Recently I was reading one of the many trade magazines that I subscribe to and read through. No, I do not have an unlimited budget to subscribe, believe it or not these magazines are happy to have me on their list of subscribers, not that I am noteworthy or famous, just a number that ads to their subscriber list so that they can obtain and charge foradvertising in their publication. It only takes a few minutes to look at a table of contents for those moments when you pursue personal needs. Look at the end of this column for a lead to such a subscription.

Engineers Week this year is February 18-24, 2018. Does your child attend a local grade school, high school or university? Society has asked that we visit these schools and present a program that introduces them to the Plumbing industry as a career. We of course are the engineering side of the equation, however there are many sides including installing mechanics, positions on a contractor’s staff both in design and in project management, representing and selling plumbing products, and owners of contracting entities that would benefit from our backgrounds and education. We need to sell our profession and now is a great time to get the word out, especially to our young people. Please let a board member know and provide names and contact information so that we might visit these facilities to explain what we do and the benefits of our profession. I and other board members would welcome an e-mail with contact information so that we can make arrange-ments to deliver our message, that Plumbing is a great career.

VP Technical Report By Nicholas Hipp

Good day everyone!

The next presentation on November 7th will be by Jody Samuel with Caleffi about “Domestic Hot Water Recirculation”. His presentation will be most educational in explaining how to size and engineer a proper domestic hot water recirculation system. I hope to see you all there.

In October we had a very interesting presentation on centrifugal pumps. We went over a lot of different types of pumps and the applications that best suit each pump.

I apologize for the delay in getting the technical credit certificates to you sooner. The certificate generator on ASPE’s website is undergoing maintenance and will be ready on October 20th. I really appreciate your patience as we are going through the growing pains of a new system.

Hello St. Louis ASPE Members, For your information the St. Louis County Plumbing Code Review Committee meets monthly to discuss various code changes. The meetings are open to the public and the times and dates can be found at the following link: St. Louis County Plumbing Code Review Meetings. No meetings are scheduled at this time. IAPMO solicits proposals for the 2021 UPC and UMC Formal code proposals toward the development of the 2021 editions of the Uniform Plumbing Code and Uniform Me-chanical Code will be accepted until March 16, 2018. More>> The Chicago Chapter of ASPE has made me aware of a change to the Illinois Plumbing License Law that I think will be important for those of us doing work in Illinois. “AN ACT concerning safety. Be it enacted by the People of the State of Illinois, represented in the General Assembly: Section 5. The Illinois Plumbing License Law is amended by changing Section 35.5 as follows: (225 ILCS 320/35.5) Sec. 35.5. Lead in drinking water prevention.

(a) The General Assembly finds that lead has been detected in the drinking water of schools in this State. The General Assembly also finds that infants and young children may suffer adverse health effects and developmental delays as a result of exposure to even low levels of lead. The General Assembly further finds that it is in the best interests of the people of the State to require school districts or chief school administrators, or the designee of the school district or chief school administrator, to test for lead in drinking water in school buildings and provide written notification of the test results. The purpose of this Section is to require (i) school districts or chief school administrators, or the designees of the school districts or chief school administrators, to test for lead with the goal of providing school building occupants with an adequate supply of safe, potable water; and (ii) school districts or chief school administrators, or the designees of the school districts or chief school administrators, to notify the parents and legal guardians of enrolled students of the sampling results from their respective school buildings.

(b) For the purposes of this Section: "Community water system" has the meaning provided in 35 Ill. Adm. Code 611.101. "School building" means any facility or portion thereof that was constructed on or before January 1, 2000 and may be occupied by more than 10 children or students, pre-kindergarten through grade 5, under the control of (a) a school district or (b) a public, private, charter, or nonpublic day or residential educational institution. "Source of potable water" means the point at which non-bottled water that may be ingested by children or used for food preparation exits any tap, faucet, drinking fountain, wash- basin in a classroom occupied by children or students under grade 1, or similar point of use; provided, however, that all (a) bathroom sinks and (b) wash basins used by janitorial staff are excluded from this definition.

(c) Each school district or chief school administrator, or the designee of each school district or chief school administrator, shall test each source of potable water in a school building for lead contamination as required in this subsection.

(1) Each school district or chief school administrator, or the designee of each school district or chief school administrator, shall, at a minimum, (a) Collect a first-draw 250-milliliter sample of water, (b) Flush for 30 seconds, and (c) collect a second-draw 250 milliliter sample from each source of potable water located at each corresponding school building; provided, however, that to the extent that multiple sources of potable water utilize the same drain, (i) The foregoing collection proto-col is required for one such source of potable water, and (ii) only a first-draw 250 milliliter sample of water is required from the remaining such sources of potable water. The water corresponding to the first-draw 250-milliliter sample from each source of potable water shall have been standing in the plumbing pipes for at least 8 hours, but not more than 18 hours, without any flushing of the source of potable water before sample collection.

(2) Each school district or chief school administrator, or the designee of each school

district or chief school administrator, shall arrange to have the samples it collects pursuant to subdivision (1) of this subsection submitted to a laboratory that is certified for the analysis of lead in drinking water in accordance with accreditation requirements developed by a national laboratory accreditation body, such as the National Environmental Labora-tory Accreditation Conference (NELAC) Institute (TNI). Samples submitted to laboratories pursuant to this subdivision (2) shall be analyzed for lead sing one of the test methods for lead that is de-scribed in 40 CFR 141.23(k)(1). Within 7 days after receiving a final analytical result concerning a sample collected pursuant to subdivision (1) of this subsection, the school district or chief school administrator, or a designee of the school district or chief school administrator, that collected the sample shall provide the final analytical result to the Department. submit or cause to be submitted (A) the samples to an Illinois Environmental Protection Agency-accredited laboratory for analysis for lead in accordance with the instructions supplied by an Illinois Envi-ronmental Protection Agency-accredited laboratory and (B) the written sampling results to the Department within 7 business days of receipt of the results.”

You can read the full section with all of the changes at the following link: http://www.ilga.gov/legislation/publicacts/100/PDF/100-0103.pdf The basic change noted above is the procedure on how schools will deal with the water samples collections and where to send to be tested. The Illinois EPA will no longer be involved with the test-ing but will be handled by the NELAC. With all of the concerns of public safety, especially after Flint, MI, and the CPS school lead findings, we need to be aware and open with these testing agencies to insure that public health remains at the forefront of our designs.

President’s Report By John Fischer

It has been suggested that our affiliates who are in an engineering or contractor’s office for a presentation, take five minutes at the end and inquire how many of the people in the meeting are ASPE members and highlight the benefits of becoming a member to those who are not and ask if they would like to discuss becoming a member. Ask them to contact our VP membership or any of the Board Members and we will assist them. ASPE is looking to award an Engineer of the Year. The deadline extended for submittal has been extended to October 20, 2017. Email [email protected] and use ENGINEER OF THE YEAR in the subject line and tell her why a person or firm should be recognized as the 2017 Engineer of the Year. The December issue of Plumbing Engineer will highlight the Engineer of the Year and ASPE would like to feature an engineer, or firm, that has gone above and beyond to meet challenges, whether on a project, or by ways of forward-thinking in business. I am sure we have Engineers and or firms from StL ASPE who might qualify. Do not hide your light under a basket. If you think you or your firm qualifies give me a call and I will help tell the story. The ASPE Disaster Relief Fund is up and operational. There are some questions to be clarified such as, will there be reports showing funds available and distribution (accountability)? I have my own reservations since I thought this fund was to aid members and there is some indication that providing aid to others such as providing filtering straws for water or filtration devices for those affected that need clean water is under consideration, in addition to helping members. I may have misunderstood the target for this aid, since if it was helping our members under duress because of recent natural disasters I would be in favor. I think we need to address the need of our needy members with this fund. What do you think? Let me know and I will pass it on. The ASPE Fellows Nomination Form Deadline is January 31, 2018. For qualifications consult the website for further information. The 2018 Convention and Exposition is September 28-October 3, 2018 in Atlan-ta. Now is not too soon to think about attending. The associated trade show is considered one of the best held in our industry. Speaking of trade shows the Plumbing Suppliers Products expo will be held Nov 2, 2017 again at the River City Exposition area. You can learn a lot in a visit. Please check the flier in this newsletter.

IAPMO Solicits Proposals for 2021 UPC, UMC

Ontario, Calif. (Oct. 2, 2017) – The International Association of Plumbing and Mechanical Officials (IAPMO), publisher of the Uniform Plumbing Code® (UPC) and Uniform Mechanical Code® (UMC), is calling for formal code proposals toward the development of the 2021 editions of these American National Standard designated model codes. The code proposal form, as well as proposal instructions and background on IAPMO’s ANSI-accredited consensus process, may be found at http://codes.iapmo.org/form_proposals_upc_umc_2021.aspx. All proposals recommending new text, revised text or the deletion of text must be written in legislative format and clearly state the reason behind the recommendation. No proposals will be accepted after the 5 p.m. PST deadline on March 16, 2018. Introduced in Los Angeles in 1928 and formally published as the Uniform Plumbing Code in 1945, the UPC is developed to govern the installation and inspection of plumbing systems as a means of promoting the public’s health, safety and welfare. Later published by IAPMO in 1967, the UMC provides the same governance for mechanical systems. Developed and subsequently republished at the conclusion of each three-year code cycle, the UPC and UMC are designed to provide consumers with safe plumbing, heating and mechanical systems while, at the same time, allowing latitude for innovation and new technologies. IAPMO employs a voluntary consensus development process accredited by the American National Standards Institute (ANSI), gathering the largest assembly of plumbing and mechanical experts in the world at its annual education and business conference and technical committee meetings, enabling anyone — members and non-members alike — to have a voice on proposed changes to the code. The 2021 editions of the UPC and UMC will mark the seventh time these codes have been developed in this manner and the fourth time they have been developed pursuant to IAPMO’s status as an ANSI Audited Designator. IAPMO urges its members and other interested parties to get involved in the code development process to ensure effectiveness in preserving the public health, safety and welfare through fair and balanced development of the Uniform Codes. Installers, plumbing and mechanical officials, the construction industry, engineers and manufacturers all benefit from a cooperative effort in developing codes.
