DHIC is pleased to announce the completion of green retrofit improvements to the Chadwick Apartments,serving residents 62 years of age and older in Garner, North Carolina. Natalie Britt,
DHIC's Vice President for Rental Development, says, "We are pleased that this project, which
incorporates green practices important to DHIC, has been completed on schedule and within the
planned budget. The residents will directly benefit from a more comfortable and healthy environment.
We are very proud of the team that made this a reality."
The property, located at 305 East Garner Road, was selected as a grant recipient of HUD's Green
Retrofit Program. This program provided over $250 million in grants and loans to retrofit affordable
housing projects with the goal of reducing the demand for energy and water, lowering operating and
maintenance costs as well as improving the impact on the environment and the quality of life for the
residents. The project scope for the Chadwick Apartments will result in benefits to residents from the
replacement of old appliances with new Energy Star models. All of the residents also received new
energy-efficient heating and air conditioning systems with state-of-the art programmable thermostats
for their units. The common areas received new heating and ventilation systems as well.
As with any project it took a team of professionals to obtain the grant and implement the program.
The initial grant proposal was applied for at 12:01 am the morning of the first day the applications
were accepted. The application was assembled by Len Tatem (a North Carolina based asset
management consultant) and Michael Skena (an intern from the UNC Kenan-Flagler School of
Business). Newcomb and Company, a respected Raleigh-based mechanical contractor was selected to
remove and replace 45 HVAC units and piping in the complex. The new Energy-Star refrigerators were
obtained from HHGregg's commercial division.
As part of this program, the project team created a green operations manual that will continue to
improve the well-being and health of its residents. Mr. Tatem, who provided oversight for the project
implementation says, "The green components of this project do not end at the installation of new
equipment and appliances. Industry best practices also require continued reinforcement and
measurement to ensure the improvements are meeting the intended goals and that residents are fully
engaged in the outcomes as well." A baseline utility study has been performed so the impact of the
improvements may be measured over time.

The operations plan will be implemented by the on-site management team including Dannie
Trautwein, Kinney Robertson, and Donald Nicholson under the direction of Teressa Johnson, Regional
Property Manager of Community Management Corporation. The plan includes the use of non-toxic
chemicals, integrated pest management techniques, low-VOC paints, and green label flooring
products. Mr. Nicholson developed an instructional video on how to program the thermostat for the
new heating and air conditioning system. Sally Haile (DHIC Community Development Specialist)
states, "We want to ensure that our residents have access to continued learning about these
improvements. Their environment is a key ingredient of DHIC's resident service goals."
