CHAPTER 1

MISSION AND RESPONSIBILITIES 1-1. Background

a. NATO School Oberammergau (NSO) is a bi-lateral, cost-sharing arrangement between the United States and Germany, resulting in an international military organization executing a NATO training mission. In 2004, NSO was activated by the North Atlantic Council as a NATO Military Body for purposes of being granted Paris Protocol status. NSO is located at Bildungszentrum der Bundeswehr, Oberammergau, Germany. b. NSO is a multinational (combined) centre for education and individual training in NATO, serving both NATO, NATO member States, Partners, and Non-NATO Entities (NNEs), across services and disciplines. NSO also supports collective training, exercises, operations, and other training activities. c. This directive clarifies the relationship between HQ SACT (and its subordinate entities) and NSO.

1-2. NSO Mission

a. The mission of NSO is to conduct education and individual training in support of and as defined in NATO strategy, policy, doctrine and procedures. The goal is to assist Alliance leaders, specialists and headquarters staffs achieve NATO's Level of Ambition, sustaining and improving interoperability across the operational spectrum. b. The target audience for NSO activities is primarily military and civilian personnel assigned to NATO Command Structure (NCS), NATO Force Structure (NFS) or those serving in NATO-oriented appointments in national staffs, headquarters and units. It also includes military and civilian personnel from non-NATO entities (as defined in Reference D). c. While primarily focused on operational level individual training, NSO also supports aspects of collective training, exercises, experimentation, and operations. Education and training is centred on the combined and joint operational proficiency, using educational methods such as courses, seminars, advanced distributed learning (ADL), modelling and simulation, and Mobile Education and Training Teams (METTs). d. In close collaboration with other NATO Education and Training Facilities (NETFs), accredited NATO Centres of Excellence (NATO COEs) and recognized Partnership Training and Education Centres (PTECs), NSO provides education and individual training as a precursor to support the Connected Forces Initiative (CFI), which is instrumental in ensuring full coherence of the training and exercise elements of the

Readiness Action Plan (RAP). e. NSO’s mission includes, but is not limited to, the following tasks:

(1) Deliver education and individual training that meets NATO requirements. (2) Conduct long term educational planning, integration of educational technologies, and METTs. (3) Ensure curricula and syllabi are synchronized, to the greatest extent possible, with NATO and Partner educational institutions. (4) Allocate seats for courses in accordance with NATO priorities. (5) Develop new courses and programmes of instruction, based on evolving NATO Education & Individual Training (E&IT) requirements. (6) Support collective training, exercises, operations, and other aspects of training, when required. (7) NSO’s Commandant also serves as co-Chairman of the PTEC Commandant Conference with HQ SACT (Joint Force Trainer [JFT] Plans & Policy Branch Head). (8) Comply with the direction and guidance provided in References E and F and subsequent versions of these directives as they evolve. (9) Endeavour to maintain institutional accreditation.

1-3. Relationship with HQ SACT

a. As directed at Reference A, HQ SACT is responsible to “Train and educate individuals to NATO common standards to provide to the Alliance leaders, specialists and HQ staffs, capable of operating effectively in a combined/joint environment.” b. As directed at Reference B, “NSO Commandant is SACT’s representative for all matters pertaining to the operation of NSO.” c. As directed at Reference C, “JFT directs and coordinates all ACT activities in NATO’s area of interest to train and educate individuals and to manage collective training and exercises, at all levels of command, to continually provide the Alliance with improved capabilities to undertake the full spectrum of Alliance missions.” d. HQ SACT JFT provides guidance and facilitation of the integration of educational technologies, concepts, and capabilities at NSO acknowledging the equities of the two supporting nation’s and NATO’s infrastructure support requirements.

e. HQ SACT (Assistant Chief of Staff Joint Education Training and Exercises [ACOS JETE]) provides support and guidance in support of NSO’s NATO training mission, and:

(1) Assists NSO in working to ensure that its classes reflect the Bi-Strategic Command dimension and that they are synchronized among other ETFs, to the extent possible. (2) Supports NSO in its implementation of current and future ACT directives concerning education and training. (3) Supports NSO in the execution of its mission by providing balanced and coordinated advice on NATO training requirements. (4) Reviews and approves NSO Academic Calendar and any major changes during the Academic Year. (5) Supports, as requested by NSO, the annual Scheduler’s Conference and Primary Allocations Working Group to endorse the bidding cycle (see Annex B para 2c). (6) In accordance with reference F, and in coordination with the NSO (Dean of Academics), ensures the appointment of OPR and Co-OPR for NATO Courses.

1-4. Additional Guidance

a. HQ SACT (ACOS JETE and other elements of the HQ SACT staff), as a function of Global Programming, will assist and support NSO in the identification of future E&IT requirements and other ACT requirements in order to facilitate budgeting and planning for both ACT and NSO. Out of cycle requirements are to be expected and the funding for these requirements will be negotiated between the concerned parties. b. Consistent with the policies of the sponsoring Nations (USA and Germany) the Commandant of NSO is encouraged to approach various Ministries of Defence and Chiefs of Defence Staffs in order to secure personnel in the form of Voluntary National Contributions (VNCs) to serve on the NSO staff. NSO will keep HQ SACT informed of these initiatives. c. NSO will be invited to participate in NATO and non-NATO training and education conferences in fulfilment of its mission, including events arising as a function of the NATO education and training discipline development methodology and in support of the education and training production planning process. d. NSO’s annual financial statements will be prepared, on an accruals basis, in accordance with the NSO’s Financial Rules and Procedures. Where these procedures

permit a choice, the accounting policy judged to be the most appropriate to the particular circumstances of the NSO for the purposes of giving a true and fair view, will be selected. The accounting standards, adopted by the NSO will be described, in detail, in the Accounting Policies note contained in the NSO’s annual financial statements.

(1) The audit of the NSO annual financial statements will be conducted by the ACT Command Auditor. These statements will comprise a Consolidated Statement of Financial Position, a Consolidated Statement of Financial Performance, a Consolidated Statement of Cash Flow, Consolidated Statements of Budget Execution and the related notes. The ACT Command Auditor will provide an audit certificate and report setting out the results of the audit. (2) The scope of the annual financial audit will be conducted to achieve reasonable assurance that the financial statements fairly represent NSO’s financial position, at the year end, in accordance with the accounting policies set out in the NSO’s Financial Rules and Procedures. (3) The ACT Command Auditor may provide advice and reports to SACT and NSO Commandant on the economy, efficiency, and effectiveness of NSO financial operations and processes. This support is referred to as “ad hoc studies.” All requests for these studies must be approved by the Chief of Staff HQ SACT.

e. NSO will host and organize conferences, seminars, and workshops in support of both NATO education and individual training, as well as other missions, as space permits. f. NSO will host exercises as part of its mission to support operational level training. g. NSO’s relationship with HQ SACT is not exclusive. NSO seeks out academic partners and cooperative relationships within the Alliance and beyond as necessary. NSO fulfils other educational requirements beyond those identified by HQ SACT. NSO will keep HQ SACT informed of these activities.

CHAPTER 2

PROCEDURES AND PROCESSES 2-1. Annual Planning and Co-ordination Process (APCP)

a. NSO APCP (Annex B) has been developed to meet the operational needs of ACT, ACO, and NSO, providing the framework in which all three organizations execute their respective responsibilities. b. Major documents that all agencies must consider in their respective decision-making processes are:

(1) Annual NSO Academic Calendar (AC) of Courses. (2) NSO Course Control Documentation (CCD) for each course. (3) Annual Programme for Bids. (4) Annual Primary Allocation (PA) letter. (5) Quarterly Reports by NSO. (6) Audit reports.

2-2. Bid and Allocation Procedures. The bidding and allocation process is detailed in Annex B. 2-3. Review of Lesson Materials

a. The OPR Action Officer (AO) for each course, in co-ordination with the Co-OPR AO, is responsible for ensuring the presentation material properly reflects NATO policies, doctrines, and positions, and for the quality, accuracy and currency of that material. The responsibilities of the OPR/Co-OPR are at Annex C. b. When reviewing lesson materials, the following guidance applies:

(1) All course instruction material (scripts) originating at HQ SACT, SHAPE or other NATO military HQ shall be reviewed by the OPR AO, in coordination with the Co-OPR AO and Course Director (CD). (2) Sensitive policy, doctrine, and threat briefings require special attention and a time-sensitive review. (3) Security classification shall be in accordance with NATO Security Policy and supporting directives and guidance.

2-4. Responsibilities in Allocating NATO and Non-NATO Students:

a. NSO will coordinate bids from ACT, ACO, and other NATO organizations. Bids from non-NATO Nations will be coordinated and submitted through the Bi-Strategic Command Military Partnerships Directorate (Bi-SC MPD) to NSO. Bids from other Non-NATO Entities will be considered and processed in accordance with Reference D.

b. NSO determines the annual Primary Allocation (PA) of all student seats in accordance with Annex B.

c. NSO is responsible for the allocation of student seats in accordance with Annex B.

2-5. Course Development Cycle. The comprehensive guideline on how to analyse, design, develop, evaluate and pursue approval of NATO Courses is detailed in the Bi-Strategic Command Education and Individual Training Directive (Bi-SC DIR 75-7). 2-6 Mobile Education and Training Team. The conduct of METTs is a core part of NSO’s mission. NSO METT policy and funding procedures are set out at Annex D. The NSO METT Request Form is set out in Annex E. 2-7 HQ SACT Directorate Responsibilities. Responsibilities are detailed in Annex F. 2-8 Conclusion:

a. Circumstances will arise that necessitate slight deviations from the procedures/policies prescribed herein. Such deviations are deemed acceptable, provided both HQ SACT and NSO are apprised of the circumstances and necessity in a timely manner. b. As policies and procedure evolve, and provided both HQ SACT and NSO are in agreement, this ACT Directive will be reviewed and updated to reflect those changes.

BID AND ALLOCATION PROCEDURES

1. General

a. Bids: In March of each year, NSO, in close coordination with HQ SACT, will publish the Programme for Bids and call for estimates of bids (figures only) to customers. Bids are to be received by mid-May. b. Primary Allocation (PA): In June of each year, NSO, in close coordination with HQ SACT, will conduct the PA Working Group. Prioritization of PAs for each course will have a number one through four designation. A priority one bid is the seat request is required in support of a NATO operation. A priority two bid is the seat request is required in support of a NATO high readiness force (e. g., NRF). A priority three bid is the seat request is required in support of a NATO job position. A priority four bid is the seat request is required in support of individual professional development. PAs will also consider the needs of the NATO Force and Command structures while anticipating evolving education and training requirements throughout the Alliance. c. PA Message: In September of each year, NSO, in close coordination with HQ SACT, will inform all customer HQs/agencies of the PA. The Bi-SC Military Partnerships Directorate (Bi-SC MPD) will inform the NATO Partner Nations. d. NSO Policy for Cancellation of Allocations: Not later than six weeks prior to the course starting dates, customer HQs and agencies must notify NSO if they do not intend to fill their PA. Financial obligations are incurred if course allocations are not cancelled by six weeks prior to course start and NSO does not have a request by another customer to fill that slot. e. Re-Allocations: NSO is authorized to re-allocate seats with the objective that the primary allocation is met and shortfalls are reduced. For HQ SACT students, HQ SACT's Staff Training Section will coordinate re-allocations.

2. NSO Point of Contact Responsibilities

a. NSO requires that an NSO Point of Contact (POC) be designated as a representative within a customer MoD, agency, or command for all Bid, Allocation, and Joining Report Issues for NSO. b. POCs will receive the Programme for Bids from NSO in March of each year. The Programme for Bids will contain the approved Academic Calendar for the upcoming year, and will provide specific instructions to the POCs for the Bidding Process. Upon

receipt of the Programme for Bids the POC will distribute the Programme for Bids to all subordinate commands/agencies. In late May, the POC will consolidate all bids for their respective command/agency into a single submission to NSO. c. Primary Allocations: Upon receipt of all bids, NSO will conduct the Primary Allocations Working Group in conjunction with HQ SACT, SHAPE, and Bi-SC MPD. The Primary Allocations Working Group will determine, based on bids received and HQ SACT and SHAPE command priorities, the number of Primary Allocations each MoD, agency, or command will receive for every course iteration. After the Primary Allocation Working Group, NSO will publish the Primary Allocations in September and will send this information to all POCs. d. Additional Allocations: POCs may request additional allocations for particular course iterations at any time before the course begins. POCs will request additional allocations via email or fax message through the NSO Student Allocations Office. Additional allocations will be granted if available. If there are no allocations available, the request can be placed on a waiting list if the POC so desires. The NSO Student Allocations Office will confirm the status of requested additional reallocated positions by email or fax. Financial obligation for the tuition assigned to the allocation will be incurred by the MoD/Agency upon receipt of the request and NSO confirmation of the reallocation. e. NSO Requirement for Confirmation/Turn-Back of Allocations.

(1) POCs may turn-back assigned allocations that will not be used at any time up to six weeks before a course starts without any financial obligation. Within six weeks before a course starts, MoDs/Agencies are financially responsible for all allocations not turned-back. (2) If NSO does not receive notification that an allocation is turned-back, the allocation is assumed to be confirmed. (3) "Late Turn-Backs" are allocations cancelled within six weeks before a course starts. For "Late Turn-Backs," these allocations will be offered to other MODs/Agencies. If the turned back allocation cannot be reallocated, the MoD/Agency which turned-back the allocation remains financially obligated for the tuition for that particular allocation. If the allocation is given to another MoD/Agency, the MoD/Agency which turned-back the allocation is relieved of financial obligation for the allocation. The Student Allocations Office will only accept faxes or emails for confirmation of turned-back allocations.

f. Joining Reports

(1) POCs will manage all Joining Reports for their MOD/Agency. Joining Reports are one-page reports that are sent to NSO for every student that will

attend a course at the School. The Joining Report provides all information about the student necessary to facilitate their attendance at the course. NSO will send the latest Joining Report format to all POCs with the Primary Allocations message or as changes to the Joining Report occur. (2) In order for NSO to complete administrative arrangements for students before their arrival, the Joining Report must reach the NSO Student Administration no later than six weeks prior to the course start date. (3) Before a Joining Report is sent to NSO, the POC will verify all information on the Joining Report is complete and accurate. The Joining Report should be sent to NSO by the POC. Once the Joining Report is sent to NSO, the Joining Report is a certification by the submitting authority that the student meets all student criteria as outlined in the CCD for the course. In particular, submission of a Joining report certifies that student has the proper NATO Security Clearance and the "Need to Know" (Note: Student security clearances will be checked at NSO during in-processing). Inclusion of student NATO security clearance on Joining Report is not sufficient for access to courses classified NATO Confidential or higher. During in-processing, all students attending courses classified NATO CONFIDENTIAL or higher, must have their NATO (not national) security clearance in their possession. The security clearance must be either a copy of the Personal Security Clearance Certificate with the original signature of the security authorities or a security clearance confirmation document (“Attestation of Personal Security Clearance”) with the original signature of the security authorities. Students can send a security clearance verification message from their security officer to NSO in accordance with the NSO Student Handbook.

g. Confirmation Message: When a student's attendance for a course has been confirmed (normally within 24 hours of receiving the Joining Report) NSO Student Administration will send a confirmation message to the student or to the student and POC. Students not receiving confirmation two weeks prior to the course start date should first contact their Agency POC, who will then confirm their registration status with NSO. The confirmation message is only a confirmation that the student is registered for the course and does not confirm billeting arrangements. Instructions for arranging billeting are included in the confirmation message.

h. Requests for Waivers of Prerequisites:

(1) The basic prerequisites for attending courses at NSO as described in

detail in individual Course Control Documents are:

(a) Assignment. (b) Rank.

(c) Language proficiency. (d) Other requirements as appropriate like previous knowledge etc. (e) NATO security clearance.

(2) Students attending courses at NSO must meet the specified prerequisites. The POC is responsible for verifying that individual students meet all pre- requisites for courses. If a student does not meet all prerequisites, the POC will submit a request for waiver of the prerequisite to NSO Student Administration at least six weeks prior to the start of the course. The reasons for the request for a waiver must be described in detail and will be judged on a case-by-case basis. NSO will coordinate a request for waiver with the respective Course Director and the NSO Dean of Academics. The approved/disapproved waiver will be forwarded by NSO Student Administration to the respective POC for the MOD/Agency. Waivers will not be granted for the security prerequisite. (3) Authority to grant a waiver rests with the NSO Dean of Academics.

3. Allocation of Student Seats to Non-NATO Entities.

a. Routine Procedure for NATO Partners:

(1) By the end of January every year, NSO will issue the Programme for Bids/approved Academic Calendar (AC) to the Bi-SC MPD who in turn will distribute it to all NATO Partner Nations. The Programme will contain all the necessary course information and funding details. (2) NATO Partners will forward their bids to Bi-SC MPD by the specified deadline. Bi-SC MPD will forward consolidated bids to NSO by end of May. (3) In June of each year, NSO, in close coordination with HQ SACT, SHAPE and Bi-SC MPD will execute the Primary Allocations Working Group. The PA will contain the table of allocated, funded and non-funded seats per Partner Nation. The Bi-SC MPD will distribute the information to all Partner Nations accordingly. (4) Additional Partner Nation seats maybe allocated during the year as requested by Bi-SC MPD. (5) Requests for additional seats for NATO subsidized partners must be approved by Bi-SC MPD before allocation by NSO.

b. Other NNE Seat Requests:

OFFICE OF PRIMARY RESPONSIBILITY (OPR)

1. The Office of Primary Responsibility (OPR) is a Subject Matter Expert (SME) within the NATO Command Structure (typically from within HQ SACT but may be a SHAPE or Subordinate Command designate based on necessity) that has a vested interest in the successful conduct of a NATO Course. Where appropriate, a Co-OPR from a different entity (typically SHAPE, but may be a HQ SACT or Subordinate Command designate) will be designated to cooperate with the OPR. An OPR/Co-OPR is required when NSO does not have internal expertise or the capacity to dedicate to the delivery of a specific NATO course. An OPR/Co-OPR may support several of the responsibilities within the Systems Approach to Training (SAT) depending on the capacity of NSO and the level of available Department Head (DH) support. The level of Course OPR/Co-OPR support is determined prior to activating a course with the ETOC. 2. HQ SACT/ACOS JETE requires user proposals for a course to designate OPR and Co- OPR that have the best available expertise for the matters to be addressed by the course. 3. The OPR and Co-OPR must designate an Action Officer (OPR/AO) who is a Subject Matter Expert (SME) in the core area of the course to act as the OPR Point of Contact and fulfil OPR duties. 4. HQ SACT/ACOS JETE will, in coordination with NSO, revise, approve and distribute the OPR and Co-OPR list at least once per year. 5. The responsibilities of the OPR are to:

a. Ensure the course reflects NATO concepts, doctrine, policies and procedures. b. Provide advice to NSO on the design and development of the course. c. Review the Course Control Documentation (CCD), ensuring that the programme of classes meets the aim, the general objectives and the student criteria. d. Assist NSO by recommending speakers and providing current and relevant information for the course. e. The OPR will coordinate SME support for design, development and delivery (including instruction) of the course if NSO does not have sufficient resources/expertise. f. Cooperate with HQ SACT/ACOS JETE to evaluate the course and revise the CCD if needed.

NATO SCHOOL MOBILE EDUCATION TRAINING TEAM (METT) POLICY AND

FUNDING PROCEDURES 1. Introduction. The purpose of this Annex is to set out the standing policy and detailed procedures for the request, approval and conduct of NSO METTs, together with the accompanying funding rules. 2. The Need for METTs. The requirement for a METT will normally be to meet one of a number of needs, as exemplified in the following prioritized list (not exhaustive):

a. To support an operational education and/or training. b. To provide additional educational opportunity that cannot be met as part of the routine bid and allocation procedures at NSO. c. To support transformation goals. d. To support partnership and cooperation goals.

3. Conduct of METTs by NSO will be subject to two abiding principles: unless compelling operational circumstances prevail, they will never be conducted at the expense of a residential course at NSO; and the requesting agency will meet up to 100% of NSO’s direct and indirect costs. 4. Request Procedures.

a. Organizations which identify a requirement for an NSO METT should complete the request form at Appendix 1 and send it to NSO as soon as possible and no less than 4 months prior to the required start of the METT. b. NSO will: prioritize the request in accordance with paragraph 2 above; carry out an initial feasibility appraisal of NSO’s ability to meet the request; and, if the METT request involves support to a Non-NATO Entity (NNE) or is deemed to be politically contentious, MC endorsement and NAC approval must be pursued in accordance with Reference F. c. If the METT is HQ SACT funded, final approval for the METT must come from an appropriate authority within ACT. d. Upon receipt of final approval, NSO will reply to the requesting agency and appoint a Project Officer for the METT. Detailed planning for the METT can now be

started. 5. METT Funding Policy. Following approval of the METT, and prior to the start of any associated site survey, NSO and the requesting agency will sign a financial agreement as part of a larger Technical Arrangement. The requesting agency will agree to pay all expenses associated with the planning and conduct of the METT. In addition, tuition fees will be levied on a per student basis at 80% of NSO resident fee. This fee covers the opportunity costs of students who obtain any NSO qualification during a METT not subsequently coming to NSO as well as the indirect and non-communicable costs (utilities, communications and stationery costs at NSO) associated with planning and conduct of the METT. Agencies requesting METTs will be charged tuition fees for a minimum number of 20 students and this will form a part of the initial financial agreement. 6. Intellectual Property Rights. All educational materiel produced by NSO in support of a METT remains the intellectual property of NSO. 7. The NSO Mobile Education and Training Team (METT) Request Form is set out in Annex F and can be found at http://www.natoschool.nato.int/Academics/METT.

ACT RESPONSIBILITIES

1. All HQ SACT Directorates and HQ SACT subordinate Commands are to:

a. Provide appropriate staff support to NSO as requested. b. Advise ACOS JETE on all NSO matters relating to their areas of responsibility requiring ACT funding support. c. Provide NSO sufficient support with lessons and qualified lecturers. d. Ensure that courses are allocated to individuals nominated based on mission requirements and training needs. e. Determine if qualified students can present lectures to other courses during their stay at NSO. f. Determine if one lecturer can address more than one course while on temporary duty (TDY). g. Recommend amendments, additions and courses for deletion from the NSO Academic Calendar via HQ SACT/JFT, the relevant Requirements Authority or Department Head (RA or DH).

2. HQ SACT Staff Training Section is to serve as Point of Contact for HQ SACT for the Bid and Allocation Process. 3. Bi-SC Military Partnership Directorate (Bi-SC MPD) is to:

a. Advise HQ SACT/ACOS JETE on all NSO matters relating to Co-operation Partners and other non-NATO entities. b. Act as single POC to NSO concerning reconciliation of student allocations for Cooperation Partners and other non-NATO entities. c. Set subsidization policy for Partner attendees at NSO, according to NATO/NATO Partner funding policy. d. Determine the number of annual subsidized student seats for Co-operation Partners based upon expected funding levels.

e. Provide a seat allocation table for each course open to Partner Nations to indicate the number of seats given to each Partner Nation. f. Forward the annual HQ SACT Programme for Bids inclusive the POls Section 2, and the HQ SACT Primary Allocation (PA) Message to Co-operation Partners and non-NATO entities to attend NSO courses as appropriate.

4. HQ SACT DCOS Resources & Management (R&M) is to:

a. Provide manpower advice and validation services. b. Assist in staffing personnel actions for military personnel upon request of the NSO, in HQ SACT and to the National Liaison Representative (NLR) echelon.

5. HQ SACT/Office of Security is to:

a. Provide advice and assistance to NSO Commandant on NATO Classified material administration and security measures in general, as required. b. Conduct Security Accreditation for NSO NATO RESTRICTED, NATO CONFIDENTIAL and NATO SECRET communications and information systems. c. Provide an additional interface with USEUCOM to ensure Anti-terror/Force Protection support to NSO from US sources is forthcoming and coordinated. d. Make available HQ SACT COSMIC and Atomal Control Officer (CACO) to inspect NSO COSMIC TOP SECRET ATOMAL (CTSA) Sub-Registry every 12 months and provide advice and assistance, as required. e. Conduct security inspections to ensure adequate internal records and controls and security measures are in place and functioning. HQ SACT/Office of Security will issue a report within 30 days of an inspection to the Commandant of NSO.
