Wewillprovideinformationonthecodeearlyoninanyplanningapplicationprocessandworkingtothecodemaybecomepartofyourplanningconditions.
Weaimtoworkwithdevelopersandcontractorsinrecognisingandtacklingthepossibleeffectsofconstruction.Thesecanincludeairpollution,noise and vibration, traffic congestion, dust and contaminationoflandandwater.Bymakingcontractorsawareatanearlystageofourcodeofpracticetheycanputpreventativemeasuresinplacefromthestart.

Intermsofnoiseandcontrollingvibration,weexpectyoutouse‘bestpracticablemeans’atalltimes.Thismeansthatyouwillhavetousethemostpracticalmeasurespossibletocontrolnoise and vibration as defined in Section 72 of theControlofPollutionAct1974.YoumustalsokeeptorecommendationsandgoodpracticeasshowninBritishStandard(BS)5228:NoiseandVibrationControlonConstructionandOpenSites:1997.
Youareresponsibleformakingsurethatthatallactivitieskeeptoallcurrentcodesofpracticeandotherrelevantdocuments.
Community relations
Ifyouwarnlocalresidentsandbusinessesaboutactivitiesthatarelikelytotakeplaceonsiteitwillhelpreducetheirconcerns.Ifyouhaveapointofcontactforenquiriesorcomplaints,itshowsthatyouaretakingresponsibilityforyouractionsandareawareofthesurroundingcommunity.

You must also confirm that you are working to the standards shown in this code of practice and any registration to the considerate contractor scheme, if this is relevant. In the case of emergencies, you must also display a 24-hour contact number.
Wewillaskyoutoappointamemberofstafftoworkwithlocalresidents, the business community and us. This liaison officer mustbeavailableatalltimeswhilethesiteisinuse.Youmustdisplayaposteronthesiteboundary.PostersareavailablefreeofchargefromthePublicProtectionDivision.Youmayalsobeaskedtodisplaythepostersaspartoftheconditionsforyourhoardinglicence.Thismustincludeinformationsuchasthe contractors’ names, the name of your liaison officer, and a contactnumberandaddressforcomplaints.
Your liaison officer will be responsible for logging complaints andtakingappropriateaction.

Atleasttwoweeksbeforeanyworkstarts,youmustsendleaflets to the surrounding community, both residential and commercial, about the proposed work. This leaflet will need to include a start and likely finish date, and the contact name and number of the liaison officer. If works are to go beyond our standardworkinghoursandwehaveagreedtothis,youwillneed to send further leaflets giving details of the changes.
Considerate contractors
We do not have an Islington-specific considerate contractors schemebutwedoencouragecontractorstotakepartinthenationalscheme.ForinformationabouttheschemeandhowtoapplypleasecontactConsiderateConstructors,seeContactsonpage43.

Wewillonlyconsiderworkoutsideofthesehoursifitisnecessaryforaccesstoroadsorrailwaytracksorforreasonsofsafetyandthismustbeprearrangedwithus.Ifyouwanttodothis,pleasecontactthePublicProtectionDivisionatleastsevendaysbeforeyouneedaccess.Youmustprovideuswithdetailsoftheworksandwhyyoucannotcarryitoutduringthemainworkinghours.Youmustalsogivedetailsofthemeasuresyouaretakingtoreducenoiselevels,andthepredictednoiselevelsforanyaffectedbuildingssuchasresidentialproperty,hospitals,schoolsandbusinesses.
Hours of workingSites will be allowed to carry out noisy work between: 8am and 6pm, Monday to Friday 8am and 1pm, Saturdays
Noisy works must not take place outside of these hours (including Sundays and public and bank holidays). As far as is reasonably practical you must keep to these hours.

Standards to protect the environment
Temporary structures
Ifyouhavetoerectscaffolds,hoardings,gantriesandothertemporarystructuresyouwillneedtomakeanapplicationtothecouncil’sStreetManagementDivision,seeContactsonpage43.
Allstructuresmusthaveaclearpathbetweenthematleast1.2to1.8mwide.Thereshouldbenorecessesforpeopletohidein.Allstructuresmustbelitusingbulkheadlightsat3mcentreswitha110vsupplyandhoardingsmustbeaminimumof2.4mhigh.

Nuisance
Constructionworkscancauseunnecessarydebrisonthehighwaysuchasmud,spoil,concreteanddust.Youmustdoeverythingyoucantostopthishappening.Thereshouldbefacilitiesonyoursiteforwashingdownvehicles,suchaswheelwashersorjetwashers,andyoumustmakesurelorryloadsarecoveredwhentheyleavethesite.Youmustnotwashmud,spoil,concreteanddustintostreetgullies.

Construction traffic
Allvehiclemovementstoandfromyoursiteshouldbeplannedandagreedwithusinadvanceandenforcedwithyourcontractorsanddrivers.ThereareroadsdesignatedwithinIslingtonforoversizedorlargevehicles.Vehiclesmustnotparkoutsidethesiteatanytimeoftheday or night unless specifically agreed. Vehicles mustenterthesiteimmediatelyandaretoleavethesiteinasafeandcontrolledmanner.TheareaaroundthesiteoranyroadwithinIslingtonisnottobeusedasaholdingareafordeliveries.
ThereistobenocontractorparkingonthehighwayatanytimeanywherewithinIslington.Wemayrequirevehiclesassociatedwiththesitetodisplaystickersormarkings,sotheycanbeeasily identified.

There are several lorry ‘no-go’ zones within Islington. These coverareaswithamaximum7.5tonnelimit.Vehiclesonoroverthislimitmayloadorunloadwithinthesezonesbutcannotdrivethroughthem.
There are roads which have specific weight restrictions, due to weakstructures,andvehiclesoverthelimitsmustnotusethem.Therearealsoheightrestrictionsandagainanyvehicleovertheheightmustnotdrivethrough.

Contaminated land
PPS23PlanningPolicyandGuidance:PlanningandPollutionControl(June2004)highlightstheneedtobeawareoflandcontaminationissueswhenconsideringplanningapplications.Ifyoubelievelandmaybecontaminated,youareresponsibleforinvestigatingthelandtoseewhatmeasuresareneededtomakesureitissafeandsuitableforthepurposeproposed.
Inthesecasesitisyourresponsibilitytoprovetousthatyouhavecarriedoutathoroughriskassessmentassociatedwithlandcontamination.Theseassessmentsshouldbebasedon‘thesuitableforuse’approachandidentify‘pollutantlinks’.Thisincludesdecidingwheresourcesofcontaminationmaybeandidentifyinganyriskstopeople,animals,plantsorbuildingsona site-by-site basis. ‘duty of care’

Asbestos
Contractorsareexpectedtocarryoutriskassessmentsfortheworksthattheyaretoundertake.Theseshouldconsiderthepresenceofasbestosandtheassociatedlevelofrisk,togetherwiththedevelopmentofsafeworkingpractices.
A licensed asbestos-removal contractor should carryoutworkinvolvingtreatingorremovingasbestosproducts.YoumustkeeptocurrentstatutoryrequirementsandHealthandSafetyExecutive(HSE)approvedcodesofpracticeandguidance.
AlicensedcontractormustdealwithasbestoswasteinlinewithEnvironmentAgencyrequirements.

Youshouldchoosemachinerythathasthequietestnoiseoutputavailablefortheactivityyouarecarryingout.Iftheactivitywillbenoisy,youshouldconsiderothermethodsofworking.Youmust make sure that people working on-site are notexposedtonoiselevelshigherthenthosestatedintheNoiseatWorkRegulations1989.
Machinery and vehicles must be fitted with effectivesilencerswhereveravailable,andkeptingoodworkingorder.Youshouldkeepacousticcoversclosedduringoperation.Equipmentmustbeoperatedsoitproducesaslittlenoiseaspossible.Youmustshutdownequipmentwhenitisnotinuse.

You can find advice forconstructingthesestructuresinBS5228Part1:1997(AppendixB3/B4).Youshouldalso position port-a-cabins and stores as onsite barriersbetweennoisyworkandsensitivereceivers.Hoardingstoreducenoisebreakoutfromactivitiesshouldenclosesites.Gatesandaccesspointsshouldnotfaceontoanyespeciallysensitivebuildingssuchasresidentialproperty,hospitals,schoolsandbusinesses.Gatesandaccesspointsshouldbekeptopenforaslittletimeaspossible.
Alldeliveriestothesiteandremovingofwastemusttakeplaceduringourstandardworkinghours(8am–6pmMondaytoFridayand8am–1pmSaturdays).Vehiclesmustnotqueueonthepublichighway.Whereverpracticalyoushouldprovide lorry-holding areas on the site.
Ifyouarecarryingoutpiling(drivingsteelorconcretepilesintothegroundforfoundations),youmustusemethodstoreducethegenerationofnoiseandvibration.Youshouldconsiderother methods for impact-driven piles, such as continuous flight auger-injected piles or

Fixeditemsofconstructionequipmentshouldbeelectricallypoweredratherthandieselorpetroldriven.Ifthisisnotpossible,youshouldprovideotherprotectionagainstnoisesuchas baffles, covers or enclosures.
Youneedtoallowenoughtimeforlengthyconcretepours.Ifoverrunsarelikely,youshouldcontactthecouncil’sNoiseTeam,seeContactsonpage43.
Wherepossible,youshoulduseequipmentthatbreaksconcretebycrushingitratherthandrillingthroughit,asthisproduceslessnoise.
Everyoneonsiteshouldbeadvisedtoreducenoiseasfaraspossiblebothtoprotectthemselvesandthecommunity.Youmust not allow anti-social behaviour such as shouting, using radiosandswearing.

Water
You must dispose of site run-off and wastewater producedasaresultofsiteactivities,inlinewiththerequirementsoftheEnvironmentAgencyandThamesWaterUtilitiesLtd.Youmusthaveenoughprotectioninplacetomakesureanydangerous materials used on-site do not come intocontactwithwatercourses,groundwaterorwastewater.
Youshouldcreateasuitabledrainagesystemon-site for the construction phase. This system shouldaimtominimisethequantityandimprovethequalityofwaterbeforeitleavesabuilding.This will reduce flooding and pollution. You shouldinvestigatewaystoreusewaterthatisusuallywastedduringconstruction.Forexample,youshouldcollect,storeandreusewaterthatcollects on site for lower-grade uses.

Protection of trees
Beforeworkstarts,youmustcarryoutatreesurveywithinthesite.Youshouldincludethosetreesonadjoininglandthatarewithinadistancefromthesiteboundary,equivalenttohalftheheightofthetree.Thesurveyshouldgivethespecies,age,canopyspreadandconditionofthetreeclumporindividualtree,aswellasthegroundlevelsatthebottomofthetrunks.Youmustsendthistogetherwithanyworkproposedtothetrees,tothecouncil’sPlanningDivisiontocheckifanyareprotectedbytreepreservationordersorarepreservedbecausetheyareinaconservationareaoraretreeswhichmaybeworthyofprotection.
