Capacity building forest professionals on emerging forest issues on Climate change mitigation and

Capacity building forest adjacent communities realize forest benefits that may not be directly linked to
financial benefits. We are involved in consultative develop and implement participatory forest
management plans with local communities to realize benefits of REDD at the local level.

We are involved in representing our civil society forest stakeholders in the following forums:
1 Current engagement in review of policies and legislation to incorporate REDD strategies in the national
Arena in our country.
2 Involved in soliciting views from forest stakeholders through organizing national and international
conferences on awareness creation on REDD and Climate change
Undertake community case studies on the impacts of Climate change to their livelihoods in reference to
forest Management.

change, including REDD+.
FSK established in 1979 and has over 3000 mebers who are all practising fdoresters both in Government,
NGOs Private Sector multilateral and bilateral agencies.
The society has worked through partnership with several international agencies. Currently we have a 10
year partnership with Government of Finland (FINNIDA) on strengthening governance and institutional
structures for Forest professionalism in Kenya.
We have worked with the Government of Germany on programmes to localize REDD in our
communities.

Commonwealth Forest Association has supported FSK in developing networking frameworks for a
regional professional body for East and Central Africa.

Currently we are developing a Framework of engagement with the National Focal point of REDD in
Kenya and we are undertaking case studies to understand the various levels of REDD activities in Kenya

l'initiative observation indépendante afin de mailler le territoire national d'un puissant réseau
d'observateur. Dans le contexte de la REDD+, nous envisageons y dupliquer l'expertise acquise de
l'OIFLEG. dans le cadre de l'initiative de transparence forestière, le CAGDF a développé avec WRI le
programme de suivi en ligne des indicateurs de légalité.

Le CAGDF a développé des activités qui ont été financées par les agences multilatérales ou les bailleurs.
Entre 2010 et 2013, avec les ONG REM et Forest monitors, le CAGDF a participé à la mise en œuvre de
l'OIFLEG avec un budget de 1998121 Euros (financement UE et DFID) et de 2013 à 2016 avec un budget
de 625 000 Euro (financement (UE et AFD). avec les financements de la FAO (programme FAO UE
FLEGT), 2 de ses projets ont été exécutés, avec une contribution de 250 000 USD.

Ministre de la Justice et Droits Humains de la RDC sous le N° 053/CAB/MIN/J&DH/2008 et l’Arrêté du
Ministre de l’Environnement, Conservation de la Nature et Tourisme N° 3087/CAB/ MIN/

sauvegarde environnementale et sociale et aussi la réduction des émissions et liées à la déforestation et
dégradation des forêts dans le monde.

Le Groupe a participer de manière efficace et visible à la réussite du processus en RDC et à la
mobilisation des fonds pour la redd+ en RDC dont le premier est le fonds PIF (Programme pour
l'Investissement pour les Forêts).
Le Groupe a participer à plusieurs fora au niveau national, régional et international et a influencé
positivement le processus pour sa réussite et que pour le moment la RDC est compris comme Leader en
matière de REDD+ et une bonne participation pour la société civile.

Le groupe tend à se renforcer et structurer pour une bonne représentativité des parties prennantes

Le réseau des communicateurs de l'Environnement (RCEN) où j'occupe les fonctions de la secrétaire
générale est membre du Groupe de travail Climat REDD au sein de la société civile environnementale de
mon pays. C'est dire que la question liée à la REED + n'est pas étrangère à mon organisation. Je suis
formatrice et ai déjà partagé l'expérience de mon organisation en République du CONGO en matière de

la REDD ainsi qu' aux hommes et aux femmes des média du même pays. C'est par notre humble réseau
que les autres organisations de la société civile environnementale sont informées, par mails et site web
d'un média public de la place, de tous les ateliers et conférences sur le secteur et notamment sur la
REDD et le changement climatique au moyen des communiqués de presse et notes d'informations
rédigés par notre réseau que nous mettons à leur disposition.

Le réseau des communicateurs de l'Environnement (RCEN) a déjà une expérience avérée sur le partage
et la diffusion de l'information sur la REDD+ et le changement climatique et, une fois notre candidature
retenue, c'est le travail attendu par l'ONU REDD et nous n'hésiterons pas à le poursuivre et à bien faire
la tâche attendue.
Notre organisation vient de participer tout récemment aux consultations des populations autochtones
et locales en province Orientale sur le mécanisme spécial de dons dédié à ceux ci (DGM). Nous y avons
organisé pendant quatre jours des réunions au cours desquelles nous avons recueilli des questions et
problèmes pertinents qui ont été soulevés, lors des réunions au nom du Réseau des populations
autochtones et locale pour la gestion durable des écosystèmes forestiers (REPALEF/RDC) et de leurs
membres, y compris les réseaux et organisations de défense des droits de la femme. Le rapport de ces
réunions ont été présenté et défendu par le REPALEF dont le RCEN est membre à la Banque Mondiale
qui a apporté un appui audit réseau.

Notre organisation composés des journalistes et des communicateurs est né sous l'impulsion du
Programme des Nations unies pour le Développement PNUD qui l'a assisté financièrement, après avoir
fait un contat amer face aux changement climatique que les médias travaillaient en ordre dispersé et
qu'il était temps de les regrouper au sein d'une organisation pour la défense des problèmes
environnementaux. N'est ce pas que la RDC représente une superficie importante des forêts après
l'Amazonie.
Par la suite un seul partenaire , Bank International Center (Bic) a financé un atelier de notre réseau pour
renforcer les capacités des hommes et des femmes des médias pour donner des informations fiables
face au changement climatiques et à tous les processus qui en découlent. La RDC par l'importance de
ses forêts jouent un rôle vital pour l'équilibre du climat; notre réseau qui fait partie du GTCR n'aménage
aucun effort pour accompagner les organisations de la société civile dans la lutte contre l'exploitation
illégale du bois susceptible de faire disparaître les forêts dans les pays.

Notre organisation n'a pas à titre personnel d'arrangements financiers, techniques ou à titre consultatif
avec le Programme ONU-REDD, au niveau national ou mondial, ni avec le gouvernement, et encore
moins avec les ONGs ou des entités du secteur privé qui travaillent sur REDD +. Mais, il est membre du

République Démocratique du Congo financée par l'agence norvégienne NORAD par l'ONG Rainforest
Foundation
Avec la Rainforest Foundation,l'organisation a eu à travailler sur les questions autochtones en
vulgarisant les instruments légaux tant nationaux qu'internationaux( déclaration de nations unies sur les
autochtones
Quant à l'aspect forêt,changement climatique et la REDD+,l'organisation travaillent avec l'ONUREDD par
l’entremise de la coordination nationale REDD de la RDC qui travaille en partenariat avec la société civile
(GTCR)

Please describe the primary interests and functions of the organization and community/constituency

NGOCE'S primary interest has been to protect the last chunk of the remaining tropical rainforest in
Nigeria (only about 3% left) out of which over 50% is located in Cross River State, south of Nigeria,
where we are located. In addition to our conservation efforts of the tropical rainforest, the interest of
our organization is also focussed on protecting the mangrove ecosystem of Nigeria. The coastal region,
stretching about 853km along the Atlantic Ocean in the southern part of Nigeria has been under
consistent threatening by marine transgression and coastal erosion. Moreover, the mangroves are
regularly and consistently being cut down for various activities including fuel wood (for energy), building
of houses, etc. leading to wide scale deforestation. Within the past fifteen years our organization has
contributed largely towards the reversal of the deforestation, particularly in Cross River State and
Southern part of Nigeria in general. This is one major reason why the three pilot sites for the Nigeria’s
REDD+ project under the UN-REDD Programme is being implemented in Cross River State tropical and
mangrove eco-regions. We have effectively carried out environmental education campaign to well over
a hundred rural forests (tropical and mangrove) communities in Cross River State of Nigeria. Today,
NGOCE is a household name amongst these rural forests dependent communities. We have also been
able to carry out reforestation programme in many rural communities and schools whose lands have
been degraded over the years. All of these have been made possible with financial support from some
development partners such as MacArthur Foundation, Canadian International Development
Agency/Canadian High Commission in Nigeria, European Union through the European Commission,
Australian High Commission, to mention but a few. NGOCE also work in the rural forests communities of
Cross River State to support them with alternative livelihoods option such as grasscutter domestication,
mushroom farming, snails farming, aquaculture, ‘afang’ (Gnetum africanum) propagation, etc., so as to
reduce the pressure on the forest. NGOCE also work of policy issues and took the lead in reviewing the
Cross River State Forestry Law which today made Cross River, the only state with a Forestry Commission.

organizations.
NGOCE has vast experience in representing the diverse opinion of the civil society, right from the
community level across Cross River State, to the sub-national level, the national and international levels
at large. At the community level, through its wide network of community-based organizations (CBOs)
and NGOs the organization is able to gather the viewpoints of rural communities and ensure their voices
are heard at relevant quarters at the state and national levels. As a foremost environmental network
with legal status, the government of Cross River State takes us seriously and ensure that our opinion is
respected since we represent a diverse opinion of CBOs and NGOs across the state. Between 2003 and
2007, NGOCE led four other environmental NGOs (both local and international-NGOs) to develop
capacity of local NGOs, CBOs, as well as forest dependent communities in areas of forest governance,
management of forest resources, alternative livelihoods, policy advocacy, gender and HIV/AIDS
mainstreaming. At the state or sub-national level, we have mentored so many NGOs, particularly those
with a focus on environmental protection / conservation and natural resource management. NGOCE
coordinates the climate change platform that was recently established in Cross River State and whose

focus is to engage the RED+ project around the pilot sites and at the state level. NGOCE is a member of
the REDD+ task force in Cross River State. And at the national level NGOCE, represented by the
Executive Director, is a member of the REDD+ Programme Steering Committee (PSC), the highest policy
making organ for the Nigeria REDD+ Programme. Edwin Usang, our Director is also a member of the
National Steering Committee of CBR+/SGP of GEF which was recently set up to oversee the
implementation of the pilot CBR+ project in Nigeria. NGOCE’s main role in all of these is to provide a
very strong CSOs’ voice in REDD+ implementation in Nigeria, and particularly at the sub-national level.

Within the past two to three years, NGOCE has provided a very strong voice at the international / global
level. Indeed, the organization, under the able leadership of our Executive Director and candidate,
Edwin Usang, is the current representative / observer of Africa CSOs at the UN-REDD Programme Policy
Board. The 2-year term which is expected to come to an end in October this year started with the 9th
UN-REDD Policy Board which held in Congo Brazzaville in October 2012. During his tenure as observer /
member of the policy board, Edwin contributed in many ways to moving the REDD+ forward. He
succeeded in bringing the voices of CSOs to the highest policy body and effectively disseminated the
outcomes/decisions of Policy Board meetings to his constituency through various networks and groups.
He served as a member of several working groups of the board including the Working Group on the
Review of the Policy Board Structure. Other areas where he brought the views of CSOs and forests
communities to bear is Options for Addressing Tenure under REDD+ through an Expert Consultation
meeting at the FAO head office in Rome. Edwin also initiated and brought other CSOs and IPOs
observers in all global REDD+ mechanism to hold a workshop in Nairobi on how to synergize amongst all
observers and be effective in reaching the constituency at the grassroots. Edwin had consistently
attended and contributed effectively in global climate change meetings/events since 2012. These
include the COP18 (Dec. 2012) and COP19 (Nov. 2013) in Doha and Warsaw respectively, as well as all
the intersessional climate change conferences in Bonn between 2013 and 2014. NGOCE, represented by
Edwin Usang, is a member of the REDD+ Safeguards Working Group (R+SWG), an international lobby
and advocacy group which works at the margins of COPs and other global climate change conferences to
ensure that decisions reached by parties incorporate very strong safeguards measures and benefit the
forests dependent communities and indigenous peoples who protect the forests. Edwin has been
providing a strong voice and representing CSOs at REDD+ Partnership Meetings, a platform for all REDD+
countries / parties. For instance, during the Warsaw global REDD+ partnership meeting, Edwin was the
only CSO representative invited to speak and present the views of CSOs. At the Africa Regional REDD+
Partnership meeting in Accra held in May 2014, Edwin presented a paper tagged: Warsaw Framework
for REDD+. This paper can be accessed in the REDD+ Partnership website. Edwin is a member of Accra
Caucus on forest and climate change, another global lobby / pressure group which operates at the
margin of conferences of the parties (COPs) to the UNFCCC.

At the Nigeria National REDD+ Programme implementation level, NGOCE, represented by Edwin Usang,
is a member of the Programme Steering Committee (PSC). This is the organ that provides policy
direction for the successful implementation of the REDD+ programme in Nigeria. Also, Edwin is a
member of the National Steering Committee (NSC) of the Community-Based REDD+ / Small Grant
Programme of Global Environment Facility (GEF). At the global level, NGOCE has a funding agreement
with Ateneo School of Government, a unit under the Ateneo de Manila University in the Philippines. This
is the unit that is implementing the activities of the REDD+ Safeguards Working Group, of which NGOCE
is a southern partner (the only partner from Africa).

CED, as a Civil Society Organisation, has a real experience in the implementation of projects and
programs multilateral agency programs. CED has been involved in the REDD+ process in Cameroon and
worldwide since 2008-2009. The organisation has implemented, and still implement a Community
Payment for Environmental Services in two community forest of Cameroon and by several publications
on REDD+ particularly the Free Prior and Informed Consent Guidelines which will be applied for REDD+
initiatives in Cameroon.
Among the different donors of CED, we can have:

DFID (Department for International Development)
The Department for International Development is the United Kingdom Government department working
to end extreme poverty. DFID is the donor of the project “Community Payment for Environmental
Services (Community PES)”. The project has been implemented by CED and Bioclimate in the Nomedjoh
(East region) and Kolenyeng (South region) community forest in Cameroon since 2009. The payments of
the project will stop in 2016.
RFUK (Rainforest United Kingdom)
RFUK financed the project “Promoting community land rights in the Congo Basin”. The project was
implemented in five countries: Cameroon, Central Africa Republic, Gabon, Republic of Congo and
Democratic Republic of Congo. The project was implemented in Cameroon by CED. The project lasted
two years. As results, the project helped to build recommendations for the development of the
legislation to ensure land rights security of community forest and promote such legislation as basis to
community approaches in forest, small forest enterprises and Payment for Environmental services
mechanisms management.
RFUK also financed the project on ‘Supporting the participation of Indigenous in the climate change” in
2012. The idea was to help indigenous populations to take part into the REDD+ process which was
developing in Cameroon.
FERN and CBFF (Congo Basin Forest Fund)
During the year 2012, FERN and CBFF financed a project on “Participation of Congo Basin community to
REDD”. The project was implemented in five countries: Cameroon, Central Africa Republic, Gabon,
Republic of Congo and Democratic Republic of Congo. The project was implemented in Cameroon by
CED. Thus, CED realized activities related to the monitoring of REDD+ projects which were taking place in
Cameroon. The idea was to monitor and make an assessment of how those projects were implemented
in order to make sure that the rights and interests of local communities and indigenous peoples were
taken into consideration in those projects.
RRI (Right and Resources Initiative) and FPP (Forest People Programme)
RRI and FPP have financed a project implemented by CED. The project was entitled “Consultations with
Communities and Civil society Organisations on REDD in Cameroon.”
The project had as activities the consultation of forest indigenous peoples (Baka, Bagyeli and Bakola)
and local NGOs; dissemination of information on the potential REDD projects, organization of a CSO and
Indigenous Peoples workshop in order to build recommendations for a dialogue with the Government.
In addition, RRI also financed activities related to ACRN studies during the year 2012 and above.
FPP with FERN and Client Earth also financed the project “Strong seat at the table” which helped about
sixty CSOs and NGOs to submit propositions for the revision of the national forestry law which is still on
study.
Rainforest Foundation Norway
Rainforest Foundation Norway has helped CED for its participation to COP (Conference of Parties)
sessions, particularly the Cop 18 in 2012. They helped CED and other organizations of the Accra Caucus.

Rainforest also financed the production of a newsletter named “Focus on REDD” and a series of
workshops organized on REDD+ during the year 2012.
FoEI (Friends of Earth International)
Friends of Earth International is actually financing a project on promoting solar lighting in the rural areas
of Cameroon. The project idea is to promote renewable energies through the replacement of lamps
using kerosene by solar lamps. The project is being implemented in three pilot villages in Cameroon in
partnership with Light 4 All Cameroon, an enterprise dealing with solar materials. The project will end in
2014.

The Zambia Climate Change Network (ZCCN) was established in 2009 and officially registered in 2011.
ZCCN comprises of 7 core organisations, and a network of over 50 organisations and individuals, working
in the field of natural resource management and climate change. It was established to create a platform
for civil society to better organise themselves and coordinate their efforts in sharing information and
engaging with stakeholders on issues related to climate change.
The overall goal of the network is to promote the sharing of climate change and climate related
information among the general membership and greater public in order to enhance effective advocacy
and stakeholder engagement in the climate change and environmental debate at local, national,
regional and international levels. ZCCN engages in the capacity building of selected civil society

organisations to help them acquire the capacity to effectively advocate, lobby and campaign policy
makers at both the national and international levels.
In terms of REDD+ involvement, ZCCN have participated in a number of studies associated with REDD+
and are actively approaching the government for greater involvement in the national REDD+ planning
process. For example, one of the key points of interest for ZCCN is to be actively involved in the
formulation of a national REDD+ Safeguards system and benefit sharing mechanism. In early 2011, ZCCN
submitted a Civil Society Organisations (CSO) plan to the government in an effort to engage with the
national REDD+ process and start a dialogue on how the CSO initiative could add value to on-going
efforts. In 2013, ZCCN aims to put this plan forward to the REDD Coordination Unit and Forestry
Department for further discussions on how to involve non-governmental actors in the national REDD+
planning process. Other initiatives include a budget and expenditure tracking tool for climate change

matériel notamment lors de la journée nationale de l'arbre; les essences reçues vont aux bénéfices
d'écoles primaires publiques et secondaires afin de sensibiliser les élèves à l'écologie.

Promouvoir l’ouverture de centres d’accueils ou de brigades vertes pour les animaux en périls afin
d’éviter la destruction du paysage vert;
Constituer une terre d’accueil pour tous volontaires du monde dès leur descente au Bénin ;
Participer à la promotion et aux brassages culturels et mettre en valeur les rythmes et danses de la
vallée de l’Ouémé et du Plateau à travers l’organisation des journées récréatives, des concours, des

Promouvoir la culture du volontariat, l’esprit de créativité et la bonne prestation à travers des

Lutter pour la préservation des forets et les mangroves à travers la promotion des forets sacrées et la
production et plantation des mangroves ;

et plus de milles personnes physiques, c'est le réseau JEVEV-Afrique-Europe-Caraibes LES AMIS DE LA
FAUNE ET DE LA FLORE. Un groupe a été créé au nom de ce réseau sur facebook, ou seul et uniquement
ceux qui s'intéressent à la nature et aux animaux et souhaitent agir en leur faveur peuvent adhérer...
Reconnaissant que la faune et la flore sauvages constituent de par leur beauté et leur variété un

CRADDES ONG est spécialisée dans le domaine du développement durable. Selon nous la notion de «
gestion durable des forêts » regroupe habituellement les opérations effectuées pour administrer et
exploiter les forêts de manière à ce qu'elles remplissent durablement certaines fonctions écologiques,
économiques et sociales pertinentes.
De plus en plus les forêts sont détruites pour pouvoir satisfaire les besoins vitaux de l'homme. Cette
situation aggrave dangereusement les effets néfastes des changements climatiques. Et si rien n'est fait
l'espèce humaine risque de disparaitre. C'est pourquoi, il urge de mettre sur pieds des programmes de

Créée à Brazzaville en 1996, à l’initiative des Ministres en charge des forêts, de la société civile et du
secteur privé du bassin du Congo, la CEFDHAC a plus de quinze ans d’existence et a déjà organisé six
sessions biennales. Elle a permis de grands progrès en matière d’intégration régionale et de dialogue
entre différentes parties prenantes dans la gestion des forêts du bassin du Congo. Elle a pour but
d'encourager ces acteurs à conserver leurs écosystèmes forestiers et à veiller à une utilisation durable et
équitable des ressources qu'ils recèlent à travers la création d’un espace de dialogue et d’échanges
ouverts. La CEFDHAC comprend divers réseaux d’acteurs, dont le Réseau des Parlementaires pour la
gestion durable des écosystèmes forestiers d'Afrique centrale (REPAR), le Réseau Femmes Africaines
pour le Développement Durable (REFADD), le Réseau des Populations Autochtones et Locales d’Afrique
Centrale (REPALEAC), le Réseau des Institutions de Formation Forestière et Environnementale en
Afrique Centrale (RIFFEAC) et le Réseau des jeunes pour les Forêts d’Afrique Centrale (REJEFAC) dont je
suis la coordonnatrice. Le REJEFAC a participé à la réforme de la CEFDHAC entre 2006 - 2007, ayant
permis de réviser son ancrage institutionnel et son mode de fonctionnement, afin de faire d’elle un
organe sous régional dynamique de concertation et de proposition que tous les acteurs appellent de
leurs vœux, qui a abouti à sa réforme. Conformément au Traité portant institutionnalisation de la
COMIFAC, la CEFDHAC est une institution partenaire de la COMIFAC. Le REJEFAC joue un rôle
d’animateur du débat démocratique pour la gestion concertée et durable des écosystèmes de forêts
denses et humides d’Afrique Centrale.Nous, Jeunes des pays de l’espace COMIFAC, du Gabon, du
Cameroun, du Congo Brazzaville, de la République Démocratique du Congo, de la Guinée équatoriale, de
la Centrafrique, du Tchad, du Burundi, du Rwanda, et de Sao tomé et principe, représentons la voix des
jeunes et leur positionnement stratégique sur les questions liées du développement durable au sein de
la CEFDHAC/ COMIFAC du bassin du Congo. Le REJEFAC est membre de la Plateforme nationale de la
société civile en matière de REDD et Changement Climatique (PFN-REDD&CC) qui est un organe inclusif
et consultatif dont la mission est d'établir un canal à travers lequel les parties prenantes peuvent

Le REJEFAC et la coordonnatrice de ce réseau sont membres de plusieurs plateformes et dynamiques
regroupant des acteurs de la société civile au niveau national, régional et africain dans les spécialités de

représentation professionnelles de la Jeunesse,du Genre et plus globalement des communautés.
L'expérience peut donc être démontrée à deux niveaux: En tant que coordonnatrice de ce réseau,
J’occupe actuellement un poste de manager de programme et projets pour le bureau régional de l’Union
panafricaine de la jeunesse Afrique centrale et coordonnatrice régionale pour le réseau des jeunes
pour les forêts d’Afrique centrale pour les pays de l`Espace Comifac ceci confère à l organisation une
représentation des acteurs au niveau de l'Union Africaine, au niveau de PACJA et aussi au niveau du
African Young leaders Initiative on climate change,AYICC . En tant que chargée du fundraising du
programme organisation et de développement des communautés au niveau local au sein de
l’association jeunesse verte du Cameroun que j’ai créée il y a 12 ans, et en tant que REJEFAC Cameroun,
nous travaillons avec des points focaux régionaux et ruraux. Notre réseau et organisation dispose d’une
expérience de 12 ans dans les secteurs de la gestion de programmes, projets communautaires, en
relations avec les acteurs du secteur environnement des forets et du développement durable , en
mobilisation et plaidoyer auprès des instances nationales et régionales en tant qu’actrice de
développement et porte-parole de la jeunesse africaine lors des négociations régionales et
internationales sur les questions de changement climatique, REDD et autres thématiques émergentes de
la sous-région Afrique centrale, le conseil en organisation et structuration de la société civile. Notre
réseau a participé à plusieurs ateliers de formation, de concertation et d’informations sur des projets
en Afrique et notamment en Afrique du Sud, au Mali, au Sénégal, au Maroc, au Burkina Faso et en
République Démocratique du Congo donc en Afrique et dans les dix pays du Bassin du Congo. En tant
que femme et présidente de Jeunesse vete du Cameroun, Je suis membre de la société civile
camerounaise et actrice de développement depuis bientôt 12 ans. J’ai été porte-parole de la jeunesse
africaine lors du Sommet France Afrique 2005 à Bamako ou j’ai porté la voix de la femme africaine et de
la jeune femme professionnelle africaine. Je travaille en collaboration avec le REFADD , Réseau des
femmes africaines pour le Développement Durable au sein de la CEFDHAC donc du Bassin du Congo. •
Donc en tant que membre de la société civile depuis 16 ans, mon travail au sein du conseil
D’administration de l’association Jeunesse Verte du Cameroun et du PODC, celui de chargée des
programme Union panafricaine de Jeunesse d` Afrique Centrale , celui de Coordonnatrice Sous régionale
du Réseau des Jeunes pour les forêts d’Afrique Centrale de la Cefdhac comprenant les dis pays de
l’espace COMIFAC.. mes liens sont intenses et dynamiques. En tant que Jeune leader, invitée du
Président Barack Obama 2010 et Porte-parole de la Jeunesse africaine/ Sommet de Bamako 2005/
Président Chirac, j ai eu a représenter valablement les acteurs dont j avais la mission de défendre les
intérêts, membre et Représentante de plusieurs réseaux en d’Afrique, d’Europe et du Monde
(plateforme OMD, GEFOP, African Youth initiative on climate change, plateforme sur la réforme du

S’il est établi que les questions liées aux changements climatiques constituent une interpellation pour
l’ensemble de la population mondiale. Il est incontestablement indéniable que l’Afrique Centrale à
travers sa jeunesse, a un rôle particulier à jouer notamment à travers la mise en place d’une stratégie
efficace et les définitions d’un plan de communication appropriée et adoptée, visant à toucher le plus de
monde possible en vue de l’adoption d’un mode de vie conséquent et responsable qui vise la
sauvegarde des écosystèmes forestières de l’Afrique centrale. Du 27 février au 04 mars 2013 se sont
ténues à Douala au Cameroun, deux rencontres stratégiques pour le Réseau des jeunes des forêts
d’Afrique Centrale (REJEFAC), L’objectif de cette rencontre a été de procéder à la révision du plan
stratégique du REJEFAC et à la formulation de la stratégie d’engagement de la jeunesse du bassin du
Congo dans le processus REDD+ et de définir les éléments d’un plan de communication approprié et
adapté. Plus spécifiquement il s'est agit de définir, de manière concertée, les axes et domaines
d’intervention prioritaires du REJEFAC pour la période 2014 – 2018, de présenter les leçons
d’expériences par toutes les parties prenantes en vue de préparer les prochaines échéances
internationales à venir (Sommet Rio + 20, Congrès mondiaux, COP 17 sur le Changement Climatique,
groupes de travaux thématiques de la Comifac et du PFBC, ), de formuler la stratégie d’engagement,
plan de communication et note de position du REJEFAC pour une meilleure implication de la société
civile dans le processus REDD+, d’élaborer une feuille de route qui permettra de concrétiser la stratégie
d’engagement validée. Financés conjointement par l`Agence Canadienne de Développement
Internationale (ACDI) et l’IUCN/ REDD, ces rencontres avaient pour objectif général d’évaluer le chemin
parcouru depuis 2008 par le réseau et de faire un focus sur les problèmes récurrents de financements,
d’internaliser et de s’approprier des initiatives sous régionales actuelles inhérentes et pertinentes pour
la révision du plan de Convergence de la COMIFAC. Ces deux rencontres ont connu la participation
massive des jeunes venant des Coordinations Nationales de REJEFAC, des Conseils Nationaux de la
Jeunesse des 10 pays de la COMIFAC et de la « African Youth Initiative on Climate Change ». En plus, on
a noté également la participation des représentations de PACEBCo, et du REPAR/COMIFAC venues
prêter mains fortes à ces jeunes afin qu’ils puissent se frayer un chemin et s’orienter en faveur des
forêts du Bassin du Congo. Ces rencontres se sont tenus dans un contexte où les forêts du bassin de
Congo sont en pleine émulation autour des importantes thématiques comme : l’économie verte,
l’éducation pour le développement durable, le renforcement des capacités, l’éducation et le transfert
des technologies sur les questions de changement climatiques, le processus REDD+ dans la Sous-région,
le processus et les avancées de la Certification en Afrique Centrale, les questions de genre, la
participation multi acteur, le Renforcement des capacités, l’information, l’éducation et la formation des
jeunes sur les questions de conservation et de protection, le partenariat inclusif et multi acteurs. En tant
que gestionnaire et manager de projet, Je dispose d’une bonne connaissance des exigences des
Bailleurs, axés sur la rigueur de la gestion des ressources mises à la disposition des emprunteurs pour le
développement.

Nous collaborons avec les gouvernements, les organisations sous régionales , les projets régionaux et
les représentants des groupes vulnérables et marginalisés. Le processus de renforcement de la
dynamique sous régionale de la CEFDHAC est en cours à travers le développement de plusieurs
initiatives et cela en lien avec le REJEFAC. On peut notamment citer le projet de “Promotion d’une
participation inclusive et la représentation des groupes de parties prenantes dans les débats sur la
REDD+” sous composante 1b du projet Régional REDD + de la COMIFAC financé par le GEF/BM du projet
d’appui à la participation de la société civile à la gestion durable des écosystèmes forestiers à travers les
plateformes de concertation dans les paysages, les réseaux d’acteurs, les fora nationaux et sous-régional
de la CEFDHAC, faisant l’objet de la convention entre la CEFDHAC, et la CEEAC, à travers le PACEBCo
mise en œuvre par l’UICN. le REJEFAC, vient d'organiser en collaboration avec l’UICN un atelier de
révision du plan stratégique et de réflexion sur une meilleure implication de la jeunesse dans le
processus REDD+, et de renforcement des capacités sur le développement durable dans leur ensemble
du 11 au 13 aout 2014.Au cours des dernières années, j’ai eu l’opportunité de développer une expertise
d’organisation, spécifique dans les projets financés par les Bailleurs de Fonds et certaines formations où

Le Réseau Femmes Africaines pour le Développement Durable « REFADD » a été crée en juin 1998 à

Les origines lointaines de ERND Institute remontent de l’année 2004 par la sensibilisation grâce à la
réalisation de l’émission « Environnement et Paix », pour une interpellation à la prise de conscience d’un
ensemble des faits déplorables remarqués sur le terrain en terme des :
• Dégradation de l’environnement à une vitesse sans précédent, la perte de la diversité
biologique et la dégradation des écosystèmes au niveau national ;
• Violations massives et répétées des droits civils et politiques, des droits économiques, sociaux
et culturels, du droit à un environnement sain, du droit à la non discrimination et à la préservation de
la biodiversité ;
• Niveau de pauvreté qui frappe tous les congolais en général, et avec acuité pour les peuples
autochtones et communautés locales en particulier, en dépit des nombreuses ressources naturelles
dont regorge la RDC ;
• Faible prise en compte des droits des communautés locales et des peuples autochtones par
divers acteurs sur le terrain ;
• Non-respect des engagements et des buts à atteindre par la RDC que les ont pris en matière

which include Enugu, Cross River, Lagos, Kano and Kaduna states to sensitize them on free emission

assisted projects in Nigeria and conducted several community consultation to lift the ban placed on
Palm Oil investment in Nigeria to ensure that there will be no deforestation.

l'organisation a été mise en place lors d'un constat fait sur l'utilisation anarchique de la forêt classé de
Botambi par l'ex société forestière Lauront Bois et la population riveraine de cette forêt.Aussitôt,des
campagnes de sensibilisation ont eu lieu sur les propres efforts de l'organisation;cette dynamique
devient faible ,faute d'appuis financiers et techniques.Elle fut renforcer par le projet CARPE/UICN sur la
vulgarisation des textes et lois réglementant la gestion durable dans une partie de Botambi avec
l'accompagnement technique de l'administration forestière.Structurée en plate forme nous avons à
travers l'Etat, la collaboration et les appuis des partenaires multilatéraux .les questions sociales ou
environnementales sont prises en compte comme à l'exemple de la Composante B du R-PP qui implique
les communautés à la base ,les forêts dans leur double rôle qui sont des réponses aux changements
climatiques y compris la REDD qui est une réponse aussi à la conservation et la pauvreté .
