW, THEREFORE, BE IT RESOLVED on the 12th day of November, 2019 by the East Orange School District, in the county of Essex, State of New Jersey, as follows: Technology Related Products and Services through the Alliance for Competitive Energy Services (“ACES”) Bid Cooperative Pricing System ID #E8801-ACESCPS This RESOLUTION shall be known and may be cited as the “ACES Cooperative Pricing Resolution of the East Orange School District. Recommendation for Award of Contract, RFP No. 3113 – Financial Management System for the East Orange School District 2019-2020 SY WHEREAS, pursuant to the Public School Contracts Law and New Jersey Statutes, Title 18A-18A-37, the request for proposals for a Financial Management System for the East Orange School District (RFP No. 3113) was advertised and posted to our website on July 22, 2019; and

WHEREAS, all proposals received in response were opened and publicly read aloud by the Purchasing Agent on August 13, 2019; and

WHEREAS, the Board received responses from the following:

WHEREAS, the responses were reviewed by an evaluation committee of twelve (12) stake holders from various departments; and WHEREAS, a thorough review by the evaluation committee narrowed the pool of prospective vendors down to two (2) finalists – Systems 3000 Inc. and Computer Solutions Inc. – and resulted in a recommendation to award a contract to Computer Solutions Inc. for a Financial Management System for the East Orange School District, in accordance with their response; and; WHEREAS, the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approved a resolution to award a contract to Computer Solutions Inc. for a Financial Management System for the East Orange School District, to begin implementation in the 2019-2020 SY, in accordance with their submitted proposal; and WHEREAS, negotiations with Computer Solutions Inc. failed to result in a contract to provide the services set forth in RFP No. 3113 in accordance with the District’s requirements, and the East Orange Board of Education determined Computer Solutions Inc. to be in material default of its obligations under RFP No. 3113 and so notified the company on November 6, 2019; and WHEREAS, based on the evaluation committee’s prior determination that Systems 3000 Inc. was the second finalist qualified to provide services as per the specifications in relation to RFP No. 3113, the Business Administrator and Purchase Agent recommend that the contract for a Financial Management System for the East Orange School District be awarded to Systems 3000 Inc., in accordance with their response to RFP No. 3113, in an amount not to exceed $199,495.00 for the initial implementation/start-up cost; and WHEREAS, funds will be made available through 20.11.000.251.592.028.020.0000, NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, hereby awards a contract to Systems 3000 Inc., in relation to RFP No. 3113, for a Financial Management System to begin implementation in the 2019-2020 SY, in accordance with their submitted proposal.

w. Resolution Approving the Medical Renewal Contract with Horizon Blue Cross Blue Shield of New

Jersey

WHEREAS, pursuant to the collective bargaining agreements, East Orange Board of Education is required to provide group medical coverage for certain school employees and their eligible dependents; and WHEREAS, East Orange Board of Education continually seeks to do so at the lowest reasonable costs to the Board without sacrificing existing benefit levels; and WHEREAS, Horizon Blue Cross Blue Shield of New Jersey has proposed a twelve-month renewal for the medical program with vision exam, that reflects a 9.5% increase in the premiums; and WHEREAS, Acrisure, the East Orange Board of Education’s Broker of Record, has reviewed the proposals and recommends its approval; and WHEREAS, for the same or better coverage as has been provided by East Orange Board of Education, the proposal from Horizon Blue Cross Blue Shield of NJ is the lowest and/or most advantageous to East Orange Board of Education, cost and other factors considered; and WHEREAS, that East Orange Board of Education, upon the recommendation of the Superintendent of Schools, hereby agree to budget sufficient funding for the premium associated with the Horizon Blue Cross Blue Shield of NJ group medical coverage with vision exam.
