Send radiant heat back where it came from

As temperatures and cooling costs soar, the new frontier in

house construction is increasing energy efficiency. Solarbord uses

heat-reflecting foil laminated to OSB to stop 97% of the sun’s radiant

energy. That can mean attics are up to 30˚F cooler, which translates

into cooler houses, lower energy costs and happier homeowners.

Make it the crowning achievement of every build

Solarbord, SFI CoC certified, installs like any roof sheathing

and gives builders an extra edge in these energy-conscious times.

And because it’s made in the USA and backed by a 25-year

warranty, you’ll have total confidence in its quality and durability.

We’re now in the summer months with half the year already behind us. By now, most of us thought the markets would have been improving and be more on their way to

recovery. Reality is that they continue to wax and wane, near or at the bottom, with no clear signs of change for the better. NCHBA is hard at work to bring relief from costly and unnecessary regulations and programs to help with the recovery of the home building industry.

regulatory Victories in the General assembly

From a regulatory process we have a few quick victories. HB 92 to Repeal the Land Transfer Tax option has been enacted into law, ending the local governments’ ability to push for this unjust tax on property transfers. SB 731 limits governments’ ability to enact residential design guidelines which dictate the aesthetics, location of windows and doors including garage doors, construction materials and color of homes. This bill passed the Senate and is eligible for consideration in the 2012 session. HB 806 revises the zoning statute of limitations for rezoning lawsuits to allow one year from the time a plaintiff has standing. It was ratified and is awaiting the Governor’s signature. SB 22 has been enacted and places a moratorium on new state rules causing more than $500,000 in additional cost per year on any persons or group until July 2012.

We are also supporting and working to enact around 20 other bills that provide a variety of good measures for our industry. These include tort reform, general contractor licensing law, strengthening law that disallows building moratoriums for planning purposes, reducing buffers in the Neuse and Tar-Pam river basins, and improving turnover of BMP’s to neighborhood HOA’s, just mention a few. We expect a very important bill to come from the report of the Joint Legislative Regulatory Reform Committee, which met in six different cities around the state to take comment about what regulations are being misused, are unnecessary and costly, or that inhibit economic development and the creation of new jobs. We are hopeful that this will address many of those regulations that are the most burdensome to our industry.

Membership driveWe held a very successful membership drive in May, which

you can read more about on page 9. To further assist our local HBAs, NCHBA is providing monetary assistance to the vast majority of our local HBAs who elect to enroll members in NAHB’s Touch program. This membership retention program sends very professional pieces of correspondence, membership certificates, brochures and emails—17 “touches” in all—at a

cost that is less than the postage required to send them. Many HBAs have enrolled in the program and have customized the information that will be sent to their members. New members plus higher retention of members results in a more successful HBA. Please ask your local board to enroll if they have not yet done so.

NC Build-PaC driveWe recently completed the May is NC BUILD-PAC Month contest.

Thank you to all who participated. The legislative accomplishments discussed above would not be possible if not for NC BUILD-PAC contributions to help leaders, supportive of our industry, get elected. We are asking that everyone contribute at least $10 this year. It seems simple enough, but has always fallen short in years past. To that end, your NCHBA Executive committee achieved 100% participation in NC BUILD-PAC in March, and I have asked that each HBA Board of Directors do the same before they challenge their membership to likewise participate. I am now asking you to not only contribute, but be an advocate for your board to achieve 100% participation, and then your membership. We will report these accomplishments as they happen. Don’t be left out.

Supporting MembersFinally, I have hope for the future. Dr. David Crowe, NAHB’s Chief

Economist, stated during our May Board meeting in Washington D.C., “There is an ever growing pent up demand for household formations that is being restricted by this economy.” We all know this to be true. When the recovery begins in earnest, these new households will require an additional 2 to 3 million homes above the normal housing demand. NCHBA’s focus is to support our members, make us all strong, and remove regulatory obstacles that impede our business, so we are positioned to participate in the coming housing boom.

building industry. The Builders Classic Golf Tournament, sponsored by Builders

Mutual Insurance Co., turned out to be another big success this year as 86 golfers helped raise over $13,200 for the foundation.

Taking home first place honors was the Pegram-West team of Larry Ferguson, Hugh Gill, Mike Gill and Connie Johnson. Second place honors went to the Brad D. Cummings Construction Co. team of Brad Cummings, Tony Fish, Michael Rhodes and Keith Thomas.

Marty Needham, NCHBA Regional Vice President and Surry Co. HBA Local President, was the winner of the President’s Cup, a competition among former and current local, state or national HBA presidents. His team members were Grant Chilton, Kevin McCallister and Dwayne Shelton.

The foundation would like to thank the many companies that helped support this event through contributions of door prizes, gift bag items and hole sponsorships. First- and second-place teams won gift certificates to the pro-shop at Bryan Park.

The festivities began Thursday evening with a BBQ “Pig-nic” Cook-off sponsored by Builders Mutual Insurance Co. Robert Privott, Larry Airey and Danny Brafford squared off to earn the prize of top chef. Attendees cast monetary “votes” for the best BBQ, which raised an additional $280 for the scholarship program. Larry Airey was voted the winner and took home the metal flying pig trophy.

by Lisa Martin, Director of Government Affairs

Members of the North Carolina Home Builders Association visited with the N.C. General Assembly June 7-8 as part of

NCHBA’s annual Legislative Conference in Raleigh. It was an extremely busy time down at the General Assembly, as the meeting was held just days before the “crossover deadline.” Generally, any non-appropriations bills that have not passed at least one chamber of the General Assembly by the crossover deadline cannot be considered again until the start of the next legislative long session in 2013.

Luckily, our members were able to schedule meetings with their legislators during the morning of June 8 amidst the flurry of activity in the Legislative Building. The previous evening, we had a well-attended reception in honor of legislators at the North Carolina Museum of History.

Among the NCHBA legislative priorities that members discussed: • Reforming general contractor

licensing law to end abuse of homeowner exemption

• Ending development moratoria abuse• Limiting zoning design and aesthetic

controls by local governments• Workers’ compensation reform• Tort reform• Regulatory reform

At the time of this writing, the 2011 “long session” is close to adjournment. Look for a recap of the 2011 Legislative Session in an upcoming issue of North Carolina Builder magazine.

The following pages show a “snapshot” of our NCHBA Legislative Conference. Thanks to everyone who participated and we hope to see you next year!

Our industry continues to face tough times. For the past few years, NCHBA members have struggled to hang on to their businesses and make a living building homes for the citizens of our state. Thankfully, North Carolina’s

home building industry has fared much better than other parts of the country and many economists believe the worst is behind us. Have you positioned your company so that it is ready to take advantage when the market improves?

In September, the North Carolina Home Builders Association will host the 21st Century Building Expo & Conference Sept. 14-16 at the Charlotte Convention Center. This event is one of the most important benefits we offer our members. You will have the opportunity to gather with other industry professionals from across the southeast for education and networking.

The 21CBEC provides builders and associates with critical knowledge about the current marketplace and how best to position your companies in a way that will significantly increase your prospects for success. There are a variety of ways to participate in the Expo, including options for every budget.

educational ConferenceThe 21CBEC offers the best educational conference in the

Southeastern United States with more than 50 courses and seminars being offered over three days. These cutting-edge NCBI, NAHB, and general session courses will be taught by experts who will provide information that will be useful in helping you survive. Many of these instructors have presented these same courses at the International Builders Show and at other events across the country.

A few highlights of the educational conference include: • Green Building for Building Professionals and Basics of Building will

be offered for those of you interested in earning your Certified Green Professional designation. With over 500 builders in North Carolina holding the designation, it is one of the most popular and useful designations available. These are the only courses required for the designation.

• Two courses for the increasingly popular Certified Aging-in-Place Specialist designation will also be offered: Marketing and Communication Strategies for Aging and Accessibility (CAPS1) and Design/Build Solutions for Aging and Accessibility (CAPS2).

• The Full Delegate registration for just $85 allows you to take any of our more than 25 general session seminars. Topics include energy efficiency, marketing strategies, social media, remodeling and more.

exhibit hallCourses are not the only way to acquire knowledge to improve

your business. Over 200 exhibitors will be displaying the latest in

goods and services to serve the residential construction industry. Pick up new ideas and new technologies to better run your business. Examine new products and services that may help you deliver higher value to your customers and set you apart from your competition. For just $10, you can visit the Expo Floor September 15-16. For a small investment of your time and resources, you have the opportunity to obtain a significant return.

The Exhibit Hall will be open on a new schedule this year. For several years, our educational conference attendees have been disappointed not to have more time on the Expo Floor. We’re remedying that situation this year, in addition to giving those of you who can’t leave work during normal work hours another opportunity to visit the floor.

On Thursday, Sept. 15, the Expo Floor will be open from 11a.m.–7p.m. From 5 p.m.-7 p.m. beers and snacks will be served while you visit with exhibitors. On Friday,Sept.16, the Expo Floor will be open from 9a.m.-3p.m.

Networking opportunitiesOften times, it is the casual conversation that you have with your

fellow builder or associate member that can give you an idea for your business. The 21CBEC has many networking opportunities, both casual and more formal.• STARSAwardsGala– Wednesday, September 14 (see page 6 for

more information)• 21CBECGolfTournament – Wednesday, September 14. Relax on

the links before the Exhibit Hall opens with a round of golf at the Charlotte Golf Links course.

• NASCAROvertheWallTour– Wednesday, September 14. New this year! Take a full tour of the Charlotte Motor Speedway and experience the speed and curves of the track.

• BuildersBeerGarden– Thursday, September 15. Enjoy a beer and snacks from 5 p.m.-7 p.m. on the Expo Floor. No additional charge! For eight years, many NCHBA members have taken advantage of the

convenient location for a conference that rivals the quality of the much larger International Builder Show. If you have attended the 21CBEC, you know the benefits and we hope to see you again this year. If you have never attended the 21CBEC, we hope that you make the commitment and small investment this year. It’s a decision we know you won’t regret.
