Subject: Recognition of Special Olympics Bharat as National Sports Federation -Reg.

Sir,I am directed to refer to your letter dated 5.4.2005 and subsequent correspondence

on the subject mentioned above and to say that the Ministry of Youth Affairs & Sportsagrees to recognize the Special Olympics Bharat, New Delhi as a National Federationwith immediate effect.

2. This recognition means granting a major role to the Special Olympics Bharat fordevelopment of the Sports for persons with mental retardation/intellectual disability.

3. The recognition is granted on continued observance of the following terms andconditions:

(a) The Office-bearers of the Federation shall invariably be appointed byelection. Their term should not exceed 3 (three) years at a time. Noperson shall be allowed to hold following offices (by whatevercorresponding designation they are known) for more than two

, consecutive terms or continuously for more than six years:

(b) The Federation shall give advance notice to Union Government of at leasttwo months for any change in its constitution. The copy of the existingConstitution and the proposed changes should invariably be sentalongwith the notice.

(c) The Federation must maintain its accounts in the Double Entry System.The Accounting Year should be from 1stApril to 31stMarch. The booksof accounts shall' always be op~ to inspection by authorizedrepresentatives of the Union Government.

(d) The accounts of the Federation must be audited by a practicing CharteredAccountant. Audited Statement of accounts should be sent to the UnionGovernment within six months from the date of expiry of the accounting.

(e) The Federation must scrupulously abide by the Guidelines of theGovernment issued from time to time, for the conduct of NationalFederation.

~ \(f) The Federation must have ~correspondingState/UT bodies affili.atedto it -,

in all the States/UTs within two years from date of this recognition. c 1 l

g) The Federation should also abide by the directions of the Union Govt.issued, if any, in the interest of promotion of sports among physicallychallenged sportspersons or its players or Public in general.

(h) The recognition shall be for a period of ten years. However, recognitionwould be reviewed even earlier in case MOA of the Special OlympicsBharat or its other practices come into conflict with the Guidelines asamended from time to time.

(i) Government observers shall be invited for all AGMs & TournamentsSelection Committees at National Level. Ministry's Guidelines forselection procedure shall be followed by Special Olympics Bharat. Thetournaments shall be held for Men & Women at all levels i.e. National,State, District level for Senior, JunioF and Sub-Junior level. Special'Olvmpics Bharat will not be 2iven 2rant for events concernin2 Deaf.for whom All India Sports Council for Deaf (AISCD) or thephysically disabled as they (Paralvmpic Committee of India) arealready been 2ranted rec02nition bv the Government and entitled toGovernment Grants.The status of AISCD or PCI won't be affected bythis recognition to Special Olympics Bharat.

G) The recognition shall cease automatically on de-recognition of SpecialOlympics Bharat by the international Special Olympics body.

(k) Special Olympics Bharat shall be categorized as per approved dynamiccategorization and necessary orders in this regard will be issuedseparately.

4. The recognition may be withdrawn if:(a) the.terms and congitionsLoftbe recognition are violated;(b) the provisions of Guidelines are violated;(c) its own Constitution is violated;(d) directions issued by the Union Government are not complied with as

required;(e) in the opinion of the Union Government, the Federation is not

functioning properly;(f) the recognition has been obtained by submitting false information or by

mis-representation of facts;(g) the concerned international Federation cancels affiliation or derecognizes

or disaffiliates the Federation. . ...:;;..

5. A copy of guidelines, currently in force is enclosed herewith. They are subject tochange without any notice.

6. All the requests for financial assistance and clearance of proposals must besubmitted in the prescribed manner. Assistance may be provided subject to theavailability of funds.
