The General Manager Telecom District on behalf of BSNL- VIZIANAGARAM inviting Tenders for House keeping and maintenance of Telecom infrastructure to Vital Telecom buildings for One year period from the date of entering into agreement. Tenders are invited fromeligible experienced and registered Agents / Firms / Companies / Empanelled Contractors & Persons. The Tender form containing the specifications, Terms and conditions can be obtained from Sub-Divisional Engineer (Genl.), O/o General Manager Telecom District VIZIANAGARAM 535002 on payment of a non-refundable amount of Rs.1145/- (Rupees one thousan one hundred and forty five only) in cash counter of this office on all working days from 10-00 AM to 05.00 PM . Tender document can also be had from web site www.ap.bsnl.co.in. The contractors who down load the Tender document from the web site are required to enclose DD from any scheduled bank for an amount of Rs 1145/- drawn in favor of Accounts officer (Cash),BSNL, O/oGMTD, Vizianagaram. If any discrepancy is found in the downloaded Tender schedule the original available with BSNL is treated as authenticated

Section – I

NATURE AND SCOPE OF WORK

I. 1 Scope of the Work where persons required: This contract is for performing housekeeping services and Mtce of Telecom infrastructure, House keeping works at BTS cell sites and major Telecom offices of BSNL VIZIANAGARAM District. Mentioned in above Annexure -A of the schedule in any one of the shifts or in all the three shifts @ 8 hours per shift in a day assigned by concerned Officer in-Charge. The personal shall check up the assets as soon as they attend the work place and report to the SDE/JTO/In-charge that every thing is normal or otherwise. They should discharge any works as entrusted to them by the Officer In-charge at the Exchanges/Offices where they are engaged.

The personal shall keep the controlling officers informed about the developments in the stations, answer the telephones and ensure the safety of BSNL’s properties.

Service to be provided by the contractor or his / her representatives

1) Refueling of diesel in DG sets and maintaining log book of diesel refueling. (The contract for supply of diesel on site shall be separate and is not part of this contract).

2) Starting/ stopping of the DG set in case of power failure and auto start up failure and making entries in the log book.

3) Switching on and switching off of ACs. 4) Cleaning of power plant, DG battery, fire fighting equipment, other equipment at site. 5) Answering of telephone, noting of complaints and passing information immediately to specified

competent authority. 6) Ensuring that the property of BSNL is not tampered with; custodianship of site with control of

keys will be provided to the contractor during the time of infrastructure maintenance. Movement of any material from the site is to be allowed only with a written permission of site in charge.

7) Restricting access to the site for UN-authorized persons and opening & closing of gate as and when required.

8) Keeping exchange / office premises in hygienic conditions. 9) Informing BSNL officer in charge exchange / BTS about any alarm / fault message immediately. 10) Help in testing of fire alarm, fire fighting equipment etc when desired by officer in charge. 11) Running water pump(if any ) as and when required. 12) Watering the plants (if any) as and when required. 13) Any other works that may be incidental and related to proper up keep of the Telecom site. 14) The contractor is responsible for attending/completing the works specified by the concerned

officer/ in-charge. 15) The timings are to be maintained by the contractor as per the instructions of concerned officer/

in-charge.



16. The quantum of housekeeping and coverage of security is variable and shall be decided by the

GMTD Vizianagaram authority. This means the no of house keeping to be deployed area to be

covered and frequency of patrolling etc shall be decided by GMTD Vizianagaram authority

17. Assistance to outdoor Telecom Mechanics for attending faults giving new phone connections

attending cable fault OF Cable joints and laying cables..

18 Assistance to Broadband TTAs for giving new Broadband connections and attending Broadband faults.

19. Assistance to junior Telecom officers/junior Accounts officers while attending office and

computer works.

20. Any other work Technical / non- technical assistance to the in-charge of the BSNL-Assets.

The successful tenderer who is awarded with the work shall be responsible for timely payment of monthly salary to the persons irrespective of the payments made by BSNL to the contractor. The contractor shall be responsible for proper and prompt submission of bills through controlling officer. The bills pertaining to a particular month should be submitted to SDEs concerned with in 15 days of the following month.

I. 2 Period of Contract: The Tender contract is valid for ONE YEAR . This contract validity of One year can be extended up to another six months if felt necessary by the GMTD VIZIANAGARAM.

I. 3 Place of Work: The works are required at the places mentioned on page at Annexure-A of this schedule.

However the BSNL reserves right to add / delete some Offices from the list at any time subject to the requirement.

I.4 Requirement: The Tenderer should arrange his workmen, material and other requirements. The requirement of such House keeping listed at Annexure-A may however vary by 25% either way. The contractor has to arrange the additional requirement immediately under the same terms and conditions of the tender. The BSNL will pay the approved quoted rate only as per Agreement.

I.5 Character and conduct of personal engaged by the Contractor: The persons so engaged should posses good conduct/character, integrity and shall not involve in any criminal cases. The persons so engaged for the works, if absconds or absents without valid reason, the approved tenderer shall make alternate arrangement immediately under intimation to In-Charge Officer. The persons shall be obedient and implement the instructions of the In-Charge officers or any authorized officers without any delay. Any delay in this regard or refusal amounts to unsatisfactory performance and proportionate amount will be deducted from the bills.

I.6 The persons so engaged are to be given special badges, photo identity cards, and distinctive uniforms by the Tenderer himself at his cost for their proper identification. The chart and the details of the persons so engaged for various maintenance works are to be intimated to the In-Charge officer of the concerned Telecom Building.

I. 7 A log book towards the security and general maintenance of the Telecom Building works as suggested by the In-Charge officers is to be maintained by the successful contractor and the entries are to be got attested by the In-Charge officer regularly.

Section – II

TERMS AND CONDITIONS

II. 1a. Submission of bid: Sealed tenders are to be submitted clearly furnishing the rates for the Housekeeping. All the pages of the bid document are to be signed by the bidder. The Tender cover containing Tender Schedule is to be super scribed “ TENDER FOR HOUSEKEEPING IN BSNL and are to be sent to AGM(Admn&OP), BSNL Bhavan, o/o General Manager Telecom District, BSNL VIZIANAGARAM 535002 either by post or can be deposited in the Tender box kept for this purpose in the chamber of AGM (NWP), First Floor o/o G.M.T.D VIZIANAGARAM on or before 13-00 hours on 06-06-2017 .Any bid received after the due date / time for submission of this tender shall be rejected. If the opening day falls on Holiday, Opening will takes place on the next working day.

II 1b. The bidder has to submit his bid in a sealed cover with all the documents as mentioned in the below.

of DD drawn on any Scheduled Bank in favour of Accounts officer (Cash) o/o General Manager Telecom District, BSNL VIZIANAGARAM 535002. The demand draft in Original should be enclosed to the Tender application form. Tenders received without EMD or received after due date are liable for rejection. In case of successful tenderer, the EMD can be converted as part of Security Deposit. No further correspondence shall be entertained in this regard.

II. 4 Bid Opening: The tenders will be opened at 15-00 hrs of 06-06-2017 in the presence of such tenderers or authorized representatives of the tenderer who are present. BSNL has adopted e-tendering process in which Tenders will be opened online by BSNL’s authorized officials on e-Procurement Portal https://apbsnl.etenders.in.

II. 5 Evaluation: The BSNL shall evaluate the bids to determine whether they are complete, whether any computational errors have been made, whether documents have been properly signed and whether generally in order. If there is a discrepancy between words and figures, the amount in words shall prevail prior to detailed evaluation. The bid will be evaluated and L-1 bid will be considered.

II. 6 Rejection of the Tender: Any conditional clauses specified by the Tenderer in the submitted tender shall result in the rejection of the tender. Any attempt to negotiate directly or indirectly on the part of tenderer with concerned authority or endeavor to influence through any means for acceptance of the tender is strictly prohibited. No further correspondence shall be entertained in this regard.

II. 7 (a) Security Deposit: Successful tenderer should pay an amount equal to 10% of total contract value towards the Security deposit, within 10 (Ten) days from the date of receipt of communication from this office. The EMD paid by the successful tenderer can be adjusted from the above amount and the tenderer only can pay the balance amount. The security deposit can also be paid in the form of Bank Guarantee, it should be valid for the period of 18 months that would be specified in the letter of communication. No interest will be paid on security deposit or the EMD converted as SD. The successful tenderer is required to pay the security deposit as intimated above.

(b) The security deposit for the successful bidder may be increased at any time during the contract period depending on increase the number of persons assigned.

(c) The security deposit should be kept with the BSNL for the entire period of contract including extension thereof.

II. 8 Agreement : (a)The successful bidder is required to enter into agreement with BSNL within 10 (Ten) days time after payment of requisite security deposit amount on a Rs.100/- Non-Judicial Stamp paper at his own cost. Further the tenderer is required to arrange persons for House Keeping at the places of requirement immediately after the work order received by him from this office.

(b) The locations of personal for housekeeping at different place of Vizianagaram SSA in Annexure- A are tentative. The GMTD, Vizianagaram reserves the right to reduce the locations or add the locations as per requirement at any time without assigning any reason.

II. 9 Forfeiture of EMD: The EMD shall be forfeited (i) If the bidder withdraws his bid during the period of bid validity period of 150 days from the

date of opening of the tender. (ii) If the successful Tenderer fails to remit the security deposit within Ten days of receipt of

communication. (iii) If the successful Tenderer fails to sign the contract Agreement.

The EMD of unsuccessful Tenderer shall be refunded after finalization of the Tender. EMD will not carry any interest. II. 10 Forfeiture of Security Deposit: The Security Deposit paid by the tenderer shall be liable for forfeiture if the Successful bidder (i) Withdraws his bid offer after entering into Agreement with the BSNL (ii) Withdraws his offer in the middle of the Contract Period. (iii) Fails to comply with any of the tender conditions or the work done by the workmen is not

satisfactory or the Tenderer is unable to supply required number of workmen on requisition by o/o GMTD,VZM

The final decision regarding any dispute that arises between the Tenderer and BSNL VIZIANAGARAM shall rest with GMTD Vizianagaram of 34 Read, under stood & complied


II. 11 Payment: The quoted amount for House Keeping shall be paid after Completion of every calendar month after duly deducting the applicable taxes, subject to the work being certified by controlling officers of the buildings & countersigned by the DE concerned. The contractors should correctly and promptly pay the monthly wages to the persons engaged by them without linking to the settlement of bills by BSNL, VIZIANAGARAM district. The contractor is responsible for timely (say within two weeks) submission of bills after completion of a calendar month with dated signatures. II. 12 The successful Tenderer Should deploy his own persons for the works specified. If, any lapse on the part of such deployed service personal effect the agreement, may result in termination of the contract and imposition of suitable penalty at the discretion of the General Manager Telecom District, Vizianagaram. II. 13a. Quoting of rate: The contract value quoted by the approved Tenderer should be inclusive of all duties and levies except service tax. The Tenderer shall quote the rate only in terms of the service charges including any administrative charges payable. The monthly wages payable to individual person employed by the tenderer is indicated in Annexure – B. II.13b The BSNL reserves the rights to counter offer price(s)against price(s) quoted by any bidder. II.13c BSNL also reserves the right to award the work amongst more than one bidder. II.13d If there are more than one bidder at L1 rates ,all L1 bidders will be allotted work equally.

However the decision of GMTD,VZM in this regard is final and binding on all the bidders. II.13e All present, future and additional levies/taxes/duties etc, that may be levied by the GOVT/LOCAL authorities will be born by the contractors. II.13f The contractor’s representatives shall comply with all applicable laws, bye Laws, rules, regulations, orders, directions, notifications etc of the Govt. / Court/Tribunals and shall also comply with all directions issued by BSNL and provide BSNL with all information and cooperation that BSNL may reasonably require from time to time. Abiding by statutory Laws : Example minimum wages, EPF, ESI,workmen compensation payments etc,. II.13g The contractor shall ensure provision of necessary safety devices tools/ kits etc required for discharge of services at his own cost and shall recoup the same from time to time. II.13h Contractor shall be liable for all payments of wages, Salary etc to its employees & shall comply with all statutory laws, rules, relating to employment, wages, PF, ID, act etc. II.13i The Contractor agrees to protect, defend, indemnify and hold harmless BSNL and its employees, officers, directors, agents or representatives from and against any and all liabilities, damages, fines, penalties and costs (including legal costs and disbursements) arising from or relating to any breach of any statute, regulation, direction, orders or standards from any governmental body, agency, telecommunications operator or regulator applicable Read, under stood & complied page 15 of 34 Signature of the bidder

.II. 14 (a) Right to reject the tender: The General Manager Telecom District, VIZIANAGARAM reserves the right to reject any or all tenders without assigning any reasons at any stage and is not bound to accept the lowest tender. The decision of GMTD, BSNL will be final and binding on all the bidders. (b) The GMTD, Vizianagaram reserves the right to cancel/ Teriminate the tender at any time without assigning any reasons. II. 15 Penalty: Any lapse on the part of the successful tenderer shall attract the imposition of penalty as listed hereunder and the equitable amount shall be recovered from the amount due to the successful tenderer or from the security deposit available with the BSNL. If the successful tenderer fails : (i) To arrange persons services a penalty of Rs.20 per service per day in addition to the amount

incurred by the BSNL for making alternative arrangements will be levied. (ii) Similarly if the persons service is rendered unsatisfactory and if the officer in-charge is not

satisfied with the services, a penalty of Rs 20/- per service per day in addition to the amount incurred by the BSNL for making alternative arrangements will be levied.

iii )II. 16 Cancellation of Tender: During the currency of the contract if the services provided are found to be unsatisfactory or for any other reasons the competent authority reserves the right to terminate/cancel the contract and in that event the tenderer will be held liable for payment of all monitory losses / damages that may arise /caused thereof. Acceptance of the tenderer rests with the GMTD BSNL VIZIANAGARAM and his decision in this regard is final. The General Manager Telecom District, VIZIANAGARAM reserves the right to terminate the services of any or allworkmen supplied by the tenderer by giving a notice of 15 days. The tenderer is advised to make necessary preparation arrangements immediately after reaching an agreement in this connection start providing services from the stipulated date without fail and the said date shall not be extended under any circumstances. The failure of tenderer to start providing the services on the above stipulated dates will be treated as breach of contract and liable for cancellation of tender. II. 17 Damages to the BSNL property: Any damages to the BSNL property during the tenure of the

contract period should be made good by the tenderer at his cost. Responsibility is to be taken by the contractor in case of loss of stores during Security performed by the persons engaged by the contractor. Similarly any loss or damage occurring to the BSNL property by negligence or willful acts of the persons engaged by the contractor or thefts by whatever causes has to be made good by the contractor.

II. 18 .1 Statutory wages: The tenderer has to pay the wages as shown in Annexure-B directly into

the bank account of labour. No wages should be paid in cash. The remittance in respect of EPF and ESI made into the account of the labour should be submitted along with first month bill. The individual account of EPF and ESI is to be submitted to the work issuing authority.

II. 18 .2 Statutory laws and EPF / ESI: Tender is liable to follow the applicable statutory laws and observe all other rules framed by the State Government / Central Govt. from time to time in respect of providing the service. The tenderer should produce EPF code number within one month from the date of the entering into the agreement.

II. 19 Payment of Taxes: All the Taxes in force is to be borne by the bidder / tenderer . Hence due care has to be taken while quoting the bid rate. The income tax will be deducted at source from the bills of the tenderer. The tenderer should make own arrangements for payment of service tax.

II. 20 Electricity and water shall not be wasted by the persons engaged by the contractor. Whenever / wherever necessary the persons arranged by the successful tenderer shall switch off / switch on the engine alternator provided in the telephone exchanges / offices.

II. 21 Payment of compensation: In case of loss of life or any injuries caused to the persons during the

course of execution of his services, the BSNL is not liable for payment of any compensation. The contractor is only responsible to pay the required compensation to such workmen.

II. 22 (a)Employees of BSNL, relative of BSNL employees and family members of BSNL employees shall not participate in the Tender. (b) The successful Tenderer /tenderers should have a Office at Vizianagaram Head quarter.

II. 23 Right to engage one or more than one contractor: The BSNL reserves right to award tender for

placement of full tendered quantity of workmen to a single Tenderer (lowest tenderer) or may decide to award tender to more than one Tenderers at the lowest approved rates.

II. 24 Period of validity of Bids : The bid shall remain valid for 150 days after the date of opening of bids. II.25 Force Majeure:- If any time, during the continuance of this contract, the performance in whole or in part by either party of any obligation under this contract is prevented by reason of any war, or hostility, acts of the public enemy, civil commotion, sabotage, fires, floods, explosions, epidemics, quarantine restrictions, strikes, lockouts or act of God ( Herein after referred to as events) provided notice of happenings, of any such eventuality is given bye either party to the other within 21 days from the date of occurrence thereof, neither party shall by reason of such events be entitled to terminate this contract nor shall either party have claim for damages against the other in respect of such on performance or delay in performance under the contract shall be resumed as soon as practicable after such an event may come to an end or cease to exist, and the decision of BSNL as to whether the supplies have been so resumed or not shall be final and conclusive, provided further that if the performance in whole or part of any obligation under this contract is prevented or delayed by reason of any such events for a period exceeding 60 days either party may at his option terminate the contract. II.26. Arbitration: In the event of any dispute arising out of the contract, the same will be referred to the arbitration of Chief General Manager Telecom A.P. Circle, Hyderabad or some other officer nominated by him. The award of the arbitrator shall be final and binding on the parties to the contract II.26. The Bank shall not be entitled to withhold payment on the ground that the CONTRACTOR had disputed its liability to pay or has disputed the quantum of the amount or that any arbitration proceeding or legal proceeding is pending between CONTRACTOR and BSNL regarding the claim.

3. We, the Bank further agree that the guarantee shall come into force from the date hereof and shall remain in full force and effect for the period of thirty months from the date of commencement of the agreement or the term of this guarantee whichever is later. But if the period of the said agreement is extended either pursuant to the provisions in the said Agreement or by mutual agreement between the CONTRACTOR and the BSNL, the Bank shall automatically renew the period of the Guarantee for such period which expires 12 (tweleve) months after the renewed period of the said agreement failing which it shall pay to the BSNL the said sum of Rs. /- (Rupees thousand only) without BSNL demanding the payment of the above sum.

4. The Bank further agrees that the BSNL shall have the fullest liberty without the consent of the Bank and without affecting in any way the obligations hereunder to vary any of the terms and conditions of the said agreement or to extend the time for performance of the said agreement from any of the powers exercisable by BSNL against the CONTRACTOR and to forebear to enforce any of the terms and conditions relating to the said agreement and the Bank shall not be relieved from its liability by reason of such failure or extension being granted to CONTRACTOR or through any forbearance, act or omission on the part of BSNL or any indulgence by BSNL to CONTRACTOR or any other matter or thing whatsoever which under the law relating to sureties would but for this provision have the effect of relieving or discharging the guarantor.

The Bank further agrees that in case this Guarantee is required for a larger period and it is not extended by the Bank beyond the period specified above in Clause 3, the Bank shall pay to BSNL without BSNL having to demand the payment of the said sum of Rs. /- (Rs. thousand only) on the last day on which the Bank Guarantee is due to expire.

Registration of the Contractors/Suppliers/Bidders: All the Contractors/Suppliers/Vendors intending to participate in the tenders floated online using Electronic Procurement System (EPS) are required to get registered on the eProcurement Portal (website) https://apbsnl.etenders.in.

After successful Registration on above mentioned portal you’ll get a link in auto generated e-mail fired to your registered e-mail id. Click on that link to activate your user ID to access the website.

After that, you will be allowed to participate in the tenders floated by the department using the Electronic Procurement System.

Viewing of Online Tenders: The contractors/Suppliers/bidders can view tenders floated on online Electronic Procurement System (EPS) hereinafter referred as “eProcurement System” through portal (website) at https://apbsnl.etenders.in. They can view the details like online scheduled dates (Key Dates), Tender details, Terms and Conditions, drawing (if any) and any other information. To download through workflow they need to login on to the above portal and can download the tender documents of an eTender.

Online Schedule: The contractors/bidders/vendors can view the Online Scheduled dates of eProcurement System (time schedule) for all the tenders floated using the online eProcurement system on above mentioned portal (website) https://apbsnl.etenders.in.

The bidders are strictly advised to follow dates and time as mentioned in Schedule of a particular tender. The date and time will be binding on all the bidders. The bidders are required to complete the stage within the stipulated time as per the schedule to continue their participation in the tender. All online activities are time tracked and the system enforces time locks that ensure that no activity or transaction can take place outside the start and end dates and time of the stage as defined.


The Schedule dates are subject to change in case of any amendment in schedule due to any reason stated by the Department.

Obtaining a Digital Certificate and its Usage: On eTendering System the bids should be Encrypted and Signed electronically with a Digital Signature Certificate (DSC) to establish the identity of the bidder on online Portal. The Digital Signature Certificate (DSC) has two keys i.e. Public Key and Private Key with two distinct certificate viz. Signing & Encryption (two certificates). The Public Key is used to Encrypt (code) the data and Private Key is used to decrypt (decode) the data. The Encryption means conversion of normal text into coded language whereas decryption means conversion of coded language into normal text. These Digital Signature Certificates (DSCs) should be purchased from our eProcurement Service Provider. The information regarding details of DSC application forms and cost should be enquired from our Service Provider.

The Bid (Online Offer) for a particular eTender may be submitted only using the Digital Signature Certificate (DSC). In case, during the process of a particular eTender, the user loses his Digital Certificate (i.e. due to virus attack, hardware problem, operating system problem), he may not be able to submit the bid online. Hence, the users are advised to keep their Digital Signature Certificates in safe custody.

In case of online Electronic Tendering, if the Digital Certificate issued to the authorized user of a firm is used for signing and submitting an online bid, it will be considered equivalent to a no-objection certificate/power of attorney to that User. The firm has to authorize a specific individual via an authorization certificate signed by all partners to use the Digital Certificate as per Indian Information Technology Act 2000 and its amendments. The Digital Signature of this authorized user will be binding on the firm. It shall be the responsibility of management / partners of the registered firms to inform the certifying authority or Sub Certifying Authority; in case of change of authorized user and that a fresh digital certificate is procured and issued an “Authorization Certificate‟ for the new user. The procedure for application of a Digital Certificate will remain the same for the new user.

The same procedure holds true for the authorized users in a private/Public limited company. In this case, the authorization certificate will have to be signed by the directors of the company.

Bidders participating in e-tendering shall check his/her validity of Digital Signature Certificate before bidding in the specific work floated online at the eProcurement Portal (website) through https://apbsnl.etenders.in.


Submission of Earnest Money Deposit:

Techno-commercial Bid shall accompany interest-free EMD through Demand Draft. The details of EMD can be obtained from Tender document of respective Tender OR from above eProcurement Portal through https://apbsnl.etenders.in.

Refund of Earnest Money Deposit to the unsuccessful/successful bidders will be made as per the conditions given in the tender document.

A scanned copy of DD against EMD should be uploaded mandatory while Bid Preparation stage (as per the Schedule mentioned in online eTender) and original D.D. should be submitted to the designated BSNL office in the sealed envelope on or before the due date mentioned in Schedule of respective eTender.

Submission of Tender Document Fees:

The Contractors/Suppliers/Vendors have to submit the Tender Document fees as mentioned in Tender Document (if applicable). If the bidders are exempted from Tender document fees then they have to upload copy of exemption certificate during bidding process.

Tender Download: The Eligible Bidders can download the Tender Document online from above eProcurement Portal https://apbsnl.etenders.in on or before the Schedule Dates mentioned in the eTender floated.

Submission of online bids: The bidders are required to prepare their bids on online eProcurement Portal as mentioned above. During bid preparation the bidders have to Map the Key of DSC hence they are advised to procure DSCs at earliest to participate in the eTender. They are required to upload the scan copies of Demand Draft for Tender Document Fees and Earnest Money Deposit. Also bidders are required scan and upload any other documents related to their credentials and submit wherever asked online. The bidders have to prepare their commercial bid online during in this stage only and seal (Encrypt) the online bid with their Digital Signature Certificates. The Bidders should take note of any corrigendum being issued on the web portal on a regular basis. The bidders will not be able to change their technical details and offer (rates) after expiry of due date and time on online portal.

Opening of Tender (Electronic offers): The authority receiving the tenders or his duly authorized officer shall first open the "EMD Envelope" (if applicable) of all the contractors/bidders and check for the validity of EMD and other Pre-Qualification Documents ( if any) submitted in the “EMD/Technical Envelope”, if any, as required by ECIL. In case, the requirements are incomplete, the Technical Bid/Commercial (whichever is applicable) of the concerned contractor received shall not be opened.

The authority shall then open the tenders submitted by the contractors online through the ECIL eTendering Portal (website).

Shortlisting of Bids (Electronic Offers): After the evaluation (online/manual) of a specific Envelope (i.e. EMD or Technical) and offers submitted by contractors, the shortlisting process will be executed on online eProcurement Portal only.
