The above-captioned matter concerns Gordon Sylte, Susan Goodrich, John Sylte, and

Sylte Ranch Limited Liability Company's (collectively, "Sylte"), appea1 of the Idaho

Department of Water Resources Hearing Officer's September 6, 2017 Order on Motions for

Summary Judgment; Order Amending Instructions; Order Vacating Hearing Dates and Schedule

("Order"), as well as the Hearing Officer's September 7, 2017 letter identifying the Order as a

"final action of the agency." The Intervenors were parties to the underlying administrative

action that proceeded before the Department as IDWR Docket No. P-DR-2017-001, and they

participated as intervenors in that matter.

This Notice of Appearance is submitted pursuant to paragraph 3 of the Court's

Procedural Order Governing Judicial Review of Final Order of Director of Idaho Department of

Water Resources entered in this matter. The Intervenors understand that the Court will treat this
