September 2016 at Shimla as well as a copy of Proceeding of the Meeting of District Level

Apprenticeship Committee held under the Chairmanship of Additional Deputy Commissioner

Shimla on 19-02-2018 for your information and ready reference

You are therefore requested to please go through the contents of the above

mentioned proceedings and implement the National Apprenticeship Promotion Scheme (NAPS)

strictly as per the guidelines contained therein at your level rather than seeking clarifications

from this office time and again For your guidance the main points are again clarified as under

1 That after registration of your respective D~vision establishment on Apprenticeship Web Portal (wwwapprenticeshipgovin) for one year apprenticeship trainng minimum 3 apprentices of

total sanctioned posts of respective Division are required to be engaged at your level through online m9de only in addition to the apprentices already engaged under your respective Division

throughoff line mode 2 The period of apprenticeship training to ITI passed out candidates is of one year only

3 Monthly stipend Rs 5670- only will be paid to the apprentice who has passed 2 years ITI course and must be engaged through online mode ie 90 of minimum daily wages rates

applicable in ihe Board The apprentices who have passed one years ITI course shall be paid monthly stiperd Rs 5040- ie 80 of minimum daily wages rates applicable in the Board

subject to their engagement must be through online mode

4 25 or maximum Rs 1500- of the above stipend shall be reimbursed on quarterly basis in each case by the Sr~ XENRE concerned from Regional Directorate 9f Apprenticeship Training (ROAT)

7 On completion of one year training period a certificate to the effect that the apprentice has

successfully completed his one year apprenticeship training shall be awarded by the Sr XENRE

concerned specifically indicating therein the field of training covereiY the apprentice during his training

Scheme including its background objectives evolution covelage rates of stipend

the minimum age and qua lificati on etc required for engagement of Apprentices and

also read out the re leva nt provisions of tile AplxenliceshipAct 1961 and the Rules

framed thereunder

73 Registration fee for Apprentice Training

The Council approved the proposal for chalqillg of the fe e amount or rzs

500- (Rs Five Hundred only) as tile Examination fee instead of the eallier

Registration Fee to be chalgeel by the HI from Llle tlaillee tlilel is to be

retained by the Institution where tile Trainee will appear ill the examinJtion

Proper record of the fee to be collected shall be maintained by the Institute

for the audit by the Local Audit Department of the State Government

74 Status of utilization of seats under Apprenticeship Training Scheme

The Member Secretary informed the Counci l that the Apprentices Act and

Rules have been amended by Government of India in 2015 and Apprentice

Protsahan Yojana had also been started to engage more number or

apprentices Due to sluggish functioning of online apprenticeship web portal

which now is the only way to register Apprentice Agreement and lack or

awareness among the candidates industry the registration of apprentices

for the session is low

The Apprentices Act and Rules have further been amended this year by GOI

so as to accommodate the suggestions received from the various

stakeholders and to overcome the problems faced in 2015 The Apprentice

Protsahan Yojana is going to be discontinued from October 2016 As per the

National Apprenticeship Promotion Scheme the 25 of stipend shall be paid

to all the Apprentices by the Gal having the maximum limit of Rs1500- per

tral~ee per month Also expenses for Basic Training of a fresher apprentice

trainee shall be borne by GOl (500 Hrs Three month training) having the

limit of Rs 7500- per trainee In order to get benefits from the Scheme the

Stat~ has to locate all the seats in the industria units in the State including

the Private and the Public sectors both

With the permission of the Chair Sh Sandeep Iltaila --ssistant Central

Apprenticeship Advisor RDAT Faridabad made a detailed Power Point

Presentation regarding the Apprenticeship Act 1961 and the National

Apprenticeship Promotion Scheme launched on August 19 this year and also

addressed the queries raised by the members

The Director Technical Education suggested that on the analogy of Rajasthan

State District Employment Officers Labour Officers may also be considered

to be appointed as Assistant Apprenticeship Advisors (AAA) 50 tllat a large

I also made to the Heads of the Depal-tmentsRepresentalives of HODs to

engage Apprentices in their Establishments in order to derive the rllaximum

benefit under the Scheme Deputy Dil-ector (Higher Education) was

particularly requested to motivate the students at the Secondary Level to

register themselves online The Deputy Director (Industries) was also

requested to involve the GMs Managers DICs In the State to motivate the

Industrial UnitsMSMEs to register themselves 011 the National Apprenticesl~ip Web Portal

The Assistant Central Apprenticeship AdvisOI- RDAT Fariclabad informed that

Apprenticeship Cells are to be set up by the States and the Gol is considel-ing

providing financial assistance for the same and in order to encourage the

Industry to engage greater number of Apprentices BI-and Ambassadors shall

be appOinted by the DGT Gol from amongst the best performing

Establishments

The Chairman requested all the concerned Departments and the Corporations

to extend their fullest co-operation in order to achieve the tMgets fixecl FOIshy

the State

At the very outset the Chairman welcomed all the officers officials present in the meeting Thereafter the agenda points were discussed

1 Guidelines for implementation of National Apprenticeship Promotion Scheme (NAPS) The Nodal officer (Apprenticeship)- cum- Principal Govt ITI Mashobra who is also Member Secretary of the Distt Level Apprenticeship Committee for Distt Shimla gave overview of the apprenticeship scheme through Power Point presentation During the power point presentation discussion with all members of the Distt level committee was held about the implementation of this scheme Every aspect of the scheme was elaborately discussed The Chairman of the committee directed Member Secretary cum Principal Govt ITI Mashobra to work out within a week as how many apprentices have been engaged online offline so far against the 515 apprentices as the target allotted to Distt Shimla for the year 2017-18 so that short fall could be found out and timely action could be taken to fulfill the target by the end of the year She also directed all the AAAs to do the survey within Two to Three Days to locate the vacancy position of apprentices in Govt Departments Public Sectors Private Establishments so that the vacancy positions by the said agencies could be uploaded on the web portal

During the Course of discussion the members from Govt Departments raised question about the Budget Provision for payment of the stipend to the apprentices On this Chairman said that the copy of the proceedings of the meeting may be sent to the Head of the Departments along with others with the request to create Head for apprenticeship Stipend in their respective Departments to pay the stipend to the apprentices engaged

2 Fixation of department-wise targets for the next 100 (hundred) Days Member Secretary of the committee told the members present in the meeting that the apprenticeship meet and meeting is one of the targets of the Department for the Govt for next 100 (Hundred) days

3 Notification regarding State Apprenticeship council and District level apprenticeship committee Member Secretary told the members that State Apprenticeship council was constituted vide Notification No EDN(TE)A(3)72014 dated 5th August 2017 with Principal Secretary (TE) to the Government of Himachal Pradesh as Chairman of Council and Worthy Deputy Commissioner of concerned District as Chairman of the District level Apprenticeship committee respectively for effective implementation of the apprenticeship scheme

4 Amendments in the Apprentices Act1961 The Member Secretary apprised the members that the Govt has brought comprehensive amendments in the Act in December 2014 to make it more attractive for both Industry and Youth Major changes introduced in the amendment are replacing the outdated system of Trade wise and Unit Wise regulation of apprentices with a Band of 25 to 10 of the total work force (including contractual workers) introduction of optional Trades removIng stringent clauses like imprisonment and allowing Industries to outsource basic training

5 Potential available for Apprenticeship Training The Member Secretary apprised the members that a large number of estab lishments where training facilities are available but these facilities have not been utilized because such establishments express their inability to come under the Act citing lack of support from Government But now the procedure has been simplified and more and more apprentices can be engaged Now the Apprenticesh ip Training scheme has been renamed as National Apprenticeship Promotion Scheme with I the approval of the Cabinet There are about 50 Lakh employees in Central Publ ic Sector undertakings Central Govt and Banking sector If these

mandatory minimum limit of 25 of the total manpower strength the number could reach 125000 Therefore there is huge potential in apprenticeship training which rema ins untapped

6 Communication campaign Chairman directed the member secretary and AAAs of the Distt Shim la to approach to the Collages and Schools to give the Wide publicity of the scheme The Chief Medical Officer of Distt Shimla told in the meeting that Hospitals require Medical laboratory Technicians (Pathology Radiology Cardiology and Physiology) and other Hospital related trained apprentices but he said that without the permission of Head of Department he is unable to engage apprentices He said that he would discuss the matter with his HOD Cha irman told the Member Secretary that Hospital related tra ined candidates can be taken from the databank of the Distt Employment Exchange Office On this Distt Employment Officer Shimla agreed to supply the list of such candidates

7 Fields of apprenticeship training Member Secretary told the members of the committee that there are 259 designated trades available for apprenticeship training In addition to it optional trades i

can also be included as per the need of the employer

8 Duration of Apprenticeship Training The Member Secretary apprised the members that Apprenticeship Tra ining consists of Basic Training and On-the-Job- Training at the workplace in the industry The basic training is required for the fresher apprentices who have not undergone any Vocational Training The basic training is of Three months where as apprenticeship training is One year for almost all the trades

10 Registration fee and Examination Fee It was told by the Member Secretary that registration fee amounting to Rs 500-per trainee and Examination fee Rs 400- is charged from the apprentice trainee The exam is conducted after the completion of Apprenticeship training and certificate from DGT is awarded to the success full apprentice

11 Regarding Apprentices in Banks It was told by the Member Secretary that Banking activities including financial services are also covered under the apprenticeship act 1961 amended in December 2014 Banking activities including financial services are required to engaged apprentices in the band of 25 to 10 of the total strength of the establishment including contractual staff

12 Stipend to the Apprentice The member Secretary told the Members that the minimum rate of stipend per month payable to trade apprentices shall be following namelyshy

a During the First year of training 70 of minimum wages of semi- skilled workers notified by the respective State

b During the Second year of training 80 of minimum wages of semi- skilled workers notified by the respective State

c During the Third and fourth year of training 90 of minimum wages of semi- skilled workers notified by the respective State

The 25 of the prescribed stipend subject to a maximum of Rs 1500- per month per apprentice will be reimbursed to the establishments by Government of India

13 Target of the Apprentices to be engaged by the State and Target allotted to District Shimla The Member Secretary told the members that the target for the state has been fixed by Director General Training (DGT) is 7500 apprentices and further target allotted to Distt Shimla is 515 for the year 2017-18
