No new external OB dumps shall be created. OBstored in two external OB dumps of a max. height of90m, consisting of 3 benches of 30m each, has beenstabilized with plantation and no new OB generated inthe balance life of the mine shall be dumped on theexisting OB dumps and the height of the existingdump shall not be increased from the present 90m.OB generated in the balance life of the mine shall beback filled into the decoaled void only by concurrentbackfilling and by rehandling at the time of mineclosure into the de-coaled void. Slope stability studyshall be undertaken to determine if the backfilled voidheight can be raised to a max. heightof 90-100m withan overall angle not exceeding 28°. Copy of the reporton slope stability shall be furnished to this Ministryand to MOEF RO, Bhopal and only with prior approvalbased on slope stability the dump height on de-coaledvoid shall be raised to 100m. The backfilledarea/dump shall be stabilized with plantation (existingexternal OB dump of a balance area of 630 ha and996 ha of backfilled Internal dump). Geo-textilematerial shall be used to stabilize critical areasa"thedLlm'P.-Monitoring and management of reclaimedexisting dump sites and the reclaimed internal dumpshall continue until the vegetation becomes self-sustaining. Compliance status shall be submitted tothe Ministry of Environment & Forests and its RegionalOffice located at Bhopal on a yearly basis.

~ No new external dump has. beencreated. The earlier two nos. ofexternal OB dumps, in westernside with final RL 425m and oneastern side with final RL 413mhave been completed as permine closure plan.

~ These two external OB dumpshavebeen technically andbiologically reclaimed withplantation in total 118.65 Ha I

v I Catch drains and siltation ponds of appropriate sizeshall be constructed to arrest silt and sediment flowsfrom soil, OB and mineral dumps. The water socollected shall be utilized for watering the mine area,roads, green belt development etc. The drains shallbe regularly desilted and maintained properly.Garland drains (size gradient and length) and sumpcapacity shall be designed keeping 50% safetymargin over and above the peak sudden rainfall andmaximum discharge in the area adjoining the minesite. Sump capacity shall also provided adequateretention period to allow proper setting of siltmaterial.

VI Dimension of the retaining wall at the toe of thedumps and OB benches within the mine to check runoff and situation shall be based on the rainfall data.

VII CHP would be fully enclosed.Crushers at the CHPshall be operated with high efficiency baq filters,water sprinkling system shall beprovided to cheEl<fugitive emissions from crushing operations,conveyor system haulaoe rods transfer points etc.

VIII Drills shall be wet operated only.

.IX Controlled blasting shall be practiced between lPM

to 2 PM only with use of delay detonators and onlyduring daytime. The mitigative measures for controlof ground vibrations and to arrest the fly rocks andboulders shall be implemented.

X The entire coal of 43000 TPD shall be transported byMGR with Silo loading facility only. There shall be nomineral transportation by road.

~ Considering the water & siltquantity, Catch drains & Siltationponds have been properlyc.feSTgned& constructed which arecovering the present dumps' flowof any loose soil.

~ Collected water is used forsprinkling on haul roads, HEMMwashing, & in CHP for dustsuppression(after treatment atETP)

IDM 70 Make Atlas Coppco,IDM 30, RECP 650 & 750 & DMS drill311mm dia in operation Draqline face .Controlled blasting with use of delaydetonators is already in practice andblasting is done between 1PM to 2PM.Charging of holes and total charge perblast is maintained to control groundvibration within permissible limit for whichthe same is monitored frequently.The coal is loaded through CHP &Silo tothe Marry Go Round (MGR) system andtransported by rail. Approx 43000 TPDcoal is transported. There is no coaltransportation by road.

Of the excavated area, an area of 996 hashall be backfilled and reclaimed withplantation and the balance 114 ha of the de-coaled void shall be converted into a waterreservoir, the higher benches of which shallbe gently sloped and stabilized byplantation/afforestation by planting nativeplant species in consultation with localDFO/Agriculture department Biologicalreclamation of backfilled areas shallcommence immediately and the balance as atime bound manner. The density of the treesshall be around 2500 plants per ha.

The company shall obtain approval ofCGWA/CGWB Regional Office for use ofground water. If any, for mining operations,sanction of the competent authority shall beobtained for use of water from the integratedWater Suoolv Scheme of the G.B. Pant saoer.Regular monitoring of ground water level andquality shall be carried out by establishing anetwork of existing wells and construction ofnew peizometers. The monitoring for quantityshall be done four times a year in pre-monsoon (May), monsoon (August), postmonsoon (November) and winter (January)seasons and for quality in May. Data thuscollected shall be submitted to the Ministry ofEnvironment & Forests and to the CentralPollution Control Board quarterly within onemonth of rnonitorino.Check dams, water channels and other waterrecharge structures shall be constructed inconsultation with the local communities.

XVI The company shall put up artificial groundwater recharge measures for augmentation ofground water resource. The projectauthorities shall meet water requirement ofnearby village(s) in case the village wells godry due to dewaterinq of mine.

~ Major part of the de-coaled void is beingbackfilled and reclaimed with plantationafter achieving the planned height ofDump.

~ Balance 114 ha of the de-coaled void shallbe converted into a water reservoir whichwill be gently sloped along the higherbenches and stabilized by plantation/afforestation at the time of closure ofmine.

~ The density of the trees is being keptaround 3500 plants/He during plantationon OB Dumps and 2500 plants/He onolain area.

Ground water is presently not used for miningoperations. Sanction of competent authority foruse of water from G.B.PantSagar (Rihand) hasbeen obtained by NCL, the then CentralCoalfields Ltd. vide No. 649-CU-II/NTPC/79 dtd.March 12/13.1979.Monitoring of ground water level and quality isbeing carried out in four seasons, by establishinga network of dug wells. Nine borewell (5 deepand 4 shallow) has been completed for groundwater monitoring. One piezometer has beeninstalled in one of the deep borewell.Ground Water Monitoring report is enclosed forthe period QE March 2016. (Annexure-IV)

~ Four Nos of check dams have beenconstructed in Mine Area to arrest minewater so that it does not flow in thenatural course of water of surroundingarea.

~ Check dams have also been constructedat Jaitpur village in consultation with thelocal communities.

~ 12 numbers 'of Water harvesting facilities Iwere constructed at Executive hostel, VIP IGuest house, Officers club, dispensary jethostel and sports complex.

XVI! The capacity of sewage treatment plant toI treat the entire domestic sewage of 4000curn/d generated from the project shall beinstalled in the existing colony. ETP shall alsobe provided for workshop and CHPwastewater to ensure that the totalwastewater of 40,000 m3/d being dischargesform the mine conforms to prescribedstandards for discharge. Water from both STPand ETP shall be recycled and used forproject activities to the extent possible.

XVI!1 The project authorities shall carry out a studyfor zero d.ischarge from NCL mines byconsidering various options for using excesseffluents including artificial recharge and thereport on the same shall be submitted to thisMinistry within six months of issue of thisclearance letter.

XIX Besides carrying out regular periodic healthcheck up of their workers, 10% of theworkers identified from work force engagedin active mining operations shall be subject tohealth check up for occupational diseases andhearing impairment if any, through anagency such as NIOH, Ahemdabad with aperiod of two years and the results reportedto this Ministrv and to DGMS.

XX For monitoring land use pattern and for postmining land use, a time series of land usemaps based on satellite imagery (on a scaleof 1: 5000) of the core zone and buffer zone,from the start of the project until end of minelife shall be prepared once in 3 years (for anyone particular season which is consistent inthe time series) and the report submitted toMOEF and its Reqional Office at Bhopal.

XXI A final mine closure plan along with details ofCorpus Fund shall be submitted to theMinistry of Environment & Forests five yearsbefore closure of the protect.

XXII R&R for the remaining 511 PAPs of the total1239 PAPs R&R shall be completed within2011 Monitoring of impact of implementationof various activities and measures outlined inR&R and CSR over the life of the project shallbe based on key indices of 'UNDP HumanDevelopment Report using pre-project statusof socio-economic and human developmentas the baseline.

generated from workshop & CHP and minedischarge. The treated water conforms to!prescribed standards. Most of the treated waterexcept rainy season is reused for sprinkling onhaul roads & in CHP for dust suppression.

Condition of Zero Discharge from Jayant Projectis maintained efficiently since Dec'14. Reuse of I

treated effluent of STP is being done at Park I(Rose Garden), Jayant. Treated effluent of CETP Iis being used in HEMM washing and CHP andtreated effluent of mine ETP in Haul roadspravinq,

Regular periodic health check up of all employeesin the form of Periodic Medical Examination(PME) is carried out. IPeriodic healthchecks up were conducted for 919 I

numbers of employees during the year 2015-16. .Regular health check up is also done by NIOH,Ahemdabad with a period of two years.

Land use maps based on satellite imagery is Iprepared once in 03 years through CMPDI. IRemote sensing map of Singrauli Coalfields Iprepared by CMPDI for the Year 2014 has beenuploaded on the website of the company.

Revised Mine Closure Plan have been submittedto MoEFCC and MPPCB, vide letter NoCGM/JNT/ENV/13/29 dated 20.12.2013.

Four ambient air quality-monitoring stations shallbe established in the core zone as well as in thebuffer zone for monitoring SPM, RSPM, S02 and NOxand heavy metal such as Hg, Pb, Cr, As, etc.location of the stations shall be decided based onthe meteorological data, topographical features andenvironmentally and ecologically sensitive targets inconsultation with the State Pollution Control Board.

Fugitive dust emissions from all the Isources are being controlled by providing I16 Nos. Mobile sprinklers on haul road,automatic Water spraying arrangement at icrusher, wagon loading and CHP andmaintained in operative condition.

Monitoring is being done by CMPDI forSPM, RSPM, S02 and (NO)x and report isbeing submitted. Enclosed monitoringreport is for QE March 2016. Heavy· metalin air is being tested six monthly byCMPDI. (Annexure-V)

Already two ETPs have been constructed:1and maintained in operation for treatmentof wastewater from workshop, CHP &

mine. Quality of treated water of ETP is Imonitored fortnightly by CMPDr and,weekly by SPCB/ MOEF recognized.laboratory and all parametersconform tothe standards prescribed under GSR422(E) dated 19thMay, 1993 and 31st Dec1993.

V Data on ambient air quality (SPM, RSPM, S02 andNOx and heavy metal such as Hg, Pb, Cr, As, etc.)Shall be regularly submitted to the Ministryincluding its Regional Office at Bhopal and to theState Pollution Control Board and the CentralPollution Control Board once in six months.

VI Adequate measures shall be taken for control ofnoise levels below 85 dBA in the work environment.Workers engaged in blasting and drilling operations,operation of 'HEMM' etc. shall be provided with earpluqs/rnuffs.

VII Industrial waste water (workshop and waste waterfrom the mine) shall be properly collected, treatedso as to conform to the standards prescribed underGSR 422 (E) dated 19th May 1993 and 31st

December 1993 or as amended from time to timebefore discharge. Oil and grease trap shall beinstalled before discharge of workshop effluents.

VIII Vehicular emissions shall be kept under control andregularly monitored. Vehicles used for transportingthe mineral within the mine shall be optimallyloaded.

Environmental laboratory shall be established withadequate number and type of pollution monitoringand analysis equipment in consultation with theState Pollution Control Board.

Regular maintenance of vehicles is beingconducted so that vehicular emissions are Ito be kept under control. XIII The Regional Office of this Ministry located at Bhopalshall monitor compliance of the stipulatedconditions. The project authorities shall extend fullco-operation to the office(s) of the Regional office byfurnishing the requisite data/information/monitoringreports.

The Project authorities shall advertise at least in twolocal news papers widely circulated around theproject, one of which shall be in the vernacular

language of the locality concerned within seven days 1------::-1---::-:------:--.--------1of the clearance letter informing that the project hasbeen accorded environmental clearance and a copyof the clearance letter is available with the StatePollution Control Board and may also be seen at thewebsite of the ministry of Environment & Forests athttp://envfor.nic.in.
