AGRICULTURE LIVESTOCK AND COOPRATIVE DEPARTMENT DIRECTORATE GENERAL ARI TARNAB PESHAWAR.Subject:PUBLIC PRIVATE PARTNERSHIP UNDER THE VALUE ADDITION PROJECT KHYBER PAKHTUNKHWA.
It is submitted that the subject project was approved in PDWP meeting held on dated___________ vide minutes of the meeting NO_________ dated ______for a period of three years (2011-2014). The actual starting year of the project was 2012-13 due to procurement and other important arrangement for implementation of the project at Agriculture Research Institute Food Technology section Tarnab Peshawar.
As per PC-I of the project Public Private Partnership with a well reputed civil society Organization was one of the objective of the project. In this regard efforts were made by this Office from the last one year to register a well-established organization and start business accordingly. For the purpose various visits were made by the undersigned to Co-operative department but no proper forum identified. Finally bids proposals were called through daily Newspapers ( Mashriq dated_____) but no any organization applied for the partnership except STAR, while as per provincial procurement financial rule at least three organizations were required for submission of proposals.
It is worth mentioning that Food Technology section ARI Tarnab is a well reputed Section for value addition of different fruits, vegetables and pulses and all the activities are smoothly running in the section transparently. The project life is also going to be completed in very near future and is very difficult to identify an organization for private partnership. It is proposed that approval may kindly be accorded to provide services of this important activity to the general public of the province on need basis and to generate regular income for the government exchequer which will be properly auditable.
