The Worcester County Commissioners are currently accepting sealed bids for upgrades to Ocean Pines Vacuum Pump Station A located on Outlot A Parcel IO and Lot 296(A) on Ocean Parkway in the Ocean Pines (OP) Service Area for the Worcester County Department of Public Works - Water and Wastewater Division. Contract Documents, Construction Specifications and Plans are available from Di Carlo Precision Instruments, Inc., 2006 Northwood Drive, Salisbury, Maryland 21801 (410-749-0112). Interested bidders are encouraged to attend a pre-bid conference at 10:00 AM on Thursday, July 21, 2016 at the Water and Wastewater Division Office located at the Ocean Pines Wastewater Treatment Plant, 1000 Shore Lane, Ocean Pines, MD 21811. Sealed bids will be accepted until 1:00 PM, Monday, Augnst 8, 2016 in the Office of the County Commissioners at Room 1103 - Worcester County Government Center, One West Market Street, Snow Hill, Maryland 21863, at which time they will be opened and publicly read aloud. Envelopes shall be marked "Bid for Ocean Pines Vacuum Pump Station A Upgrades" in the lower left-hand comer. After opening, bids will be forwarded to the Public Works Department for tabulation, review and recommendation to the County Commissioners for their consideration at a future meeting. In awarding the bid, the Commissioners reserve the right to reject any and all bids, waive formalities, informalities and technicalities therein, and to take whatever bid they determine to be in the best interest of the County considering lowest or best bid, quality of goods and work, time of delivery or completion, responsibility of bidders being considered, previous experience of bidders with County contracts, or any other factors they deem appropriate. 1. DELETE Section 33 11 13 Ductile Iron and Gravity Pipe, Valves and Fittings, Part 1 GeneralSub-Part 1.5, Valves Paragraph D Motor Operated Buttery Valves and REPLACE with

“Motor Operated Butterfly Valve – Eight inch (8”) butterfly valve shall be used foremergency shutdown of the existing vacuum pumps. Valve shall be resilient–seated125/150, ductile iron, lug style butterfly with EDPM seats and 316 stainless steel disc and410 stainless steel stem. The body shall be epoxy coated ductile iron and rated for 24 bar/343 psi (minimum). The seat shall be rated for 17.6 bar / 243 psi (minimum). Valve shallbe as manufactured by Bray Series 31or equal. Butterfly valve shall be equipped withmotor operator capable of driving the valve into the open or closed positons. Limitswitches shall indicate the position of the butterfly valve. Battery backup shall be suppliedand capable of closing the valve on the loss of utility power. Motor operator shall be assupplied by Bray Electric Actuator Series 70 or approved equal.”

PRE-BID MEETING MINUTES

Project DescriptionThe project upgrades generally includes items performed by the County and CONTRACTOR as notedbelow. Items identified as “County” will be performed by Worcester County other work will beprovided by the CONTRACTOR:

Demolish and remove the existing concrete floor within the process area while preserving andmaintaining the existing power distribution equipment and control panels. This equipment shallremain in operation for the discharge pumps and temporary equipment. (The existing powerdistribution equipment and control panels shall be removed when the new electrical and controlequipment becomes operational).

Remove and replace the existing dry pit piping, control equipment, and valves feeding into theexisting discharge pumps, controls, and valves feeding into the header along the front wall andproviding the final connection to the existing portion of discharge forcemain. Connections tothe pumps with ¾” poly shall be made as well to the vacuum pipe for the equalization line. Oneside of the header intake and discharge system along with one pump shall remain operationalduring the conversion to new controls, piping, and valves. Remove and blind flange existingsite glass and associated piping at dry pit penetration. Remove one pump at a time for ease ofconstruction.

Waterproofing high performance coating to be used on the floor and walls of the dry pit. Install power distribution equipment, control panel, and light fixtures and remove existing

power distribution equipment, existing control panel, and existing light fixtures. Install concrete floors in the electrical and process rooms. Fine grading, seeding and stabilization. Install new forcemain, vacuum piping, yard hydrant, vacuum header cam lock, forcemain cam

lock, flow meter, vault, valves, by-pass loop, and complete the tie in to the existing forcemain.

Contractor to coordinate station shut downs with the County for replacement of valves andappurtenances under vacuum pressure.

Removal and reinstallation of vacuum pumps. Remove, safeguard, rewire harness to convert to480 VAC and reinstall on new isolated equipment pads. Location shall align with countyinstalled bent beam and vacuum pump hoist connections.

Install vacuum pump header system, exhaust piping, condensate piping, Airvac pit, floor drain,exhaust bio-filter and associated appurtenances.

Convert the existing emergency generator for operation using 480 VAC (and install a newgenerator circuit breaker).

Install County supplied louvers, louvered exhaust fans, exhaust fan, air conditioning unit, andheaters. Install the existing vacuum pumps, existing ventilation blower. Form and pour isolatedconcrete vacuum pump pads, make CMU knock outs and\or CMU infills, install the dry pitladder, misc. hardware, fiberglass grating furnish, install and wire the air conditioning unit inthe electrical room, and furnish and install the lights for the outside and inside in the existingprocess area and electrical room.

Installation of the instrumentation, including magnetic flow meter, level sensor, and levelprobes in the vacuum tank.

Program Pump Control Panel’s Programmable Controller and Operator Interface Terminal(OIT).

Prepare and supply Operation and Maintenance Manuals for all equipment. As well as conductand entire system start-up test and provide testing results to OWNER and ENGINEER.

Provide and install materials and labor to construct the improvements to Ocean Pines VacuumPump Station A Upgrades, make all connections and install all appurtenant items as shown inor required by the Contract Documents. CONTRACTOR shall be responsible for mounting allelectrical enclosures, all equipment, and all conduits and conductors. Conduits shall be placedbelow concrete floor.

Mounting the directional antenna.

Bonds and Bid Form Proposal, Performance and Payment Bonds are required.

Bid Due Date August 8, 2016, 1:00PM – County Commissioner’s Office Last day for questions July 29, 2016

Completion Time Contract Time will be 90 Calendar Day Liquidated damages will be $1,000 per day Retainage will be 10%, and may be reduced later in the project at the Owner’s election Contractor to submit proposed schedule, and update as required Certificate of Substantial Completion will be considered upon completed dry pit renovations

and major electrical upgrades are installed Contract time will cease to run when Certificate of Substantial Completion is issued Claims for weather days must be requested by the 15th of the following month. Detailed back-

QUESTIONS AND ANSWERS:

The following question was presented during the pre-bid meeting.

Question 1: If temporary by-pass is required who will provide this and when?Response 1: The temporary by-pass equipment and operation will be provided by Worcester County.

The temporary by-pass equipment is currently being used and operated at Station F bythe County. The County will coordinate the Notice to Proceed based on the temporaryby-pass equipment being available for Pump Station A.

Comment 1: Worcester County is familiar with the butterfly valve manufactured by Bray. TheCounty would like use a Bray motor operated butterfly valve and Bray battery backup.Revisions to the Contract Documents will be identified within Addendum No. 01.
