4.1 PROGRESS REPORT ON THE IMPLEMENTATION OF THE 2017-2018 ANNUAL BUSINESS PLAN

PURPOSE OF REPORT The purpose of this report is to provide the Norwood Parade Precinct Committee (NPPC), with a progress report on the implementation of the 2017-2018 Annual Business Plan. BACKGROUND At its meeting held on Tuesday 30 May 2017, the Committee endorsed the Draft 2017-2018 Annual Business Plan for the Norwood Parade Precinct and resolved to forward it to the Council for its endorsement. Subsequently, the Council endorsed the Annual Business Plan as being suitable for implementation at its meeting held on Monday 5 June 2017. Subsequent to the endorsement of the Annual Business Plan, investigations have commenced in respect to a number of the deliverables and a number of the deliverables have been progressed. This report provides an update of the key strategies and deliverables that have been progressed by staff. A summary of the overall budget and expenditure to date is contained in Attachment A. DISCUSSION 1. STRATEGY: EVENTS & ACTIVATIONS

1.1 MOVIE ON THE OVAL As part of the 2017 Christmas celebrations in the City of Norwood Payneham & St Peters, the Council will be holding a free screening of The Grinch (PG) at an open air cinema on Norwood Oval. The free screening will take place on Saturday 16 December 2017 at sundown (around 8.30pm) with roving entertainment, live music, food and refreshments to take place prior to the movie. The community will be encouraged to bring their rugs and a picnic to enjoy this family-friendly movie under the stars. Ronald Mc Donald House Charities will be collecting gold coin donations on the night to continue their mission in supporting families of seriously ill children. 1.2 GEORGE STREET PIAZZA At its meeting held on Tuesday 3 October 2017, the Council endorsed the proposal to host a new event, in replacement of the Norwood Food, Wine and Music Festival, called ‘George Street Piazza’. George Street Piazza will take place on Sunday 15 April 2018 between 10.00am and 4.00pm. George Street Piazza will see George Street, Norwood transformed into a food, beverage and cultural experience, influenced by the quintessential Italian Piazza. The George Street Piazza will activate the space between The Parade and Webbe Street and will showcase the City’s café and food culture and celebrate Norwood’s Italian heritage.

Patrons can expect plenty of food options from local manufacturers and venues, coffee and pasta-making demonstrations, live musicians and performers, markets and beverage selections from local cellar doors and craft brewers across the City. Further details about this event and opportunities for business participation will be presented to the Committee in early 2018. 1.3 ART ON PARADE At its meeting held on Tuesday 26 September 2017, the Committee resolved to allocate $5,000 towards the 2018 Art On Parade event for the purpose of marketing and promotion to encourage visitors to the Precinct to view the artworks within the participating businesses on The Parade. At this point in time, eleven (11) businesses have expressed their interest in being a host venue for the Art On Parade event next year. Staff will continue to promote this opportunity to The Parade businesses to increase participation, with an aim of attracting twenty (20) businesses in total.

2. STRATEGY: MARKETING & COMMUNICATION

2.1 ADVERTISING – SA STYLE MAGAZINE A total of $41,759 remains in the ‘Advertising’ budget for the Norwood Parade Precinct Committee. In late October, staff were provided with a print and online advertising opportunity from SA Style Magazine to promote The Parade Precinct in the Summer 2018 edition. SA Style Magazine is a publication that is printed quarterly and has a readership of over 130,000 (print and online), with the target audience being predominately women aged between twenty (20) and fifty (50) years old. Twenty-thousand (20,000) copies are printed and distributed to 1,200 outlets across South Australia. The opportunity presented to staff included a double page spread in the ‘Lifestyle’ section within the magazine as well as bonus advertising on the SA Style website, social media sites and within their e-newsletter. The cost of this opportunity is $6,247.50. Due to the timing and requirement to book in the advertising prior to the Committee’s meeting, staff agreed to this opportunity and have been working with SA Style Magazine to develop the double page spread which will focus on the homewares businesses within The Parade Precinct. SA Style Magazine have undertaken a photoshoot with products from a number of homewares businesses within The Parade Precinct and will be using the photos to display ‘One Table, Two Ways’ to show the versatility of products that can be found on The Parade. A mock-up of the double-page spread is contained in Attachment B. The Summer edition will be available free on 7 December 2017.

3. STRATEGY: IDENTITY & BRAND

3.1 CHRISTMAS DECORATIONS On Tuesday 21 November 2017, the twenty (20) light pole decorations and Christmas branded banners were installed along The Parade, Norwood. The three (3) large illuminated Christmas trees were installed on Monday 27 November 2017, following the Christmas Pageant to allow space for spectators. These decorations will remain in place for a period of seven (7) weeks over the Christmas period and will be removed on Monday 8 January 2018. In addition to the Christmas decorations which will be installed along The Parade, the Council will again be installing decorated wooden Christmas trees along Osmond Terrace to create an outdoor gallery for the public to enjoy. The response from local schools has been overwhelming and this year will see fifty-five (55) trees decorated by local school students, up from thirty (30) last year.

The wooden Christmas trees will be installed on Wednesday 29 November 2017 and will remain on display for a period of five (5) weeks with their removal planned for Wednesday 3 January 2018. To celebrate this initiative, the Council will be hosting a launch of the outdoor gallery on Thursday 30 November 2017 from 5.00pm – 6.00pm, where the participating schools will be invited to view the trees, take photos and enjoy some light refreshments before being encouraged to stay on The Parade to shop and dine. Members of the Norwood Parade Precinct Committee are encouraged to attend.

3.2 MERCHANDISE At its meeting held on Tuesday 26 September 2017, the Committee resolved the following:

That the Committee redirects up to $15,000 from the ‘Advertising’ budget for the purpose of purchasing an additional 3,000 Parade branded coffee cups.

Subsequent to this decision, staff have purchased an additional 4,000 Parade branded coffee cups at a cost of $13,589.60 (due to the significant cost saving in ordering this amount), in comparison to ordering 3,000. Staff are currently working with the Council’s Environmental Sustainability Officer on a strategy to not only distribute these reusable coffee cups to the community, but to also involve the local businesses. The City of Adelaide is currently running a pilot project whereby the Council are offering incentives to businesses that support the use of reusable coffee cups. This pilot project will form part of the research into the strategy that this Council will develop. Information on the City of Adelaide’s pilot project can be found online via this link: http://www.cityofadelaide.com.au/your-council/funding/compostable-and-reusable-coffee-cup-pilot/ 3.3 COMPETITION - NORWOOD TO NEW YORK A total of $15,648 remains in the ‘Competitions & Promotions’ budget for the Norwood Parade Precinct Committee. At its meeting held on Tuesday 26 September 2017, the Committee resolved the following:

That staff investigate the cost of conducting a ‘Norwood to New York’ Competition, potential sponsorship for the competition and approximate timing to run the competition in early 2018.

Since the September meeting, a number of investigations have taken place in relation to holding a major competition for The Parade Precinct in 2018. The North Adelaide Precinct is currently running a 'North Adelaide to New York’ Competition, based on a similar concept that was proposed for the ‘Norwood to New York’ Competition. Notwithstanding this, staff have continued to pursue the ‘Norwood to New York’ Competition and have invited all six (6) Travel Agents which operate within The Parade Precinct, to express their interest in partnering with the Council and the Norwood Parade Precinct Committee to be the major sponsor for the Competition. Of the six (6) Travel Agents that were contacted, two (2) Travel Agents (Elliot & Turner Travel Associates and Escape Travel) declined the offer to partner in this initiative, three (3) Travel Agents (Flight Centre, Top Deck Travel and Helloworld) failed to respond to the offer and one (1) Travel Agent (Phil Hoffmann Travel) advised they were not interested in being the major sponsor for the Competition, however, offered a carry-on suitcase for the winner of the Competition, should the Council book the flights and accommodation in New York with Phil Hoffmann Travel. Based on the lack of interest from the Travel Agents which operate within The Parade Precinct and the fact that the North Adelaide Precinct are currently running a ‘North Adelaide to New York’ Competition, staff are in the process of investigating an alternative competition based on a ‘complete bathroom renovation’ as a point of difference and to engage different businesses within The Precinct. Further details and information on this new competition idea will be presented to the Committee at its meeting in February 2018.

3.4 PROMOTIONS – SUMMER SUNDAES A budget of $15,648 remains in the ‘Competitions & Promotions’ budget for the Norwood Parade Precinct Committee. With a small portion of this budget (approximately $2,500), staff are proposing to run a promotion during February and March 2018 to promote all of the restaurants and cafes along The Parade, Norwood that serve ice-cream, gelato and desserts, with the theme ‘Summer Sundaes’. The promotion will focus on special offers from participating businesses such as:

Buy one, get one free;

Receive 10% off your purchase;

Receive a free upgrade; and

Purchase an adult serve and receive a kid’s serve free.

The intention is for the promotion to be run every Sunday through February and March 2018. The Summer Sundaes promotion will be promoted via the following means:

The Parade’s Facebook & Instagram page (15k+ followers)

The Parade’s website (www.theparadenorwood.com)

January, February and March e-newsletter (emailed to all businesses on The Parade)

Footpath decals in front of your business

Window decals and posters for you to display in your shop window

A1 Posters displayed along The Parade and in the windows of the Norwood Town Hall

It is recommended that the Committee supports the Summer Sundaes promotion and agrees to allocate a budget of $2,500 from the ‘Competitions & Promotions’ budget towards this promotion.

4. STRATEGY: BUSINESS DEVELOPMENT 4.1 NETWORKING Details of the next networking function for The Parade businesses are provided below: Date: Wednesday 6 December 2017 Time: 5.30pm – 7.30pm Venue: Signature Wines, 31 King Street, Norwood This networking function is a Council-Wide Business Networking Function with businesses from across the Council area also being invited to attend. A copy of the invitation is contained in Attachment C. 4.2 BUSINESS TRAINING & WORKSHOPS A budget of $8,000 has been allocated to implementing a schedule of Business Training and Workshops for The Parade business community. Staff have been investigating various options for topics and guest speakers/presenters and based on discussions with a number of The Parade traders, four (4) workshops will be scheduled in early 2018, with a focus on social media training, customer service and personal brand. Each business within The Parade Precinct will be invited to register their interest in attending the free workshops, which are proposed to be held upstairs at Brick + Mortar Creative. A copy of the Business Training & Workshops schedule is contained in Attachment D.

4.2 2018 SCHEDULE OF MEETINGS FOR THE NORWOOD PARADE PRECINCT COMMITTEE

PURPOSE OF REPORT The purpose of this report is to provide the Committee with the proposed Schedule of Meetings for 2018. BACKGROUND In respect to Meetings, the Terms of Reference state that: 8.3 The Norwood Parade Precinct Committee shall meet six (6) times in every calendar year, at a place to

be determined by the Chief Executive Officer and then on such dates and at such times as determined by the Precinct Committee.

The purpose of this report is to present the proposed Schedule of Meetings for the 2018 calendar year to the Committee. DISCUSSION In accordance with the Terms of Reference, the Chief Executive Officer has determined that all of the Committee Meetings will be held in the Mayor’s Parlour, located in the Norwood Town Hall at 175 The Parade, Norwood. In respect to the time and date of the meetings, it is recommended that all of the future meetings of the Committee commence at 6.15pm on the last Tuesday of every second month. Based on this proposal and the need to hold six (6) meetings within each calendar year, it is recommended that the schedule of meetings outlined in Table 1 below, be approved by the Committee.
