NOTICE OF PREPARATION FOR A DRAFT ENVIRONMENTAL IMPACT REPORT
FOR THE PROPOSED HOTELS AT 1554 5TH STREET AND 501 COLORADO AVENUE DATE: April 30, 2012 TO: State Clearinghouse, Responsible Agencies, Trustee Agencies, Organizations and
Interested Parties LEAD AGENCY: City of Santa Monica 1685 Main Street Santa Monica, CA 90407 Contact: Steve Mizokami Phone: 310 458 8341 The City of Santa Monica intends to prepare an Environmental Impact Report for the development of a six story, 131 guest room hotel at 1554 5th Street and a six story, 138 guest room hotel at 501 Colorado Avenue. In accordance with Section 15082 of the State CEQA Guidelines, the City of Santa Monica has prepared this Notice of Preparation to provide Responsible Agencies and other interested parties with information describing the proposal and its potential environmental effects. Environmental factors that would be potentially affected by the proposed project are: • Aesthetics • Land Use/Planning • Air Quality • Neighborhood Effects • Construction Effects • Noise • Cultural Resources • Shadows • Greenhouse Gas Emissions • Traffic and Circulation • Geology/Soils • Mandatory Findings of Significance • Hazards and Hazardous Materials PROJECT APPLICANT: OTO Development PROJECT LOCATION: 1554 5th Street and 501 Colorado Avenue, Santa Monica, California. Please refer to Figures 1 and 2. PROJECT DESCRIPTION: The proposed project involves the demolition of the existing buildings on the sites and the construction of two six-story hotels (refer to Figures 2 and 3). The proposed Courtyard by Marriot Hotel at 1554 5th Street would be approximately 69 feet in height and would include 131 guest rooms, 78,750 square feet of floor area, and between 80-100 parking spaces within a two-level subterranean parking garage. Vehicular access would be provided along 5th Street, located on the portion of the site furthest from the Colorado Avenue and 5th Street intersection. The ground floor would consist of typical hotel uses including lobby operations, a bistro with bar and dining area (with kitchen), lounge area, business and media centers with seating, offices, and laundry facilities. The ground floor would also have a small retail market that would serve guests and the general public. The second floor would consist of

guest rooms, meeting room facilities, an open-air pool/spa and sun deck, and exercise room. Guest rooms and associated support areas would be located on the upper floors. The second proposed hotel, a Hampton Inn and Suites at 501 Colorado Avenue would be approximately 72 feet in height with approximately 78,750 square feet of floor area, and between 80-100 parking spaces within a two-level subterranean parking garage. Vehicular access would also be provided along 5th Street. The ground floor would consist of typical hotel uses including lobby operations, a breakfast room/lounge (for continental breakfast with food prep/pantry area, no table service), kitchen, offices, and laundry facilities. The ground floor would also have a small retail market that would serve guests and the general public. In addition, approximately 1,600 square feet of commercial retail tenant space is proposed along Colorado Avenue that would provide visitor or transit serving uses. The second floor consists of guest rooms, meeting room facilities, an open-air pool/spa and sun deck, and exercise room. Guest rooms and associated support areas would be located on the upper floors. Each hotel would be implemented through two separate development agreements. The EIR to be prepared will analyze the environmental impacts of each hotel separately as well as the cumulative impacts from the development of both hotels. REVIEW PERIOD: As specified by the State CEQA Guidelines, the Notice of Preparation will be circulated for a 30-day review period. The City of Santa Monica welcomes agency and public input during this period regarding the scope and content of environmental information related to your agency’s responsibility that must be included in the Draft EIR. Comments may be submitted, in writing, by 5:30 p.m. on May 30, 2012 and addressed to:
