1 - INTRODUCTION AND WELCOME
Welcome to the beautiful Island of Madeira, a sought-after tourist destination and home to oneof the most famous asphalt rallies, the Rali Vinho Madeira. It continues to be organized by theoldest sporting club in the autonomous Region – the Club Sports Madeira.
Taking part, simultaneously, in the European Championship, the Portugal Championship andthe Madeira Rallies Championship the RVM 2008 integrates the Intercontinental RallyChallenge (IRC), a Trophy authorized by the FIA and sponsored by the Sports Channel,EUROSPORT.
When some people appeared suspicious and fearful, we were the first to believe in thisnew project and trophy and in the importance which it would have for the promotion of ourcompetition and for Madeira as a tourist destination.
As a result of this partnership, the most important social and sporting event of Madeirawill have a wide coverage by the said European Channel, having 10 hours of televisiontransmission; 2 hours will consist of 4 programs of 30 minutes, broadcast directly from theservice park. More traditional TV products will be developed such as highlights for broadcaston the other channels.
The Portuguese National Channel, RTP-Madeira, as in previous years, will also provide widecoverage of the competition, with special programs before the event and live coverage of thestart, the end of the Rally and the Podium Ceremony as well as transmission of five specialstages including the first special stage in the centre of the city of Funchal. In all there will besix hours of televised coverage which will be broadcast also at National level by RTP and RTPInternational.
The official Radio Channel, RTP – Madeira, will accompany live all the Rally and more thanforty foreign journalists will be present in Madeira representing International TV Channels andthe media as well as more than fifty journalists from the Portugal mainland and the Region,ensuring the widest possible promotion and diffusion of this sporting event taking place inMadeira.

Being a very demanding competition along the beautiful winding roads of the island whichleads us rapidly from sea to mountain with spectacular views, it is much appreciated by thedrivers who, year after year, come again to Madeira, ensuring that the Rali Vinho Madeira hasa list of participants of excellent quality with the best international and national drivers and afine group of Madeiran drivers. This makes the rally very competitive, attracting many peopleto the roads.
In the first week of August, we will all meet in Madeira. As well as attending a great sportingspectacle – the Rally celebration – you will have the opportunity to enjoy the amenity of ourclimate, the beautiful scenery of the Island, the hospitality of our people, and at the end toastwith us with a glass of aged and famous "Madeira Wine" to the success of the Rally and the500 years commemoration of the city of Funchal, capital of the Autonomous Region ofMadeira.
We are counting on everybody that the Rally should be fun with maximum security, and thatit should constitute a sporting and competitive spectacle that brings prestige to the PortugueseClubs and Organizations and this sporting event which is so popular among us.
Remember always that the Rally is not for the "Club Madeira" but of Madeira itself. Of all ofyou.

5 - INFORMATION REGARDING ENTRY APPLICATION
5.1 - Entry Details

All details regarding the co-driver must be received by Monday, 21st of July 2008, at 17:00hours
All applications must be submitted and managed online. User LOGIN required. If you registeredalready in 2007, the same password will give you access to http://www.rallyvm.com/competitors Each applicant will have a specific user ID to login and fill the form. All indicatedrequired fields must be filled out prior to the close of the close entries. There will be emailprompts indicating the fields that have not been completed.
Entry Form will be considered accepted after receipt of payment within the stipulateddeadline.

5.5 - Criteria for acceptance of entries
The maximum number of cars starting the event will be 90.The selection criteria applied by the Organizers will be the following:
1) FIA Seeded Drivers – Priority A2) FIA Seeded Drivers – Priority B3) Drivers entered by an Official Team or Manufacturer4) FPAK (Portuguese Federation) priority drivers 5) First 25 pilots classified in the National Championship at the Entry Closing Date6) First 50 Drivers classified in the Madeira Championship at the Entry Closing Date7) Registered in the Madeira Rally Championship8) Other crews which intend to take part in the event will be selected according to the driver
list of results and entered vehicle performance qualities and following organizers absolutecriteria
No entry can be guaranteed before the closing date. Organizers will inform the crews whichentry form has not been accepted after this date. A reserve list of a maximum of 5 cars will becreated
5.6 - Eligible Vehicles
The European Rally Championship and Intercontinental Rally Challenge (IRC) events arereserved for the following cars:

7 - RECONNAISSANCEThe reconnaissance will be in accordance with Art. 14.1.2 of the General PrescriptionsApplicable to all 2008 FIA Championships, and reconnaissance cars must be in accordancewith Art. 14.3 of the General Prescriptions.
The Reconnaissance Schedule is established as follows:
Reconnaissance of the first Special Stage, Av. do Mar (1st SS) is limited to a maximum2 (two) times per crew.
Under no circumstances may the crews drive in the opposite direction of the Rally Itinerary,on any special stage (SS). Reconnaissance cars must be insured as required by law, noresponsibility being imputable to the Organizers.Performing Reconnaissance outside schedule times will be considered a serious infractionsubject to penalty at the Stewards of the Meeting’s discretion.

8 - SHAKEDOWNThe presence of seeded FIA Drivers "A" and "B" and National Notoriety FPAK Drivers "A"and "B" is obligatory.
For the remaining competitors, participation in shakedown is optional. Any such driverinterested in participating in the Shakedown, will need to confirm their attendancewhen completing the Entry Form, available online (http://www.rallyvm.com), in the competitorinfo section, by Monday, 14th of July, 2008.
A section in the Service Road Book will indicate the directions to get from C.I.F.E.C. (MadeiraTecnopolo) and the Shakedown, along with a map of the area, indicating the areas reservedfor service and refueling.Driver and co-driver must wear helmet, gloves and FIA approved fire proof undergarmentsand race suits to ensure drivers and teams observe the highest of safety precautions.Competition numbers and rally plates must be affixed to the respective vehicle.Crews taking part in the shakedown are requested to collect at Rally Headquarters, start atSaturday 26th July, the competition numbers and rally plates necessary to access to theshakedown area. Due to space availability in the Shakedown Service Park, ONLY SERVICEVEHICLES with CLEARLY VISIBLE SERVICE PLATES will be allowed to park insideShakedown Service Areas.

9.1 - Administrative Checks

A detailed timetable will be published indicating the respective time for the administrativechecks of each team. It is compulsory to complete the Administrative Checks prior to Scrutineering. The following items will be verified:- Entrant competition license - Driver and Co-Driver’s competition licenseCompletion of all details on the entry form
9.2 - Scrutineering
Date: Thursday, 31st of July 2008Location: C.I.F.E.C. (Madeira Tecnopolo)Time: 07:45 – 11:30
Sealing of Turbos, Gear Boxes, Transmissions, and respective spare parts will be carriedout from 19:00 to 20:30 hours of 31st July 2008, prior the start of Administrative Checks andScrutineering, at C.I.F.E.C. (Madeira Tecnopolo), in accordance to a notice to be madeavailable at a future date.
10 - SERVICE PARKSThere is one Service Park for the entire Rally. The Service Park is located at Horários doFunchal Service Park at Fundoa.
Competitors will be allotted servicing areas inside the Park.
Only one of the two service vehicles per crew is allowed in each service park. If space permitsan auxiliary vehicle may be allowed also, in accordance with Article 5 of FIA European RallyChampionship.
No later than 15th of July, the Competitors must inform the Organizers of any request forsharing, or close proximity of, a service vehicle with other Competitors and possible associationwithin alotted service area.
The maximum area attributed to each competitors is up to 150 m2.

10.1 - Access time to Service Park for service vehicles
Thursday, 31st of July – from 21:30 to 23:00 hoursFriday, 1st of August – from 06:30 to 07:30 hoursAny delay in the time of reporting will be penalized at the discretion of the Stewards of theMeeting.
10.2 - Other points
Only vehicles identified with corresponding service plates (service and auxiliary) will beallowed to enter the Service Park.Any and all competitors’ service vehicles inside the Service Park without their respectiveService or Auxiliary Plates duly placed will be obligated to pay the amount of €1.500, failingof which will lead to the removal of the vehicle from the above mentioned Service Park.
The Service plate or Auxiliary plate must be clearly visible on the topside of the frontwindshield.
11 - MEDIA – Accreditations All accreditation requests must be submitted and managed online. User LOGIN required inhttp://www.rallyvm.com until 17:00 hours of 19th of July.
12 - ACCOMMODATIONThe Rally Organization has negotiated specially discounted pricing with some hotel chains inMadeira for RVM08. In order to benefit from these discounted rates, reservations need to bemade through the Rally Office, by filling the accommodation form located in the competitorsection of the rally site: www.rallyvm.com A list of participating hotels will be made available in the the near future.

15 - GENERAL INFORMATION
15.1 - Radio Licenses
All radio-electric transmitter installations in cars are always subject to a previous authorizationrequest.All 2-way radio equipment used must operate with a consecutive channel spacing of 12.5KHz. All requests need to be received by ANACOM, a minimum of 30 days prior to the intendedtime of use.Requests for authorization need to be made directly to:

15.2 - Traffic Regulations

Exceptions will be indicated according to the following table.
Speeding in excess of the maximum limit allowed will be ticketed according to the followingtable, and could lead to the suspension of license:
If you exceed the limit by
30 to 60 km/h- Ticket Fine of €120 to €600 1 to 12 months of suspended license
+ than 60 km/h- Ticket Fine of €240 to €1200 2 to 24 months of suspended license
- Whoever violates any provision of the Traffic Code or any regulation lawfully adoptedpursuant thereto is responsible for the infraction or infractions.
- Any driver with a blood alcohol level of more than 0.5 grams per liter will be prohibited fromdriving in Madeira and the Police Officer can apprehend the vehicle on the spot.
- Seat belts are mandatory for everyone driving in Madeira.
15.3 - Petrol Stations
Most petrol stations are open between 08:00 am and 11:00 pm.
15.4 - Climate in Madeira
