During the meeting held in Aoy~m~ 'G~kuin University, Tokyo, onoccasion of the IFLA Conference, Guust Van Wesemael officially~nnounced th~t the US Government, through the N~tion~l Commis&ion onLibraries and Information Science CNCLIS) had granted funda to "enableIFLA to conduct a one-week seminar on Letin American regional (cooperation, that will help strengthen the role o£ Latin Americanlibrary aasociations in accomplishing regional goels." TheProfessional and the Executive Board had decided that the seminarshould be held in Caracas, Venezuela, and in early February IFLAJLACwas charged with the organiz~tion of the meeting.

To prep~re the groundwork for the &emin~r, Dr. H~n&-Peter Geh,President of IFLA and the Pro£essional Coordinator CGuust), withsupport o£ the Canadian International Development Agency (CIDA),vlsited the Latin American and Caribbean region. From January 10,1987 to February 10, they met 'with library authorities andrepresentatives o£ library associations in Argentina, Brasil,Colombia, Cuba, Curazao, Jamaica, Mexico and Venezuela.

During the week of February 15, Robert Wedgeworth, Dean o£ ColumbiaUniversity's Library School and member of IFLA.s Executive Board, cameto Caracaa in order to participate as a member o£ the OrganizingCommittee. The £our other members included Guust van Vesemael,Rosario Horowitz CChairman), Clara Budnik and Olga Ruiz. Both, Claraand Olga Ruiz, later resignado Clara Budnik also resigned as IFLA/LACSecretary_

The specific ob)ectives Df the seminar, besides its aim to str~nghtenthe role o£ Latin American library association and to raise the statusof the pro£ession, included the £ollowing:

1. making the ~ssDci~tions' officers ~w~re Df the importance cfthe role an£ £unctions o£ library associations, and tointroduce them to mechanisms that can enhance and £acilitatethat role:

2. compiling and sharing information ~bout the development andpresent status o£ library associations in Latin America:

Conclusions and Recommendation~

According to an evaluation sheet returned by most porticipants, these~inar had been really meaningfull to them. The maJor conclusionreached was

that the role of library associotions hos special relevance forthe development.' Df pro£essicmels o:f library emd in:formet.ionservices in the region and that the participants o:f the seJllinarhad to be committed to insure the continuity of such meetings, inorder to achieve, by common e:ffort.,pro:fessional progresso This,in turn, would enable alI to put at the users' disposition alI theinformation necessary to support social, cultural, political,e.conomic and technological development in each country.

A principios de 1987, dur~nte una gir~ por l~ regi6n~ 1in~nci~d~ porel CIDA~ e.l Presidente y Coordinador Profesional~ Hans Peter Geh yGuust. van Wesemael~ se entrevistaron con representantes de lasasociaciones bibliotecarias en Argentina, Brasil, Colombia, Cuba,Curacao~ Jamaica, Mexico y Venezuela y fué durante su visita a esteóltimo pais, en Enero, cuando comunicaron a la president.a de IFLA/LAC,que la Junta Profesional habia acordado que el seminario se llevara acabo en Caracas, a más tardar a £inales de Mayo de 1987.

Se tomar6ndecisiones acerca de la sede cel Hotel Santa Fé Suite Garden) la £ormadeI evento (traba)sr por consenso) y sobre el nÚmero de ponencias yposibles ponentes ceventualmente se solicitaron 5 traba)os). Asimiemo se decidi6 solicitar a los representantes de las asociacioneslatinoaméricanas invitados que prepararan, de acuerdo a un esquema quese les enviaria, una corta exposici6n sobre el desarrollo y actualsituaci6n de sus asociaciones.

EI Seminario Latino Americano de Asoeiaciones de Bibliotecarios yPro£esionales A£ines £ue organizado por IFLA con el aporte deI NCLIS.La plani£icaci6n, Y organizaci6n deI evento, asi como la edici6npubIicaci6n Y distribuci6n deI in£orme £inal recayeron sobre laSecci6n de Actividades Regionales para América Latina y el Caribe(IFLAJLAC). Varias instituciones venezolanas tales como el InstitutoAut6nomo Biblioteca Nacional, el Banco deI Libra y la UniversidadSim6n Bollvar y, en general, los colegas venezolanos brindaron suhospitalidad a los participantes. También se cont6 con el apoyo de laCancilleria Venezolana y deI Ministerio de Comunicaciones para la£aciIitaci6n de los visas y la recepci6n de los participantesextran)eros en el Aeropuerto Internacional Sim6n Bol1var. La EmbaJadade los Estados Unidos en Venezuela contribuy6 aI éxito deI eeminariocon la organizaci6n de un programa WORLDNET, via satélite, deintercambio de ideas con especialistas norteamericanos en Washington.Este programa £ué posteriormente transmitido a través de estacionestelevisivas locales, en distintos paises lat.inoaméricano.s•

.La organizaci6n deI seminario incluy6 facilidades de traducci6n yreproducci6n de los documentos (tanto las ponencias de base como otrosdocumentos de apoyo) as1 como equipos audiovisuales para 1a8presentaciones. Las sesiones £ueron grabadas en su totalidad comore£erencia para el traba)o de los rapporteurs y de los editores de1presente informe.

Robert Wedgeworth Jugó un papel clave en la or90nizaci6n intelectualdeI seminario. Su entusiasmo, interée y experiencia en la materia,aai como las gest.iones y traba)O preparatorio realizados por él enEstados Unidos, fueron factores esenciales para el buen êxito deIprograma.

Este informe fin~l incluye los cinco tr~baJos de b~se presentcdos enel seminario, los cuales han sido editados en cuanto a inconsistenciasde estilo y errores de mecanografia. Se ha creida conveniente incluirlas presentaciones de los contextos nacionales an £or.a de resuméneselaborados en base a los documentos escritos presentados V/o lasgrabaciones de las presentaciones orales que se hicieron en elseJllinario.

A las conclusiones y recomendcciones solcmente se le hcn hecho liger~scorrecciones de estilo. Cuatro de estas recomendacionee se re£ieren aaeciones de seguimiento deI seminario que puedan realizarse con laayuda de IFLA, y dentro de su propia estructura, a través decOJJlisionesde traba]o. Even though 68% of the countries represented in IFLA membership may becounted as belonging to developing regions, aceording to the ~aststatistics only 26% of IFLA's Membere and only 7% of the expertsworking Dn the development Df IFLA~s prDgr~mmes come from the ThirdWorld. Nevertheless the involvement of the Third World librarianshipin the activities of IFLA has increased.

1'f~nysigni:fic~nt.ch.anges have t.aken place wit.hin the 1ibrary wc,rld andfound their reflect10n in the IFLA programmes. The paat period aawsome positive break through in IFLA's policy with regard to theprogramme for the Advancement of the Third World Librarianship CALPl.Since 1971, IFLA - encouraged and supported by Uneseo and the CanadianInternational Development Agency (CIDA) - began to develop e pragmaticapproach to the involvement of the profession in the Third World inIFLA.s activities, but it was only in 1985-1986 when a foreeful andeffective framework for the planning, funding and monitoring ofregional programmes and proJeeta was taken in hand.
