Trustee Report/Station Engineer Report: John Hilliard, W8OF (Trustee Report)

Nothing to report.

(Station Engineer Report) Due to the bad storms that passed through a few days ago, John stated that he received a call from the owner

of Keller Farms (RX site location) and he stated that they were hit by lighting, they lost a majority of their farm

computers and network equipment. The owner told John to check out the repeater equipment. John remotely

logged into the equipment and everything was working properly. John made a site visit and upon inspecting the

situation discovered that the owner had his equipment grounded at the same location where the owner had his

CAT5 cables routed and it took out his server and other network related equipment. The owner did not have

shielded cables either which added to the problem. As for the club’s repeater, everything was fine and in working

order.

Chairman Volunteer Exam Committee: Volunteer Examiner Liaison Robert Northrup, KC8PSW

Robert reported that April was a good month for testing, we had 3-General class that passed. One person

was from Alaska that participated in the testing session. This person was attending a training school for the

Veterans Administration at the D.S.C.C. in Columbus. He stated that Alaska only tests every 6 months and this

particular person needed to hire a Bush Pilot to go to a testing session there. While he was in Columbus he found

the clubs testing session on the A.R.R.L. Website.

Next testing session is Tuesday, May 8th and there are 6 people scheduled.

Kevin – KC8MTV stated that he apologized that the Wires-X Node has been offline due to his shack being

remodeled, he will have it back online after his shack is back in working order.

Rod – K1RQS asked Kevin – KC8MTV what the status was for a club QSL card. He stated that we have

the original but it needs updated. A discussion took place about the club QSL cards and it was decided that we will

bring several QSL card examples for the next meeting.

Brooks – KD8XJ reported that Stephen – KE8GED is now an Extra Class and Timothy – KE8EGE &

Jedidiah – KE8GEB are now General Class.

<> The modern holiday of Mother's Day was first celebrated in 1908, when Anna Jarvis held a memorial for her

mother at St Andrew's Methodist Church in Grafton, West Virginia. St Andrew's Methodist Church now holds the International Mother's

Day Shrine. Her campaign to make "Mother's Day" a recognized holiday in the United States began in 1905, the year her mother, Ann

Reeves Jarvis, died. Ann Jarvis had been a peace activist who cared for wounded soldiers on both sides of the American Civil War, and

created Mother's Day Work Clubs to address public health issues. Anna Jarvis wanted to honor her mother by continuing the work she

started and to set aside a day to honor all mothers, because she believed that they were "the person who has done more for you than

anyone in the world".

Although Jarvis was successful in founding Mother's Day, she became resentful of the commercialization of the holiday. By the

early 1920s, Hallmark Cards and other companies had started selling Mother's Day cards. Jarvis believed that the companies had

misinterpreted and exploited the idea of Mother's Day, and that the emphasis of the holiday was on sentiment, not profit. In 1914, Woodrow Wilson signed a proclamation designating Mother's Day, held on the second Sunday in May, as a national

holiday to honor mothers.

NEWS FROM YOUR ARRL

Important Notice -- New MF and LF Bands are Not Yet Available to Use!

The new 630-meter and 2,200-meter bands are not yet available for Amateur Radio use. The effective date of the

recent FCC Report & Order (R&O) granting these allocations has not yet been determined, and until the start date

has been set, it is not legal under an Amateur Radio license to transmit on either band.

The fact that the new rules contain a new information-collection requirement -- notification of

operation to the United Telecoms Council (UTC) -- complicates the matter of determining an

effective date. According to the FCC R&O, the Office of Management and Budget (under the

Paperwork Reduction Act) must first approve the information-collection requirements in

§97.303(g)(2), which must be in place before radio amateurs can use the new bands.

Once that happens, the FCC will publish a notice in The Federal Register "announcing such

approval and the relevant effective date," the R&O said. ARRL will announce the UTC notification

procedures and the effective date to use these new bands as soon as these are known.

FCC Personal Radio Service Revisions Will Affect GMRS, FRS, CB, Other Part 95 Devices

Soon it will be legal for CBers to work DX on 11 meters. In a lengthy Report and Order (R&O) in a proceeding

(WT Docket No. 10-119) dating back 7 years, the FCC has announced rule changes affecting the General Mobile

Radio Service (GMRS), the Family Radio Service (FRS), the Citizens Band Radio Service (CBRS or "CB"), and

other applications that fall under the FCC's Part 95 Personal Radio Services (PRS) rules and regulations. Part 95

devices typically are low-power units that communicate over shared spectrum and, with some exceptions, do not

require a license.

"This draft Report and Order completes a thorough review of the PRS rules in

order to modernize them, remove outdated requirements, and reorganize them to

make it easier to find information," the FCC said in a summary attached to the

R&O.

GMRS and FRS devices are used for personal communication over several miles;

compact FRS handhelds, often sold in pairs, are widely available. While GMRS

and FRS share spectrum, GMRS provides for greater communications range and

requires an FCC license; FRS does not.

"The rules will increase the number of communications channels for both GMRS

and FRS, expand digital capabilities to GMRS (currently allowed for FRS), and

increase the power/range for certain FRS channels to meet consumer demands for longer range communications

(while maintaining higher power capabilities for licensed GMRS)," the FCC explained.

The amended rules eventually will eliminate combination FRS/GMRS radios for the most part, but allow up to 2

W PEP output for FRS transceivers. "[M]any current users of GMRS/FRS combination radios do not obtain

licenses to operate over the GMRS frequencies in those radios," the FCC said. "Much of this problem likely arises

as a result of the mass consumer marketing of combination devices for sale to the public

in large quantities to users who do not know about or do not understand the licensing

requirements attached to such radios and obligations associated with operating in the

GMRS."

The FCC said it no longer will certify FRS devices that incorporate GMRS capabilities or

capabilities of other services. Existing GMRS/FRS combination radios that operate at

power levels of less than 2 W ERP will be reclassified as FRS devices; existing

GMRS/FRS radios that operate above that power level will be reclassified as GMRS

devices, requiring an individual license. Radios that can transmit on GMRS repeater input

channels will continue to be licensed individually and not by rule.

The FCC said changes to the decades-old Citizens Band (CB) rules will remove outdated requirements, including

certain labeling requirements. DXing on Citizens Band will become legal too. Once the new rules are effective,

CBers will be allowed to contact stations outside of the FCC-imposed -- but widely disregarded -- 155.3-mile

distance limit. The revised CB rules further clarify how hands-free devices can be used with CB radios and will

allow the use of wireless microphones with CB radios. The FCC left in place the current power limits for the CB

Radio Service.

Dressing for Success

“Visiting this year's ARRL New England Convention in Boxboro,

Massachusetts, I was delightfully

surprised at the level of care most attendees, and in particular

exhibitors, speakers and volunteers, exercised in their choice of

attire. Snazzy uniform shirts worn by vendors were in abundance.

Business attire infused the exhibit hall. It was as if I were attending

a professional conference.

My comments on this..

I’m sure that most everyone will agree with this article, being neat

and clean is just something that your mother taught you... (“Make sure

that you have clean underwear on in case you get hit by a bus...”) The

important item to take away from this article is that you do need to be

neat and clean when presenting yourself to the general public during any

event. This simply means that you dress appropriately - clean shirt and

pants, and don’t overdo it. Coming on like you’re a paramilitary

group will NOT show well with most government officials here in Ohio.

Having a clean appearance without all the hub-bub is all that is

needed.

Now, I know that there are some folks out there that have acquired a

badge that appears similar to a law enforcement or fire-fighter badge.

I’ve seen it worn by several persons recently at hamfests. PLEASE,

leave this at home. It is NOT needed at ANY of Ohio’s events, and it

can really be misinterpreted, and could lead to serious trouble for you.

When credentials are needed, the Ohio Section has them, and will issue

them.

ARRL Field Day is June 24-25 -- always the fourth weekend in June. The Field Day site

locator is now up and running, and, to date, around 400 sites are already in the database. To

find a Field Day site near you, type in your town and state in the "Location or Call Sign"

box at the upper left. Listings are also available by state or Canadian province. To add a site,

visit the Add Field Day Station page. The 2017 Field Day public service announcements

(PSAs) for event publicity are now available in audio or video formats. There are two

versions of each -- "national" (generic) and local MP3 audio spots, and generic and local

The Field Day 2017 packet is available from the ARRL website. There have been no significant rule changes from

2016. The Field Day packet contains everything you or your club will need to succeed in June, including

explanations, FAQs, articles from experts, and even a log page template, if you log on paper for Field Day.

** Historic NSS Call Sign to be Reactivated for First Time in More than 40 Years

Operators from the US Naval Academy Radio Club (W3ADO) and the Potomac Valley Radio Club (W3GRF) will

reactivate the historic NSS call sign on May 13-14 during the Armed Forces Day Crossband Military/Amateur

Radio Communications Test.

Operation from the former NSS Naval Radio Station sit on Greenbury Point in Annapolis, Maryland, will begin at

1300 UTC on Saturday, May 13, and continue until 0200 UTC on

Sunday, May 14.

NSS will transmit on CW and SSB on 4,038.5, 7,533.5, 14,487, 17,545,

and 20,994 kHz and listen for callers on announced Amateur Radio

frequencies. All stations contacting NSS will receive a QSL card.

NSS began operation in 1918 as the Annapolis High Power Radio Station

using a Federal Telegraph Company 500 kW arc transmitter and four

600-foot towers, operating in the VLF spectrum. NSS HF operation

began about 10 years later, although VLF operation continued into the

1990s. The HF mission was transferred in 1976 to NAM in Norfolk,

Virginia. While some of the towers were removed, three lighted, self-

supporting towers remain to serve as local landmarks and as navigation

aids to boaters on Chesapeake Bay. A brief video history of NSS is on

DAYTON VA RADIO STATION—The Dayton, Ohio Veterans Hospital now has an

amateur radio station for the use and enjoyment of our veterans who hold ham licenses during their stay or visit to the facility. W8DVA took to the air January 3. It will operate each weekday between 8 and 4 and will try to be found on 7.26 or 14.26. Why not give a listen for them and thank the operator for his service?

NEW NET TO START—Waverly’s Bill French, KE8AAL, announces a new DMR net is

scheduled to start February 12 under the sponsorship of the Scioto Valley ARC. According to Bill it will be each

Sunday evening at 7:30. TG-313953, CC7, receive 444.35/Transmit 449.35. All interested in DMR are urged to

give it a try

SOUNDS INTERESTING—Kentucky Six Shooters Net. Wednesday evenings at 8 pm on

52.525. There is also a daily ragchew gathering on the same frequency starting at 7 and

running until 9.

ANOTHER NEW NET- Northwest Ohio Regional Communications. The NORC NET is a voice net

operating on 75 and 40 meters. The net will start on 3.915 +/- Then, when the 75 meter net is completed it will go

to 7.215 +/- and see how it goes there.

The first Saturday of the month, Amateur Radio Operators are needed. Tune in TIME: 11:00 am (Tune up or

down from 3.915 MHz to find the net) NORC Net is the backup communications system for all of the Northwest

Ohio County Emergency Operation Centers. (EOC)

2 METER SSB ACTIVITY NETS—With the coming down turn in HF propagation

perhaps it’s the time to look at VHF/UHF activity to keep our interest up. Because most new HF

radios have six and often two meters and even the 440 band, it’s easier than ever to get on these

bands. It’s been a while since some activity net information has appeared in the Monday Morning

Memo, so here goes……………..Monday, 8;30 PM, 144.252 the K8TQK net from Bainbridge;

Wednesday, 9 PM, 144.24 the WB9LYH net from Wisconsin and Thursday it’s the N9JBW net at 9

PM on 144.22 from Chicago. Thanks to Gary Poland, W8PU, and Bob Mathews, K8TQK, for

providing this information.
