Notice is hereby given that a meeting of the Commissioners Court of Harris County,
Texas, will be held on Tuesday, March 28, 2017 at 10:00 a.m. in the Courtroom of the
Commissioners Court of Harris County, Texas, on the ninth floor of the Harris County

sale of easements, and execution of easements for:

price of $1,827 for the Flood Control District.

2. Pavilion Village Limited for renewal of a lease agreement at an annual cost
of $1,800 for 7043 Highway 6 South in Precinct 3 for the Sheriff's
Department for the period of July 1, 2017-June 30, 2018.
3. G&I IX Village Green, LLC, for change of ownership at an annual cost of
$18,979 for 17417 Village Green Drive in Precinct 4 for the Sheriff's
Department for the period of March 1, 2017-February 28, 2018.
4. G&I IX Village Green, LLC, for change of ownership at an annual cost of
$31,282 for 17427 Village Green Drive in Precinct 4 for the Sheriff's
Department for the period of December 1, 2016-November 30, 2017.
5. Rodney K. Hutson for approval and execution of a commercial lease
agreement at an annual cost of $35,400 for 110 Market Street in Tomball in
Precinct 4 for the Tax Office for the period of April 1, 2017-March 31,
2022.
e. Recommendation that the court authorize the county to pay a deposit and
appraisal costs in the amount of $6,600 to the City of Houston in connection
with the abandonment and sale of portions of Semmes and Sterrett streets for
the Nance Street parking lot project, Tract 1 in Precinct 2.

f. Recommendation that the County Judge execute the donation form and that the
court authorize the county to accept a real estate donation from Fairplay
Partners, Ltd., of Tract FSSE for the Sam Houston Tollway East project in
Precinct 2.
g. Recommendation that the court authorize the Flood Control District to convey a
gas pipeline easement across certain property in Precinct 2 to CenterPoint
Energy Resources Corp., dba CenterPoint Energy Texas Gas Operations, for the
Halls Bayou project.
h. Recommendation that the court authorize the transfer of utilities to the county
for 110 Market Street in Tomball in Precinct 4, for the County Auditor to pay
monthly utility bills, the current account holder be reimbursed for utility
expenses incurred until the accounts are transferred, and that appropriate
officials perform all activities necessary to complete the transaction.
i. Recommendation that the court authorize the county to purchase Tract 2 for
$75,421, $5,000 over the appraised value for the Hufsmith-Kohrville Road at
Holderrieth Road traffic and intersection improvements project in Precinct 4
(UPIN 14104MF08V01).
b. Flood Control District
1. Recommendation for approval of construction documents and authorization to seek
bids for a three-week period for bulkhead removal and replacement, and channel
erosion spot repairs in Precinct 2, and that the director be authorized to issue
addenda as necessary.
2. Recommendation that the County Judge execute agreements with:
a. Enterprise Crude Pipeline, LLC, for the Brays Bayou federal flood control
project, Willow Waterhole detention basin, control structure, Discrete Segment
207 in the Brays Bayou Watershed in Precinct 1, with no funds required by the
district.
b. Sirrus Engineers, Inc., in the amount of $150,000 for engineering services for a
feasibility study to evaluate potential drainage improvements in the areas
draining to Units A134-00-00 and A135-00-00 in the Clear Creek Watershed in
Precinct 1 (UPIN 170900A135P1).
c. Binkley & Barfield, Inc., in the amount of $200,005 for engineering services for
structural and utility work support for channel modifications on Brays Bayou
upstream of Buffalo Speedway to upstream of South Rice on Unit D100-00-00
in the Brays Bayou Watershed in Precincts 1 and 3 (UPIN 170900D1E010).
3. Recommendation that appropriate officials execute contracts and bonds when they
are fully executed by the contractor, and for authorization to award contracts to:

4. Recommendation for approval of changes in contracts with:
a. Serco Construction Group, Ltd., for the Hunting Bayou federal flood risk
management project, Discrete Segment 103, Phase II excavation project along
Hunting Bayou between the North Loop East Freeway feeder and Dabney Street
in Precinct 1, adding seven calendar days and resulting in a reduction of $3,833
