ADVICE TO CLUB SECRETARIES

Club Secretaries are asked to pay special attention to the following points in the best interest of the North

Wilts Youth & Minor Football League:

1. If there is a change to any of the details provided for your club in this handbook you must inform

the General Secretary immediately and also the County Association with whom you are affiliated.

In the case of Clubs affiliated with The Wiltshire County Football Association you should contact Mr

M.G. Benson, the Hon. Secretary. Contact details for Mr Benson are as follows:

2. Conduct at all times must be strictly in accordance with the Rules and Regulations of the Football

Association and the Rules of the North Wilts & District Youth & Minors League.

3. As Secretary of your Club you are ultimately responsible for all its business with the League.

4. In all cases where a reply to correspondence is required a stamped addressed envelope should be

enclosed or alternatively email the General Secretary to [email protected]

5. All correspondence relating to other League business including, registration, results,

postponements, cancellations and Referees should be sent to the appropriate Officer by email to

the addresses shown in this handbook.

6. Registration and Transfer Forms should be obtained from the Registration Secretary to whom all

properly completed forms should be returned.

7. Results sheets should be processed on Full-time immediately after the conclusion of each game

using the Team Administrators unique logon and password.

8. The HOME team’s Team Administrator should on receipt of a text from Full-time reply with their

result or apply their result to the Results/Stats section of Full-time at the following link http://full-

time.thefa.com/Index.do?divisionseason=1026097&league=8577245

9. Whenever possible all monies should be sent direct to the Treasurer.

10. All other correspondence with the League must be sent to the General Secretary, only

correspondence received from or sanctioned by the Club Secretary will be acknowledged.

11. In addition to your League handbook, Club Secretaries should ensure they possess a copy of the

current Official handbook of the Wiltshire County Football Association.

12. If you have a query for any League Officer, please ensure any telephone call is made at a decent

hour.

CANCELLED AND POSTPONED GAMES – CLAIMS FOR EXPENSES

All Clubs are asked to take special note that the procedure for making a claim for expenses will be as follows:

1. The Claimants shall write to the defaulting Club within three days of the date of the cancelled or

postponed fixture giving full details of the expenses being claimed, a copy of such letter to be sent

to the League General Secretary.

2. The defaulting Club shall within seven days of receiving such claim reply to the claim by:-

3. Enclosing a cheque in full settlement of the claim; or

4. Declaring that the claim is in dispute.

A copy of this reply to be sent to the League General Secretary.

5. Where the claim is disputed the claimant shall send to the General Secretary the receipts or other

such evidence (or copies thereof) for those expenses which are being claimed.

6. The League Management Committee shall consider all the available facts and evidence to make

their judgement subject to League Rule 16.

Clubs are asked to accept this procedure as being a more detailed interpretation of Rule 10 (F).

Run-offs for natural grass pitches should be a minimum of 1.83 metres (6 feet) but ideally 2 metres.The run-off must be of natural grass and must not be of tarmac or concrete construction, with nobarriers or obstructions evident within the run-off area.Where pitches neighbour others within a confined area, the minimum run-off between both pitchesshould ideally be 4 metres to allow for spectators watching either match.The Laws of the Game may be modified in their application for matches for players of under 16 yearsof age, for women footballers, for veteran footballers (over 35 years) and for players with disabilities.Any or all of the following modifications are permissible:-(a) the size of the field of play(b) the size, weight and material of the ball(c) the width between the goalposts and the height of the crossbar from the ground(d) the duration of the periods of play(e) substitutions

RULES OF THE NORTH WILTS & DISTRICT YOUTH & MINORS FOOTBALL LEAGUE

NOMENCLATURE AND CONSTITUTION

1. (A) This Competition shall be designated the North Wilts & District Youth & Minors Football League and

known as the North Wilts & District Youth & Minors League and shall consist of not more than 100 Clubs

who shall be Full Member Clubs.

All such Member Clubs must be affiliated to an affiliated County Football Association and their names

and particulars shall be returned annually by the appointed date on the Form “D” to the Wiltshire

County Football Association. The area covered by the Competition Membership shall be those Clubs

who have grounds or headquarters situated within a radius of 50 miles from the Town Hall, Swindon.

This Competition shall apply annually for sanction to the Wiltshire County Football Association and the

constituent teams of Member Clubs will be grouped in divisions, as per the agreed constitution set at

the annual general meeting.

The competition will provide 11-a-side football for players who have attained the age of 10 as at

midnight 31st

August in a playing season with an option to provide 9-a-side at under 11 and Mini-Soccer

for players who have attained the age of 6 years but not the age of 10 years as at midnight on 31st

August in a playing season.

Other formats of youth football as authorised from time to time by the FA are also permitted.

Teams entering do so on the understanding that matches, without exception, can be played on any day

of the week.

New teams entering the League do so on the understanding that they enter at the lowest division at

their relevant age group or unless as decided otherwise by the League Fixture Secretaries who shall

decide the appropriate division to enter the team(s) subject to vacancies and/or as agreed at the AGM

by member clubs.

This Competition and its Clubs shall support the FA’s Respect programme. As such it recognises that

everyone in football has a collective responsibility to create a fair, safe and enjoyable environment in

which the game can take place. A Respect League values the courtesy and fairness by opposing players,

club officials and spectators. The League and its Clubs will seek to play fixtures in a fair, competitive but

not antagonistic environment.

(B) At the Annual General Meeting or a Special General Meeting called for the purpose, a majority of

the delegates present shall have power to decide or adjust the compilation of the divisions at their

discretion. When necessary this Rule shall take precedence over Rule 12.

ENTRY FEE / SUBSCRIPTION / DEPOSIT

2. (A) Applications by New Clubs for admission to this Competition must be accompanied by a deposit of

£50 and an application fee of £30. The entry of additional team(s) by existing member clubs must be

made in writing to the General Secretary and must be accompanied by an entry fee of £10 per team,

which shall be returned in the event of non-election.

At the discretion of a majority of the accredited voting members present applications, of which due

notice has been given, may be received at the Annual General Meeting or a Special General Meeting.

The Entry Fee shall apply.

When Rule 12(B) is applied and a team seeks a transfer or is compulsorily transferred to another

division no Entry Fee shall be payable.

(B) The Annual Subscription shall be £30 per Team playing 11-a-side football and 9-a-side and £20 per

Team playing Mini-Soccer payable on or before 30th

June in each year.

(C) Each Club shall, upon election, pay a Deposit of £10 which shall be returnable to Clubs on leaving the

Competition provided they have fulfilled their fixtures and complied with all orders of the Management

Committee.

(D) A Club shall not participate in this Competition until the Entry Fee, Annual Subscription and Deposit

have been paid.

(E) Clubs must advise annually to the General Secretary in writing by 31st July of its relevant County

Football Association affiliation number for the forthcoming season, failing which they shall be fined £10.

Clubs must advise the General Secretary in writing, or on the prescribed form, of details of its

Headquarters, Officers and any other information required by the Competition.

OFFICERS

3. The Officers of the Competition shall be the President, Chairman, General Secretary, Treasurer,

Registration Secretaries, Referees Appointments Secretaries, Fixtures Secretaries, Cups Secretary,

Discipline Secretary, Reports Secretary, League Welfare Officer, Respect Officer and 3 Officers, all to be

elected annually at the Annual General Meeting.

MANAGEMENT / NOMINATION / ELECTION

4. (A) The Competition shall be governed in accordance with the Rules and Regulations of The Football

Association by a Management Committee comprised of the Officers who shall be elected at the Annual

General Meeting.

All Participants shall abide by The Football Association Regulations for Safeguarding Children as

determined by The Association from time to time.

(B) Retiring Officers shall be eligible to become candidates for re-election without nomination. All other

candidates for election as Officers or Members of the Management Committee shall be nominated to

the General Secretary in writing, signed by the Secretaries of two Member Clubs, not later than 30th

April in each year. Names of the candidates for election shall be circulated with the notice of the

Annual General Meeting. In the event of there being no nomination in accordance with the foregoing

for any office, nominations may be received at the Annual General Meeting.

(C) The Management Committee shall meet as often as is necessary to deal with business as it arises.

On receiving a requisition signed by two-thirds of the Members of the Management Committee the

General Secretary shall convene a meeting of the Committee.

(D) Except where otherwise mentioned all communications shall be addressed to the General Secretary

who shall conduct the correspondence of the Competition and keep a record of its proceedings.

(E) All communications received from Clubs must be conducted through their Club Secretary.

POWERS OF MANAGEMENT

5. (A) The Management Committee may appoint such other sub-committees as they may consider

necessary and may delegate such of their powers, as they deem necessary, to such committees. The

decisions of all such committees shall be reported to the Management Committee for ratification.

The Management Committee shall have power to deal only with matters within the Competition and not

for any matters of misconduct that are under the jurisdiction of the Football Association or affiliated

Association

(B) Subject to the permission of the Wiltshire County Football Association having been obtained, the

Management Committee may order a match or matches to be played each season, the proceeds to be

devoted to the funds of the Competition and, if necessary, may call upon each Club (including any Club

which may have withdrawn during the season) to contribute equally such sums as may be necessary to

meet any deficiency at the end of the season. (See Rule 6(e)).

(C) Each Member of the Management Committee shall have the right to attend and vote at all

Management Committee Meetings and have one vote thereat, but no Member shall be allowed to vote

on any matters directly appertaining to such Member, the Office he/she holds, or to the Club so

represented or where there may be a conflict of interest. (This shall apply to the procedure of any sub-

committee).

In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote.

(D) The Management Committee shall have powers to apply, act upon and enforce the Rules of the

Competition and shall also have jurisdiction over all matters affecting the Competition, including any

not provided for in the Rules. Except where these Rules provide for the imposition of a set penalty any

Club, Official or Player alleged to be in breach of a Competition Rule must be formally charged in writing

and given the opportunity to present their case before the Management Committee. All breaches of the

Laws of the Game, Rules and Regulations of The Football Association shall be dealt with in accordance

with F.A. Rules.

With the exception of Rules 5(i), 6(h), 10(a), 11 and 19 for any breaches of Rule a formal written charge

must be issued. The respondent shall be given seven days from the date of notice to reply to the charge

and given the opportunity to:-

(i) Accept or deny the charge

(ii) Submit in writing a case of mitigation, or

(iii) Put their case before the Management Committee.

All breaches of the Laws of the Game, Rules and Regulations of The Football Association shall be dealt

with in accordance with F.A. Rules by the appropriate Association.

With the exception of Clubs playing at Step 7 of the Football Pyramid and the FA Women’s Premier

League, the maximum fine permitted for any breach of a Competition rule is £250 and, when setting

any fine, the Competition must ensure that the penalty is proportional to the offence, taking into

account any mitigating circumstances.

(E) All decisions of the Management Committee shall be binding subject to the right of appeal to the

Board of Appeal in accordance with Rule 16.

Decisions of the Management Committee must be notified in writing to those concerned within 7 days.

(F) Five Members of the Management Committee shall constitute a quorum for the transaction of

business of the Management Committee and three Members shall constitute a quorum for the

transaction of business by any sub-committee of the Competition.

(G) The Management Committee, as it may deem necessary, shall have power to fill, in an acting

capacity, any vacancies that may occur amongst their number.

(H) A Club having failed to comply with an order or instruction of the Management Committee, or failing

to satisfactorily attend to the business and/or the correspondence of the Competition shall be liable to

be fined or otherwise penalised at the discretion of the Management Committee.

(I) All fines and charges shall be paid to the Treasurer within 14 days of the date of posting of the

written notification.

Any Club failing to do so will be fined a maximum of £50. Further failure to pay the fine including the

additional sum within 14 days will result in fixtures being withdrawn until such time as the outstanding

payments are settled.

Clubs, Officials or individuals committing a breach of this Rule will incur such penalties as the

Management Committee may impose.

The presentation of a cheque, which is subsequently dishonoured by the Bank or Building Society, will

incur a fine of £15.

(J)

(K) The Management Committee shall have the power to fill any vacancy that may occur in the

membership of the Competition between the Annual General or Special General Meeting called to

decide the constitution and the commencement of the Competition season.

(L) No participant under the age of 18 can be fined.

(M) Leagues who organise Mini Soccer for teams playing U7 and U8 football may not, with the

exception of Rules 6, 10(a), 11(d), 14 and 19 fine clubs for breaches of League Rules.

(N) The business of the Competition as determined by the Management Committee may/shall be

transacted by electronic mail or facsimile.


6. (A) The Annual General Meeting shall be held not later than 30th

June in each year. At this meeting the

following business shall be transacted provided that at least two thirds of Members are present and

entitled to vote: -

(i) To receive and confirm the Minutes of the preceding Annual General Meeting.

(ii) To consider any business arising therefrom

(iii) To receive and adopt the Annual Report, Balance Sheet and Statement of

Accounts

(iv) Election of Clubs to fill vacancies (as recommended by the Management

Committee)

(v) Constitution of the Competition for ensuing season.

(vi) Election of Officers and Management Committee.

(vii) Appointment of Auditors.

(viii) Alteration of Rules, if any (of which notice has been given).

(ix) Fix the date for the commencement of the season and kick off times applicable to the

Competitions.

(x) Other business of which due notice shall have been given and accepted as being relevant to an

Annual General Meeting.

(B) A copy of the duly audited Balance Sheet, Statement of Accounts and Agenda shall be forwarded to

each Club at least fourteen days prior to the meeting, and to the Wiltshire County Football Association.

(C) A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to the

Wiltshire County Football Association within fourteen days of its adoption by the Annual General

Meeting.

(D) Each Full Member Club/Team shall be empowered to send two delegates to an Annual General

Meeting. Each Club shall be entitled to one vote only. Not less than fourteen days’ notice shall be given

of any Meeting.

(E) Clubs who have withdrawn their Membership of the Competition during the season being concluded

or who are not continuing Membership shall be entitled to attend but shall vote only on matters

relating to the season being concluded.

(F) All voting shall be conducted by a show of voting cards unless a ballot is demanded by at least one

third of the delegates qualified to vote or the Chairman so decides.

(G) No individual shall be entitled to vote on behalf of more than one Full Member Club unless the

individual is also appointed to vote as a representative of a group of Associate Member Clubs.

(H) Any continuing Member Club failing to be represented at the Annual General Meeting without

satisfactory reason being given shall be fined £50.

(I) Officers and Management Committee Members shall be entitled to attend and vote at an Annual

General Meeting.

AGREEMENT TO BE SIGNED

7. The Chairman and the Secretary of each Club shall complete and sign the following agreement which

shall be deposited with the Competition together with the Application for Membership for the coming

season, or upon indicating that the Club intends to compete.

Regulations of the North Wilts & District Youth & Minor Football League Competition and do hereby

agree for and on behalf of the said Club, if elected or accepted into Membership, to conform to those

Rules and Regulations and to accept, abide by and implement the decisions of the Management

Committee of the Competition, subject to the right of appeal in accordance with Rule 16.’

Any alteration of the Chairman and/or Secretary on the above Agreement must be notified to the

relevant County Football Association to which the Club is affiliated and to the Secretary of the

Competition.

(Note: The spaces above are intended for the inclusion of the signatures and addresses of officers and

members).

QUALIFICATION OF PLAYERS

8. (A) (i) Contract players, as defined in Football Association Rules, are not permitted in this Competition.

It is the responsibility of each Club to ensure that any Player signing a registration form for that Club

has, where necessary, the required International Transfer Certificate. Clearance is required for any

player aged 12 and over crossing borders including Wales, Scotland and Ireland.

No player registered with an FA Premier League or Football League Academy or with a Centre of

Excellence will be permitted to play in this Competition.

(B) A registered youth & minor playing member of a Club is one who, being in all other respects eligible,

has:-

i. Signed a fully and correctly completed League Membership and Player Registration Form in ink,

which is to be retained by the League, and countersigned by his/her parent(s) or guardian(s) and

by an Officer of the Club. Appointed representatives of the member club will be required to

register all players electronically in the prescribed manner set by the League for approval by the

League Registration Secretaries. Electronic registrations will not be approved by the League

until the League Registration Secretaries are in possession of the Membership & Player

registration form together with the Registered Members form, which lists all the players

awaiting registration approval and received no later than 72 hours prior to playing.

By signing of the League Membership and Player Registration Form the Parent/Guardian agrees

to become a member of the Club to which their child is registered and agree to abide by the

League Code of Conduct for Parents and Spectators and will expected to abide by it at all times.

Sanctions may be imposed should the Code of Conduct be breached and therefore subject to

Rules and Regulations of association football and League.

Any new player who has not previously been registered with the League is deemed to have

been approved and registered to the League when the details of the player appears on FA Full-

time League webpage as an available player and the player shall then be considered eligible to

play.

A player will be re-registered from the previous season only if they have previously completed a

League Membership form, which has been signed by both player and parent/guardian and only

if, the Code of Conduct has been agreed and understood. A copy of this completed form has

been retained by the League for their records.

A player is deemed to have been re-registered and approved by the League once the name of

the player has been submitted on the Player Team form, duly signed by a Club Official. There is

no requirement for a Team Administrator to apply the player to Full-time by way of registration

as will be processed by the Registration Secretary.

The League Membership and Player Registration Form must incorporate any known serious

medical conditions of the player and contact details of the player’s parent(s) or guardian(s).

Copies of these details must be available at matches and training events the player attends

within the management of the Club or Competition.

Proof of date of birth will be required to be submitted to the relevant Registration Secretaries

with the completed Registered Members Form where this information is not already held by the

North Wilts & District Youth & Minors League. Any player who takes part in a match in breach of

this Rule will be deemed to be an ineligible player for the purposes of Rule 8(Q).

ii. The qualification dates for the competition shall be as follows:

To play in a KO Cup game or a game where points are awarded, or results published, a player

must have achieved the age of 8 on or before 31st

August.

(The above qualification dates are subject to the provisions contained in FA Rule C.4 (a) and

(vi)).

Youth Soccer will be for boys only except up to under 13 where girls will also be allowed to play.

A child in the ranges of under 7, under 8, under 9, under 10, under 12 and under 13 may play in a

match involving boys and girls.

Teams will not be allowed to participate in the League unless they have at least eleven players

registered in the case of Youth Football and at least nine players registered in the case of 9v9 seven

players registered in the case of Mini-Soccer. Teams must register these numbers of players with the

league no later than 15th

August each year or on date set by the Management Committee, to be

reviewed each year Failure to do so will result in a fine of £10. If any game is postponed as a result, Rule

10F will also apply.

(C) A player having taken part in matches for any Club affiliated to any County Football Association shall

not be allowed to join, be transferred to, or sign for a Club in the Competition without first proving to

the officials of the intended Club that the player has discharged all reasonable financial liabilities to the

previous Club or Clubs, and a Club official may not accept such player's signature without first

ascertaining whether such claims have been discharged to the satisfaction of the Club, or Clubs, for

which the player last played.

(D) Registered Members Form and League Membership Form will be issued at 20 forms at the start of

each season in the case of Youth Football and a minimum of 18 forms for 9v9 and 14 forms in the case

of Mini-Soccer. Additional registrations over and above these amounts will incur a registration fee of

£10 per player.

Fees paid for registration fees are not refundable.

(E) The Management Committee shall decide all registration disputes.

In the event of a player completing a League Membership and Player Registration Form, electronically

or having a registration submitted for more than one Club, priority of registration shall decide for which

Club the player shall be registered. The Registration Secretaries shall notify the Club last applying to

register the player of the fact of the previous registration.

(F) It shall be deemed misconduct for a player to: -

i. Play for more than one Club in the Competition in the same season without first being

transferred.

ii. Having signed for one Club in the Competition, sign for another Club in the Competition in

that season except for the purpose of a transfer.

iii. Submit a signed League Membership and Player Registration Form for registration that the

player had wilfully neglected to accurately or fully complete.

iv. Knowingly play a player in an age group below the age group for the team to which they

are registered

(G) i. The Management Committee shall have power to accept or reject the registration of any

player.

ii. The Management Committee shall have power to refuse, cancel or suspend the registration

of any player or may fine any player, at their discretion, proved guilty of registration

irregularities. (Subject to Rule 16).

iii. The Management Committee shall have power to refuse or cancel the registration of any

player found guilty of undesirable conduct or that of their parent/guardian and to disqualify

the player in question from participating in all games in the Competition. (Subject to Rule

16).

(Note: Action under Clause (ii) shall not be taken against a player for misconduct on the field of play

until the matter has been dealt with by the appropriate Association, and then only in cases of the player

bringing the Competition into disrepute.)

(H) Subject to the Football Association Rules dealing with players without a written contract when a

player desires a transfer, the Club the player wishes to transfer to shall submit a transfer form to the

appropriate Registration Secretaries accompanied by a fee of £20. Such transfer shall be referred by the

Registration Secretaries to the Club for which the player is registered. Should this Club object to the

transfer it should state its objections in writing to the Registration Secretaries and to the player

concerned within seven days of receipt of the transfer form. Upon receipt of the Club's consent, or

upon its failure to give written objection within seven days, the Registration Secretaries may, on behalf

of the Management Committee, transfer the player who shall be deemed eligible to play for the new

Club from such date that the player appears as eligible on FA.com/Full-time.

During the current season any Club wishing to approach a Player known to be registered with or having

played for any other Club must give to the Secretary of each such Club, seven days’ formal written

notice of the intention to approach the Player and a copy of this approach must be forwarded to the

League Registration Secretaries on the same day.

In the event of an objection to a transfer the matter shall be referred to the Management Committee

for a decision.

A player shall not be allowed more than two transfers in the League in any one season. When a second

transfer is approved both player and Club are to be advised that no further transfer will be considered

during the current season.

(I) A player may not be registered for a Club nor transferred to another Club in the Competition after

the 28th day of February except by special permission of the Management Committee.

(J) A Club shall keep a list of the players it registers and a record of the games in which they have

played, and shall produce such records upon demand by the Management Committee. Registrations

are only valid for one season.

In the event a Club has more than one team in an age group, each team must be clearly identifiable but

not designated ‘A’ or ‘B’ or 1st

or 2nd

. In such cases players will be registered for one team only. A player

so registered will be allowed to play for his Club only in an older age group within the provisions of Rule

8 (B) and not in a younger age group.

A player cannot play for a team at a lower age group within the same Club.

(K) A register containing the names of all players registered for each Club, with the date of registration,

shall be kept by the Registration Secretaries and shall be open to the inspection of any duly appointed

Member Club representative at all Management Committee meetings or at other times mutually

arranged. Registrations are valid for one season only.

(L) A player shall not be eligible to play for a team in any play-off for championship, promotion or

runners-up -deciding match (as specified in Rule 12(A)) unless the player has played four games for that

team in this Competition in the current season.

(M)

i. Any team playing an unregistered or otherwise ineligible player or players shall have the points

gained in the match deducted from its total and may be fined and/or otherwise dealt with at

the discretion of the Management Committee. The maximum fine that can be imposed for this

offence, in addition to any point’s deduction, shall be £25.

ii. In addition the team will have a further one point deducted from its total and may be dealt

with in any further manner which is thought to be fit.

iii. The Management Committee may, at its discretion, award any points deducted from a Club

under this Rule to the opponents in the match in question.

The following Clause applies to Competitions involving players in full-time education:-

(N) Priority must be given at all times to school and school organisations activities.

Postponements under this rule will only be considered if the Club are unable to field a team as a

direct result of their player’s involvement in schools activities.

Clubs wishing to apply for a postponement must forward their request, in writing, to the League

Fixtures Secretaries 14 days prior to the date of the match together with the following details:

a. Proof that they players in question have been selected for a school event

b. Evidence that loss of the players in question would prevent the club fielding a team (six for mini

soccer, seven for 9v9 and nine for 11v11 constitutes a team).

Any Club requesting postponement of any League organised fixture due to a Football Association or

District Representative game must have a minimum of 2 players selected for the squad and no

postponement will be granted for any League competition game for Clubs who have a squad of at

least 11 or more registered players available after the selection of the players selected for any

Football Association or District Representative game in accordance with Rule 10E. It is considered

that a player shall not play in two matches on the same day in any competition.

Any club found to have made a false statement under this rule will be dealt with by the

Management Committee.

i. The availability of children must be cleared with the Head Teachers (except for Sunday

Competitions).

ii. Children under 15 shall not play in a team involving players who are more than 2 years older.

(Note: For players under the age of 18 the provisions contained in Football Association Rules will

apply)

iii. A player, registered with the North Wilts & District Youth & Minor Football League shall not be

allowed to play in more than one Competition under the control of the North Wilts & District

Youth & Minors League on the same day.

iv. A player, registered with the North Wilts & District Youth & Minor Football League shall not be

eligible to play in any Competition under the control of the North Wilts & District Youth &

Minor Football League if he is selected to play football for his School or Schools’ FA

Representative Team on the same day.

CLUB COLOURS / CLUB NAME

9. (A) Every Club must register the colour of its shirts and shorts with the General Secretary by 30th

June,

who shall decide as to their suitability.

Goalkeepers must wear colours that distinguish them from other players and the referee.

No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.

Any team not being able to play in its normal colours as registered with the Competition shall notify the

colours in which they will play to its opponents at least two days before the match.

If, in the opinion of the Referee, two Clubs have the same or similar colours, the home team shall make

the change. In the event of a game being played on a neutral ground, such as a play-off, unless the two

clubs agree between themselves as to which team will change, both teams will be required to change.

Any team not having a change of colours or delaying the kick-off by not having a change shall be fined

£20.

The General Secretary of the Competition may request shirts to be submitted if complaints are received

as to lack of distinguishing colours, and the Management Committee may refuse to permit any shirts or

shorts as they think fit.

Shirts must be uniquely numbered in all Competitions where competitive matches are played.

(B) Any Club wishing to change its name and/or colours must seek permission from its affiliated County

Association and from the Management Committee.

PLAYING SEASON / CONDITIONS OF PLAY / TIMES OF KICK-OFF / POSTPONEMENTS / SUBSTITUTES

10. (A) The Annual General Meeting shall determine the commencing and concluding dates for the ensuing

season which shall be in accordance with Football Association Rules. No Club shall be compelled to play

after the concluding date. Original fixtures arranged by the Fixtures Secretaries or Cup Secretary, or at a

meeting specially convened for that purpose, to be held no later than 21 days before the season

commencement date, must not be arranged for a date later than seven days preceding the concluding

date determined by the Annual General Meeting.

Where matches need to be rearranged or in the case of a revised fixture date by the Fixtures Secretaries

or Cup Secretary, Clubs shall whenever possible, be given a minimum of five days’ notice unless

otherwise mutually agreed. Notification will be given to the Club Secretary through email alerts via

FA.com/Full-time and will be published on the FA.com/Full-time website.

(B) All matches shall be played in accordance with the Laws of the Game as determined by the

International Football Association Board or, for Mini-Soccer, the Laws of Mini-Soccer as set down by the

Football Association.

Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches

shall be played on pitches deemed suitable by the Management Committee. If through any fault of the

home team a match has to be replayed, the Management Committee shall have power to order the

venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or facilities are suitable

for matches in the Competition and to order the Club concerned to play its fixtures on another ground.

If a pitch is regularly unavailable due to conditions outside of the Club’s control, the Management

Committee reserve the right to reschedule all the Club’s remaining fixtures at a neutral venue until the

club can prove beyond all reasonable doubt that these issues have been resolved.

The times of kick-off and the venue of the match must be notified to the opposition and any appointed

Referee at least six days before the date of the actual match. In the event of no notification being

received four days prior to the match from the home team, the away team (Secretary or Official

Representative) must by whatever means possible endeavour to contact the home team to seek

clarification of fixture details. Where-upon a charge of £20 will be imposed on the home team for

failing to contact its opposition in the required time.

All matches shall have a duration as set out below unless a shorter time (not less than 40 minutes for

Youth football, but see also below) is mutually arranged by the two captains in consultation with the

referee prior to the commencement of the match, and in any event shall be of equal halves.

For Mini-Soccer – The recommended duration of play shall be as follows: for under 7 and under 8 age

groups, 15 minutes each way and for under 9 and under 10, 20 minutes each way. The maximum

playing time in any one day for under 7 and under 8 age groups is 40 minutes and for under 9 and under

10 age groups is 60 minutes.

For Youth football – The duration of play shall be as follows unless it is mutually agreed by all parties to

reduce the time. For under 11 and under 12, 30 minutes each half; for under 13 and under 14, 35

minutes each half and under 15 and under 16, 40 minutes each half; under 17 and under 18, 45 minutes

each half.

The minimum time for any game will not be less than 20 minutes each half for players in the under 14

age group and below and 25 minutes each half for all other age groups.

No player under the age of 17 as at midnight on 31st

August in any season shall be permitted to play

more than one game or, in the event the competition allows the playing of a double-header, i.e. two

separate matches, 100 minutes per day in this Competition.

The times of kick-off shall be fixed at the AGM or by the Management Committee. Games will be

permitted to take place either in the morning or afternoon at weekends and, in the case of midweek

matches, in the early evening.

Any club failing to notify the League Fixtures Secretaries or Cups Secretary (where appropriate), it’s

opposition, nominated match official and Referees Appointment Secretary of a change of kick-off time

to the time showing on The FA Full-time League webpage or failing to commence the match at the

appointed kick-off time as shown on The FA Full-time League webpage shall be fined a sum of £20 and

be otherwise dealt with as the Management Committee may determine. Any changes to the shown

kick-off time can be made by contacting the League Fixtures Secretaries or Cups Secretary its

opposition, nominated match official and Referees Appointment Secretary 6 days before the date of the

match being played. Only exception to this shall be an unfit pitch.

Each Team playing in the North Wilts & District Youth & Minors League will advise the Management

Committee of their normal kick-off time prior to the commencement of the season. If Teams wish to

change this kick-off time for a particular match they must seek sanction from the Fixtures Secretaries or

Cups Secretary. Failure to seek such permission will result in a fine of £5.

The times of kick-off must be notified to the opposition and any appointed Referee at least six days

before the date of the actual match. In the event of no notification being received four days prior to

the match from the home team, the away team (Secretary or Official Representative) must by whatever

means possible endeavour to contact the home team to seek clarification of fixture details. In this

event the away team are required to inform the League Fixtures Secretaries or Cups Secretary of lack of

contact from the home team.

Referees must order matches to commence at the appointed time and must report all late starts to the

Competition.

The home team must provide at least two League sanctioned footballs fit for play and the referee shall

make a report to the Competition if the footballs are unsuitable. The recommended size of football to

be used shall be: For Mini-Soccer, size 3 for players in the under 7 and 8 age categories; size 4 for under

9’s and 10’s. For youth football – size 4 for those playing under 11, 12, 13 and 14 age groups; size 5 for

all other age groups. Goal nets must be used.

The use of 3G playing surfaces (i.e. Rubber Crumb) may be used for competitive games at U9 and

U10 but must comply with The Laws of Mini Soccer as laid down by The FA. In addition to these rules,

there must be ample run off areas around the pitch (no solid walls). All such pitches wishing to be used

must be inspected and approved for use by a minimum of 2 Management Committee members. The

use of floodlights will also be allowed on agreement with a team’s opponents.

The use of any playing surfaces will be permitted for non-competitive games at U7 and U8, this to

include indoor facilities; Futsal; Gymnasium etc., 3G, Grass or Astro-turf on the proviso that it meets

approved standards for football.

The result of any game played on Astro Turf (i.e. Sand Based Surfaced) or a pitch not approved by the

Management Committee will NOT be recognized and the game will have to be rescheduled by the

Fixtures Secretaries or Cups Secretary.

(C) Except by permission of the Management Committee (through the Fixtures Secretaries or Cups

Secretary or, in his absence, the General Secretary) all matches must be played on the dates originally

fixed by the Fixtures Secretaries or Cups Secretary but priority shall be given to The Football Association

and all relevant County Association Cup Competitions. All other matches or non-football related

activities must be considered secondary. Clubs may mutually agree to bring forward a match with the

consent of the Fixtures Secretaries or Cups Secretary.

Where permission is sought to postpone a game, permission will only be deemed to have been given

where the Clubs involved have been issued in writing by the Fixtures Secretaries or Cups Secretary, or in

his absence the General Secretary, a letter or email stating that: “Permission is hereby granted for the

match between Club A and Club B at Under X scheduled for Date to be postponed and no charge will be

raised under Rule 10F.”

(D) The Secretary (or official representative) of the home Club must give notice by whichever means

possible of full particulars of the location of, and access to, the ground and time of kick-off to the

appointed Referee and the Secretary (or official representative) of the opposing Club six days prior to

the playing of the match.

The location of the ground and kick-off time will be deemed to be as specified in the League’s current

Handbook or as it appears on the FA/Full-time League webpage.

In the event of no notification being received four days prior to the match from the home team, the

away team (Secretary or Official Representative) must by whatever means possible endeavour to

contact the home team to seek clarification of fixture details. In this event the away team are required

to inform the League Fixtures Secretaries or Cups Secretary of lack of contact from the home team.

Where-upon a charge of £20 will be imposed on the home team for failing to contact its opposition in

the required time.

Any Club failing to comply with this Rule, thereby causing the fixture to be postponed on the day, shall

be liable to a fine of £20, shall forfeit three points to its opponents, be liable to pay legitimate expenses

claimed by its opponents and be liable for the appointed referee’s full fee and expenses.

(E) In the event of a Club playing in any match with less than eleven players they may be fined £1 for

each missing player (six players for mini soccer, seven players for 9v9 and nine players for 11v11

constitutes a team).

(F) (i) Home and away matches shall be played for all age groups, except in the case of under 7s where

fixtures will be scheduled at random, played every two weeks and not against the same opposition

during that current season.

No fixtures will be scheduled during December and January to allow for a winter break.

Under 7s will be permitted to play their fixtures on any permitted surface as stated in Rule 10B and

indoor fixtures are authorised.

In the event of a Club postponing a match without permission of the Fixtures Secretary or otherwise

failing to keep its engagement the Management Committee shall have power to inflict a fine, deduct

points from the defaulting Club, award the points to the opponents, order the defaulting Club to pay

any expenses incurred by the opponents and match officials or otherwise deal with them except the

award of goals.

Any Club, responsible for postponing a game without the permission of the Fixtures Secretaries or Cups

Secretary, thereby causing the match to be awarded a Walkover shall be fined £20 and will forfeit 3

points to their opponents and be deducted 1 point from their standing and maybe also liable to a claim

for compensation from their opponents for any costs incurred.

Insufficient registered players, illness or injuries to the players shall not be accepted as satisfactory

reason for postponing matches except in exceptional circumstances and agreed by the Fixtures

Secretaries or Cups Secretary.

No postponements shall be granted for half-term holidays unless both teams mutually agree an

alternate date (weekend or midweek) for the fixture to be played on, which is also agreeable to and

with the permission of the Fixtures Secretaries or Cups Secretary.

Opponents must lodge a written claim for such compensation with the League within three days of the

date of the match, accompanied by proof of expenditure. This also applies to the Referee if he attended

the ground.

Notwithstanding the foregoing home and away provision, the Management Committee shall have

power to order a match to be played on a neutral ground or on the opponent's ground if they are

satisfied that such action is warranted by the circumstances.

(ii) Any Club with more than one team in the Competition shall always fulfil its fixtures, within the

Competition, in the following order of precedence: - First Team, Reserve Team, A Team. Clubs in breach

of this requirement shall be fined a sum not exceeding £10 or otherwise dealt with by the Management

Committee.

(iii) Notice of postponement of any match must be given without delay by the postponing Club (or

notice of a Club being unable to fulfil any match must be given 24 hours prior to the match by the Club)

to the Fixtures Secretaries or Cups Secretary, the Competition Referees Appointments Secretary, the

Secretary of the opposing Club and the match officials. Any Club failing to comply shall be liable to a

fine of £20, shall forfeit three points to its opponents and be liable to pay the legitimate expenses

incurred by its opponents and by the match official(s).

It is the postponing Club’s sole responsibility to communicate with all parties as soon as possible,

notifying the Fixtures Secretaries or Cups Secretary or any other member of the League Management

committee does not relieve the postponing club of that responsibility.

Postponement of a match by any Club shall be confirmed in writing or by email to the Fixtures

Secretaries or Cups Secretary on the date of postponement. Any Club failing to comply shall be dealt

with by the Management Committee who may inflict any penalty it may deem suitable.

(iv) In the event of a match not being played or abandoned owing to causes over which neither Club has

control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved

by the Fixtures Secretaries or Cups Secretary. Failing such agreement and notification to the Fixtures

Secretaries within three days the Fixtures Secretaries or Cups Secretary shall have power to order the

match to be played on a named date or on or before a given date.

The Management Committee shall review all abandoned matches and in a case where it is to the

advantage of the Competition and does no injustice to either Club, shall be empowered to order the

score at the time of the abandonment to stand. In all cases where the Management Committee is

satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they

shall be empowered to take what action they may deem necessary. In cases where a match is

abandoned owing to the conduct of both teams or their Club members, the Management Committee

shall take such action, as they consider appropriate. Such action is subject to any disciplinary action

taken by the appropriate Affiliated Association.

(G) A Club may at its discretion and in accordance with the Laws of the Game use five substitute players

in any match in this Competition who may be selected from five players. Any club found to be using

more than five substitutes then those substitutes used will be deemed as being ineligible and the Club

charged accordingly.

For Mini-Soccer – any number of substitutions may be used at any time with the permission of the

Referee. Entry onto the field of play will only be allowed during a stoppage in play. A player who has

been replaced may return to the play as a substitute for another player. A Team must not have a squad

greater than double the size of its team in an age group.

For Youth football – for teams in the under 16 age group and below, a player who has been substituted

himself becomes a substitute and may replace another player at any time subject to the substitution

being carried out in accordance with Law 3 of the Laws of Association Football.

The Referee shall be informed of the names of the substitutes not later than five minutes before the

start of the match.

A player who has been selected, appointed or named as a substitute before the start of the match but

does not actually play in the game and is not included on the list of players representing a Club returned

to the Registration Secretaries in accordance with Rule 11(A) shall not be considered to have been a

player in that game within the meaning of Rule 8 of this Competition.

(H) The half time interval shall be of ten minutes duration, but it shall not exceed fifteen minutes. The

half time interval may only be altered with the consent of the Referee.

(I) The League shall require all players and club officials to have signed the FA’s Respect Codes of

Conduct and produce these if so requested by the League management committee.

Prior to each match the participating teams and officials shall conduct the ‘Respect’ handshakes to the

opposing team before and after the match.

The participating clubs taking part in the fixture shall identify a team captain designated with a captain’s

armband who has a responsibility to offer support in the management of the on-field discipline of

his/her team mates. If the participating players are considered to be too young to take on this role a

member of the team coaching staff should provide this support.

Each home club shall make arrangements for the provision of designated areas for spectators and

technical area’s for Officials and substitues. This area can be marked by an additional painted line, the

use of cones, a roped off area or use of a temporary spectator barrier. The area for spectators should

start two metres from the touchline on both sides of the pitch. Each area should run the full length of

the pitch. It is recognised, however, that the alignment of some public pitches does not allow for this

arrangement in which case other appropriate arrangements should be made.

REPORTING RESULTS

11. (A) Both Clubs are required to submit Results and Statistics including Referee scores, and Respect marks

of the match played in the prescribed manner on FA Full-time league webpage within 3 days of the date

of the match (excluding Sundays). Appointed Team Administrators submitting their Results and

Statistics electronically must confirm the forename and surname of team players who have taken part in

that match for approval by the League Registration Secretaries.

Failure to do so or complete in full or correctly will incur a fine of £15 and/or the Club being dealt with

as the Management Committee decide.

B) The Home Club shall report, by whatever means available, the result of each match to the League

within two hours of the conclusion of the game. The result can be submitted by text via fa.com, Team

Administrator on Full-time, email/text to League Results Secretary. The result will show on Full-time

within 10 hours of the conclusion of the game.

(C) In the event of three or more teams being equal on points in any position within their league

table(s), they are deemed to be tied. Where the league positions need to be separated to decide the

awarding of trophies or other material events (i.e. promotion or relegation) this will be decided by play-

off. Team rankings will be decided by a deciding match or matches played under conditions determined

by the Management Committee.

Where the League has to contact a home Club, by whatever means available, to ascertain the result of a

game more than two hours after its conclusion, that Club shall be fined £5. If the League has to obtain

the result of a game from sources other than the responsible home Club, more than two hours after its

conclusion, the defaulting Club shall be fined £10.

(D) Leagues are permitted to collect but not to publish results for fixtures they organise for U7 and U8

Mini Soccer. They may require a Club to confirm that a set fixture has been played. A maximum fine of

£5 may be imposed for a breach of this Rule.

For the Under 7 and Under 8 age groups the result of the game should be reported as at the time the

game finished but no league points will be awarded for fixtures at these age groups. The result of the

match will be kept hidden and used for purposes by the League to ascertain which division the team

shall enter the League at under 9s when the team assumes competitive football. No goals shall be

reported when confirming names of team players.

DETERMINING CHAMPIONSHIP – LEAGUE WINNERS or RUNNERS-UP

12. (A) Team rankings within the Competition will be decided by points with three points to be awarded for

a win and one point for a drawn match. The teams gaining the highest number of points in their

respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for

double points. .

In Mini Soccer points can only be awarded for Under 9 Competitions onwards.

No points will be awarded for matches at the Under 7 and Under 8 age group, which shall be played on

a non-competitive basis.

In the event of two or more teams being equal on points in any position within their league table(s),

they are deemed to be tied. Where the league positions need to be separated to decide the awarding of

trophies or other material events (i.e. promotion or relegation) this will be decided by play-off. Play-Off

matches shall endeavor to be played at a suitable neutral venue as decided by the Fixtures Secretary.

But if such a venue cannot be found due to unavailability or unplayable pitch conditions, then lots will

be drawn to decide which of the two teams involved, will host the match at their home ground. Team

rankings will be decided by a deciding match or matches played under conditions determined by the

Management Committee. Goal difference will not be used to decide positions. The cost shall be shared

equally between the teams concerned.

For deciding matches, where just two teams are involved, in the event of the scores in a special

championship match played under conditions determined by the Management Committee being level

at the end of the game, 20 minutes extra time will be played in two equal periods of 10 minutes in the

case of Youth Football and 10 minutes of extra time will be played in two equal periods of 5 minutes in

the case of Mini-Soccer. All play-off matches resulting in a draw even after 10 minutes extra time will

be decided by penalty kicks as per FiFA rules.

In the event of three or more teams being equal on points in any position within their league table(s),

they are deemed to be tied. Where the league positions need to be separated to decide the awarding of

trophies or other material events (i.e. promotion or relegation) this will be decided by play-off. Team

rankings will be decided by a deciding match or matches played under conditions determined by the


Under special circumstance only, if all teams remain tied at the end of the play-off matches then the

final positions will be decided by the application of goal difference to play-off ties only in order to

determine rankings.

The cost of all such play-off matches shall be shared equally between the teams concerned.

For deciding matches, where just two teams are involved, in the event of the scores in a special

championship match played under conditions determined by the Management Committee being level

at the end of the game, 20 minutes extra time will be played in two equal periods of 10 minutes in the

case of Youth Football and 10 minutes of extra time will be played in two equal periods of 5 minutes in

the case of Mini-Soccer. All play-off matches resulting in a draw even after 10 minutes extra time will

be decided by penalty kicks as per FiFA rules.

Any team that is suspended by League or any governing body that is likely to have an effect that

will/may determine the winners or runners-up in any League or Cup competition then the league

reserve the right to either award the result to the opposition or replace the suspended team with their

last opponent in the competition".

(B) Where there is more than one Division at a particular age group automatic promotion and relegation

shall be applied for the first two and last two teams in each Division except as provided for hereunder,

subject to the provisions of Rule 1(b).

(i) Should one or more teams withdraw from any one Division after the fixtures have commenced an

equal number of teams to those withdrawing in that Division shall not be automatically relegated.

Vacancies occurring after the conclusion of the season may be filled on any of the following ways:

a. Retention of otherwise relegated team(s)

b. Additional promotion of the next ranked team(s) from the Division below

c. Election

(C) In the event of a team not completing 75% of its fixtures for the season all points obtained by or

recorded against such defaulting team shall be expunged from the Competition table.

REFEREES

13. (A) Registered Referees for all matches shall be appointed in a manner approved by the Management

Committee and by the sanctioning Association(s). An appointed referee takes precedence over any Club

referee. Clubs cannot turn down a referee appointed by the Referee’s Secretary under any

circumstances.

(B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee

shall take charge and a substitute Assistant Referee appointed by the competing Teams. In cases where

there are no officially appointed Assistant Referees, or where the competition has been unable to

appoint a Referee the Clubs shall agree upon a Referee. A Referee thus agreed upon shall, for that

whole game, have the full powers, status and authority of a registered Referee and be entitled to

receive such fees as outlined in Rule 13(E).

Should the Clubs fail to agree upon a Referee, thus preventing the game being played, the Fixture

Secretary must be informed, in writing, by both Clubs within three days of the date of the match and

the reasons clearly stated therein. Failure to comply will result in the Club(s) being dealt with under

League Rule 5(H). The Fixture Secretary shall refer all cases to the Management Committee who will

determine which Club(s) is/are in default. Club(s) thus determined to be in default of not mutually

agreeing upon a Referee shall pay the ground expenses, the Referee’s fee and travelling expenses for

the rearranged fixture, the date of which shall be determined by the Fixture Secretary.

(C) The Management Committee may, if they consider it desirable, or upon application by the two

competing Clubs, appoint Assistant Referees, if available, to any match and the Assistant Referees fees

to be paid in full by the home team. Where Assistant Referees are not appointed each Team shall

provide a Club Assistant Referee. Failure to do so will result in a maximum fine of £5 being imposed on

the defaulting Club.

(D) The appointed or agreed Referee shall have power to decide as to the fitness of the ground in all

matches and the decision shall be final subject to either in the case of a ground of a Local Authority or

the owners of a ground, the Representative of that body is the sole arbiter and whose decision must be

accepted.

(E) Match Officials appointed under this Rule shall be entitled to charge standard class public transport

expenses or private car expenses of 30p per mile together with the following match fees: - Referee £15,

Registered Referees appointed by the Management Committee as Assistant Referees £11, subject to

any limits laid down by the sanctioning Association(s).

The Home Club shall pay the Officials their fees and expenses before the match.

(F) In the event of a match not being played because of circumstances over which the Clubs have no

control, the Match Officials, if present, shall be entitled to half fee plus expenses. Where a match is not

played owing to one Club being in default, that Club shall be ordered to pay the Officials, if they attend

the ground, their full fee and expenses.

The home Club must notify the appropriate Referee Appointments Secretary and appointed Referee if

its fixture is to be played on a ground different to that listed in the League Handbook or as featured on

the FA Full-time League webpage within 6 days before the match. Any Club responsible for failing to

notify the Referee Appointments Secretary and appointed Referee shall be liable to reimburse the

Referee his full match fee and expenses. The Referee must submit any such claim to the Referee

Appointments Secretary within three days of the scheduled date of the match.

(G) A Referee not keeping his engagement, and failing to give a satisfactory explanation as to his non-

appearance may have his name removed from the list of Referees and may be reported to the County

Football Association with which he is registered.

(H) Where a qualified Referee is appointed to the match each Club shall award marks out of 100 to the

Referee in the prescribed manner when recording Results and Statistics on FA Full-time League

webpage. Clubs failing to comply with this Rule shall be liable to be fined or dealt with, as the

Management Committee shall determine. Where a mark of 50 or less is awarded by a Club

correspondence must be submitted to the League Secretary and League Referee Appointment Secretary

containing the mark and explaining why it was necessary to award such a low mark.

(I) The Competition shall keep a record of the markings and, on the Form provided by the prescribed

date each season, shall submit a summary to The County Football Association.

(J) The Referee shall submit a report form, supplied by the Competition, giving the result of the match,

the number of players in each team and the time of kick-off to the Referee Appointments Secretary

within two days of the match.

(K) Referees shall be supplied, each Season with an electronic copy of the Competition Rules

(L) Referees and Assistant Referees shall have undertaken a Respect briefing offered by the FA/County

FA or the League.

CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB

14. (A) After 31st

December in the current season a Club intending, or having a provisional intention, to

withdraw a team from the Competition on completion of its fixtures and fulfilment of all other

obligations to the Competition must notify the General Secretary in writing by 31st March each Season

or be liable to a fine not exceeding £10.

Clubs in membership, not having notified the General Secretary of their intention to withdraw, shall be

assumed to be continuing in membership for the following season.

(B) A Club shall not be allowed to withdraw any or all of its teams from the Competition after the

Annual General Meeting for the following season. Any Club infringing this rule shall be liable to a fine

not exceeding £50 per team and shall also be liable for its share of any call that may be made under

Rule 5(B).

(C) The Membership for the coming season having been decided at a Special General Meeting held for

that purpose or at the Annual General Meeting held not later than 30th

June annually, the Competition

shall have the right, irrespective of other provisions in this Rule, to refuse to permit a Club to withdraw

its team(s) in order to join another Competition and may hold the Club to its engagements.

(D) In the event of a Member Club, which is an un-incorporated association, withdrawing and/or

disbanding it shall be immediately liable to discharge all its financial and other obligations to the

Competition.

In the event that any such obligation remains un-discharged after a period of twenty-one (21) days then

such obligation shall be met by the then current Club Members, excluding those under the statutory

school leaving age. Until a Member’s pro rata obligation is discharged in full the Member shall not be

allowed to participate in the Competition, which may apply to the Club’s Parent County Association for

a suspension order.

PROTESTS AND APPEALS

15. (A) i. All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred

to the Management Committee.

ii. Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue

will not be entertained by the Management Committee unless a protest is lodged with the Referee

before the commencement of the match. Any Club lodging such protest and not proceeding with it

shall be deemed guilty of a breach of this Rule and shall be dealt with by the Management

Committee.

(B) Except in cases where the Management Committee decide that there are special circumstances,

protests and complaints (which must contain full particulars of the grounds upon which they are

founded) must be lodged in duplicate with the General Secretary within three days (excluding Sundays)

of the match or occurrence to which they refer. A protest or complaint shall not be withdrawn except

by permission of the Management Committee. A Member of the Management Committee who is a

member of any Club involved shall not be present (except as a witness or representative of his Club)

when such protest or complaint is being determined.

(C) Any dispute occurring between Clubs in the Competition shall be referred for determination by the

Management Committee whose decision shall be binding upon all parties subject to Rule 16.

(D) No protest or appeal of whatever kind shall be considered by the Management Committee unless

the complaining Club shall have deposited with the General Secretary a sum of £20. This may be

forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The

Management Committee shall have power to order the defaulting Club or the Club making a losing

protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the

parties.

(E) All parties to a protest or complaint must receive a copy of the submission and must be afforded an

opportunity to make a statement at least 7 days prior to the protest or complaint being heard.

(i) All parties must have received seven days’ notice of the Hearing should they be

instructed to attend.

(ii) Should a Club elect to state its case in person then they should forward a deposit of

£25.00 and indicate such when forwarding the written response

(F) When dealing with a protest or complaint the Management Committee shall take into consideration

the possession by the protesting or complaining Club of any information which, if properly used, might

have avoided the protest or complaint.

BOARD OF APPEAL

16. Within 14 days of the posting of written notification of any decision of the Management Committee or

the Competition a Club, Official or Player against whom action is taken may appeal against such decision

by lodging particulars in duplicate with the Secretary of the Wiltshire County Football Association,

including a fee in accordance with the Wiltshire County Football Association Schedule of Charges for

adjudication of a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The

Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the costs of the

appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned.

No appeal can be lodged against a decision taken at an Annual or Special General Meeting unless this is

on the ground of unconstitutional conduct.

EXCLUSION OF CLUBS, TEAMS, OFFICIALS, PLAYERS AND SPECTATORS

17. (A) At the Annual General Meeting, or Special General Meeting called for the purpose, in accordance

with the provisions of Rule 19, Notice of Motion having been duly circulated on the Agenda, the

accredited delegates present shall have the power to exclude any Club or Team from further

membership which must be supported by (more than) two-thirds (2/3) of those present and voting.

Voting on this point shall be conducted by ballot.

(B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, in

accordance with the provisions of Rule 19, the accredited delegates present shall have the power to

exclude from further participation in the Competition any Team of a Club whose conduct has, in their

opinion, been undesirable which must be supported by (more than) two-thirds (2/3rds) of those

present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the

subject of the vote being taken shall be excluded from voting.

In preparation for such a motion (to exclude a Club, Team, Official, Player or Spectator) the

Management Committee is authorised to gather whatever evidence exists and seek and consolidate

the opinions of those other Clubs and Teams most closely effected by the behaviour of the Club, Team,

Official, Player or Spectator whose conduct is the subject of the exclusion vote.

(C) Any player, official or spectator of a Member Club who is alleged to have insulted, harassed or

violated any member of the League Management Committee or whose conduct has, in their opinion,

been undesirable and who is considered to be in breach of the Respect Code of Conduct then the

Management Committee shall have the power to exclude the/those persons from any further

participation in the League/Competition for the period of exclusion as determined by the Management

Committee until their case has been heard and proven by the appropriate County Football Association

after which time the League will be empowered to invoke further action against any individual found

guilty of any misconducted charges.

(D) Any official or member of a Club proved guilty of a breach of the Rule, other than field offences, or

of inducing or attempting to induce a player or players of another Club in the Competition to join them

shall be liable to expulsion or such penalty as a General Meeting or Management Committee may

decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clauses (A)

and (B) of this Rule.

(E) Any Club or Team failing to complete all of its fixtures in any season shall (unless the conditions are

beyond their control, or the accredited delegates present at the Annual General Meeting decide

otherwise by a majority of two-thirds of the votes cast) be debarred from membership the following

season.

TROPHY: - LEGAL OWNERS / CONDITIONS OF TAKING OVER / AGREEMENT TO BE SIGNED / AWARDS

18. A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as Trustees.

If a Competition be discontinued for any cause the Cup or Trophy shall be returned to the Donor, if the

conditions attached to it so provide, or otherwise dealt with as the Association may decide. At the close

of each Competition awards may be made to the winners and runners-up if the funds of the

Competition permit up to a maximum of 16 awards per Team. Any additional trophies can be requested

but must be paid for by the Team concerned.

The following agreement shall be signed on behalf of the winners of the Cup or Trophy: -

“We A_________________ and B______________________, the Chairman and Secretary of

________________________FC, members of and representing the Club, having been declared winners

of _____________________Cup or Trophy, and it having been delivered to us by the Competition, do

hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition

Secretary on or before 1st

March of the following season. We acknowledge that failure to do so will

result in a fine of £20. A further fine will be imposed if the Trophy is not returned by 8th

March. If the

Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the

amount of its current value or the cost of its thorough repair”.

The Management Committee shall be responsible for the engraving of the trophy in accordance with

the requirements of the Competition.

If funds of the Competition permit, the League may present souvenirs to all Mini-Soccer players who

have participated in at least 75% of Mini-Soccer matches. All Clubs participating in the Competition may

present their own players with seasonal mementoes but this will be at their own cost.

SPECIAL GENERAL MEETINGS

19. Upon receiving a requisition signed by two-thirds of the Clubs in membership the General Secretary

shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time.

At least seven days’ notice shall be given of either meeting under this Rule, together with an agenda of

the business to be transacted at such meeting.

Each Full Member Club shall be empowered to send two delegates to all Special General Meetings.

Each Club shall be entitled to one vote only. Not less than 7 days’ notice shall be given of any meeting.

Any continuing Member Club failing to be represented at a Special General Meeting without

satisfactory reason being given shall be fined £50.

Officers and Management Committee members shall be entitled to attend and vote at all Special

General Meetings.

ALTERATION TO RULES

20. Alterations for which consent has been given by the sanctioning Association shall be made to these

Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the

purpose called in accordance with Rule 19. Any alteration made during the playing season to the Rule

relating to the qualification of players shall not take effect until the following season.

Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to

the General Secretary 21 days before the date of the AGM. The proposals and proposed amendments

thereto shall be circulated to Clubs with the notice of the Annual General Meeting. A proposal to

change a Rule shall be carried if two-thirds (a majority) of those present and entitled to vote are in

favour.

A copy of the proposed alterations to Rules to be considered at the Annual General Meeting or Special

General Meeting shall be submitted to the sanctioning Football Association seven days prior to the date

of the meeting.

Any alterations or additions decided upon at any meeting shall not become operative until the approval

of the Association issuing sanction shall have been obtained.

RULES BINDING ON CLUBS

21. (A) Each Member Club shall be deemed to have given its assent to the foregoing Rules and agreed to

abide by the decisions of the Management Committee subject to Rule 16. Each Member Club must

abide by any issued Football Association Code of Conduct.

(B) Each Member Club agrees to ensure that all managers (before taking responsibility for a team) and

other officers of their club have read, understood and will comply with the rules and accept the

consequences of any transgression. Ignorance of a rule of this league will not be deemed a defence or

mitigation.

(C) Each Member Club agrees to speedily communicate League matters and decisions to all officials and

managers.

(D) Each existing Member Club shall be working towards the Football Association Charter Standard

Accreditation on application for membership to the league for the 2010/2011 season.

Any new club applying to enter the League and being successful with their application can play for one

season without the need to obtain Charter Standard status.

All Clubs must agree to raise the standard of medical care for their players by ensuring that at least one

person per team is qualified with the FA Treatment of Injuries qualification by the 2011/12 season.

All Clubs must agree that at least one person from each club attends an Age Appropriate workshop and

attain the appropriate qualification by the 2011/12 season.

FINANCE

22. (A) The Management Committee shall determine with which bank or other financial institution the

funds of the Competition will be lodged.

(B) Cheques shall be signed by at least two Officers nominated by the Management Committee.

(C) The financial year of the Competition will end on 30th

April.

(D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited

annually by some suitable person(s) who shall be appointed at the Annual General Meeting.

CUP COMPETITIONS


1. This Competition shall be designated the North Wilts Youth & Minor Football League Cup Competition

and known as the North Wilts Youth & Minor Football League Cup Competition and shall be open to all

teams competing in the North Wilts & District Youth & Minors Football League.





This Competition shall apply annually for sanction to the Wiltshire County Football Association.

A separate cup competition shall be held for each of the respective age groups with teams only being

permitted to enter the cup competition for their own respective age group.

ENTRY FEE

2. (A) Applications by Clubs for admission to this Competition must be made in writing to the General

Secretary and must be accompanied by an annual Entry Fee of £15 per team which shall be returned in

the event of non-election.

At the discretion of a majority of the accredited voting members present applications, of which due

notice has been given, may be received at the Annual General Meeting or a Special General Meeting.

The Entry Fee shall apply.

(B) A Club shall not participate in this Competition until the Entry Fee has been paid along with all

league fees.

(C) Clubs must advise annually to the General Secretary in writing by 30th

June of its relevant County

Football Association affiliation number for the forthcoming season, failing which they shall be fined £5.

Clubs must advise the General Secretary in writing, or on the prescribed form, of details of its

Headquarters, Officers and any other information required by the Competition. For the avoidance of

doubt a fine for not providing such details will only be applied once for all competitions run by the

North Wilts & District Youth & Minors Football League in any one season, it is not £5 per competition.

(H) It shall be deemed misconduct for a player to: -

i. Play for more than one Club or age group in the Cup Competition in the same season this

includes disbanded teams.

ii. Having signed for one Club in the Competition, sign for another Club in the Competition in

that season except for the purpose of a transfer.

iii. Submit a signed League Membership and Player Registration Form for registration that the

player had wilfully neglected to accurately or fully complete.

iv. Knowingly play a player in an age group below the age group for the team to which they

are registered

(I)

i. The Management Committee shall have power to accept or reject the registration of any player.

ii. The Management Committee shall have power to refuse, cancel or suspend the registration of

any player or may fine any player, at their discretion, proved guilty of registration irregularities.

(Subject to Rule 16).

iii. The Management Committee shall have power to refuse or cancel the registration of any

player found guilty of undesirable conduct or that of their parent/guardian and to disqualify

the player in question from participating in all games in the Competition. (Subject to Rule 16).

(Note: Action under Clause (ii) shall not be taken against a player for misconduct on the field of play

until the matter has been dealt with by the appropriate Association, and then only in cases of the player

bringing the Competition into disrepute.)

(J) Subject to the Football Association Rules dealing with players without a written contract when a

player desires a transfer, the Club the player wishes to transfer to shall submit a transfer form to the

appropriate Registration Secretaries accompanied by a fee of £20. Such transfer shall be referred by the

Registration Secretaries to the Club for which the player is registered. Should this Club object to the

transfer it should state its objections in writing to the Registration Secretaries and to the player

concerned within seven days of receipt of the transfer form. Upon receipt of the Club's consent, or

upon its failure to give written objection within seven days, the Registration Secretaries may, on behalf

of the Management Committee, transfer the player who shall be deemed eligible to play for the new

Club from such date that the player appears as eligible on FA.com/Full-time.

A transferring player who has already played for another Club in the Competition in the current season

will be cup tied and not eligible to play for their new club in this Competition in the current season.

During the current season any Club wishing to approach a Player known to be registered with or having

played for any other Club must give to the Secretary of each such Club, seven days’ formal written

notice of the intention to approach the Player and a copy of this approach must be forwarded to the

League Registration Secretaries on the same day.

In the event of an objection to a transfer the matter shall be referred to the Management Committee

for a decision.

(K) A player may not be registered for a Club nor transferred to another Club in the Competition after

the 28th day of February except by special permission of the Management Committee.

(L) A Club shall keep a list of the players it registers and a record of the games in which they have

played, and shall produce such records upon demand by the Management Committee.

In the event a Club has more than one team in an age group, each team must be clearly designated “A”

and “B” etc. In such cases players will be registered for one team only. A player so registered will be

allowed to play for his Club in an older age group within the provisions of Rule 8 (B). Once a player has

played for an older age group team within the same club, then that player must not play for a different

club team within that age group for the remainder of the season.

(M) A register containing the names of all players registered for each Club, with the date of registration,

shall be kept by the Registration Secretaries and shall be open to the inspection of any duly appointed

Member Club representative at all Management Committee meetings or at other times mutually

arranged. Registrations are valid for one season only.

(N) A player shall not be eligible to play in a semi-final or final of the cup competition unless the player

has played four or more league games for that team in the North Wilts & District Youth & Minors

Football League in the current season.

(O) Any team playing an unregistered or otherwise ineligible player or players shall be disqualified from

the Competition and the match awarded to its opponents and may be fined and/or otherwise dealt

with at the discretion of the Management Committee. The maximum fine that can be imposed for

this offence, in addition to any reward of the match, shall be £25.

(The following Clause applies to Competitions involving players in full-time secondary education):-

(P) Priority must be given at all times to school and school organisations activities.

Postponements under this rule will only be considered if the Club are unable to field a team as a

direct result of their player’s involvement in schools activities.

Clubs wishing to apply for a postponement must forward their request, in writing, to the Fixtures

Secretaries or Cups Secretary 14 days prior to the date of the match together with the following

details:

a. Proof that they players in question have been selected for a school event

b. Evidence that loss of the players in question would prevent the club fielding a team (six players

for mini soccer, seven players for 9v9 and nine players for 11v11 constitutes a team).

Any Club requesting postponement of any League organised fixture due to a Football Association or

District Representative game must have a minimum of 2 players selected for the squad and no

postponement will be granted for any League competition game for Clubs who have a squad of at

least 11 or more registered players available after the selection of the players selected for any

Football Association or District Representative game in accordance with Rule 10E. It is considered

that a player shall not play in two matches on the same day in any competition.

Any club found to have made a false statement under this rule will be dealt with by the


i. The availability of children must be cleared with the Head Teachers (except for Sunday

Competitions).

ii. Children under 15 shall not play in a team involving players who are more than 2 years older.

(Note: For players under the age of 18 the provisions contained in Football Association Rules will apply).

iii. A player, registered with the North Wilts & District Youth & Minor Football League shall not be

allowed to play in more than one Competition under the control of the North Wilts & District

Youth & Minors League on the same day.

iv. A player, registered with the North Wilts & District Youth & Minor Football League shall not be

eligible to play in any Competition under the control of the North Wilts & District Youth &

Minor Football League if he is selected to play football for his School or Schools’ FA

Representative Team on the same day.



PLAYING SEASON / CONDITIONS OF PLAY TIMES OF KICK-OFF / POSTPONEMENTS / SUBSTITUTES

10. (A) The Annual General Meeting shall determine the commencing and concluding dates for the ensuing

season which shall be in accordance with Football Association Rules. No Club shall be compelled to play

after the concluding date. Original fixtures arranged by the Fixtures Secretaries or Cups Secretary, or at

a meeting specially convened for that purpose, to be held no later than 21 days before the season

commencement date, must not be arranged for a date later than seven days preceding the concluding

date determined by the Annual General Meeting.

Where matches need to be rearranged by the Fixtures Secretaries or Cups Secretary, Clubs shall

whenever possible, be given a minimum of seven days’ notice, notification will be given to the Club

Secretary through email alerts via FA.com/Full-time and will be published on the FA.com/Full-time

website.

(B) All matches shall be played in accordance with the Laws of the Game as determined by the

International Football Association Board or, for Mini-Soccer, the Laws of Mini-Soccer as set down by the

Football Association.

Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches

shall be played on pitches deemed suitable by the Management Committee. If through any fault of the

home team a match has to be replayed, the Management Committee shall have power to order the

venue to be changed.

The Management Committee shall have power to decide whether a pitch and/or facilities are suitable

for matches in the Competition and to order the Club concerned to play its fixtures on another ground.

If a pitch is regularly unavailable due to conditions outside of the Club’s control, the Management

Committee reserve the right to reschedule all the Club’s remaining fixtures at a neutral venue until the

club can prove beyond all reasonable doubt that these issues have been resolved.

The times of kick-off and the venue of the match must be notified to the opposition and any appointed

Referee at least six days before the date of the actual match. In the event of no notification being

received four days prior to the match from the home team, the away team (Secretary or Official

Representative) must by whatever means possible endeavour to contact the home team to seek

clarification of fixture details. Where-upon a charge of £20 will be imposed on

the home team for failing to contact its opposition in the required time.

All matches shall have a duration as set out below unless a shorter time (not less than 40 minutes for

Youth football, but see also below) is mutually arranged by the two captains in consultation with the

referee prior to the commencement of the match, and in any event shall be of equal halves.

For Mini-Soccer – The duration of play shall be as follows: for under 7 and under 8 age groups, 15

minutes each way and for under 9 and under 10, 20 minutes each way. The maximum playing time in

any one day for under 7 and under 8 age groups is 40 minutes and for under 9 and under 10 age groups

is 60 minutes.

For Youth football – The duration of play shall be as follows unless it is mutually agreed by all parties to

reduce the time. For under 11 and under 12, 30 minutes each half; for under 13 and under 14, 35

minutes each half and under 15 and under 16, 40 minutes each half; under 17 and under 18, 45 minutes

each half.

The cup competition for under 11s will be in 9v9 format and the cup competition for under 12s will be

11v11 in the current season. From 2012/13 season under 11s and under 12s cup competitions will be

11v11 format.

The minimum time for any game will not be less than 20 minutes each half for players in the under 14

age group and below and 25 minutes each half for all other age groups.

No player under the age of 17 as at midnight on 31st

August in any season shall be permitted to play

more than one game per day in this Competition.

The times of kick-off shall be fixed at the AGM or by the Management Committee. Games will be

permitted to take place either in the morning or afternoon at weekends and, in the case of midweek

matches, in the early evening.

Any club failing to notify the League Fixtures Secretaries or Cups Secretary (where appropriate), it’s

opposition, nominated match official and Referees Appointment Secretary of a change of kick-off time

to the time showing on The FA Full-time League webpage or failing to commence the match at the

appointed kick-off time as shown on The FA Full-time League webpage shall be fined a sum of £20 and

be otherwise dealt with as the Management Committee may determine. Any changes to the shown

kick-off time can be made by contacting the League Fixtures Secretaries or Cups Secretary, its

opposition, nominated match official and Referees Appointment Secretary 6 days before the date of the

match being played. Only exception to this shall be an unfit pitch.

Each Team playing in the North Wilts & District Youth & Minors League will advise the Management

Committee of their normal kick-off time prior to the commencement of the season. If Teams wish to

change this kick-off time for a particular match they must seek sanction from the Cups Secretary. Failure

to seek such permission will result in a fine of £5.

The times of kick-off must be notified to the opposition and any appointed Referee at least six days

before the date of the actual match. In the event of no notification being received four days prior to

the match from the home team, the away team (Secretary or Official Representative) must by whatever

means possible endeavour to contact the home team to seek clarification of fixture details. In this

event the away team are required to inform the League Fixtures Secretaries or Cups Secretary of lack of

contact from the home team.

Referees must order matches to commence at the appointed time and must report all late starts to the

Competition.

The home team must provide at least two League sanctioned footballs fit for play and the referee shall

make a report to the Competition if the footballs are unsuitable. The recommended size of football to

be used shall be: For Mini-Soccer, size 3 for players in the under 7 and 8 age categories; size 4 for under

9’s and 10’s. For youth football – size 4 for those playing under 11, 12, 13 and 14 age groups; size 5 for

all other age groups. Goal nets must be used.

The use of 3G playing surfaces (i.e. Rubber Crumb) may be used for competitive games at U9 and

U10 but must comply with The Laws of Mini Soccer as laid down by The FA. In addition to these rules,

there must be ample run off areas around the pitch (no solid walls). All such pitches wishing to be used

must be inspected and approved for use by a minimum of 2 Management Committee members. The

use of floodlights will also be allowed on agreement with a team’s opponents.

The result of any game played on Astro Turf (i.e. Sand Based Surfaced) or a pitch not approved by the

Management Committee will NOT be recognized and the game will have to be rescheduled by the

Fixtures Secretaries or Cups Secretary.

(C) Except by permission of the Management Committee (through the Cups Secretary or, in his absence,

the General Secretary) all matches must be played on the dates originally fixed by the Cups Fixtures

Secretaries but priority shall be given to The Football Association and all relevant County Association

Cup Competitions. All other matches or non-football related activities must be considered secondary.

Clubs may mutually agree to bring forward a match with the consent of the Cups Fixtures Secretaries.

Where permission is sought to postpone a game, permission will only be deemed to have been given

where the Clubs involved have been issued in writing by the Cups Fixture Secretary, or in his absence

the General Secretary, a letter or email stating that: “Permission is hereby granted for the match

between Club A and Club B at Under X scheduled for Date to be postponed and no charge will be raised

under Rule 10F.”

(D) The Secretary (or official representative) of the home Club must give notice by whichever means

possible of full particulars of the location of, and access to, the ground and time of kick-off to the

appointed Referee and the Secretary (or official representative) of the opposing Club six days prior to

the playing of the match.

The location of the ground and kick-off time will be deemed to be as specified in the League’s current

Handbook or as it appears on the FA/Full-time League webpage.

In the event of no notification being received four days prior to the match from the home team, the

away team (Secretary or Official Representative) must by whatever means possible endeavour to

contact the home team to seek clarification of fixture details. In this event the away team are required

to inform the League Fixtures Secretaries of lack of contact from the home team.

Any Club failing to comply with this Rule, thereby causing the fixture to be postponed on the day, shall

be liable to a fine of £20, shall forfeit three points to its opponents, be liable to pay legitimate expenses

claimed by its opponents and be liable for the appointed referee’s full fee and expenses.

(E) Every Club shall play its best available qualified team or teams in all matches in the Competition.

In the event of a Club playing in any match with less than eleven players they may be fined £1 for each

missing player (six players for mini soccer, seven players for 9v9 and nine players for 11v11 constitutes a

team).

(F) All scheduled matches shall be played on the appointed date and (if specified and communicated by

the Cups Secretary) at an appointed time and venue. In the event of a Club postponing a game or failing

to keeps its engagement without the permission of the Cups Secretary, the Management Committee

will inflict a fine of £10, award the match to the opponents, order the defaulting Club to pay any

expenses incurred by the opponents or otherwise deal with them as they see fit.

Any team failing to fulfill their scheduled cup fixture, excluding postponements, will be excluded from

future cup competitions for the next season.

All quarter-final and semi-final matches to be played on a venue as decided by the Cups Secretary

and/or Management Committee on an appointed date as specified by the Cups Secretary, subject to the

availability of a suitable venue. The only exception to this shall be an unfit pitch.

In the event of a Club postponing a match without permission of the Fixtures Secretary or otherwise

failing to keep its engagement the Management Committee shall have power to inflict a fine, deduct

points from the defaulting Club, award the points to the opponents, order the defaulting Club to pay

any expenses incurred by the opponents and match officials or otherwise deal with them except the

award of goals.

Any Club, responsible for postponing a game without the permission of the Fixtures Secretaries or Cups

Secretary, thereby causing the match to be awarded a Walkover shall be fined £20 and will forfeit 3

points to their opponents and be deducted 1 point from their standing and maybe also liable to a claim

for compensation from their opponents for any costs incurred.

Insufficient registered players, illness or injuries to the players shall not be accepted as satisfactory

reason for postponing matches except in exceptional circumstances and agreed by the Fixtures

Secretaries.

No postponements shall be granted for half-term holidays unless both teams mutually agree an

alternate date for the fixture to be played on and with the permission of the Fixtures Secretaries.

Pitch fees and Referees costs shall be split equally between both teams.

Opponents must lodge a written claim for such compensation with the League within three days of the

date of the match, accompanied by proof of expenditure. This also applies to the Referee if he attended

the ground.

Notwithstanding the foregoing provision, the Management Committee shall have power to order a

match to be played on a neutral ground or on the opponent's ground if they are satisfied that such

action is warranted by the circumstances.

Notice of postponement of any match must be given without delay by the postponing Club (or notice of

a Club being unable to fulfil any match must be given 24 hours prior to the match by the Club) to the

Fixtures Secretaries, , the Competition Referees Appointments Secretary, the Secretary of the opposing

Club and the match officials. Any Club failing to comply shall be liable to a fine of £20, shall forfeit three

points to its opponents and be liable to pay the legitimate expenses incurred by its opponents and by

the match official(s).

It is the postponing Club’s sole responsibility to communicate with all parties as soon as possible,

notifying the Fixtures Secretaries or any other member of the League Management committee does not

relieve the postponing club of that responsibility.

Postponement of a match by any Club shall be confirmed in writing to the Fixtures Secretaries within

three days of the date of postponement. Any Club failing to comply shall be dealt with by the

Management Committee who may inflict any penalty it may deem suitable.

Fixtures Secretaries

In the event of a match not being played or abandoned owing to causes over which neither Club has

control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved

by the Fixtures Secretaries. Failing such agreement and notification to the Fixtures Secretaries within

three days the Fixtures Secretaries shall have power to order the match to be played on a named date

or on or before a given date.

The Management Committee shall review all abandoned matches and in a case where it is to the

advantage of the Competition and does no injustice to either Club, shall be empowered to order the

score at the time of the abandonment to stand. In all cases where the Management Committee is

satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they

shall be empowered to take what action they may deem necessary. In cases where a match is

abandoned owing to the conduct of both teams or their Club members, the Management Committee

shall take such action, as they consider appropriate. Such action is subject to any disciplinary action

taken by the appropriate Affiliated Association.

(G) A Club may at its discretion and in accordance with the Laws of the Game use five substitute players

in any match in this Competition who may be selected from five players. Any club found to be using

more than five substitutes then those substitutes used will be deemed as being ineligible and the Club

charged accordingly.

For Mini-Soccer – any number of substitutions may be used at any time with the permission of the

Referee. Entry onto the field of play will only be allowed during a stoppage in play. A player who has

been replaced may return to the play as a substitute for another player. A Team must not have a squad

greater than double the size of its team in an age group.

For Youth Football – for teams in the under 16 age group and below, a player who has been substituted

himself becomes a substitute and may replace another player at any time subject to the substitution

being carried out in accordance with Law 3 of the Laws of Association Football.

The Referee shall be informed of the names of the substitutes not later than five minutes before the

start of the match.

A player who has been selected, appointed or named as a substitute before the start of the match but

does not actually play in the game and is not included on the list of players representing a Club returned

to the Registration Secretaries in accordance with Rule 11(A) shall not be considered to have been a

player in that game within the meaning of Rule 8 of this Competition.

(H) The half time interval shall be of ten minutes duration, but it shall not exceed fifteen minutes. The

half time interval may only be altered with the consent of the Referee.

(I) The League shall require all players and club officials to have signed the FA’s Respect Codes of

Conduct and produce these if so requested by the League management committee.

Prior to each match the participating teams and officials shall conduct the ‘Respect’ handshakes to the

opposing team before and after the match.

The participating clubs taking part in the fixture shall identify a team captain designated with a captain’s

armband who has a responsibility to offer support in the management of the on-field discipline of

his/her team mates. If the participating players are considered to be too young to take on this role a

member of the team coaching staff should provide this support.

Each home club shall make arrangements for the provision of designated areas for spectators and

technical area’s for Officials and substitutes. This area can be marked by an additional painted line, the

use of cones, a roped off area or use of a temporary spectator barrier. The area for spectators should

start two metres from the touchline on both sides of the pitch. Each area should run the full length of

the pitch. It is recognised, however, that the alignment of some public pitches does not allow for this

arrangement in which case other appropriate arrangements should be made.

REPORTING RESULTS


DETERMINING WINNERS

12. (A) The Competition shall be run on a straight knock-out basis.

The team first drawn shall have choice of ground except when specified by the Cups Secretary, which (if

so specified) shall be played on a ground to be decided by the Management Committee and the

competing clubs shall bear their own travelling expenses (if any). Any gate money and money from

program sales for this match, after all expenses have been deducted, shall accrue to the North Wilts &

District Youth & Minors Football League.

(B) Any match resulting in a draw after normal time will result in 20 minutes extra time being played in

two equal periods of 10 minutes in the case of Youth Football and 10 minutes of extra time in two equal

periods of 5 minutes in the case of Mini-Soccer. In the event of a game being drawn at the expiration of

extra time, the winners will be determined by the taking of kicks from the penalty mark in accordance

with the International Board Decision contained in the Laws of Association Football. (See also the

section headed ‘Penalty Kicks as a Match Decider’).

Cup Competition and shall be open to teams competing at a specified age group in the Youth & Minor

Divisions of the North Wilts & District Youth & Minors Football League. The specified age group or age

groups to be decided each season by the Management Committee of the North Wilts & District Youth &

Minors Football League. The purpose of this competition is to supplement games for teams where there

are a limited number of league fixtures at a particular age group or where the season is scheduled to

finish early.





This Competition shall apply annually for sanction to the Wiltshire County Football Association.

DETERMINING WINNERS

12. (A) The Competition shall be run either on a straight knock-out basis or with a series of mini-leagues in

the early stages of the competition followed by a knock-out stage. The decision as to the format of the

competition will be at the sole discretion of the Management Committee having due regard to the

status of actual league fixtures.

Where mini-leagues are operated, team rankings within the competition will be decided by points with

three points to be awarded for a win and one point for a drawn match. The number of teams qualifying

for any subsequent knock-out stage will be decided at the sole discretion of the Management

Committee prior to the commencement of the Competition.

The Management Committee must set out the precise rules to apply and circulate to all participating

clubs before any games are played.

In the knock-out stages the team first drawn shall have choice of ground except when specified by the

Cups Secretary, which (if so specified) shall be played on a ground to be decided by the Management

Committee and the competing clubs shall bear their own traveling expenses (if any). Any gate money

and money from program sales for this match, after all expenses have been deducted, shall accrue to

the North Wilts & District Youth & Minors Football League.

(B) Any match in the knock-out stages resulting in a draw after normal time will result in 20 minutes

extra time being played in two equal periods of 10 minutes in the case of Youth Football and 10 minutes

of extra time in two equal periods of 5 minutes in the case of Mini-Soccer. . In the event of a game being

drawn at the expiration of extra time, the winners will be determined by the taking of kicks from the

penalty mark in accordance with the International Board Decision contained in the Laws of Association

BOARD OF APPEAL





18. (A) A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as

Trustees. If a Competition be discontinued for any cause the Cup or Trophy shall be returned to the

Donor, if the conditions attached to it so provide, or otherwise dealt with as the Association may

decide. At the close of each Competition individual player awards may be made to the winners and

runners-up, up to a maximum of 16 awards per Team. Any additional trophies can be requested but

must be paid for by the Team concerned.

The following agreement shall be signed on behalf of the winners of the Cup or Trophy: -

“We A_________________ and B______________________, the Chairman and Secretary of

________________________FC, members of and representing the Club, having been declared winners

of _____________________Cup or Trophy, and it having been delivered to us by the Competition, do

hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the Competition

Secretary on or before 1st

March of the following season. We acknowledge that failure to do so will

result in a fine of £20. A further fine will be imposed if the Trophy is not returned by 8th

March. If the

Cup or Trophy is lost or damaged whilst under our care we agree to refund to the Competition the

amount of its current value or the cost of its thorough repair”.

The Management Committee shall be responsible for the engraving of the trophy in accordance with

the requirements of the Competition.

Mini-Soccer: Meeting the Needs of Children

The main theme throughout Mini-Soccer is to meet the needs of children. Eleven-a-side association football

does not meet those needs. We need a modified game that fits the needs of children: too often children are

modified to meet the requirements of a game. Mini-Soccer modifies association football without losing the

essence of the game.

Mini-Soccer is the appropriate introduction to football. All available research and observation shows that

children will have more fun and learn more playing a game with smaller teams and modified rules. Mini-

Soccer is, therefore, a game children can actually play rather than struggling to understand a game created

for adults.

If children are to enjoy and take part in soccer they need to:

· Feel success

· Take an active part in the game

· Learn to play as a team

· Understand the Laws

· Develop soccer skills

· Be able to take part whatever their ability

· Develop fitness

Mini-Soccer sets out to meet those needs. It is a game which has been modified from 11-a-side association

football which keeps all the major features of the game, while allowing children to succeed and take part in

something that is still recognisably football.

Mini-Soccer recognises the fact that younger children perform better in smaller teams with simple Laws. It

also sets out to give children fun.

Mini-Soccer, however, is more than another version of 5-or 6-a-side football for the following reasons:

1. It recognises that children do not perform as adults and therefore its Laws, researched and piloted by

The Football Association, meet the needs of children.

2. It has all the features of 'real' football to children.

3. It doesn't set unrealistic expectations. Many adults do not know what can be expected of children and

so emphasise the result at the expense of performance. Mini-Soccer helps by defining the targets for

children at different ages.

4. It sets a standard and a framework for behaviour on and off the pitch which has already been

established by other Football Association schemes such as Fun weeks, Coaching Centres and the Soccer

Star Challenge.

5. Mini-Soccer is for all youngsters regardless of their ability. It is intended for girls and boys, and young

footballers with disabilities and learning difficulties.

In an age when so much of children's leisure time is as organised as their study, Mini-Soccer offers something

special: a game that children can organise themselves! With relatively little instruction children can play and

enjoy a game which is suitable for a wide ability range and gives everyone a chance to take part.

If you find this hard to believe, just set up a game with some children and WATCH!

Guidance for the Laws of Mini-Soccer

The Laws have been piloted and aim to be simple and as near to ‘real' football as possible. The games require

only a ‘game leader' who is urged to be as flexible as possible with the youngest children.

The children will need the Laws explained to them as the game proceeds (e.g. handball, in/out of play.)

It will also be necessary to demonstrate in certain instances how to re-start the game (e.g. throw-ins, corner

kicks.)

What can children expect from Adults?

Remember that children are often easily led, anxious to please and prone to over-enthusiasm, and so plenty

of praise and positive reinforcement is needed especially with beginners.

Children find it hard to understand negative instructions and easier to understand positive reinforcement and

this can frequently mean playing down the result and playing up the performance. This reduces the child's

anxiety and decreases their worry about failing. Remember that children do not mean to make mistakes; we

should accept mistakes as a necessary part of learning.

Make sure the players play by the Laws. The majority of children at these ages will not knowingly infringe the

Laws of the Game. Finally, work with other adults, not against them, and by so doing reinforce positive

attitudes among the children.

Interference from the Touch Line

Whilst the fun and friendly atmosphere created by Mini-Soccer should keep such instances to a minimum,

there may be situations which arise where comments and abuse from adults, parents and Managers is made

from the touch line.

This could be directed at the Referee, but also at the players. What can be done? Stay calm; don't get into

disagreement; report the matter to relevant club or league officials; set a positive responsible example.

Referees _ Mini-Soccer Game Leaders

The Referee will have an important role to play in Mini-Soccer. Carrying out their duties without favour they

should look to create a playing environment which is fun for all taking part. The Referee should encourage

fair play, fun, respect for others, development of skills and team work, understanding of the Laws of the

Game.

The Laws of the Game should be a guide for the Referee in Mini-Soccer with the spirit of the laws being more

important than the letters of the law.

Appreciation of the needs of the child is essential.

The FA Laws for Mini-Soccer: Introduction

For both boys and girls over the age of six and under the age of ten [Updated by The FA Council on 15th May

2008]

Please note: Where Leagues operate Under 11 Mini-Soccer events, they must follow these Laws

Please remember: Under 7's or Under 8's are not permitted to play in leagues where results are collected or

published or winner trophies are presented, this is deemed to be detrimental to the development of the player

and the game and will not be sanctioned.

Except where other provisions, in these Laws, are made, the Laws of Association Football apply. Each Law is

numbered to correspond with the appropriate Law of the Game. These Laws are mandatory unless special

permission is granted by The Football Association.

Law 1: Playing Area

WARNING: Please ensure that The FA Goalpost safety guidelines are observed.

Size of Pitch

Under 7s-8s

· Minimum width: 18.30m (20 yards)

· Maximum width: 27.45m (30 yards)

· Minimum length: 27.45m (30 yards)

· Maximum length: 45.75m (50 yards)

Under 9s-10s

· Minimum width: 27.45m (30 yards)

· Maximum width: 36.60m (40 yards)

· Minimum length: 45.75m (50 yards)

· Maximum length: 54.90m (60 yards)

Other pitch dimensions

· Penalty Area: Length 9.15m (10 yards); Width 16.47m (18 yards)

· Penalty Mark: 7.32m (8 yards) from the Goal Line opposite the Centre of the Goal.

· Halfway Line: The field of play is divided into two halves by a halfway line. The centre mark is

indicated at the mid-point of the halfway line.

· Goal Size: The distance between the posts is 3.6m (12 feet) and the distance between the lower edge

of the cross bar and the ground is 1.88m (6 feet).

Law 2: The Ball

· The ball should be size 4 for U9/U10, or Size 3 for Under 8's.

· It should be safe and made of leather or another suitable material.

Law 3: Number of Players

· Under 7s-8s: 4v4, 5v5, 6v6 or 7v7

· Under 9s-10s: 6v6 or 7v7

Where the appropriate facilities are available, the FA would encourage leagues and competitions to use the

smaller number of players at the youngest age group.

Players must play with and against players only from their own age range, as per Football Association and

Competition rules.

Players should not be allowed to begin to play until the Season of the 7th birthday.

Each team must not have a squad greater than double the size of the team per age.

Any number of substitutes, without being named, may be used at any time with the permission of the referee

or game leader. Entry into the field of play will only be allowed during a stoppage in play. A player who has

been replaced may return to the playing area as a substitute for another player.

Law 4: Playing Equipment

· Players must wear shin guards and goalkeepers must wear a distinguishing playing strip.

· Shin guards must be covered entirely by the stockings.

Law 5: Referees

The Authority of the Referee

Each match is controlled by a referee who has full authority to enforce the Laws of the Game in connection

with the match to which they have been appointed.

Powers and Duties

The Referee:

· Enforces the Laws of the Game

· Controls the match in co-operation with the assistant referees/time keeper

· Ensures that the ball meets the requirements of Law 2

· Ensures that the players' equipment meets the requirements of Law 4

· Stops, suspends or terminates the match, at their discretion, for any infringements of the Laws

· Stops, suspends or terminates the match because of outside interference of any kind

· Stops the match if, in their opinion, a player is seriously injured and ensures that they are removed

from the field of play

· Ensures that any player bleeding from a wound leaves the field of play

· Allows play to continue when the team against which an offence has been committed will benefit

from such an advantage and penalises the original offence if the anticipated advantage does not

ensue at that time

· Takes disciplinary action against players guilty of cautionable and/or sending-off offences

· Takes action against team officials who fail to conduct themselves in a responsible manner and may,

at their discretion, expel them from the field of play and its immediate surrounds

· Ensures that no unauthorised persons enter the field of play

· Restarts the match after it has been stopped

Decisions of the Referee

· The decisions of the referee regarding facts connected with play are final.

· The referee may only change a decision on realising that it is incorrect or, at his/her discretion

provided that play has not restarted.

Law 6: Timekeeper/Scorer/Assistant Referee

Duties

A person may be nominated to assist the referee to:

· Record goals scored

· Act as timekeeper and signify to the referee by an agreed signal when the time of each half has

expired

· Suspend time on an instruction from the referee for all stoppages and add that time to the end of

each half

· Supervise the use of rolling substitutes

· Carry out any other duties as prescribed by the referee

· If an independent timekeeper/scorer is not nominated, these duties are the responsibility of the

referee

Law 7: Duration of the Game

In any one day, no player shall play more than the stipulated period given below:

The duration of play shall be as follows: for under 7 and under 8 age groups, 15 minutes each way and for under 9 and

under 10, 20 minutes each way. The maximum playing time in any one day for under 7 and under 8 age groups is 45

minutes and for under 9 and under 10 age groups is 60 minutes.

Each league/competition will determine its own playing time within the maximum time permitted. The half

time interval must not exceed 5 minutes. [Please refer to Standard Code of Rules for Youth Leagues]

Law 8: Start and Restart of Play

Procedure

A kick-off is taken at the centre of the playing area to start the game and after a goal has been scored,

opponents must be 4.5m (5 yards) away from the ball, and in their own half of the field. The ball must be

played forward.

In Mini Soccer a goal cannot be scored directly from a start or restart of play

Special Circumstances

A dropped ball to restart the match after play has been temporarily stopped inside the penalty area takes

place on the penalty area line parallel to the goal line at that point nearest to where the ball was located when

the play stopped.

Law 9: Ball In and Out of Play

The ball is out of play when:

· It has wholly crossed the goal line or touch line whether on the ground or in the air

· Play has been stopped by the referee

The ball is in play at all other times, including when:

· It rebounds from a goal or post, crossbar or corner flag post and remains in the field of play

· It rebounds from either the referee or an assistant referee when they are on the field of play

Law 10: Method of Scoring

Goal Scored

A goal is scored when the whole of the ball passes over the goal line, between the goalposts and under the

crossbar, provided that no infringement of the Laws of the Game has been committed previously by the team

scoring the goal.

Winning Team

The team scoring the greater number of goals during a match is the winner. If both teams score an equal

number of goals, or if no goals are scored, the match is drawn.

Competition Rules

For matches ending in a draw, competition rules may state provisions involving extra time, or other

procedures approved by the International FA Board to determine the winner of a match.

Law 11: Offside

There is no offside.

Law 12: Fouls and Misconduct

In Mini-Soccer all free kicks are direct.

A free kick is awarded to the opposing team if a player commits any of the following offences in a manner

considered to be careless, reckless or using excessive force:

· Kicks or attempts to kick an opponent

· Trips or attempts to trip an opponent

· Jumps at an opponent

· Charges an opponent

· Strikes or attempts to strike an opponent

· Pushes an opponent

A free kick is awarded to the opposing team if a player commits any of the following offences:

· Tackles an opponent to gain possession of the ball, making contact with the opponent before

touching the ball

· Holds an opponent

· Spits at an opponent

· Handles the ball deliberately (except for the goalkeeper within his/her own penalty area)

· Plays in a dangerous manner

· Impedes the progress of an opponent

· Prevents the goalkeeper from releasing the ball from his/her hands

· Commits any other offence, not previously mentioned in Law 12, for which play is stopped to caution

or dismiss a player

Penalty Kick

A penalty kick is awarded if any of the above offences is committed by a player inside his/her own penalty

area, irrespective of the position of the ball, provided it is in play.

A free kick is awarded to the opposing team if the goalkeeper:

· Takes more than 6 seconds to release the ball from his/her hands

· Touches the ball again with his/her hands after it has been released from his/her possession and has

not touched any other player

· Touches the ball with his/her hands after it has been deliberately kicked to him/her by a team mate

· Touches the ball with his/her hands after he/she has received it directly from a throw in taken by

a team mate

For all these offences, the free kick should be taken from the penalty area line, parallel with the goal line, at

the nearest point to the offence.

Cautionable Offences

A player is cautioned and shown the yellow card if he/she commits any of the following seven offences:

1. Is guilty of unsporting behavior

2. Shows dissent by word or action

3. Persistently infringes the Laws of the Game

4. Delays the restart of play

5. Fails to respect the required distance when play is restarted with a corner kick or free kick

6. Enters or re-enters the field of play without the referee's permission

7. Deliberately leaves the field of play without the referee's permission

Sending Off Offences

A player is sent off and shown the red card if he/she commits any of the following seven offences:

1. Is guilty of serious foul play

2. Is guilty of violent conduct

3. Spits at an opponent or any other person

4. Denies the opposing team a goal or an obvious goal scoring opportunity, by deliberately handling the

ball (this does not apply to a goalkeeper within his/her own penalty area)

5. Denies an obvious goal scoring opportunity to an opponent moving towards the player's goal by an

offence punishable by a free kick or penalty kick

6. Uses offensive or insulting or abusive language and/or gestures

7. Receives a second caution in the same match

Law 13: Free Kicks

For all free kicks opponents must be 4.5m (5 yards) from the ball

Law 14: Penalty Kicks

A penalty kick is awarded for offences, as described in Law 12

Position of the Ball and the Players

All players except the defending goalkeeper and kicker must be outside the penalty area and at least 4.5m (5

yards) from the penalty mark.

The ball must be kicked forward.

Infringement/Sanctions

If a player or players commit an offence at the taking of a penalty kick his/her team shall not be allowed to

gain an advantage (i.e. the kick is retaken or the goal is disallowed depending on which team offended)

If a player of both the defending and the attacking teams offend, the kick shall be retaken.

Law 15: Throw-in

A goal cannot be scored directly from a throw-in.

A throw-in is awarded:

· When the whole of the ball passes over the touch line, either on the ground or in the air

· From the point where it crossed the touch line

· To the opponents of the player who last touched the ball

Procedure

At the moment of delivering the ball, the thrower:

· Faces the field of play

· Has part of each foot either on the touch line or on the ground outside the touch line

Throw-in

· Uses both hands

· Delivers the ball from behind and over their head

· The throw-in is awarded to the opposing team, if any of these requirements are not carried out

The thrower may not touch the ball again until it has touched another player. If he/she does, a free kick will be

awarded against them. The ball is in play immediately when it enters the field of play.

A player of the defending team kicks the ball from any point within the penalty area.

Opponents must remain outside the penalty area and at least 4.5m (5 yards) from where the kick is taken until

the ball is in play.

Law 17: Corner Kicks

The opposing players must remain at least 4.5m (5yards) from the ball until it is in play.

The kicker may not touch the ball again until it has touched another player. If he/she does, a free kick is

awarded against them.

The ball is in play immediately when it enters the field of play.

This is the responsibility of every adult involved in football, thus every club is required toendorse and adhere to The Association’s Safeguarding Children policy.

The FA recognises its responsibility to safeguard the welfare of all children and young people byprotecting them from physical, sexual or emotional harm and from neglect or bullying. The FA iscommitted to working to provide a safe environment for all children and young people to participate inthe sport to the best of their abilities for as long as they choose to do so. The Safeguarding ChildrenPolicy is supported by The FA’s Respect programme to address verbal abuse and bullying ofyoungsters by parents and coaches on the sidelines. The Association’s Safeguarding Children policyprinciples are that:

• the child’s welfare is, and must always be, the paramount consideration• all children and young people have a right to be protected from abuse regardless of

their age, gender, disability, culture, language, racial origin, faith or sexual orientation• all suspicions and allegations of abuse will be taken seriously and responded to

swiftly and appropriately• working in partnership with other organisations, children and young people and their

parents and carers is essential.

The FA is committed to working in partnership with the Police, Children’s Services Departments, andLocal Safeguarding Children’s Boards (LSCB) in accordance with their procedures. This is essentialto enable these organisations to carry out their statutory duties to investigate concerns and protect allchildren and young people.The Association’s Safeguarding Children Policy is in response to government legislation andguidance, developed to safeguard the welfare and development of children and young people.

Respect is The FA’s response to a clear message from throughout the game that the health offootball depends upon high standards of behaviour on and off the pitch.

• Respect is a behavioural code for Football

• Respect is about recognising that the integrity of the game is more important than the resultof the match

• Respect is about creating an understanding of what is acceptable and unacceptablebehaviour in Football

• Respect is about those involved taking responsibility for the consequences of their ownactions

• Respect is about supporting match officials to do their job. Without them we don’t have agame

• Respect is not a slogan. It is a collective responsibility of those involved in football to create afair, safe and enjoyable environment in which the game can take place.

The following Respect Codes of Conduct outline the types of behaviour that will support a fair, safeand enjoyable game this country. They also identify a range of sanctions which may be taken if thesecodes are not abided by.

YOUNG PLAYERS

We all have a responsibility to promote high standards of behaviour in the game.

As a player, you have a big part to play. That’s why The FA is asking every player to follow a RespectCode of Conduct.

When playing football, I will:

• Always play to the best of my ability• Play fairly – I won’t cheat, complain or waste time• Respect my team-mates, the other team, the referee or my coach/manager• Play by the rules, as directed by the referee• Shake hands with the other team and referee at the end of the game• Listen and respond to what my coach/team manager tells me• Talk to someone I trust or the club welfare officer if I’m unhappy about anything at my club.

I understand that if I do not follow the Code, any/all of the following actions may be taken by my club,County FA or The FA:

I may:

• Be required to apologise to my team-mates, the other team, referee or team manager• Receive a formal warning from the coach or the club committee• Be dropped or substituted• Be suspended from training• Be required to leave the club.

In addition:

• My club, County FA or The FA may make my parent or carer aware of any infringements ofthe Code of Conduct

• The FA/County FA could impose a fine and suspension against my club.

This club is supporting The FA’s Respect programme to ensure football can be enjoyed in a safe,positive environment.

Remember children’s football is a time for them to develop their technical, physical, tactical and socialskills. Winning isn’t everything.

Play your part and observe The FA’s Respect Code of Conduct for spectators and parents/carers atall times.

The behaviour of the match officials has an impact, directly and indirectly, on the conduct of everyoneinvolved in the game – both on the pitch and on the sidelines.

Play your part and observe The FA’s Respect Code of Conduct of match officials at all times.

In the FA’s survey of 37,000 grassroots participants, behaviour was the biggest concern in the game.This included the abuse of match officials and the unacceptable behaviour of over-competitiveparents, spectators and coaches on the sideline.

Play your part and observe The Football Association’s Respect Code of Conduct in everything youdo.

On and off the field, I will:

Players tell us they want a referee for every match, yet 7,000 match officials drop out each seasonbecause of the abuse and intimidation they receive on and off the pitch. Respect your referee todayand you may just get one for every match this season.

Play your part and observe The FA’s Respect Code of Conduct for players at all times.

RESPECT PROGRAMME

Designated Spectators Area & Coaches Technical Area: a guide

One of the key elements of Respect in the North Wilts Youth & Minor League is the mandatory use

of designated areas for spectators (DSA) and technical areas (DTA) for the Managers, Coaches and

Substitutes.

The Designated Spectators' Area (barrier) is to be marked on one side of the pitch - it is

recommended that spectators and parents/carers from both sides stand behind this barrier on one

side of one full length of the pitch.

The Designated Technical Area is to be on the opposite side of the pitch to that of the DSA, both

areas must be completely separate from one another and must not conflict.

The DTA can be a coned or marked out area, similar to dugouts, or each team can assume and agree

on one half of the pitch area for this purpose. The DTA is for the use of Managers, Coaches and

Substitutes ONLY no Spectators are permitted in this area through-out the duration of the match,

unless invited to do so by the Team Manager only in exceptional circumstances (i.e. injury to a player

etc.).

Managers, Coaches and Substitutes must observe the DTA at all times and must NOT encroach on

the DTA of his opposition; failure to adhere to this will result in charges being brought against the

offending club. Entering your DTA or attempting to coach from that area is not

permitted at any time through-out the duration of the match.

This allows the coaches of both teams to stand on the other side of the pitch in the Technical Area,

meaning players get instructions from just one side of the pitch. The North Wilts Youth & Minor

League have made mandatory the use of the technical area for both home and away teams.

You may prefer an alternative form of marking a Designated Spectators' Area, but you must ensure

this is safe for both the spectators and the players. The NW&DFL strongly recommends you obtain

formal agreement from the facility/pitch provider about which method of marking is most suitable

for the pitch, before beginning any work or buying any new equipment.

The safety of the players, officials and spectators is paramount.

The size of the area around home pitches will dictate whether you are able to use:

Poles with rope

Cones

Spray paint to mark the designated spectator areas

The spectators' area should start two metres from the touchline on one side of the pitch. Each area

should run the full length of the pitch. This means no-one should be watching from behind the goals.

There is no requirement to mark out the technical area on the opposite side of the pitch.

Where there is not enough room, you must speak to the opposing club and agree what distance

from the touchline is realistic to ensure marked areas are safe for spectators.

Both the poles and rope must be removed in the interests of safety after each game unless they are

to be used for subsequent matches that day.

Where cones are being used club officials should ensure these are still in place at the start of any

subsequent games to be played on the same pitch.

Where spray paint is used, club officials must check the lines have not faded between games.

The Club Liaison Secretary will be constantly monitoring the use of both DSA & DTA though-out the

season and will be corresponding with those clubs who fail to observe this Respect and League Rule.

TAKING OF PHOTOS

The Common Sense Approach

There has been much talk about whether it’s safe to take pictures of under 18s playing sport. The FA

would like to assure parents, carers, coaches, spectators, players and local media that we encourage the

taking of appropriate images of children in football.

With regards to the potential risks The FA has developed this guidance to help avoid the

following:

· The inappropriate use, adaptation or copying of images for use on child abuse websites on

the internet (often referred to as pornography sites);

· The identification of children when a photograph is accompanied by significant personal

information that will assist a third party in identifying the child. This can lead, and has led,

to children being ‘groomed’; and

· The identification and locating of children in inappropriate circumstances which include:

(i) where a child has been removed from his/her family for their own safety;

(ii) where restrictions on contact with one parent following a parental separation exist e.g.

in domestic violence cases;

(iii) in situations where a child may be a witness in criminal proceedings; or

(iv) other safeguarding children concerns.

The majority of images taken are appropriate and taken in good faith. If we take the following simple

measures we can help to ensure the safety of children in football.

Common sense considerations to ensure everyone’s safety

1. share The FA’s guidance on taking images with all parents, carers and members when they join

the club;

2. ensure the club has parental consent to use a player’s image if it is to be used in the public

domain e.g. club website or newspaper article. This is essential in relation to point 3 below;

3. ensure that any child in your club who is under care proceedings is protected by ensuring that

their image is not placed in the public domain. This can be done by using an Annual Consent

Form, so that parents/carers can identify whether this applies to children in their care;

4. focus on the activity rather than the individual;

5. ensure all those featured are appropriately dressed (a minimum of vest or shirt and shorts);

6. aim to take pictures which represent the broad range of youngsters participating safely in

football e.g. boys and girls, disabled people, ethnic minority communities; and

7. report any instances of inappropriate images in football to The FA Case Manager or the Internet

Watch Foundation (IWF). Contact details can be found on the following page.

Don’t

8. publish photographs with the full name(s) of the individual(s) featured unless you have written

consent to do so and you have informed the parents as to how the image will be used;

9. use player profiles with pictures and detailed personal information on websites;

10. use an image for something other than that which it was initially agreed, e.g. published in local

press when initially produced for a clubhouse commemorative picture; and

11. allow images to be recorded in changing rooms, showers or toilets - this includes the use of

mobile phones that record images.

Remember

- It’s not an offence to take appropriate photographs in a public place even if asked not to do

so;

- No one has the right to decide who can and cannot take images on public land;

- If you have serious concerns about a possible safeguarding children issue relating to the

recording of images then call the Police. This action should only be taken where you believe

that someone may be acting unlawfully or putting a child at risk;

- The land or facility owner can decide whether or not photography and/or videoing at

football activities will be permitted when carried out on private land. However, you will

need to make this known before allowing individuals access to the private property;

- Try not to use images that include individuals wearing jewellery (as wearing jewellery

whilst playing is contrary to the Laws of the Game as well

as being a health and safety issue).

Commissioning professional photographers and the local media

If you are commissioning professional photographers or inviting the press to cover a football activity,

ensure you and they are clear about each other’s expectations.

Remember the key is to plan ahead and communicate early on.

- Provide a clear brief about what is considered appropriate in terms of content and

behaviour;

- Inform them of your club’s commitment to safeguarding children and young people.

Establish who will hold the recorded images and what they intend to do with them, e.g.

place on a website for sale, distribute thumb nails to the club to co-ordinate sales;

- Issue the professional photographer with identification, which must be worn at all times;

Inform participants and parents or carers prior to the event that a professional

photographer will be in attendance and ensure you have established that no under 18s will

be compromised due to safeguarding children concerns if their image is taken – remember

this can be done by using the Annual Consent at the start of the season

RESPECT AWARDS

Rules and Regulations

1. Title and Management

The trophy is designated the North Wilts Youth & Minors Football League Respect Award and the competition

shall be managed by the League Committee.

2. Award

A Trophy will be presented to the team achieving the highest average Respect mark, within their age group,

based on the method of determining the winner set out below.

3. Purpose

The Respect Award Trophy shall be awarded annually to the Team who by its sportsmanship, conduct and

general attitudes is adjudged to have contributed most towards maintaining high standards of Respect

required of the North Wilts & District Youth & Minors Football League.

4. Club Acceptance and Entry

This Competition shall run annually and all teams taking part in the North Wilts & District Youth & Minors

Football League will participate. No entrance fee is involved.

5. Method of Determining the Winner

The winner will be determined by all member Clubs and the Management Committee as follows:

(A) Clubs

Each team shall be required to award marks out of 99 for the application of the Respect Programme of the

opposition. This information will be collected when submitting your team Results and Statistics on

FA.com. Any team failing to mark another club in any match for whatever reason will have their own marks for

that particular game reduced by 50%. Any teams whose scores are inconsistent with the other markings of the

match will be requested to submit a report by the League Secretary within 3 days of receiving the request,

failure to do so will incur a charge under Rule 5H.

(B) Management Committee

At the completion of all fixtures a maximum of 100 points will be awarded to a Team from each of the

following officers: General Secretary, Fixture Secretary, Registration Secretary, Results Secretary, Treasurer

and Referees Secretary. These points will be added to the total points awarded in (A) above and six games

added to the number of fixtures deemed to have been played for the purposes of calculating the highest

average mark.

In determining the mark to be awarded by each officer the following factors, amongst others, will be taken

into account and points deducted as appropriate:

· Cancellation of games by the Team concerned

· Late Team reporting / incorrect Team reporting/ Failure to submit results

· Acts of discourtesy (non-reply to correspondence, etc.)

6. Final Assessment

All markings will be added, or subtracted as the case may be; at the end of each season and the Club with the

highest average number points per game based on games played will be declared the winner.

7. General Remarks

The Respect Award Trophy remains the sole property of the League. The winning Club must return it in good

condition to the Management Committee of the League not later than 1 March each year.

Any circumstances not covered in these Regulations will be dealt with at the discretion of the Management

Committee.
