Williams operates three major interstate pipeline systems, including the 10,000-mile Transco interstate natural gas pipeline system. This massive system delivers approximately 15% of the nation’s natural gas, including providing about half of the natural gas consumed in New Jersey and New York City.

ABOUT NATIONAL GRID

National Grid is the largest distributor of natural gas in the northeastern U.S. The

company receives much of its natural gas supply from the Transco pipeline.

National Grid provides natural gas service to 1.25 million retail customers in Brooklyn, Queens, and Staten Island, as well as 586,000 retail customers in Long Island and on the Rockaway Peninsula.

PROJECT NEED

The project enhancements allow the Transco system to transport additional gas supply to northeastern consumers through National Grid – the largest distributor of natural gas in the northeastern United States.

National Grid has experienced significant growth in the need for natural gas across its service area in New York City and Long Island and that growth is expected to continue by more than 10 percent over the next 10 years. The growth is due to continued conversion of oil heat to natural gas as well as increased demand from existing and new construction.

PROJECT OVERVIEW

The Northeast Supply Enhancement project will increase Transco pipeline deliveries to National Grid by 400 million cubic feet per day (enough natural gas to serve the daily needs of about 2.3 million homes) for the 2020 winter heating season.

The proposal is an enhancement of existing natural gas pipeline infrastructure. Williams will add about 37 miles of pipeline and new compression to its existing Transco pipeline system. This includes 23 miles of 26-inch pipe in the New York Bay, 3.5 miles of 26-inch pipe in Middlesex County, N.J., 10 miles of 42-inch pipe in Lancaster County, Pa., a new compressor station in Somerset County, N.J. and other existing compressor facility modifications.

ECONOMIC IMPACT

The project will ensure a reliable supply of economical natural gas, which can save end-users money when compared to fuel oil.

According to researchers at the Edward J. Bloustein School of Planning and Public Policy, the design and construction of the Northeast Supply Enhancement project will generate approximately $327 million in additional economic activity (GDP) in Pennsylvania, New Jersey and New York. In addition, the project will directly and indirectly generate 3,186 jobs during the construction period, resulting in an estimated $234 million in labor income.

ENVIRONMENTAL BENEFITS

The project aligns with New York’s Clean Energy Transition Policy to help reduce emissions 80% by 2050 by allowing National Grid to continue its planned oil to natural gas conversion program.

National Grid estimates that with the added capacity provided by the project, natural gas could displace 900,000 barrels of heating oil during the first year of the project, reducing CO2 emissions by 200,000 tons

REGULATORY STATUS

Before Williams can modify or construct any new pipeline facilities, the company must obtain a Certificate of Public Convenience and Necessity from the Federal Energy Regulatory Commission (FERC), in addition to various other permits.

The project was authorized by FERC on May 3, 2019 (Docket No. CP17-101). Williams had filed a Certificate Application with FERC on March 27, 2017. On Jan. 25, 2019, the FERC issued a final Environmental Impact Statement, concluding that environmental impacts would be reduced to “less than significant levels” with the implementation of mitigation measures proposed by the company and FERC.

Williams filed a Certificate Application with FERC in the spring of 2017.
